National progress to address the dimate crisis is neither smooth nor inevitable.
The Climate Change Committee's May 2025 progress report on the UICS adaptalion to climate
change found a laek of action, and a lack of plans to take action in the future. According lo the
2025 Council Climate Acts'on Scorecards, onty 16% of councils appear to be on track lo meet their
2030 net zero tsrgets.
Thi5 is the realistic eonlexl in which we celebrate the power of local collective climate action. which
in many ways leads the UK govemment's response to the climate and environment emergencies.
At Carbon Copy. we believe tackling the climate crisis is forem051 a communicalions challenge. not
a technical one. Technically, we already know vthat to do. The Challenge isnl invention, ivs
inspiration.
It's less about net zero policy targets and more about improving daity lives.
We are inspired all Ihe time at Carbon Copy by the community across the UK who share their
experiences, advice and stories with olhefs through us. We read their stories on our publishing
platromi. tslk with them on the Carbon Copy Podcast. leam from them in our research. As
charity, our Challenge is lo spread this inspiration so more people are moved to action.
In 202S. we set OLrt and achieved $omethlng never attempted before by Carbon Copy. We ran a
non-stop campaign for $2 weeks, titled '25 Big Local Actions in 2025,. with the spollighl on a
drfferènl, insplring big local action every two vffjeks.
Twenty-five different kinds of collective action were promoted in total across Carbon Copy media
channels, connecknng with people through the topics and themes that matter most to them.
We were delighted by the ongoing campaign support provided by WWF UK. The Carbon Literacy
Project and Climate Emergenty UK. who worked with us to inspire mofe collectiv8 big local actions
for climate and nature.
The campaign included contributions from over 100 people representing community organisations,
¢ouncils. businesses, eharities, social enterprises and political groups; sharing their thoughts,
expeflen¢es and advice aboui the power of joining together locally to make change happen.
This inf(iative has underpnned the continuing growth of Carbon Copy's national collection of
limate action stories, seen over 5,000 podcasl downloads and resulted in over SO.000 direct
engagements wlh our content on social media.
In addrtion to the impact of these big local actions on the ground. all these accounts of energetic.
committed and effective colkntive action that we share on CC also send a strong message to local
and national govemments as to what the UK population thinks is important.
The impact of our own work has been overnvhelmingty positive. Over 150,000 people from
organisations across the public. private and third sectors have now used our website to learn more
about local climate action., 89% of su￿eY participants find Carbon Copy's online resources useful
in taking collectNe action for climate and nabjre.

the UK, a vital free resource not just for local communities. councils and businesses, but also for
researchers and central govemment departments compiling evidence of the breadth and impact of
local climate initiatives.
There is enormous diversity across the organisations and groups Who￿ shared their stories. The
initiatives may be big or small in reach. bul there's a￿VayS something that is lor could be)
transfomiational.
Our publishing platform 1$ proven and purpose-buiti for local. Il's free to use. open access and
non-commerclal. From the feedback received from project owners. the hub works realty well for
People looking to share their high-impact, Iow-carbon inttiatives as V￿11 as for those who want to
copy great ideas.
Hundreds of organisations have now published their climate action initiatrrfes with Carbon Copy
and made over 100,000 connections.
In 2025. we continued to manage and invesl in thls national sew-publishing platform,. to make it
more easily a¢¢essible and searchable. so these stories build a groundswell of Goll8¢live local
action through the inspiring example of others.

As mentloned in the Chairfs Introduction, Carbon Copy launched an ambllous fulkyear campalgn
in 2025. with the support of WWF UK. The Carbon Literacy Project and Climate Emergency UK. In

During our 2025 flagship programme. we alvjned our ￿¢0MMended naturevbased actions wth
WF UK wherever possible. We rfrorganised our national collection of clSmate action stories by
sectors that frt wth The Carbon Literacy Project, so they can be a¢¢e$sed more readily in Carbon
LileraGy workshops. And we highlighted Climate Emergency UK $¢ore¢ards, $0 our online visito
could assess how their local area is performirvJ against the 'be8t in class,.

Despite the tough economic environment in the UK. Carbon Copy enjoyed another sU¢¢e￿fvl year
of operation$ wilh total Income of £240.307 (2024 - £200,902) derive(I primarity from granl Income.
Total expenditL¢re for the year was £223.561
an increase of £21,290 versus prior year. Thls
increase was due in most part to commissioning new research that will be published in Q1 2026.
We maintained 8 core stsff of three employees and worked with agencies and partner
organisatlons to amplrfy Carbon Copys impact thilst offsetting fvrther oper*ing costs.
Cash flows and Gash flow forecasts are dosely monitored by the Truslees lo ensure that the
charity a￿vaYS has enough funds to meet its liabilities as they be¢ome due. Al the year end.
unrestricted funds stood at £69,675 and £68,716 was held as working capital in Ihe charity's bank
account.
Building on our synergies with partners and the growing m¢)mentum behind local climate action, we
believe the range of opportunf(ies wll expand our charivs revenue mix and strengthen cash flows.
On this basis. Ihe Trustees are confident that Carbon Copy remains a going concern.

STrUCTURE. GOVERNANCE AND MANAGEMENT
Govemlng document
The charity is controlled by its governing documenl, the Memorandum and Articles of Associalion,
and eonstitutes a limf(ed company. limited by guarantee. as defined by the Companies A¢t 2006.
The Board of TnJstees are directors for the purposes of company law and Trustees for the
purposes of charrty law.
Under the Memorarkdum and Artides of Association. the te￿ in offi¢e of each Trustee expires
after three years and they may offer themsdves for re-election. New Trustees are appointed under
special resolution by a Board meetsn9. During 2025, the Board rfrelethd one of the previous
Trustees wthose term had expired and attepted the resignation of another Trustee.
Tho team structure has been appropriate for Ihe activities undertaken by the chaflty this year and
will be adjusted as needed. in line vith futur8 plans.
In 2025, the Trustees consumed Carbon Copy advisors when needed. Io Provide input and advice
on selected programmes implemented by the Twstees and other team members.
Risk assessment and management is managed under Ihe chariiys Risk Management Policy and
reviewed regularly al meetings of th& Board of Trustees.

The charity is a charitable company limited by guarantee. It Wds incorporated on November 14,
2019 and changed its name to Carbon Copy Nelwork Ivthh trading name, Carbon Copy) on
January 16, 2020. It 1$ governed by its Memorandum and Articlas of Association.

Basis of preparing the finanelal statements
The financial statements of the charitable company. which is a public benefrt èntty under
FRS 102, have been prepared in accordance wth the Charities SORP (FRS 1021
'Accounling and Reporting by Charilies." Statement of Recommended Practice applicable lo
charibes preparing their accovnts in accordan￿ with the Financial Reporting Standard
applicable in the UK and Republi¢ of Ireland (FRS 102) (effective 1 January 2019),, Financial
Reporting Stsndard 102 The Financial Reporting Standard applicable in the UK and
Republic of Ireland, and the Companies Act 2006. The financial statements have been
piepared under the historical cost convention.

All income is recognised in the Statement of Financial Activities once the charty has

be measured reliaNy.
Expenditurn
Liabilities are recognised as expenditure as soon as there is a legal or conslruclive obligation
committing the tharity to that expertditure, it is probable that a transfer of economic benefits
will be required in settiement and the amount of the obligation can be measured reliably.
Expenditure is accounted for on an accruals basis and has been classified under headings
that aggregate all cost related lo the category. Where costs cannot be directty attributèd to
particular headings they have been allocated lo activities on a basis consistent with the use
