poss￿1¢, both directly and indirectly, to tho children and young people Ihems8lves and those
who work wilh them. We assist and represent young people with challenging unlawful refusals
ond barrièrs to th8 registration of chlldr8n, such as accessibility and fees. We rèprès8nl British
childron'8 complox p8ssport applications when il may bo hard for them to provè Ih&ir statu8.
We work lo publiclse chlldren's rlgh15 to access ¢llizen$hlp and to Improve the legal advice
avallable on Ihls.
The prlncipal activity ol PRC8C coniinuod to be as a CIO whlch provldes legal aavlce,
Inlormalion and r•pmsenlalion In r•spa¢t lo rgglslerlng chlldren as Brillsh cltlzens, when they
and their famili¢s do not have lh¢ means lo pay for such legal advice and r•pr•senlatlon. We
employ a SupeNising SolicilorlCEO who has worked Ihroughout the perlod of Ihls report. Wa
have grant fundin9 for a se¢xnd junior solicltorlparal6gal and have recN￿ed for Ihls lob bul
wkhoul long-lem sue¢8ss. We Planned to récruh a Legal Piacll¢x9 Admlnlstrator. SLSPPOrt for
Ihe SupeTvising Solicrtor has often been provlded through Consuttancy.
A gmall part of thls work is done through speciallst quallfled volunteer advlsgr$, who are
soli¢ilofS and aro $upeNsed by our Sup•Ni$ing SolicitorlCEO. These soliGilors adv589 chlldran
antj young people on the flfSI Saturday of th8 monlh. The sollcilors Bdvlso on thelr cases arsd
prepar8 tho documents and represenlallons in support of their complex appllc81ion8 lo the
Home Offic¢ for f8gistralion as Briiish cllizens. If their applications are wrongly refused, we
advis¢ and represent them in challenglng the refusals includlng In the ￿￿￿er courts. This higher
court work Is done by our Supervising Solicstor/CEO.
We provide an unfund8d advlce servicè lo young people, lawyets and other professionals with
queries ¢onceming British ¢itizenshlp rlght$. Dunng Ihis accounting period, we provlded this to
over 40 lawyers in response lo unsollcrted in¢Jlvidual querfes.
We also Pfovlde training for lawyers and other legal advisors and information lo social workers
and others through informallon booklets, briefings, articles, blogs and m8elings. We fundraise
and seek grants and donations towards PRC8C's running co$ls and lo meet our volunteers,
expenses

COVID-19 changes
Over pr8viou$ yaars, because of COVID-19, PRCBC had lo adapt lo continue lo provide our
seNces in dlfferenl ways. We now do most of our work from the offlce again but have
continued to deliver some of our services remotety. through zoom and phone consultations. by
email and post. We now see more clients in the office. Because of these difficulties, we also
continue to run a one.off spec*alist adwce line, often Ihrough zoom. We made zoom
appointments for young people or their carers who could no longer travel for advice, bul who
ould send documents through email and recurded post, with some costs covered by PRCBC,
lo explain their situation. We advised 101 young people or Iheir carer5 through this service.
We ran some training courses online but are now promding in-person Iroining again. All thi$
has presented new challenges to our WOTk and required extra reSOu￿e$, but we have
continued to advise and represent ¢hiidron and young people.
Achlevements and Perforniance
PRC8C has been règlstered as a charfty since January 2020 and from March 2020 became
an independent organisalion, renting rts own office space, employing a Supervising Solicrtor
and paylng consultant sollcitors and Le9al Administrators. In August 2022 PRCBC became a
Charitable Incorporated Organisaiion. PRCBC ￿lebrated it5 fir$1 10 years of existence with a
receptlon and launch of our revlsed and expanded Inlomiation booxlel on ¢hlldren's crtizenshlp
rights on 22 November 2022. We have continued lo *Jpdate this useful resource.
In September 2023, PRCBC secured ils own Legal Aid Agency contract so we can obtaln our
own legal aid fvnding for the cases we represent. Our solicitor's agreement with the Cardinal
HLtme Centre therefore ended in August 2023, wrth many thanks for their co-operation over
the previous three years. We expect final paymen15 for PRCBC'S completed cases shortly. Our
appli¢ation for Specialist Quality Mark ISQMI a¢creditaion was su￿t$$fUl al desktop slage
on 7 March 2023 and finalised in February 2024. Our legal aid contract was initialty issued in
September 2023, for a year, and was renewed for three years, to October 2027.
In the year of this report, PRCBC provided initial assistance. advice and representation to over
100 chiklren and young people dire¢lly in their British citizenship applications (for registration
or a passportl. Many more benefited indireclty through OLtr awar8ness-raising work. slrategic
irtigalion and wider advocacy. Applications take some time lo decide, and during this period
most of our resolved applications were successful either al initial application or Home Office
review, or at pre-a¢lion or High Court judlclal revlew stages. PRCBC continued to ensure the
high slandard of our service. a￿ayS having in mind that due lo the nature of our strategic work
some children and young people's cases will go on lo be litigated in the higher courts including
judi¢ial review proceedings. Several application5 did proceed lo either a letter before claim Of
Ihe i$$ue of a claim for judi¢ial review.
PRCBC'S challenge lo the lawfulness of the Home oific8 children's crtizenship ￿gIstratIOn fee,
conlinuing trom 2019 10 2022, resurt￿ in the possibility of a ffj• waiver for children, and the
exemptlon from fees for chIld￿n In local aLrthorty care, from 22 Jun8 2022. Tnls has helped
very many Child￿n to be registered as British crtizens. PRCBC'S work on this fee, including by
litigation, was crucial, underlining the posrtive impact our wot* has and why il is vrtal that we
continuo lo challenge these barrf¥rs via18gal andlor other maans. There are howevèr problems
wlth the implementation of the fee waiver, with If¢e Home Office requiring extremely detailed
financial evidence and explanations to deC￿e on a waiver, and th& ¢hildren's registration fee
being raised to £1.214 land the adult reglslration fee raised to £1.481).

PRCBC has continued lo monitor the Secretary of State's revised guidance on children's
registration by discretion. That revision greaiiy assists many children
particularfy chIld￿n
brought to the LIK at a young age who have lived here for al least 10 years of their childhood
and Chlldren in the full care of a local authoiity. These groups of children should ordinarily
be registe￿d as Brrtish citizens on their mak]'ng an applirAlion for that, and childfen in rAre are
exempt from payin9 the application fee,
PRC8C's challenge conceming whether children bom in the UK, whose parents were
exercising EU Treaty rights al Ihe lime of their birth. were necessarily bom British citizens was
dismissed by the Court of Appeal on 19 March 2024, The court Uphe￿ the ¢onclusion of the
High Court of 20 January 2023. However, this litigation led directty lo Ihe Home Office
introducing the Brltish Nalionalily (Regularisalion of Past Pra¢tiGe) Act 2023. The Act passed
into law on 29 June 2023. It has secured the British crtizenship of many IhoL¢sands of people
whose citizenship had been put at risk by the Home Office changing its inlerpretalion of 8ritish
nat￿naIrtY law in defending the challenge brougttt by PRCBC. The Act essentially preserves
the longstanding position taken by the Home Office that the relevant ¢ir¢umstances in law of
children bom in the UK lo a parent exefcising EU Treaty rights from 2 October 2000 were
different from those of children bom in like ¢ircumslanGes before th81 dale. At the end of the
accounting period, PRCBC was still seekrno public funding to appty for pemission to appeal
to the Supreme Court.
Dumng Ihls perio¢J, PRCBC has also represented several chlldr8n and young people wRh cases
con¢¢rning the good chafacter requirement who are enlilled to bg registered. We had 26 young
people's ￿SeS open at the end of the year and had closed 32.
PRCBC provided infomiation and briefing lo members of both Houses of Parfiament on the
nalionalily aspects of the Illegal Migration Bill. which was under consideration in Padiament
from 13 March 2023 and came into force on 20 Juty 2023.
Plans for the future
PRGBC will continu8 rts work in advising and r6presenting children and young people about
their British citizenship rights and in disseminating infomiation about the law and pra¢ti¢o. We
intend lo continuè to represent complex cases and to challenge unjust refusals ihrougfi all
leg?1 channels. We anlicipatg that, over the year ahead, our casework will includg a more
intense focus on challenging the application of a good chara¢ler requirement for people aged
10 years or older to ￿gIster rights lo British citizenship. We are thinkin9 again about
recruitment of a second soliortor. or a legal administrator, to broaden the basis of our work and
to provi¢Je more opportunrty for influencing law and practice.
Flnanclal Revlew
During Ihls financial year PRC8C's income was £246,646. Our expenditure was £210,761. AII
funds We￿ used for the provision of legal adwce services.
Grant income during the year was £166,000. We are 9iatelul lor the grants from the Paul
Hamlyn Foundation and the Trust for London. some restricted to salary costs, and lo the
Access lo Justice Foundation and the Esmee Fairbairn Foundation for unreslThcled grants, as
listed in these accounts. The last gfanl is ￿rrIed forward for use in the 2024-25 financial year.
Casework income was £72,436 and donalions. £4,087. At Ihfr perlod end. we carried over
£226,017 to the 2024-2S flnancial year.

We paid £15,335.08 to Consonanl's insolvency company lo settle the liability ofthe VAT ari¥ing
from PRCBC casewoTk carried out at Consonant. on 15 January 2024.
a) Reserves
The Board ol Trustees recommend that to allow the charlly to b8 managed efflclenlly, an
unr8strict6d reseNe equivalent to al least nine months operating expenditure should be bulrt
up. This Is lo ensure the operalln9 efficiency ol the charity and to provide some protection to
the organisalion from the risk of disruption al short notice due lo a lack of funds.

PRCBC has bo•n an indap8ndenl organisalion $in¢e March 2020. We afe Ih8refor8 now
rasponslble for all our own management and fundraising. We have a rolling Pfogramme of
fundralsin9 applications and have succeeded in ralslng money to continue our work, We also
receive some small individual donations. some inter p8rtes and legal aid consullan¢y inMme
and costs awarded when we are successful In court cases.

PRCBC uses a small proportion of ils donations and unrestrlcled fundlng In order lo provide
some support for our destltute and low-lncome young cllents, such as paylng towards
photocopySng 8nd postage. and travel to PRCBC'$ office for appoinlmenls. or lowards
cllizonshlp fees, when pèople laG¢ p•rtlcular hard8hlp. We allocated £5000 to Ihl• In th18
