The trustees present their annual report with financial statements for the charity for the year ended 31[st] July 2021. The financial statement have been prepared in accordance with the Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) issued on 16 July 2014.

1. Background

In 2010, Margot Robertson (founder of Communities Defeating Poverty) went with her sister Marie Irving to Kenya to visit friends who had retired to Kenya. Whilst there, they were so moved by the poverty that they saw, that when they returned, they decided to raise funds to feed school children a bowl of porridge each morning, feeding 450 children every day.

The sisters were committed to continuing to help the communities there as much as possible. Marie had a professional background (over 35 years) of working on community development programmes, and by 2012 using this experience she dedicated her time and efforts to train 60 pastors in Kenya, mainly from small villages, in basic community development principles, which they then took back to their villages to mobilise their community against poverty. Most started by doing tabletop banking, a form of community banking where the villagers put in a small amount of money every week and once they had enough, they set up income-producing businesses. This experience and the results of it gave both Margot and Marie an insight into the needs of the community and that there seemed to be a need for basic skills training in Kenya, but further evidence was needed to confirm this.

A pilot project was conducted in Kenya rolling out the training programme over 6 counties in Kenya resulting in circa 10,000 people attending the training over 5 years. The training was mainly funded by Marie and Margot. The assessment of the pilot project revealed a staggering success rate. 80% of the people who attended the training had successfully increased their earnings through setting up farms and businesses.

The successful outcome of the pilot encouraged the sisters to do what they could to deliver the training programme to more communities and countries in Africa that needed it. Between them, they decided that Margot (who lived in England) would raise funds to help pay for training courses, and Marie (who lived in Australia) would work with an NGO called HAAPNET in Kenya, making frequent visits there to deliver the training programmes to more communities and countries in Africa that needed it.

Through small fundraising activities and donations, Margot was able to make funding contributions that would support further training programmes. This was the inception of what is now known as Communities Defeating Poverty. Marie continued to work with HAAPNET to deliver the training programmes in Kenya and started up ‘Community Development Projects’, a charity that was incorporated in 2019 under the Australian Charities and Not-for-Profit Commission (ANC).

Jacqueline Banks and Patricia Thomas, both trustees, joined CDP in 2018 and Alesia Turner, also a trustee, joined in January 2019. Communities Defeating Poverty was formerly registered on 4[th] February 2020 with the Charity Commission for England and Wales.

2. Structure, Governance and Management

Communities Defeating Poverty (also known as CDP UK) is a small registered charity, number 1187734, and is governed under the foundation model constitution of a charitable incorporated organisation (CIO) whose only voting members are its charity trustees. The charity trustees manage the affairs of the CIO and exercise the powers of the CIO in good faith to further the purpose of the charity. Members of the CIO are its charity trustees and membership cannot be transferred to anyone else.

There must be at least three charity trustees. There is no maximum number of trustees. Trustees must be appointed in accordance with the requirements of the constitution. Apart from the first appointed trustees, every trustee must be appointed for a term of three years at a properly convened meeting of the charity trustees.

The charity trustees meet once a month to agree the overall strategy and activities to be undertaken by the charity.

All trustees give their time voluntarily outside of usual working hours and no remuneration or expenses have been requested or paid to any of the trustees in the year.

Due to the small amounts raised, CDP is exempt from the requirement of having to have its accounts audited.

3. Objective and Activities of the Charity for public benefit

(i) Purpose of the Charity

CDP was established with a vision to help prevent or relieve poverty in Kenya or other parts of the world by providing grants, items, and services to individuals in need and/or charities, or other organisations working to prevent or relieve poverty.

(ii) Activities of the Charity

The main focus of CDP is to undertake fundraising activities to fund the training programmes that are being provided in Africa, with the hope of fighting poverty. These activities to date have primarily consisted of small in-person fundraising events and regular monthly donations. Whilst CDP was originally planning to hold in-person events in 2020/21 fundraising activities were unfortunately heavily impacted by the restrictions that were put in place as a result of the COVID-19 Global Pandemic.

CDP works closely with an NGO in Kenya called HAAPNET who are responsible for organising, scheduling and managing the training sessions as well as recruitment and training of country coordinators/ trainers in the Africa Continent. HAPPNET’s President, Bishop Martin Muita, provides direction and oversight to the overall training coordinator and country coordinators. Prior to the pandemic year (i.e. 2020), all the training sessions are in-person, large group training sessions. Due to the pandemic situation, training for country coordinators is now being conducted virtually. HAAPNET is responsible for organising the resources needed for the training and scheduling the training sessions with each country coordinators/trainers. It is also responsible for paying out to the coordinators/trainers with the fund provided by CDP, as well as providing the required financial and operation reports to the Committee on an agreed timeframe. At present, the majority of the funds needed by HAPPNET to run the training programme has been supplied by Communities Defeating Poverty and Community Development Projects in Australia.

With the plan to expand the CDP training programme to more countries in the African continent over the next 2 years, CDP will need to raise funds over the coming year to support the planned rollout of the training (further described in section 4 below entitled ’Achievements and Performance’) to help HAAPNET meet its objectives and goals for this period. The methods that CDP will deploy to generate the funds needed for the next 2-year operation are as below:

TRAINING PROGRAMMES FUNDED BY CDP

The training programmes that Communities Defeating Poverty supports have been developed by ‘Community Development Projects’ in Australia to empower the participants/students to set up small businesses, to help themselves to become self-sufficient and is based on the saying “Give a man a fish and you feed him for a day. Teach him how to fish and you feed him for a lifetime”. The training programmes target the very poor living on less than $2 per day in developing countries, and aims to break the dependency cycle and transform communities to bring them out of poverty. Country coordinators are given training on:

• How to provide quarterly training reports on the training activities and cost associated with the training conducted, which is used to measure the success of the training programme. In general, there are three types of training workshops currently provided by Community Development Projects Australia:

  1. The community development training programme is taught over 2 days covering six modules: Introduction to community development:

  2. How to mobilise the community;

  3. How to use local skills, resources and processes in the community to become financially independent and not rely on external aids;

  4. How to complete a needs assessment with 30 people in their own community so as to identify the community’s own needs and how to analyse and prioritise the findings;

  5. How to apply Christian community development principles;

  6. How to develop a community plan to implement the findings of the needs assessment; and

  7. How to set up and run a community savings scheme to fund projects, ensuring the appropriate checks and balances to protect against any form of corruption.

  8. Practical skills training by local professionals on any skills the community has identified they need within their projects.

  9. Business management training provided by partnering with microfinance companies.

4. Achievements and Performance

CDP has continued to work collaboratively with the ‘Community Development Projects’ charity based in Australia and with HAAPNET, an NGO based in Kenya that has a vast network in Africa, to fund and further work on the CDP training programme and roll it out in stages as below:

• Stage 1: 7 East African Countries i.e. Kenya, Uganda, Mozambique, Malawi, Zimbabwe, Zambia and Tanzania

• Stage 2: 13 other African countries i.e. Sudan, DROC (Congo), Burundi, Rwanda, Botswana, South Africa, Swaziland, Sierra Leone, Ethiopia, Ghana, Nigeria, Togo, Burkina Faso

• Other underdeveloped countries in Asia Continent

HAAPNET has started conducting the training for Stage 1 and has also appointed 7 country coordinators in 2020, who are undergoing training now. The ‘train the trainers’ session was scheduled to be completed in 2020 but. due to the pandemic situation, the training sessions, which switched from in-person to virtual via Zoom, were delayed. In summary, the training programmes have to date been attended by 20,000 people in the African continent who were previously living on less than $2 per day. Over 100,000 lives in 200 small villages and 2 slums in Kenya were positively impacted with increased food and income security and employment according to the assessment report. Now most of them have experienced improved quality of life through earnings from their self-funded and administered enterprises and initiatives.

Beneficiaries, none of whom were given any money, but had set up their own businesses using community banking, shared that they were now able to feed their families and address their health and education needs. Churches who participated in the training programme reported increased membership and giving, which in turn enabled them to build new churches and increase the mercy ministries to widows and orphans.

5. Financial Review

CDP relies in the main on the regular donations that it receives from private donors and small fundraising activities including charity raffles, selling donated items, and ticket sales through small, hosted events. Due to the restrictions that were put in place as a result of the COVID-19 pandemic, and the impact to the economy, events were unable to go ahead and fundraising was significantly impacted.

The funds that were raised during this year therefore came mainly from regular donations, which helped pay the trainers for their time to deliver the training programmes to a combination of new community project training and existing projects for the training and expert help that the people need to take their projects to the next level. Amounts raised by CDP for this accounting period were £3653.

Due respect is given to the principles outlined in CDP’s grant-making policy when allocating funding. Taking this into account the trustees have considered the best way to fund the training activities in Africa, and have agreed that this should be based on evidence-based reports. Amounts are therefore transferred to HAAPNET every other month, and vary based on reports of the number of training courses that are held and cost of training at specific locations, this year we agreed to support the efforts in Kenya, Mozambique and Zimbabwe. The total amount given to HAAPNET for this period was £2025.
