Summary
The highlight of 2022 has been the commencement of the Gorne Wood campaign and the resulting significant fund raising and media coverage.
The possible acquisition of Gorne Wood and a general need to take stock means that in 2022 internal trustee board level discussions started on the Charities future 5 year strategy, funding aims and necessary governance changes to support our objectives. These changes will be a key feature of 2023.
Governance changes
There were no significant changes in the charity governance in 2022
Finances
2022 Income and expenditure was lower than anticipated largely due to the residual effects of COVID and lock downs impacting on 2021 grant award bodies and applications.
A grant of GBP6,470 was won from NCIL (Neighbourhood Community Infrastructure Levy) to be spent on hedgelaying, orchard restoration, tools and the community foraging garden. Unrestricted funds of GBP2,248 were raised via local community donations, Amazon Smile, Lewisham Lottery and takings on open days.
The primary income in 2022 of GBP54,173 was fundraising via the new Gorne Wood campaign. These funds are ringfenced to support the purchase of the site and for costs relating to the campaign.
Expenditure in 2022 was limited to the following:

GBP3,958 – Gorne Wood campaign costs

GBP5,343 – NCIL funded works

GBP4,634 – general expenses on tools, materials and plants
At the close of 2022 the charities bank balance stood at GBP53,775
2022 Projects

1) Bio-Diversity improvements: Orchard restoration; New meadows; Hedgelaying; Wildlife surveys

New Network Rail lease
The Buckthorne Nature Reserve has previously been operated under a 5-year license from Network Rail that came up for renewal in 2022. The charity successfully negotiated a new 25-year lease with Network Rail to replace the previous 5 year license. The lease now provides security to support longer term plans, apply for larger funding opportunities and gives the site improved legal protection. The new lease will be formally agreed in 2023 once new boundary fences have been installed by Network Rail. Pro-bono legal support was received from Richard Buxton Solicitors for the lease negotiations.
The Gorne Wood Campaign
In March 2022 the Lewisham Mayor and Cabinet confirmed that they would support the acquisition of the Gorne Wood. Gorne Wood site is adjacent to the Buckthorne Nature Reserve and has been at

threat of development by the current property developer owner. The conditions of their support would be that The Fourth Reserve should fund their compulsory purchase with ownership of the site being handed over to the Charity upon completion.
The Charity started a fundraising campaign in April 2022 with a target of GBP100,000. Multiple events were held and significant media coverage was generated. The campaign had reached GBP56,000 by end 2022 and continued into 2023.
In addition to the many donations the Charity was also able to secure pro-bono support from DLA Piper Solicitors and Kennedy Wood Architects.
The Gorne Wood campaign and the media coverage it received led to a doubling of our mailing list membership.
Plans for 2023

1) Continue biodiversity projects

2) Undertake the next steps in the Gorne Wood CPO process

3) Review the charity governance and formulate a robust management structure and a 5 year Plan in order to ensure the charity can maintain projects in to the future, meet the needs of the local community and prepare for growth as a result of the Gorne Wood acquisition.

4) Secure core funding to pay for essential posts needed for the next 5 years.
