Governance
TBSLSC Is a famlty orfentsted lifesaving club, run by it's members.
The prlmary purpose of the of the club Is drowning prevention: which we
achieve by teachlng lifesaving techniques and water safety.

The management commlttee are responslble for dub managernent In Its
entlrety. They provide the scrutiny, governance and support for the daily
management of the club.
The cornmittee are also responsible for activlty to support the further
development of the club.
To be effertive committee members should make every effort to regularly
attend meetlngs. Committee members will be expected to hold a ￿SpOnsIbl11ty
/ portfolio on behalf of the club.
Formal decisions and expenditure should be undertaken in committee
meetings. In cases of urgency, the Chair may approve additional meetings or
for decisions to be progressed outside of a meeting. In this case the decision
and rationale for urgency must be reported to the committee at the earllest
opportunity.

A formal record of the decisions and actions are retsined by the secretary and
available to any person on request.
Any member may attend a committee meeting. Should they wish to speak they
must have prior permission from the Chalr. Should pemiisslon be decllned then
a formal note will record the request and the rationale, which wlll be presented
to the committee for retrospective approval.
Agenda Items need to be forwarded to the Secretary 7 days prior to the
meeting. The agenda and assoclated documentation will be circulated 5 days
prlor to the meeting to allow for consideration, discussion and to provide an
opportunity for those not at the meeting to submit thelr views.
Daily management of the club is the responsibility of the Club Captain. Thls
includes co-ordination of all club activlty and ensuring compliance with club
rules.

The annual membership fee is agreed at the AGM. Weekly subs checks are at
the dlscretion of the committee.
Applications to join the club can be rejerted by the commlttee if there are
concems relating to safeguardlngi conduct or suitabllfty of the appllcant. Such
declsions should be made by the committee.
If a memberfs conduct falls below the standard expected, then thelr
membershlp may be suspended pending an investlgation. The outcome of the
investlgation could be: no action, formal warning• restrictions. temporary
suspension or removal from the dub.
Each investigatlon will be reported to SLSGB who may offer assistance.
The outcome of any investlgation or membership rejectlon should be reported
to SLSGB.
Members may make an application to the dub hardship fund to support annual
membership fee.
Finance
Club expenditure Is govemed through committee meetings. In cases of an
urgent decislon then an additional meeting may be convened or expenditure

approved by at least three club officerfs: {offi￿r roles are: Chair, Wice Chair,
Treasurer, Secretary, Captain, Wice-captain and Safeguarding).
The Treasurer, Captsin and Gear Steward have delegated authority to spend up
to £200 without additional recall to committee. All spend is reported to the
Treasurer.
The hardship fund is deslgned to ensure the dub Is Incluslve to all members of
the communlty. Flnancial restralnts sI￿uld not prevent anyone from partaking
In the dub. Access to thls fund is informal approach to a commlttee member.
The level of support is at the discretion of the Chalr and Vice-chair and
includes instalments of payments, reduced payments or walve of any payment
due.
The objects for which the CIO is established Is to save lives by the
prevention of drowning and to provlde education and trainlng in all areas
relating to lifesavlng, rescue and ￿￿scitation for the benefit of the
public by:

The promotlon and organisation of Ilfesaving and rescue, beach and pool
training, water sports and Ilfesaving activities for training, recreation and
enjoyment that encourage fftness, team work, responsiblllty and

ServI￿S to the community and public at large.

There continues to be a high demand for dub membership, with the numbers
remalning healthy at aWK1225. The majority of members remain active, so the
club remains in a healthy positlon.
Telgnmouth lifeguards undertook safety cover at several organised events and
during the season delivered club activities four days a week. Sorne dub
members competed in various sectors of the National Surf Ltfesaving
Champlonships, returning a number of medals. and additionallyi a first for
Teignmouth Beach Surf Lifesaving Club induded an Inflatable Rescue Boat (IRB)
award.
Thankfully the number of lifesaving interventions delivered by our lifeguards
remained low: ￿cogniS1ng the success of the prevention and education
activities.
Several club members have gone on to gain employment with the Royal
National Lifeboat Institute (RNLI) as beach lifeguards, utilising the skllls they
have developed through their club membership.
The club finances are stsble. The club has healthy reserve, but due to Issues
with the club house we are unable to Invest in the equipment and facillty
upgrade we would like. On-going conversation wlth the council as our landlords
are continuing, but yet to delivery any real tractions.
The challenge of accommodation Impacts the Servi￿ we offer. We run a
waltlng list for membership, but it is necessary to limit membership due to
availability of rescue equipment.
Club risks relate to the management of the volunteers and developing with
local authority a ten-year estates plan.
