2021 Report and Accounts for the Parochial Church Council of All Saints Church, Hunmanby

Aims and purposes

All Saints Parochial Church Council (PCC) has the responsibility of cooperating with the incumbent, the Reverend Tim Parker, in promoting in the ecclesiastical parish, the whole mission of the Church, pastoral, evangelistic, social and ecumenical. The PCC is also specifically responsible for the maintenance of the church building, and church hall which is called the Spring, which operates various church and social activities and the Hunmanby Community Wellbeing Hub.

Objectives and Activities

The PCC is committed to being welcoming and accessible to all-comers to worship at our church and to become part of our parish community at All Saints. The PCC maintains an overview of worship throughout the parish and makes suggestions on how our services can involve the whole demographic within our parish. Through worship, prayer, scripture, music and sacrament people’s faith is energised and directed into service of others.

When planning activities for the year, the Church has considered the Commission’s guidance on public benefit and, in particular, the supplementary guidance on charities for the advancement of religion.

In particular, church members are encouraged to live out their faith as part of our parish community through:

To facilitate this work, it is important that we maintain the fabric of the church building and the church hall (The Spring).

Achievements and Performance

Worship and Prayer

The PCC is keen to offer a range of services and over the course of the year that our community find both beneficial and spiritually fulfilling. Sunday worship varies from more traditional liturgy through to all-age worship in the mornings, whilst there is mixture of contemporary worship style in the evenings in the Church and worship nights held in the Spring. During this last year a new children’s work called ‘Sunday JAM’ (Jesus and Me) has started twice a month on Sunday mornings in the Spring. More recently, a Saturday service has been initiated under the banner of ‘Muddy Church’, which is an outdoor event for all ages and focused on families. On Thursday mornings the Teddy Edward pre-school service for toddlers and parents has been held in church during term time.

Prayer meetings are held during the week in the Spring on Mondays and in the Church on Saturday mornings. The Home Groups have recommenced face to face weekly meetings for prayer, fellowship and study of the Scriptures.

Worship is led by the Vicar assisted by two Readers, Maureen Andrew and Julie Hay, and a Recognised Parish Assistant for Worship, Jane Cheesbrough. Since December 2021 Ordinand Steve Cox has been on placement at All Saints and worked with the team in leading worship and preaching. Many other church members are involved in public worship reading lessons, leading intercessions, providing music and technical support.

In terms of additional occasional outdoor services, the Vicar led a main Sunday service in July, then in September an afternoon service for families and then also a service on Remembrance Sunday at the War Memorial, this accompanied by the Hunmanby Silver Band.

At present there are 88 parishioners on the Church Electoral Roll.

We welcome and support people on the journey through life. Through baptism we thank God for the gift of life, in marriage public vows are exchanged with God’s blessing and through funeral services friends and family express their grief and give thanks for the life which is now complete in this world and to commend the person into God’s keeping.

In normal times the local community school, Hunmanby Primary, attends All Saints for special services along with other family members at Harvest, Christmas and Easter. In 2021 only the Harvest service was possible. The Vicar leads assemblies in school several times a term.

Covid-19

The Church has recovered well from being in lockdown. Initially the church was completely social distanced with one-way access. More recently we have moved to zoning the church allowing the congregation to decide for themselves as per Church of England guidance. The liturgy is projected onto a screen to avoid having books and papers. This has enabled liturgies to be far more varied. The distribution of Holy Communion remains by intinction by the president, as introduced earlier in the pandemic. Sunday morning services are audiorecorded and available through the church website.

Deanery Synod

All Saints’ parish is part of the Scarborough Deanery within the Archdeaconry of East Riding. The Vicar and parish representatives attend Deanery Synod meetings, reporting back to the PCC about relevant issues such as the ‘Living Christ’s Story’ Diocesan initiative, which the church is participating in.

The Spring - Café and Community Wellbeing Hub

Our Spring Café and Community Wellbeing Hub provides a safe space for social interaction and social inclusion. Hot meals are provided on certain days of the week in conjunction with the Hun-Free Fridge. There are various opportunities during the week to meeting for light bites and refreshments for example, CAMEO (Come and meet each other) and the SWORD (Single, Widowed and Divorced) group which has relocated to the Spring and meets for afternoon tea, fun and fellowship. This venture is part of the Church mission and is led by a paid staff member, Joy Ossai, together with safely-recruited volunteers from the church and community. A knit and natter group meets on a Monday, providing social opportunities over knitting and games are available for those seeking companionship in a safe setting.

There are usually regular opportunities for IT support for anyone in the Community who requires assistance with modern technology, for example, with their mobile phones, laptops, and tablets.

The building also acts as a meeting place for other community groups such as the Rainbows, Brownies and Guides for Community dancing. In September the Hun – Free Fridge, the community fridge, has re-located to the Spring. This provides free food to avoid it going to waste and is open twice a week for anyone in the community to come and pick up for free.

Pastoral Care

Some members of the parish are unable to attend church due to sickness or age. Reader, Maureen Andrew, and the Revd Tim Parker visit church members who have requested it, to offer Holy Communion to them either in their homes or in local residential care homes. The Church has a Pastoral Care Team of four people headed up by Naomi Thorp (our Recognised Parish Assistant for Pastoral Care). Team members keep in regular contact with the sick and housebound.

Mission and Evangelism

Our aim is to serve the living God and make his love known. As part of this mission All Saints supports our Church Mission Society (CMS) link-missionaries working abroad. We support both in prayer and financially the Clare family based in Arua, Uganda, and the Tester family in Lima, Peru. All Saints has received personal visits in the past year from the whole Care family and from Paul Tester. They shared during Sunday morning worship some of the amazing work they are involved in. We also hold special events to raise funds for other Christian mission agencies, in particular for Tearfund and The Leprosy Mission.

Ecumenical Relationships

All Saints has excellent links with the local Methodist Church at Cross Hill Methodist Church. The national lockdown and subsequent longer-term restrictions for living with Covid social-distancing has prevented our monthly joint services from continuing for the time being and will hopefully be recommenced in 2022.

Safeguarding

The PCC is fully complaint with the Safeguarding Measures required by the Church of England. Our Safeguarding Officer is Sarah Holmes and she reports to the PCC at every full meeting. All the trustees are DBS checked and take the appropriate level of Safeguarding training offered by the Diocese.

Quinquennial Inspection

The last Quinquennial Inspection was held in 2017 and any main items identified have been addressed. A new Diocesan-approved church architect has been appointed following the retirement of our previous architect. The next QI will take place this year.

Financial Review

The Covid-19 pandemic had a significant impact on the income for the church. The PCC took steps to encourage people in their stewardship. A donate button was also set up on our church website.

We made appropriate use of the Government furlough scheme for our café manager, Joy Ossai. The reduced income to our Spring Café Wellbeing Hub caused by the pandemic meant dramatically changing how we worked in order to remain open to continue to meet the needs of the community. In addition to the reduced income, the pandemic led to new community needs emerging, e.g. tackling isolation. We therefore developed more organised activities and applied for grant funding in order to deliver them.

Income is £78,178 and this is a reduction on 2020 due largely to the ongoing impact of the pandemic on church attendance. Also the previous year we had received a very large and generous, one-off gift.

Expenditure is £85,664. This is an increase on last year. Significant changes are:

The PCC resolved some years ago to give towards our mission giving 10% of the combination of: the collection, Gift Aid, tax rebate and donations, the parochial fees element payable to the parish plus any fund-raising and bank interest we receive.

As well as our two CMS link-missionary families, six other Christian organisations were supported plus one discretionary donation of £56.00. In 2021 the total sum going towards our mission giving was £6,156.00

Volunteers

The Parochial Church Council members would like to thank everyone who contributes to the running of the Church community. There are numerous volunteers, supporting many and varied ministries.

In particular, the Churchwardens Peter Loftus, and Christine Rookes and our Treasurer, Jennifer Copeman, who manages all the church accounts and finances.

There are a number of teams within the Church community, who work hard to maintain the church and grounds, and the PCC would like to specifically thank the gardening team this year for the maintenance of the church grounds, and the team who organised the new outside noticeboard by the main arch and helped with decorating the Spring kitchen.

Structure, governance, and management

The Parochial Church Council (PCC) is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council Powers Measure.

This year the PCC has appointed an external company, Stewardship, to externally examine the financial accounts for submission to the Diocese and the Charities Commission by October 2022.

The method of appointment of PCC members is set out in the Church Representation Rules 2020. At All Saints the membership of the PCC currently consists of the incumbent (our vicar), two churchwardens who are all ex-officio plus nine members elected by those members of the congregation who are on the electoral roll of the church. Congregation members are encouraged to register on the Electoral Roll and to stand for election to the PCC when there are vacancies.

The PCC members are responsible for making decisions on all matters of general concern and importance to the parish including deciding on how the funds of the PCC are to be spent. New members receive a helpful pamphlet describing the workings of the PCC.

The full PCC met six times during the year with an average level of attendance of 95%. Given its wide responsibilities the PCC will when necessary set up other subcommittees, each dealing with a particular aspect of church life.

These committees, which include the Café Management Committee and the Wellbeing Hub Committee, are responsible to the PCC and report back to it regularly with minutes of their decisions being received by the full PCC and discussed as necessary.

Risk Management

training at the level required by the Diocese.

Health and Safety (H&S) and Buildings: Good H&S policies and procedures, combined with good care and maintenance routines have been introduced by Peter Loftus one of our Churchwardens and this reduces risk of damage to personnel and property. The PCC took significant steps in relation to danger to health associated with Covid-19 to mitigate risk, as mentioned in the Achievements and Performance section.

In addition, a number of policies help to protect the well-being of all who are involved in the church community or who are served by the community. These include Equality and Diversity, GDPR, Bullying & Harassment, Complaints & Grievance & Domestic Abuse.

All Saints Church Hunmanby is part of the Hertford Benefice comprising five parishes and is in the Deanery of Scarborough. It is part of the Diocese of York within the Church of England. Charity law requires the PCC to prepare financial statements for each accounting year which record the receipts and payments of the charity for the year.

The PCC is responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the charity and enable us to ensure that the financial statements comply with the Charities Act 2011.

We also have a responsibility to safeguard the assets of the charity and to take reasonable steps to prevent fraud or any other irregularities.

I report to the trustees on my examination of the accounts of the Parochial Church Council of the Ecclesiastical Parish of All Saints, Hunmanby ('the charity') for the year ended 31 December 2021 on pages 9 to 13 following.

Responsibilities and basis of report

As the trustees of the charity, the members of the PCC are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the 2011 Act’).

I report in respect of my examination of the charity’s accounts carried out under section 145 of the Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act.

Independent examiner’s statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in accordance with section 130 of the 2011 Act; or

  2. the accounts do not accord with the accounting records.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in order to enable a proper understanding of the accounts to be reached.

1 Accounting policies

The accounts have been prepared on a receipts and payments basis and comprise a statement that shows the charity's receipts and payments, a statement that summarises the charity's assets and liabilities and related notes. The accountancy profession have determined that only accounts prepared in accordance with applicable accounting standards present a 'true and fair' view and, as these receipts and payments accounts have not (and cannot) be prepared in accordance with accounting standards, these accounts do not present (and are not intended to present) a 'true and fair' view of the charity's financial activities and state of affairs.

General funds are unrestricted funds which are available for use at the discretion of the PCC in furtherance of the general objectives of the charity. Designated funds comprise unrestricted funds that have been set aside by the PCC for particular purposes. Restricted funds are donations which are to be used in accordance with specific restrictions imposed by donors; they include donations received from appeals for specific activities or projects.
