Aims and purposes

All Saints Parochial Church Council (PCC) has the responsibility of cooperating with the incumbent, the Reverend Tim Parker, in promoting in the ecclesiastical parish, the whole mission of the Church, pastoral, evangelistic, social and ecumenical. The PCC is also specifically responsible for the maintenance of the church building, and church hall which is called the Spring, which operates various church and social activities.

Objectives and Activities

The PCC is committed to being welcoming and accessible to all-comers to worship at our church and to become part of our parish community at All Saints. The PCC maintains an overview of worship throughout the parish and makes suggestions on how our services can involve the whole demographic within our parish. Through worship, prayer, scripture, music and sacrament people’s faith is energised and they are encouraged to work to extend the Kingdom of God within the community.

Church members are encouraged to live out their faith as part of our parish community through:

Achievements and Performance

Worship and Prayer

The PCC is keen to offer a range of services and over the course of the year that our community find both beneficial and spiritually fulfilling. Sunday morning worship varies from more traditional liturgy through to all-age worship, whilst there is a contemporary worship style in the evening services & at the worship nights held in The Spring. The children’s work called ‘Sunday JAM’ (Jesus and Me) twice a month on Sunday mornings in the Spring before September and then once a month since then. We continue to hold a monthly parent and toddler group called ‘Happy Little Lambs’. This takes place in the Spring Café on a Thursday morning.

Prayer meetings are held during the week in the Spring and in the Church. The Home Groups provide face to face weekly meetings for prayer, fellowship and study of the Scriptures.

Worship was led by the Vicar until his retirement at the end of July 2023, assisted by two Readers, Maureen Andrew and Julie Hay, and an Authorised Lay Minister, Jane Cheesbrough. Since the summer of 2023, both readers have been unable to contribute to the worship in the Benefice and the leading & organising of the services has fallen to the Churchwardens. There are 3 Holy

Communion services in the month, one at the 8.00 am service, then one at the 10.30 am Morning service and one at the 5.00 pm Evening service. We are indebted to Rev Huw Waring from Filey Parish, Rev Steve Cox and the Rev Ray Yates, both from Bridlington Deanery for their commitment to presiding over these services in the vacancy. Each of the four morning services have been different, and a number of messages from prominent preachers have been streamed to the services, as & when necessary. Many church members are involved in public worship reading lessons, leading intercessions, providing music and technical support.

This year the service on Remembrance Sunday was held in the Church accompanied by the Hunmanby Silver Band. There was a Harvest Festival service and Christmas carol services, in addition to the normal Sunday services.

There are 84 people on the Church Electoral Roll.

We welcome and support people on the journey through life. Through baptism we thank God for the gift of life. In marriage, public vows are exchanged in the sight of God and with God’s blessing. Through funeral services, friends and family express their grief and give thanks for the life which is now complete in this world and to commend the person into God’s keeping.

The local community school, Hunmanby Primary, attended All Saints for special services along with other family members at Easter & Christmas. The Vicar led assemblies in school twice each term until his retirement at the end of July 2023.

Deanery Synod

All Saints’ parish is part of the Scarborough Deanery within the Archdeaconry of East Riding. The Vicar and parish representatives attend Deanery Synod meetings, report back to the PCC about relevant issues.

The Spring Café

Our Spring Café provides a safe space for the local community and beyond. The Café runs on 4 days of the week. Hot meals are provided on certain days of the week in conjunction with the Hun-Free Fridge, for example CAMEO (Come and meet each other) and the Forget me not Group which is a dementia friendly group. This Café venture is part of the Church mission and is led by a fully trained & paid staff member, Joy Ossai, together with volunteers from the church and community. A knit, natter & games group meets on a Monday, providing social opportunities over knitting and for those seeking companionship in a safe setting.

There are usually regular opportunities for IT support for anyone in the Community who requires assistance with modern technology, for example, with their mobile phones, laptops, and tablets.

The building also hosts other community groups such as the Rainbows, Brownies and Guides and both a community dancing group and a singing group. The Hun – Free Fridge, the community fridge, continues to operate from the Spring. This provides free food to avoid it going to waste and is open twice a week for anyone in the community to come and pick up for free.

Pastoral Care

Some members of the parish are unable to attend church due to sickness or age. Over the past year Reader, Maureen Andrew, and the Revd Tim Parker, then Churchwarden Chris Rookes and Pastoral Team Leader Naomi Thorp have visited church members to offer Holy Communion who have requested it, either in their homes or in local residential care homes The Church has a Pastoral Care Team of four people headed up by Naomi Thorp (our Recognised Parish Assistant for Pastoral Care). Team members keep in regular contact with the sick and housebound.

Mission and Evangelism

Our aim is to serve the living God and make his love known. As part of this mission All Saints supports our Church Mission Society (CMS) link-missionaries working abroad. We support both

in prayer and financially the Clare family based in Arua, Uganda, and the Tester family in Lima, Peru. All Saints has received personal visits in the past year from the whole Care family and from Paul Tester. We also hold special events to raise funds for other Christian mission agencies, for example, Tearfund and The Leprosy Mission.

Ecumenical Relationships

All Saints has excellent links with the local Methodist Church at Cross Hill Methodist Church and we hold a joint service once per month alternating between the two church buildings. .

Safeguarding

The PCC is fully complaint with the Safeguarding Measures required by the Church of England. Our Safeguarding Officer is Sarah Holmes and she reports to the PCC at every full meeting. All the trustees are DBS checked and take the appropriate level of Safeguarding training offered by the Diocese.

Quinquennial Inspection

This year Quinquennial Inspection was held on 23[rd] March 2023. The main issue identified was with regard to the electrical supply in the Church and this was immediately addressed by the Churchwardens. When the detailed QI report is received, there will be a full list of issues to address by prioritised by urgency. The next QI will take place in 2028.

Financial Review

Income in 2023 was £87,909.90. Expenditure in 2023 was £110,438.09 The significant changes from the previous year are:

Once again some of our reserves were required in order to meet the agreed Free Will Offer to the Diocese of £46,200.00. In the vacancy, the PCC agreed to withhold £6,000 from the parish share in 2024 to contribute to the maintenance of the Vicarage and other vacancy expenses.

The PCC resolved some years ago to ensure that our mission giving was 10% of the combination of: the collection, Gift Aid, tax rebate and donations, the parochial fees element payable to the parish plus any fund-raising and bank interest we receive. In 2023, the total sum going towards our mission giving was £7,100.

Volunteers

The Parochial Church Council (PCC) members would like to thank everyone who contributes to the running of the Church community. There are numerous volunteers, supporting many and varied ministries.

In particular, the two Churchwardens, Christine Rookes and Jane Cheesbrough, and our Treasurer, Jennifer Copeman, who manages all the church accounts and finances. The PCC recognises the increased workload for a number of individuals in the vacancy and are very grateful to everyone.

There are many teams within the Church community, who work hard to maintain the church and grounds, and the PCC would like to thank all of them for their continued support.

Structure, governance, and management

The Parochial Church Council (PCC) is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council Powers Measure.

This year the PCC has had the accounts externally examined the by an independent

examiner for submission to the Diocese and to the Charities Commission.

The method of appointment of PCC members is set out in the Church Representation Rules 2020. At All Saints the membership of the PCC consisted of the incumbent (our vicar), two churchwardens who are all ex-officio plus seven members elected by those members of the congregation who are on the electoral roll of the church. Congregation members are encouraged to register on the Electoral Roll and to stand for election to the PCC when there are vacancies.

The PCC members are responsible for making decisions on all matters of general concern and importance to the parish including deciding on how the funds of the PCC are to be spent. New members receive a helpful pamphlet describing the workings of the PCC.

The full PCC met six times during the year with an average level of attendance of 95%. Given its wide responsibilities the PCC will when necessary set up other subcommittees, each dealing with a particular aspect of church life.

Committees are responsible to the PCC and report back to it regularly with minutes of their proposals being received by the full PCC and discussed as necessary. For the duration of the vacancy the Spring Café Committee was disbanded.

Risk Management

Safeguarding: All volunteers and PCC members have to complete safeguarding training at the level required by the Diocese and are DBS checked as necessary.

Health and Safety (H&S) and Buildings : Good H&S policies and procedures, combined with good care and maintenance routines have been continued and this reduces risk of damage to personnel and property.

In addition, a number of policies help to protect the well-being of all who are involved in the church community or who are served by the community. These include Equality and Diversity, GDPR, Bullying & Harassment, Complaints & Grievance & Domestic Abuse. These policies are available on the noticeboards at the back of the church.

All Saints Church Hunmanby is part of the Hertford Benefice comprising five parishes and is in the Deanery of Scarborough. It is part of the Diocese of York within the Church of England.
