## 2020 Report and Accounts for the Parochial Church Council of All Saints Church, Hunmanby 

## Aims and purposes 

All Saints Parochial Church Council (PCC) has the responsibility of cooperating with the incumbent, the Reverend Tim Parker, in promoting in the ecclesiastical parish, the whole mission of the Church, pastoral, evangelistic, social and ecumenical. The PCC is also specifically responsible for the maintenance of the church building, and church hall which is our Spring Café and the churchyard. 

## Objectives and Activities 

The PCC is committed to being welcoming and accessible to all-comers to worship at our church and to become part of our parish community at All Saints. The PCC maintains an overview of worship throughout the parish and makes suggestions on how our services can involve the whole demographic within our parish. Through worship, prayer, scripture, music and sacrament people’s faith is energised and directed into service of others. 

When planning our activities for the year, we have considered the Commission’s guidance on public benefit and, in particular, the supplementary guidance on charities for the advancement of religion. 

In particular, we try to enable church members to live out their faith as part of our parish community through: 

- Worship and prayer; learning about the Gospel; and developing their knowledge and trust in Jesus. 

- Provision of pastoral  care for people living in the parish. 

- Missionary and outreach work. 

- Provision of the Spring Café and Wellbeing Hub,  providing refreshment, company, social inclusion, plus pastoral and practical support to members of the local community and beyond. 

To facilitate this work, it is important that we maintain the fabric of the church building and the church hall (Spring Café). 

## Achievements and Performance 

## Worship and Prayer 

The PCC is keen to offer a range of services and over the course of the year that our community find both beneficial and spiritually fulfilling. For example, Morning Prayer

on Wednesday on our Facebook page provides a quiet, intimate and reflective service, whilst Sunday worship varies from more traditional liturgy through to all-age worship in the mornings, whilst there is more of a contemporary worship style in the evenings. One a month we hold Café Church in the church hall and on Thursday mornings the Teddy Edward pre-school service for toddlers and parents is held in church. 

Worship is led by the Vicar assisted by two Readers, Maureen Andrew and Julie Hay, and a Recognised Parish Assistant for Worship, Jane Cheesbrough. Many other church members are involved in public worship providing music, technical support, reading lessons and leading intercessions. 

This year we held a well-attended Guest Service in March just prior to the nation going into lockdown.   Lockdown forced us to provide alternative ways of worshipping. We produced pre-recorded worship services on Zoom which were available through our church website. For those not able to access the internet we purchased CDs and recorded the services onto them. These were delivered each week to homes that requested them.  When able to hold gathered worship in church we have taken to projecting the liturgy on the screen to avoid having books and papers. This has enabled liturgies to be far more varied. 

At present there are 86 parishioners on the Church Electoral Roll.  We welcome and support people on the journey through life. Through baptism we thank God for the gift of life, in marriage public vows are exchanged with God’s blessing and through funeral services friends and family express their grief and give thanks for the life which is now complete in this world and to commend the person into God’s keeping. 

## Deanery Synod 

All Saints parish is part of the Scarborough Deanery within the Archdeaconry of East Riding.  The Vicar and two parish representatives attend Deanery Synod meetings, reporting back to the PCC about relevant issues as well as sharing good news from the parish with the rest of the synod. This March we joined in the York Diocesan  ‘Come and See’ mission organised in each deanery. 

## The Spring Café and Wellbeing Hub 

Our Spring Café and Wellbeing Hub provides a safe space for social interaction and social inclusion. We provide hot meals on certain days of the week, and light bites and refreshments on other days.  This venture is part of our mission and is led  by a paid staff member, Joy Ossai, together with safely recruited volunteers from the church and community.  There are usually regular opportunities for IT support for those who struggle with modern technology iPhones, laptops, tablets, etc.). The building also acts as a meeting place for other groups, such as the uniformed organisations (Rainbows, Brownies, Guides) in normal times, as well as a Reading Club and Knit & Natter group.

## Pastoral Care 

Some members of our parish are unable to attend church due to sickness or age. Reader, Maureen Andrew, visits church members who have requested it, to celebrate communion with them either in their   homes or in local care homes. We have a Pastoral Care Team headed up by Naomi Thorp (our Recognised Parish Assistant for Pastoral Care). Team members keep in regular contact with the sick and housebound. 

## Mission and Evangelism 

Our aim is to serve the living God and make his live known, All Saints supports our CMS link-missionaries working abroad. We support the Clare family in Arua, Uganda, and the Tester family in Lima, Peru. 

We have five house groups for prayer, fellowship and study of the Scriptures. In normal times we would have offered prayer ministry, but social distancing has limited this ministry for a season, and it will recommence when restrictions are lifted. 

## Structure, governance and management 

The Parochial Church Council is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council Powers Measure. 

The method of appointment of PCC members is set out in the Church Representation Rules. At All Saints the membership of the PCC consists of the incumbent (our vicar), churchwarden, the two Readers and members elected by those members of the congregation who are on the electoral roll of the church. Congregation members are encouraged to register on the Electoral Roll and to stand for election to the PCC when there are vacancies. 

The PCC members are responsible for making decisions on all matters of general concern and importance to the parish including deciding on how the funds of the PCC are to be spent. New members receive a helpful pamphlet describing the workings of the PCC. 

The full PCC met six times during the year with an average level of attendance of 95%. Given its wide responsibilities the PCC has a number of committees each dealing with a particular aspect of church life. 

These committees, which include the Café Management Committee and the Wellbeing Hub Committee, are  responsible to the PCC and report back to it regularly with minutes of their decisions being received by the full PCC and discussed as necessary

All Saints Church Hunmanby is part of the Hertford Benefice comprising five parishes and is in the Deanery of Scarborough. It is part of the Diocese of York within the Church  of  England. ## Julie, 

I am helping the Finance Team out, using my 14 years’ experience as a Treasurer, whilst Kathryn gets her feet under the table. 

What Kathryn is referring to are the reports that should have been presented at you APCM back in April, as well as the annual accounts such as Wardens report etc. and what the church has been doing.  The budget can be a simple exercise of guesstmatng the categories that appear in your accounts i.e. take the accounts spreadsheet and type in what you expect to receive and spend for 2019, taking note of any major building projects that may receive or spend funds in the year. 

The Charity Commission guideline require we have a budget as we are only excepted from registering with them when income is below £100,000.  Which incidentally brings me onto an additonal point. I notce that the income for the Parish has been over £100,000 for the past two years which now means you must register with the Charity Commission as a charity.  You could you can write to them to apply for a dispensaton not to register if you so wish but generally with two years or more they require you to register.

## Attached is the guide to registraton 

I have been working on a project to develop an excel workbook that will help small Parishes simplify their accounts and complete their returns.  I currently have it out on trial.  If it proves successful we would make it available to all small parishes. That is those that operate with a Bank Current Account and a Deposit Account with just a few hundred transactons a year.  More complicated and bigger churches would usually beneft from commercial sofware. 

I have copied in the DFA who may be able to assist you in matters, if not you can always contact myself. Remember the Treasurer is just the bookkeeper and the whole PCC, as trustees, has a responsibility to help meet the legal requirements of the Charity Commission.
