TO ASSIST IN THE TREATMENT AND CARE OF PERSONS SUFFERING FROM MENTAL OR PHYSICAL ILLNESS OF ANY DESCRIPTION FOUND VULNERABLE ON BRIGHTON SEAFRONT OR ITS NEIGHBOURHOOD.
