Independent Examiner's Report to the Trustees of Grace Church West Wales

Year ended 31 March 2022

I report to the trustees on my examination of the financial statements of Grace Church West Wales ('the charity') for the year ended 31 March 2022.

Responsibilities and basis of report

As the trustees of the charity you are responsible for the preparation of the financial statements in accordance with the requirements of the Charities Act 2011 (‘the Act’).

I report in respect of my examination of the charity's financial statements carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent examiner's statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of the charity as required by section 130 of the Act; or

  2. the financial statements do not accord with those records; or 3. the financial statements do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair' view which is not a matter considered as part of an independent examination.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

Structure, governance and management

The charity is a charitable incorporated organisation (CIO) and was registered as a charity on 2 December 2019.

Grace Church West Wales is established by its constitution, dated 2 December 2019. The objects of the church are:

the advancement of the Christian faith which is achieved primarily by volunteers; and the worship of God;

the relief of persons who are in conditions of need, hardship or distress, or who are aged or sick; and

the advancement of education on the basis of Christian principles.

The Trustees are empowered to implement the appointment of new trustees and discharge trustees by resolutions at properly constituted meetings.

The responsibilities for the day to day management of the church were delegated to the Spiritual Leaders, as listed below:

P. Dando Senior Pastor and Spiritual leader retired in October 2021 and sadly, passed away in February 2022.

P. Prosser was appointed as senior leader from September 2021 and continues in his role as trustee

L. Bartholomew, Trustee and Executive Pastor

Ben Davies appointed as a Spiritual leader and trustee in September 2021 David Jagger appointed as a spiritual leader and trustee in September 2021

Objectives and activities

The activities of the church are administered at the Grace Court house with public meetings taking place at hired premises. As Covid 19 Pandemic restrictions have eased, the Church has gradually recommenced in person gatherings. Initially, the in person gatherings, for practical reasons, took place in the Regency Hall Saundersfoot. In October 2021, the Church gathered again in Narberth. It became clear to leadership that we ought to plant a new and fresh expression of Grace Church in Saundersfoot. Plans were made to plant a new Church in Saundersfoot, under the leadership of Lesley Bartholomew. The plans came to fruition in June 2022, the year following the period covered by this report.

We were able to hold a baptismal service in Narberth at Bethesda Baptist Church on February 26th

In recent years, the Church has undergone challenges and changes. Not least, was the retirement in October 2021, and subsequent death in February 2022, of Paul Dando, who had been our Senior Leader for almost twenty-two years. This necessitated a new interim leadership headed by Philip Prosser. The trustees wish to pay tribute to Paul Dando’s steadfast leadership over a lengthy period. Changes made to leadership in Narberth and Saundersfoot lie properly in the next annual report for the period commencing April 2022.

Public Benefit

The public benefit is served by the charity through the provision of storage and distribution space for foodfstuffs, administrative offices and volunteers, who work to help feed people and their families in need in Pembrokeshire and the surrounding counties. These facilities are provided to and through Pembrokeshire foodbank. Pastoral support is provided to church members and attendees, which benefits the community locally, as well as to those that we support outside the UK.

In setting our objectives and planning our activities, our trustees have given careful consideration to the Charity Commission's general guidance on public benefit.

Achievements and performance

The Sunday morning attendances, church volunteers and the meetings continued to draw people from a wide area throughout Pembrokeshire and the surrounding counties. Frequently, and where possible, Sunday morning meetings were held both in Narberth and Saundersfoot. The church continued its thriving work amongst children and young people, particularly at the latter, both on Sundays and during the week.

During the year under review, we were able to support missions, as follows: New churches in Pembrokeshire and in Barry

New Wine Cymru – supporting work to strengthen and develop church leadership across Wales Operation mobilisation promoting the spread of the gospel globally Relief to people in need in Bangalore India

The Fisherman’s Rest Children’s Feeding programme in Malawi

Financial review

Whilst the receipts and payments accounts presented herewith are those of the CIO in its first full year of operation, the comparitive "previous year" figures represent a quarter year (1 January 2021 to 31 March 2021) of actual activity and the comparitive figures must be read accordingly.

Income is received from a wide range of voluntary sources and the charity is not reliant on any large donors.

Receipts for the period ended 31 March 2022 totalled £85,593 (2021: £23,120) and consisted of £74,013 (2021: £22,730) in donations, with £11,293 (2021: £nil) received from charitable activities and restricted gifts, £9,610 of which was restricted. There was also £287 investment income (2021: £390).

Payments totalled £92,074 (2021: £23,011) of which, £8,640 were restricted payments.

At 31 March 2022, the cash funds were £92,294 (2021: £98,775) of which, £970 were restricted funds (2021: £nil).

Reserves Policy

The reserves policy is based on contractual commitments, particularly in respect of employees. Because the principal staff are on 3 month notice contract, the policy is targeted at 3 months of total salary cost. This is currently around £12,000. Any surplus in reserves will mainly be held for contingencies and future capital projects.

Trustees' Responsibilities

The Charities Act 2011 require the trustees to prepare financial statements for each financial year.

The trustees are responsible for keeping proper accounting records, which disclose with reasonable accuracy at any time the financial position of the trust. They are also responsible for safeguarding the assets of the trust and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

The Trustees declare they have approved the Trustees' report above.

4. RESTRICTED FUNDS

The restricted funds are explained in note 6 of the accounts.

The restricted funds are wholly represented by cash reserves of the charity.

5. PAYMENTS TO TRUSTEES AND DONATIONS BY TRUSTEES

£1,461 was reimbursed to 3 trustees in relation to expenses incurred (2021: £424 was reimbursed). No expenses were claimed by Trustees in regard to Trustee duties (2021: NIL). One Trustee was employed by the charity and was paid a total of £11,667 (2021: Nil) for his role as an employee, not as a Trustee.

This year a total of £3,550 was paid to one connected person (family of a Trustee) for work undertaken (2021: £1,077) Expenses waived by trustees were immaterial.

Total donations to the charity by trustees were £12,042 (2021: £921).

6. DESCRIPTION OF FUNDS

All money given by donors to a Restricted Fund is used for that purpose. Where there are expenses incurred in the delivery of goods or services in an area covered by a Restricted Fund, money may be drawn from this Restricted Fund to cover the relevant expenses in delivery of the service covered by that Fund. An explanation of the different Funds follows.

Description of Restricted Funds

Frederick & Reeba India - Grace Church has a longstanding relationship with an Indian pastor and his wife, who run and support a number of projests in Bangalore, including a pastors support group and a womens sewing workshop, relieving poverty and reinforcing the spread of the christian gospel in the area.

Ukraine Refugees Support - The Church has a long standing contact with Marek, a Bishop of the Church in Poland, and when the Ukaine crisis occurred, it was decided that we would support the work among the refugees being undertaken in Poland through the church there.

Pastor Retirement Gifts - In October 2021, our Pastor of 20 years decided to retire and the church fellowship wanted to mark this retirement with a gift which was represented by this fund.
