Saint Peter’s Church is situated in the Parish of Westcliff, Saint Peter. It is part of the Deanery of Southend, Diocese of Chelmsford within the Church of England. The Parochial Church Council is a body corporate (PCC Powers Measure 1956 and Church Representation Rules 2020) and a charity THE PAROCHIAL CHURCH COUNCIL OF THE ECCLESIASTICAL PARISH OF WESTCLIFF ST PETER, recognised by the Charity Commission in 2019. Charity number 1186763.

PCC members who have served at any time from APCM 2021 until the date this report was approved are:

Aims and Purposes:

Saint Peter’s Parochial Church Council has the responsibility to co-operate with the incumbent, Revd Colin Baldwin, in promoting in the parish the whole mission of the church, pastoral, evangelistic, social and ecumenical. The PCC also have the responsibility for the maintenance and care of the church buildings, associated halls and land.

We value story, relationships, scripture, mission, worship, creativity, respect and integrity, inclusivity, generosity, play and promoting a life balance of rest, work, play, worship quiet and prayer.

Structure, Governance and management:

The method of appointment of PCC members at Saint Peter’s is in accordance with the Church Representation Rules. At Saint Peter’s the membership of the PCC consists of the incumbent, churchwarden and those elected by members on the electoral roll. Saint Peter’s actively encourages all eligible members

Objectives and Activities:

Our aim is to provide a safe, accessible and high quality place for the gathering of people and development of community; an environment that is both supportive and encouraging; where peace and the relevance of God throughout life can be found.

We seek to engage with and serve the community in all kinds of ways.

A main objective for the PCC this year was to continue to respond to the new context of the continuing pandemic, supporting people, re-establishing services, develop CoffeeHouse by employing a manager, seek ways to make the church sustainable both financially and in terms of the environment and climate change.

The PCC is aware of the Charity Commission’s guidance on public benefit. The PCC believes it provides a benefit to the public by:

Activities and Performance:

(This report doubles up as the report from the Priest-in-charge).

2021 saw more of the difficulties that we encountered in 2020 with regard to the consequences of the Covid-19 pandemic, particularly the many uncertainties as the year progressed. At each stage we carefully and prayerfully took appropriate steps, to keep everyone as safe as possible whilst developing the opportunities that now presented themselves. The CoffeeHouse provided a vital service and way for people to gently return to seeing each other face-to-face. The 'church space' was used for this purpose to keep tables at a safe distance. We are very grateful for all the volunteer hours of those serving in the CoffeeHouse.

Perhaps the biggest impact during the year has been the welcoming of Revd Bernard Noghiu and Cornelia Noghiu into the Lifestreams team. Training for someone to lead a church is very complex so for various reasons it was decided that Bernard needed a more wide-ranging, challenging, alternative experience than that which was being offered at St. Mary's, Prittlewell. For his third year of his Curacy therefore, Bernard transferred his Curacy to Lifestreams. Immediately he fitted in took responsibility and a more confident and happy Bernard emerged. Along with Bernard, Cornelia, who is training for Priesthood at St. Mellitus College, joined the staff team, also to gain experience, and be nurtured and challenged in a friendly, supportive environment. I've always considered Lifestreams to be a very good training ground and this is proving again to be true. Our previous Ordinand's opened up a new

Church plant in Ipswich of which we should be immensely proud to have been part of Matt and Amy Key's training.

Chukwudum Aguocha continued his training at St. Mellitus and has been active leading a 'home group' online during the pandemic and serving during Holy Communion, leading and preaching occasionally. We look forward to Chuks being licenced in 2022 and more involvement with the staff team.

Many thanks to Kathy Jones who has ably led the Pastoral Care team for many years and for Bernard for taking over when Kathy felt she needed to pass on the leading of this ministry.

Bernard and Cornelia have immersed themselves in the continuing online ministry, Daily Prayer and Night Prayer at 8am and 8pm; we are still getting 400-500 views each week, some people being regular local while others join in from various places around the world.

Motivated by a desire to protect our environment and respond to the growing awareness of ongoing, dramatic climate change, we ran a six week series 'Caring for our Planet'. This coincided with the UN COP26 conference in Glasgow during the Autumn. Bernard wrote much of the thought provoking material, which was supplemented by weekly challenges. We hope to have raised awareness of the need to take action and provide small but significant ways in which we each can make a difference. One such action was for PCC meetings to remain on Zoom during the winter months, thereby reducing transport emissions, and heating the church building, for instance.

The programme of Christmas events was again disrupted by Covid, this time the Omicron Variant. Some events had to be cancelled while others were adapted. The highlight was the carol service, where we had carols and contributions from various countries including Nigeria, Romania and (almost) Jamaica. The most moving part for me was the signing of Silent Night by Chris Tourle and Sarah Robinson.

We were able to employ Heidi Walton as our CoffeeHouse manager, she has much enthusiasm, energy and ideas and has already taken the CoffeeHouse outreach to a new level. Unfortunately she and her family tested positive for Covid just when Santa's grotto took place but thanks to Dawn Gilbert and team who stepped in to run the event successfully. Many thanks to Heidi and we look forward to even more CoffeeHouse ideas!

We have been able to open the CoffeeHouse for 'Knit and Natter' and various groups who use the halls, this makes for a very convivial surroundings where people remark about the friendly atmosphere. More people from outside seem to be dropping in. It has also provided a place to support quite a number of people with prayer and pastoral support.

It was terribly sad that our friend and supporter Sir David Amess was killed just a few streets away in October. He was due to hold a surgery in our premises a few weeks later. Our condolences to his family. We held a small memorial service, lit candles in his memory and I attended other services and functions over the course of the following few weeks. We offered support to the other Councillors in the area, Sir David's PA and Secretary. We will miss him, his smile and support and we look forward to working alongside Anna Firth MP following her election.

H2O - our version of 'Sunday School' recommenced with Leanne Baldwin taking the leadership role. We are delighted that this initiative as working well with a mix of teaching, prayer and lots of fun and games. I understand that the parents no longer have to 'drag their children to church' but the children are now asking their parents to take them to church on a Sunday! That's got to be good!! Of course more volunteers are needed to spread the workload, as Leanne has many more radical ideas!

We are looking to appoint a new leader whilst seeking additional volunteer help to provide a stable base for this much needed and popular group. We received £1000 grant funding for this project which has been used for the larger play items.

Thanks to Sharon Stone for successfully fundraising for various salaries and projects during the year. For Saint Peter’s a total of £23,880, was raised consisting of:

The revised Electoral Roll has been prepared and shows that from 80 people in 2021:

It is good to see a continuing rise in the number of people on the electoral roll and in church as well as online.

3.00 Annual report on the proceedings of PCC

Through another disrupted year the necessary business for PCC was maintained mostly via Zoom meetings.

PCC monitor Health and Safety and Safeguarding which are always on the agenda.

There have been no reported issues on Safeguarding as monitoring has been ongoing.

Health and Safety issues have been dealt with on a case by case basis.

4.00 Financial statements of the PCC

Treasurer’s Report to APCM for Year ending 31st December 2021

Please find attached statements as to the total money in our various funds, where those funds are kept, and our expenditure and income as at the end of 2021 compared to 2020. The documents attached are:

You will see from the Statement of Financial Activity that we started the year with £84,105.44 and finished 2021 with total funds of £99,431.69, an increase in our total funds of £15,326.25.

Total income for the year was £109,554.67, total expenditure £94,228.42.

Overview

Our money is allocated to different funds. In practice the money in all but one of the funds (£2,000 in the SPUDS Fund) belongs to St. Peter’s with the PCC members acting as Trustees. This means we are free to move the money from one Unrestricted or Designated Fund to another, as suits our needs.

The General Fund is used for the normal day to day running of St Peter’s church activities. The main source of income for this fund is our weekly and monthly giving and the expenditure is mainly on our Parish Share and fuel costs. The General Fund is in deficit. Income from hiring the halls goes into the Hall Fund and as you will see from the Fund Totals it is in surplus.

As with many churches our running costs exceed our income from giving alone, which means the General Fund is in deficit at the end of each year, and we rely on income from hiring out the halls and the church to meet our bills. Due to the Covid19 restrictions the halls and church have been closed to users for most of the first half of 2021. As hirers returned towards the end of the year income from fees picked up.

As with last year the period the buildings were closed coincided with the colder months resulting in smaller energy bills. We were also able to furlough two of the office staff for the first couple of months of 2021.

At the end of 2021 the General Fund was in deficit by £7,975.77 and the Halls Fund had a surplus of £8,016.59. Despite 2021 being another challenging year there is enough surplus in the Halls Fund to cover the deficit in the General Fund.

MP had discussions with the Chancellor of the Exchequer.

• The total received from Giving, Donations, Grants and Gift Aid was £54,379.30 an increase of £2,836 on 2021.

Café Fund

• We received grants to the value of £14,880.00 to pay for a Coffee House Manager for one year.

Youth Fund

• We received a grant of £1,000 towards our new Children’s Work H2O.

Notes to accounts.

Expenditure:

• At £41,168.74 the Parish Share remains our biggest single item of expenditure.

• Our net wage bill Increased from £9,260 to £13,285, this is due staff being furloughed for less time than in 2020.

Income

General Fund

• Giving direct to our bank account increased by over £9,000, there was a drop in Giving via the envelope scheme of £4,600. There was an increase of £2,500 in the money recovered by Gift Aid. Thank you to everyone who has signed a form allowing us to reclaim the Gift Aid.

• We received a grant of £3000 from central government, distributed by Southend Council. This was a scheme to compensate charities who had lost trading income during the pandemic. This initiative started (we think, after personal input) after the late Sir David Amess

5.00 Churchwardens’ report including Fabric, goods and ornaments

I feel we are in a state of re-birth. As COVID lockdowns have gradually been released we have been emerging from a type of hibernation in church and as Spring is virtually upon us we have emerged back to a bright and varied congregation at church each week. The church is literally turning green with the addition of plants and we grow as a congregation in what we offer as a church to our community.

It has been wonderful to see so many people coming back to and joining our congregation. We still have a few members who are unable to join us on a Sunday morning and rely on the Zoom meeting after the service to make contact with their congregation, so on a Sunday morning; please, grab your tea or coffee and swish across the church to where the laptop is found and say hello.

Our ministry team has been enriched by the arrival of Rev Bernard and our Ordinand;

Cornelia. I am so thankful for their presence among us and the support they give Colin to allow Saint Peter's, and indeed the whole LifeStreams Churches, to offer a variety of worship settings, to suit all members of our congregation….like a spiritual hotel pillow menu! We look forward to Chuks finishing his training, become licenced and add another string to our bow.

The Climate Change course prepared by Bernard was very thought provoking, the booklets a great read and there have been a few changes in my own household as a response to this.

It has been wonderful to see the flower arrangements on a Sunday morning and the loving gesture of changing these arrangements into small bouquets for absent members of the congregation is appreciated by the recipients. Thank you to Ann and her team.

Back in August the church was subject to a Quinquennial Inspection. This is an inspection of the church building conducted every 5 years to ensure the building is in good safe repair for future worship. Happily there were not any significant repairs that require completion and I would like to pass my thanks round to the Monday Morning Team so keep our building in good repair. If anyone finds themselves with free time on a Monday morning, I know they would welcome additional willing hands! Also a thank you to Dave and others for keeping us looking spick and span! The inventory and Terrier inspections and Statistics for Mission were completed for this Church year.

I would like to thank all the outgoing members of the PCC for their service to the church and their input at our meetings. We may well come back to you in a year or so, so don’t go far! A welcome goes out to all new PCC members and I look forward to what you have to share with us at meetings in the new Church year.

and we were able to hold a small reception for him after the service and the other occasion was to lead the service of confirmation. It was a special occasion to hear the testimonies of the candidates for confirmation and share in their Christian journey. A confirmation service is right up there for me along with a baptism. It is wonderful to be present at the significant moment of someone’s Christian life.

H O has drenched our children with fun on a 2 Sunday morning. Seeing the children go from apprehension about what was on the other side of that wooden door, to barely being able to tear them away has been wonderful. Leanne and her boundless ideas has brought this to life and it is great to have something specific for the children at LifeStreams Saint Peter’s. This group needs more support from the congregation. The more people that can lend an offer of help to ensure this group is run safely it what will allow it to prevail. There is nothing to fear about preparing a Sunday’s session and indeed if you would like to help please speak to Leanne, me, Vi, ANYONE, we can offer help and advice.

We constantly ask for more help to keeping our Church running. We want to continue to provide what we do and we want to offer more to the community. There are many sung and un-sung heros at LifeStreams so please, let me now take the opportunity to thank you for what you do, no matter what or how small input you have, thank you.

6.00 Report on the proceedings of the Deanery Synod

Following the resignation of Revd Jonathan Collis, Rev'd Louise Williams was appointed as the new Area Dean for Southend Deanery.

Southend Deanery Synod met three times over the past year via Zoom. At each meeting a presentation was made after the formal business.

Tuesday, 9th February, 2021 - There were two main issues. Saint John's plant team gave an update. Building works have been carried out with a new floor level throughout the church, and the toilets are being refurbished. Because of the Covid restrictions services are being streamed online as is the case with many churches.

Bishop John gave a presentation where his theme was the one question most young people frequently ask, namely 'Where is God?' He acknowledged the current problems facing all churches at the moment particularly around the issues thrown up by Covid - lockdown, unemployment, the greater need for food banks etc. he stressed that in order to move forward we must attend to the present and look to the future and work together.

Wednesday 16th June, 2021 - The Area Dean reported that as the nation slowly emerges from lockdown there are local changes and developments. The one most relevant to Saint Stephen's and the other Lifestreams churches was the appointment of the Rev'd Bernard Noghiu to complete his curacy with us.

The presentation this evening was made by Rev'd James Gilder, Assistant Curate of St Edmund's, Chingford and Diocesan Environmental Officer on 'Addressing Care for Creation as a Church'. Environmental degradation is an issue people outside relate to so is a good tool for evangelism. We need a roadmap to become more environmentally friendly without making our treasurers squeal!

Thursday 11th November 2021 - The Queen's Green Canopy was spoken about and Colin informed the meeting of our application for 30 trees. Other churches were encouraged to

become involved. All churches in the Deanery Synod were encouraged to look at what they could do to make us all more environmentally friendly.

Fr Ivor Moody then gave a presentation entitled 'Tackling Mental Health Together'. This is an issue which has been exacerbated by our recent struggles with Covid. Again each church will have members who are struggling with their mental health and there are times when we need to acknowledge that a certain situation is beyond our help and support and guide those suffering towards professional help. We need to see and to treat mental health issues in the same way as we do other illnesses and challenges.

7.00 Election of representatives for PCC

Nnaemeka Ukah, Avril Betts-Brown, Sonia Purnell, David Preddy and David Wacogne have all come to the end of their three-year PCC tenure this year. Thanks to all of them for their input over the course of those years.

Under the Church Representation Rules (M15) Saint Peter's can have nine representatives from the laity. Therefore there are five available places for election.

I have also been encouraged by the response by PCC at December meeting where there was an eagerness for more teaching of Old Testament, parenting, evangelism, prayer and other subjects.

We look forward to the plan for sustainability, to achieve Net Carbon Zero by 2030, something we are taking seriously. Thanks to the small group who have set the ball rolling. This is something that we need to get into our DNA during 2022 and beyond.

Let me re-iterate my thanks to many unnamed people who carry out lots of tasks around the three churches - I can’t name them all here, you know who you are. I appreciate all that you do, may God bless and reward you.

4.02 - Treasurer presented the accounts. COVID has hit the financial status of Saint Peter’s hard in 2020 and this undoubtedly will continue into 2021, in particular with hall lettings. Giving has gone up and Laurie Pear’s legacy has helped significantly. There were new financial examiners this year so things have been presented slightly differently, but the accounts were examined and passed. There were no further questions. Colin thanked Glyn for his hard work throughout the year and for preparing and presenting the accounts.

Colin reflected on the year and the challenges and changes we all faced. Embracing online ministry has made the impact of Lifestreams not only local felt but much wider too. Even though the church has been physically closed for many months, it is alive and serving.

The Diocese has been rating parishes in response to COVID, and all three churches of Lifestreams received a green light which means when Colin retires, a new incumbant will be received.

The Lifestreams Coffee House is set to reopen after Easter which will bring much fellowship back to the community.

Colin thanked everyone involved in supporting the church and ministry, including the Office team, churchwardens, PCC and maintenace group.

Churchwarden and PCC thanked Colin for his spiritual guidance over the past year and ability to adapt technologically to meet the needs of the church.
