guarantee, followlng Incorporallon on 3 August 2015 - number 09713482. The organlsatlon
was govemed by the regulations sol out In its ooveming document. its Memorandum and
Articles and was run by a voluntary Management Committe8. PRCBC wa$ registered as a
charity on 31 January 2020 - number 1187681- and ft$ Management Committee became ts
Charity Board of Tnbstees. We converted our status to a CharitabL9 Incorporated Organisation
wlih effed Irom 4 August 2022. We also then amended our financial year, lo run from the usual
April to Mar¢h. This report covers Aprll 202410 March 2025.

of Considering the public benefit when making relevant decisions on our Work.
Objectlves and Actlvltles
PRCBC'5 goal is lo increase the registration of children and young persons by raislng
awareness of the need for registration and the importance of regislraliofi among those who
are entrtled lo register as crtizens. We also aim lo provide as much legal assistance as
possible, both dir8¢tly and indirectly, lo the children and young people themselves and those
who wofkwith them. We assist and represent young people w4th ¢hallenging unlawful refusals
and barriers to the registration of children, suth as a¢ce$sibility and fees. We represent British
children's complex passport appii¢ations whén li may be hard for thèm to prove their status.
We work to publiclse ¢hildren's rights lo access ¢ltizen6hip and to improv6 the tegal advlce
avallable on thls.
The prlncipal actimty of PRCBC continued lo be as a CIO which provides legal advice,
infomiation and represenlalion in respect to registering children as British citizens, when they
and thair families do not have the means to pay for such legal adw¢e and represèntation. We
employ a Supervising SollcitorlCEO who has worked throughout Ibe period of thi5 report. We
had grant fvnding for a second junior solicrtorlparalegal and have recnjiled for this lob bul
without long-lemi su¢¢e$s. We also planned to recfult a Legal Pracli¢e Administrator, without
success. Support for the Supèrvisina Solicrtof, both in legal and 8dministralive work, has often
been provided through both short. and long-lemi consultancy.
A small part of this work is done through speciallst qualified volunle8r ad￿Ser5, who are
solicitors and are supermsed by our Supervising Soli¢itorlCEO. These solicitors advise Chlldren
ond young people on the first Saturday of the month. The sollcrtOTS advise on thelr cases and
prepare the documents and represenlalions in support of their complex applications lo the
Home Office for registration as Brrtish citizens. If their applications aTe wron9ly refused, we
advise an¢J representthem in challenging Ihe refusals including in the higher courts. This higher
court work is dono by our Sup$fvising Solicf(orlCEO. We have decided that sup8Thislng and
followlng through the volunteers. work Is nol the most effe¢tlve use of her tlme or of deallng
with cases and cosjld involve risks. This will be Phased out lalef in 2025.
We continue to provide an unfijndad advice service to young pèople, lawyers and other
professionals with queries concemillg British citizenship rights. During this accounting period,
we provided this to 131 lawyers in response to unsolicited Individual queries and signposted
295 people with bss complex queries to more general advice.
We also provide training for lawyers and other legal advisers and information lo soci81 workers
and others through infomialion booklets, briefings, articles, blogs and meetings. We fundraise
and seek grants and donations towards PRC8C's running costs and lo meet our volunteers.

Some changes were useful and have continuet1. We now do most of our work from the office
again and see most ¢llent$ there but continue to deliver some of our sèrvi¢es r¢mot•ly. through
zoom ana phone consultstions, by emall and post. We also conllnue to run a one-off specialist
advice lin¢, ofton through zoom. We made zoom appolntments for young people orlheir carers
who could no longer travel for advlce, bul who could send do¢umonls through email and
recorded post, wllh some costs covered by PRCBC, to explaln their situallon. We advised 172
young people or thair ￿rerS through thls service, remotely or In our office. We ffjlumed lo
providing in.p8rson iraining COUfS88, three this year.. one advanced cour8e for lawyers and
less speciAli$l one lor paralegals and advlsors, and a seminar for policy workers W• have

In Septemb¢r 2023. PRCBC secured its own Legal Aid Agency contract so we can oblaln our
own legal ald fundlng for the cases we rnpr•8enl, Our solicrtor'8 agreement with the Cardlnal
Hum• Cantro therefore formally ended in August 2023, wllh m•ny thanks for their co-operatlon
over the proviou8 three years. The fln81 payment for PRC8C's completed casès has been
d•layed after the ¢yb&r.att8¢k on Iht Logal AKI Agency. Our appllcalbn for Spe¢iallJt Quallty
Mark (SQMI ac¢redltatlon was successfulty flnallsed In February 2024. Our legal ald contract

PRCBC'S challengo to the lawfulness of the Home Offic8 chlldren's cRlz•nshlp ￿gIstratIOn leo,
conllnulng Irom 2019 10 2022, resutted In the creatlon of a potenlial fee walver for thll(Jren,
and the exemption from lees for chlldren In local aulhorily care, from 22 June 2022. Th1$ has
helped very many children to be reglslered as Brfllsh cttlzens. PRCBC'S work on Ihls fee,
Including by litigation, was cruclal, underlining the positi￿ impact Ouf work has and why tt is
vllal that we eonlinue lo challenge Ihese barrlers via legal andlof other means. There are
however stlll problems with tho implemontation of foe walvers, Wrth the Home Offi&8 requiring

extremety detailed financial ewdence and explanations to decide on a waiver, and the
children's regislratlon fee being raised to £1.214 (and th& adult reolstralion fee raised lo
£1.481). PRCBC has met the Head of the Nationality Department, and corresponded with
Ministers, about this.
PRC8C has continued to monitor the Secretary of State's revised guidance on ¢hildren'$
regSstration by dlscretion. That revision greatly assists many children
particularty children
brought to the UK at a your¢g age who have lived here for at least 10 years of their childhood
and ¢hik1ren In the fijll care of 8 local author*ty. These Iwo groups of children are now nomally
registered 88 British cltizens on their making an application for this, and ¢hildren In Ca￿ are
exémpt from paying the application fee. But we still see many unjustified refusals and advise
on contesting them. After a general change in nalionalrty staff gU￿anCe in Febfuary 2025.

PRCBC sought and obtained an assurance through our Patron Baroness Li*er of Burtersett
that this shoultj not appty lo Childrèn. Non6lh8less, we have seen instances when crtizenship
was refvsed.
An Increasthg area of work Is In ¢onne¢iion wrth domesti¢ abuse. We recelve many referrals
and one-off requests for advico from mothers wllh children who ar8 Briti8h or h8v8 8 righl to
register but wrth hosllle andlor vlolent lathers not willlng to support applicatlons. We ¢onsl(ler
and assist wrth applications for a doclaralion of parenlage in the family courts, which can then
881ablish the Cfilld's crtlzenshlp rigttis.
PRC8C's challenge ¢onceming whether ¢hildr8n bom in the UK, whos8 parents were
exercising EU Treaty rights al the lime of their birth, were necessarily bom British ¢itiiens was
dismissed by the Court of Appeal on 19 March 2024 and the Supreme Court refused
pemilssion lo appeal in Juty 2024. However. this lrtigation led difedly lo the British Nationality
{Regularisalion of Past Practic8) Act 2023. The Act passéd into law on 29 June 2023. It has
secured the British citizenship of many thou5allds of people whose ¢tilzenship had been put
at risk by the Home Office changing Its interpr81alion of British nationality law in defending the
Challenge brought by PRCBC. The Act essentially preserves the lon9Standing position taken
by the Home Office that the relevant cir¢umstancÉs In law of children bom in the UK to a parenl
exercising EU Treaty rights from 2 October 2000 were different from those of childr8n bom In
like circumstances before that date (the key dIffe￿nCe being lo tr8at the parents as settled
before that date and the children th8rofore bom with Brltlsh ciiizenshipl.
During this perlod, PRC8C has also rapresented several child￿n and young people with cases
concerning the good ¢hara¢ter requirement who are èntitled to be registered. Many of these
are young people bom in the UK who did not know Ihey were not Brilish citizens. who have no
conne¢lion lo any other ¢ourFtry and who have criminal Convictions. Others are young people
who ware in care, or who have disabilitiès. We opened 37 thildren's and young people's cases
for representation during this year and closed 33, generally successfully.
PRCBC sent a Gopy of our bookiel Children andthewrwhts to British citizenshipto all new MPS
ofter the 4 July 2024 general •1oQtion. We prowdod a briefing to the House of Commons
Commrrtee slage on the nationalrty aspects of the Border Securty, Asylum and Immigrat￿n
Bill In February 2025, and we Continue to rais• i8SLlO5 as the Bill goe8 through Parliament.

Homlyn Foundatlon and the Trust for London, 80me r68trict8d lo salgry costs, and the Esmee

was £27,966 and donations. £1.872. At the pa￿0d end, wo carried over £243,932 to the 2025-
