## Administrative Information: 

Saint Peter’s Church is situated in the Parish of Westcliff, Saint Peter. It is part of the Deanery of Southend, Diocese of Chelmsford within the Church of England. The Parochial Church Council is a body corporate (PCC Powers Measure 1956 and Church Representation Rules 2020) and a charity THE PAROCHIAL CHURCH COUNCIL OF THE ECCLESIASTICAL PARISH OF WESTCLIFF ST PETER, recognised by the Charity Commission in 2019. Charity number 1186763. 

PCC members who have served at any time from APCM 2024 until the date this report was approved are:

- Revd Chukwudum Aguocha (Deanery Synod)

by members on the electoral roll. Saint Peter’s actively encourages all eligible members to register on the electoral roll and stand for election in order to reflect our diverse congregation. 

## **Aims and Purposes:** 

Saint Peter’s Parochial Church Council has the responsibility to co-operate with the incumbent, Revd Colin Baldwin, in promoting in the parish the whole mission of the church, pastoral, evangelistic, social and ecumenical. The PCC are the Trustees of the Charity, whose responsibilities include the maintenance and care of the church buildings, associated halls and land. 

We value story, relationships, scripture, mission, worship, creativity, respect and integrity, inclusivity, generosity, play and promoting a life balance of rest, work, play, worship quiet and prayer.

## Structure, Governance and management: 

The method of appointment of PCC members at Saint Peter’s is in accordance with the Church Representation Rules.  At Saint Peter’s the membership of the PCC consists of the incumbent, churchwarden and those elected 

Our aim is to provide a safe, accessible and high quality place for the gathering of people and development of community; an environment that is both supportive and encouraging; where peace and the relevance of God throughout life can be found. 

We seek to engage with and serve the community in all kinds of ways. 

A main objective for the PCC this year was to further promote the work of the church caring for the environment, find ways to progress the construction of the new café, provide opportunities for community interaction; consolidating the life of the church and expanding the work of the CoffeeHouse, seeking ways to make the church sustainable both financially and by planning to achieve 'net carbon zero.' 

The PCC is aware of the Charity Commission’s guidance on public benefit. The PCC believes it provides a benefit to the public by: 

- Providing resources and facilities for public worship and prayer both online and on site.

- Providing a relaxed and convivial place to gather for 'coffee' especially for people with special needs and for those who may be experiencing isolation/loneliness 

- Providing pastoral care for residents within the Parish, particularly those with poor mental health, those who are vulnerable, isolated and lonely. 

- Promoting Christian values to the benefit of individuals and the community as a whole.

## 3.01 Safeguarding Report 2024 

Safeguarding is crucial, taken very seriously in supporting and providing a safe environment within our Churches and the communities we serve. 

Training and awareness sessions are ongoing to commensurate with responsibilities (Basic to Advanced and Management). All individuals (volunteering and paid staff) have completed the Basic Training. 

We continue to follow the Safer Recruitment process, Management and DBS checks as outlined within the Church of England Safer Recruitment guidance. This is to ensure our Churches are Safe for all, including those using our premises.

The Electoral Roll was 97 people in 2024: 

9 people have enrolled 

18 people have come off the list. 

2 people died. We remember David Preddy and Anne Seomore, and miss them greatly. 

Being the sixth year in the ecclesiastical cycle, the Electoral Roll was completely revised for the year 2025. 

**The Electoral Roll for 2025 is 77 adults** . 

## 3.00 Annual report on the proceedings of PCC 

PCC meets regularly during the year - minutes of the meetings are available. During the summer these take place on site while during the winter months we utilise 'Teams' in order to reduce our carbon impact. 

PCC take extremely seriously Safeguarding, Health and Safety and environmental issues and review the relevant policies annually. 

Health and Safety issues have been dealt with on a case by case basis, records of any accidents are recorded and action taken appropriately. 

APCM thanked Chris Russell for his diligence and hard work over the past year. Last year our church changed bank account, and our three main sources of income remain donations, lettings and grants. Thanks were noted for John Robinson for his work on gift aid, who sadly passed in December 2023. Unfortunately, some declarations have been lost, it will be good practice to review them after Easter. 

In 2024 Chris Russell was supported by Julie-Ann Mason and Andreas Botzios in the Office, who were doing the financial reconciliation and online banking respectively. Chris stepped down from role of Treasurer in the Autumn; APCM wished to again extend grateful thanks to him for his commitment and endeavours, in particular getting us on to ethical banking with the Co-op. 

Examined annual financial statements are published on page 8ff showing the amounts in the various funds, receipts and payments and totals as at the end of 2024 compared to 2023. 

We are so grateful to Grant Funding bodies who have supported our work during 2024.

VCSE Groundworks Independent Energy Assessment 

Essex Community Foundation towards Coffee House Manager £3500 

There has not been any major repairs and maintenance costs  during the year; costs are generally in line with 2023. Investment in Puddleducks was made to support our work with families with toddlers.

## 5.00 Churchwardens’ report including Fabric, goods and ornaments 

Hello Everyone, a year passes so quickly and so the next APCM is upon us and the requirement to provide another Church Wardens report! 

As is often the case, I rely upon Andreas to provide me with a summary of events that have taken place over the past year, some of which I have attended and others I wish I could have. 

February 2024 saw our fundraising Black Tie dinner event. I could well have written about this last year, but just in case I didn't... the church hall was transformed by an army of volunteers into a smashing banqueting hall. A fabulous hot and cold buffet was provided and it was a joy to welcome so many to the event. A silent auction took place, for which I was fortunate to win the tickets to a Southend United home game (thank you Steve!) The match we attended was not a patch on the performances seen at our fundraising football tournament the year before! The final fundraising total for the committee was £4182. Thank you to everyone who took part in all the fundraising events. 

A number of new groups have begun meeting at St Peters' over the past year including: 

June Myeloma UK Awareness Group Coffee Morning Butterfly talk Aug Crochet group Deaf Connect Water Lily Wellbeing continued 

It is wonderful to see the outreach we are providing to the community. 

March saw the taking down of the boundary wall and in consultation with various wildlife and nature groups a new hedge was planted. The hedge once established will provide a greener, wildlife friendly surrounding for our buildings. Alongside this we achieved our Silver Eco Award from Rocha. Much of our green approach was led by the late David Preddy. We hope to continue his legacy with a new volunteer to lead the Eco Working Party. 

Other events that took place included: Annual St Peter's Day BBQ Jun 30th Lifestreams Olympics Aug 12th Bubble Light Party Oct 31st Quiz at Pentecost May 18th Carols and Cake Dec 1st 

We look forward to more events this year, so please keep your eye out for the weekly newsletter! Please contact the office if you would like to be added to the e-mailing list. 

The Coffee House and Hall toilets have had a smart up-grade with new flooring. The Coffee House floor especially will be much easier to keep clean now. 

Our thanks go as ever to the Monday Men's Working Group for keeping on top of routine tasks around the church footprint. They are always welcoming to new volunteers and you don't have to be a man to join. Whoever you are, if you can wield a tool, or hold a ladder still, you will be welcome! 

As always, we are on the look-out for volunteers. There is more than likely an area of your own interest to get involved with somewhere across the LifeStreams churches.

If you are called to help but don't know what to offer, please get in touch, we can point you in the right direction.  I am grateful as ever to everyone that volunteers to keep our church running and worship sacred. Recently, I thought to myself that if I imagined the congregation, where you all sit on a Sunday, and placed an imaginary placard over your head with what you all do for the church, almost everyone would have one. So a big thank you to you all. I am especially grateful to those that have come forward to offer support during this period of Colin's sabbatical. 

Outstanding volunteer opportunities: Coffee House Audio Visual Desk Eco Working Party Lead Treasurer 

I recently asked Dave Taylor to kindly go through the AV desk with me. As he did so, I took some notes and have created a laminated guide, with pictures, as an aide memoire for working the AV desk. I think if I can do it, anyone can! The more volunteers we have with an awareness of the AV desk the less frequently you will be called upon. And if there are quirks on a Sunday morning, it does not matter! We smile, and worship continues! 

There have recently been a number of changes within our staff members and sadly we have said goodbye to: 

Sharon Stone; Sharon had completed 7 years of stellar work in finding grant funds for our churches, including funding roles such as Coffee House Manager and Staff, Project Leader and Garden Manager at 213, Community and Family Workers at Saint Cedd’s, renovation and upgrade works across all sites, equipment, furniture, and so much more. We are so very grateful to Sharon for everything she has done, which included continuing to work for us having moved to Norfolk! Sharon, we wish you and the family every health, happiness and blessings. 

Heidi Walton; Heidi was employed as the Coffee House Manager. She managed a number of events during her tenure including Breakfast with the Elves, Pamper Nights, Eco Fairs, Volunteer Celebrations and Easter Activities. Heidi then moved onto the Garden at 213 and has now left to run her very own cafe. Heidi, we are so grateful for everything you did for LifeStreams and we wish you well with the new business! 

Julie-Ann Mason; Julie came to LifeStreams via a volunteering event and volunteered in the Coffee House. Later, Julie joined the Office team, providing much needed support to Andreas taking on a number of key financial tasks, as well as working in the Coffee House. Julie founded the Crochet Group which goes from strength to strength. Julie, we are so grateful for all your work and wish you well. 

Angie Richardson; Angie worked in the Coffee House for a period of 5 months and was a valuable and reliable member of the team. Angie thank you so much for your time and work, we wish you well. 

Chris Russell; Chris took on the mantel of becoming our Treasurer, no easy task. Chris has made great impact in arranging our bank accounts and early project management for various plans. Chris has recently stood down from role. We are grateful to Chris for the time and energy he put into the role and wish him good health. 

And finally to Andreas! Andreas has given notice to leave by the end of May. He could not leave without seeing us through Colin's Sabbatical, that is how dedicated he is! 

Andreas Botzios was my first recruitment to LifeStreams St Peter's as church warden seven years ago. His CV was comprehensive then, so by now it is an Almanac!! Andreas has been a simply magnificent member of our team. We have all relied upon him and he has made being a busy working Church Warden so much easier. He had the enormous task of keeping

up to date with all the PHE updates during the pandemic. Gradually over the years he has expanded his role and his knowledge so that the new role, when advertised, will be for an Operations Manager. Andreas, we are so fortunate that you answered your calling and our advertisement. You are so blessed to be called to serve churches in the way that you do. We cannot express enough how grateful we are for all that you have done and how much you will be missed. We wish you every health, happiness and blessings for whatever you do next. Thank you is just not enough. 

At time of writing, yes I've left this till the last minute, we are now over half way through this period of Colin's Sabbatical and so far everything appears to be going smoothly and that is much in part to Colin's preparation, Andreas’ administration, our team of LifeStreams church wardens and the support of Rev. Jenny Dunlop. Jenny you have been a steady and reliable hand on the rudder and I am very grateful to have you on the team. 

16th and 23rd of March we will be welcoming the newly installed Archdeacon of Southend Rev Sue Lucas and the Bishop Adam, Bishop of Bradwell. Jenny, Sue and I attended the installation of Archdeacon Sue Lucas, where Bishop Adam gave the sermon, so I look forward to welcoming them both.

Jill Strudwick and Obioma IghodaloEromosele joined PCC last year. APCM elected them unanimously. 

Under the Church Representation Rules (M15) Saint Peter's can have nine representatives from the laity. Therefore there are five available places for election. 

Nominations will be announced at the meeting.

General Directions given by the Charity Commission. An examination includes a

disclosures in the accounts and seeking explanations from the management committee

APCM thanked Chris Russell for his diligence
and hard work over the past year. Last year our church
changed bank account, and our three main source5 of
income remain donations, lettings and grants. Thanks
were noted for John Robinson for his work on sift aid,
who sadly passed in December. Unfortunatelyi some
declarations have been lost. it will be good practice to
review them after Easter.
Shared memories of 2023 with celebration video and
te5timonie5 of lasl year. There has been a growth of
church members in confidence, spirituality and
generosity.

served three years., Alison warmly thanked for her
input. We have four spaces available and had two

Eromosele. APCM elected them unanimously.

Received and read. Parish is under suspension for
another 5 years which means Colin is Priest-in-charge
rather than Vicar. Colin is plannin8 sabbatical probably
early next year. Colin thanked APCM for their sUPPOrt
and prayers this past year.

10.01- Safeguarding report received and read.
10.02- APCM thanked Colin for driving the vision of
Saint Peter's and growing church since he arrived. Vi
Baldwin thanked for supporting Colin.
LIIFISTREAMS
10.03- Saint Peterfs is on the list for getting a curate,
thouEh unlikely for 202412025. Curates are funded bv
bishops rather than churches, but securing someone in
our deanery 15 difficult. Churchwardens wrote to the
bishop asking for support. The influence we have on
training curates is noted in the Diocese,. the impact of
Lifestreams on Bernard and Cornelia can be seen in
their ministry in Cumbria, as well as Matt and Amy in
Ipswich.
10.04- Eco working party is hard at work and Saint
Peterfs was awarded their Silver Award. Grants are
available and we have applied lo the Church of England
national scheme.
10.05- Colin presented figures showing our online
presence across social media platforms, YouTube, and
Insta8rarn. We have 156 subscribers on our YouTube
channel, with 1100 views a month,. 782 Facebook
followers.
