Chair’s Report to the AGM Financial Year 2024/25

8th October 2025

It is my privilege to present this report to the Annual General Meeting for the financial year 2024/25 following my second year as the Chair of Sea Cadets Wells-next-the-Sea.

I must start by thanking our dedicated team of volunteers, including my fellow Trustees who generously give their time, enthusiasm and expertise to ensure we continue to provide a fantastic Sea Cadet experience for our young people. I would also like to thank our District Chair, Lt Cdr (SCC) Pitsikas RNR for his unwavering support throughout the year. Secondly, I want to recognise and give my thanks to our amazing Sea Cadets and Junior Sea Cadets for their endless enthusiasm, efforts and achievements within our Unit, TS Eliza Adams, the Sea Cadet Corps and our local community.

Our partnership with The Trust and APHS is still as strong as ever and we are extremely appreciative of the support received including the use of the premises and minibuses. The relationship we currently enjoy would be the envy of not only other Sea Cadet Units but also many other youth organisations.

I would like to thank APHS Principal, Mr Matt Hardman for continuing to be a great supporter of the Unit and would also like to take this opportunity to thank APHS Site Manager, Mr Tom Sutton for all his help with the arrangement of activities on the premises and for his patience with us.

Our Local Community

As in previous years our links within the community remain strong and, as always, we are very appreciative and grateful for the support received.

The Earl and Countess of Leicester and Holkham Estates have been essential to the continued advancement of Wells Sea Cadets with literally thousands of cadet hours spent on Holkham Lake since we started. Thanks also to Wells Harbour Commissioners and The Harbour Master for their ongoing support enabling us to offer power boating in the harbour.

Back in June 2024 we participated in the local D-Day commemorations on the Quayside in Wells with new Standard Bearer OC Joel S carrying out his duties with great pride, professionalism and respect. Once again, this year we had the privilege to parade our Standard at the 2024 Remembrance Parade alongside the Wells Branch of the Royal British Legion and other local organisations. Our Standard was also present at the 2024 Trafalgar Day service at Burnham Thorpe Church, home of Admiral Lord Nelson alongside the Cromer Branch of the Royal Naval Association. My thanks to Standard Party AC Megan H, AC Bethany Wisken and AC Bonita Espley for their continued dedication and excellence.

In July, Bishop John and I took our promotional stand along to the Wells Primary School Fete on a very windy day and despite having to chase our leaflets around the playground, were delighted to attract lots of interest from the youngsters and parents attending.

In August, it was once again our pleasure to provide a Guard of Honour and escort for the Wells Carnival Royalty for the crowning of the Carnival Queen. My thanks to Wells Carnival Committee for their continued support of our Unit.

Adult Volunteers and Cadets had the pleasure of joining our friends at the RNLI Boathouse in Wells for their annual Christmas Carol Service in December. This is always a highly enjoyable festive event, and we really appreciate the opportunity to support our local crew, who are always great supporters of our Unit.

Fundraising

In July we held our annual Street Collection in Wells along with a Tombola on the Quayside, by kind permission of the Harbour Master. Once again, we had a great day and managed to raise over £500. Many thanks to the Adult Volunteers and Cadets who gave their time to help raise vital funds for the Unit. We also held a Grand Christmas Raffle this year, with the draw taking place at our inaugural Cadet Awards Ceremony. We had some incredible prizes donated by local businesses, parents and supporters and the grand total raised was almost £1400. Special thanks to our Treasurer Helen for coordinating this.

As well as fundraising for ourselves we also supported the Poppy Appeal in November with PO Marcus Townshend and Cadets joining me on Staithe Street in Wells. We were delighted to learn that our efforts contributed almost £500 to the Royal British Legion.

As you will see in the Treasurer’s Report, we have also benefitted from a number of successful grants this year that have enabled us to expand and improve our local offering and offshore opportunities for Cadets. My thanks to Cdr Noel Wheatley for all the time and effort he puts in to sourcing funding opportunities on behalf of the Unit.

Awards Ceremony 2024

We rounded up 2024 with our inaugural Awards Ceremony at Wells Maltings on 18[th] December. The Awards were sponsored by a number of local organisations and individuals, and It was a wonderful celebration of the effort and achievements of our Cadets. I was particularly delighted to present my own Chair’s Community Award to OC Joel S for his outstanding effort in supporting local events, fundraising and promotional opportunities for our Unit. The event was well attended by parents, supporters and sponsors and was covered by local press. I’m already looking forward to the next event!

Finally, and I would like to give my thanks to our CO, Cdr Noel Wheatley MBE for his relentless support and outstanding commitment to our Unit. There is no doubt in my mind that we would not be where we are without him.

The method(s) adopted for recruiting new trustees, and how trustees are elected or otherwise appointed (and by whom) in accordance
with the Unit’s constitution, are as follows:-
Unit Management Team (UMT) members are elected annually at the Annual General Meeting (AGM). UMT members are elected from the membership of the Sea
Cadet Unit which is drawn loosely as being those with an interest in the unit. In the event of a vacancy arising during the year (known as a casual vacancy), The
UMT have the power to appoint a new UMT member. The UMT member appointed will serve until the date of the next AGM, after which the post will be filled by
election.
The Unit’s charitable purpose(s) as set out in its constitution is:-
To promote the development of young people in achieving their physical, intellectual and social potential as individuals and as responsible citizens by the
provision of education and leisure time activities using a nautical theme and in accordance with the principles, ethos and practices of the Marine Society & Sea
Cadets (MSSC).
The Unit’s main activities and achievements in the financial year were:-
Maintaining cadet contact and activities during times when face to face meetings were not possible.Engaging participation for remote working on
badges and increased learning.
Development of adult volunteers has been a priority with good success. Wells has made use of District, Area and National resources to secure
cadet qualifications to ensure cadets get the best possible Sea Cadet Experience
Contributions are kept low in order to ensure all those who wish to take part in the activities of the Unit may do so.

Public Benefit
The UMT continue to give due regard to the public benefit provided by the Unit in relation to the charitable purpose of the Sea Cadet movement as set out in the
activities and achievements as outlined above. The aim is to promote the development of young people in achieving their physical, intellectual and social potential
as individuals and responsible citizens in a safe environment. In order to achieve this the Unit takes young people from all backgrounds, including where possible
those with disabilities and develops their skills and abilities by:
• Regular and structured activities with a nautical theme.
• Allowing young people to take part in activities connected with the wider Sea Cadet movement such
as waterborne activities, events and competitions at district, area and national levels.
• Availability of formal educational achievements whilst taking courses to earn badges and promotions

I report to the trustees on my examination of the accounts of the above charity (“the Trust”) for the year ended 31/03/2025.

I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent I have completed my examination. I confirm that no material matters have examiner's statement come to my attention (other than that disclosed below *) in connection with the examination which gives me cause to believe that in, any material respect:
