PURPOSE, STRUCTURE & GOVERNANCE
CHARITY PURPOSE
WAGS Retired Police Dogs is a registered charity, number 1186608. WAGS (Wiltshire, Avon, Gloucestershire & Somerset) Retired Police Dogs Charity purpose is:
“To promote human behaviour towards Retired Police Dogs by providing financial assistance to the owners of Retired Police Dogs who have charge of animals that are in need of appropriate care and attention by reason of sickness, poor circumstances or illuse”
WAGS provides financial assistance to pay the veterinary fees for emergency and on-going treatment and for medication, to ensure the Retired Police Dogs remain healthy and happy in retirement. Vets fees can run into thousands of pounds to treat some conditions and owners may be faced with deciding on the dog’s future based on the financial costs. It is very difficult for them to obtain pet insurance for the Retired Dogs due to the nature of protection work and the fact they may retire with existing conditions which require ongoing expensive medication or further operations. WAGS provides financial assistance to ensure the treatment decisions are based only on the dog’s welfare needs and not based on cost.
STRUCTURE
The complete financial income to achieve our charity purpose is generated solely by fundraising. We attend events to collect donations and sell merchandise to raise income. We receive regular monthly direct debit donations from supporters. We sell merchandise on our website online shop to raise income. We receive donations through JustGiving, PayPal Giving Fund, Amazon Smile, Facebook Charitable Giving, Easy Fundraising and Charities Aid Foundation (CAF) Donations.
New Trustees are appointed by the existing Trustees and serve a term of 12 months, after which they may put themselves forward for re-appointment. Our Charity Commission Model Constitution requires a minimum of three Trustees, with no maximum number of Trustees. On appointment, new Trustees sign the charity commission Trustee Eligibility Declaration form agreeing to the giving of their time and expertise. All new Trustees will receive a formal induction to the charity including an initial meeting with the Chair and the existing Trustees. The grant making policy, powers and responsibilities of the Trustee board are fully explained to them. All Trustees give their time freely and no Trustee remuneration is paid. None of the existing Trustees have claimed any expenses from the charity this financial year.

OBJECTIVES & GRANT MAKING POLICY
OBJECTIVES
The objectives of the charity are to provide financial assistance to the owners of Retired Police Dogs who have charge of animals that need appropriate care and attention by reason of sickness, poor circumstances or ill-use.
The Trustees have determined that the priorities for financial funding are:

Retired Police Dogs that need urgent immediate lifesaving veterinary treatment (i.e., Surgery and hospitalisation etc).
-
Retired Police Dogs that need veterinary investigations to determine the cause of their illness (i.e., MRI/CT scans, blood tests, biopsies etc).
-
Retired Police Dogs that require treatment of illnesses or injuries (i.e., cancer, bladder/Eye infections, Upset Stomach, skin allergies, injuries to legs/back/ears etc).
-
Retired Police dogs that require on-going medical drug treatments and or hydrotherapy or chiropractor sessions as prescribed by the vets,to help prolong the life and to improve the quality of life for the Retired Police Dog.
The amount of Retired Police Dogs that can be supported by the charity is necessarily limited to the amount of funds that are available for distribution annually.
The total number of Retired Police Dogs that may require financial assistance within Wiltshire, Avon, Gloucestershire and Somerset is currently 46. It is anticipated that over the forthcoming financial year a further five to eight dogs may retire from service, increasing the number of Retired Police Dogs who may require financial assistance to potentially 53 . This however does not allow for any working dogs that also may retire suddenly due to illness or injury.
The Trustees are aware that just one or two dogs alone could require all our charity funds if they needed a cruciate ligament or hip operation. Such operations could require financial assistance between £5,000 and £15,000. An MRI scan for a dog is currently priced at £2,000 just to establish the cause of the problem before treatment or surgery is commenced.

Fundraising and the promotion of our charity is at the forefront of the Trustees objectives to ensure we can raise enough funds going forward into the next financial year. These dogs do an incredible job serving the communities, saving lives and catching criminals. The WAGS Trustees want to do all we can to ensure we have the funds available to support all the Retired Police Dogs from Wiltshire, Avon, Gloucestershire and Somerset.
GRANT MAKING POLICY SUMMARY
The Charity Trustees have established a grant making policy. A grant is defined as the financial award WAGS makes from its funds to support the owners of retired police dogs from Wiltshire, Avon, Gloucestershire and Somerset in line with our charitable purpose defined in our governing document.
A beneficiary is a person who has taken over legal ownership of a retired police dog from Wiltshire, Avon & Somerset and Gloucestershire Constabularies only. This can either be a police dog handler who has taken over the ownership of the dog (or dogs) they have been working with or a member of the public who has taken ownership of a retired police dog (or dogs) from one of the forces listed above.
A beneficiary must complete our Application for Financial Assistance Form and send it via email to wagsretiredpolicedogs@gmail.com. They must provide written proof that the dog they are seeking veterinary financial support for was a serving police dog with either Wiltshire, Avon & Somerset or Gloucestershire Constabularies. They sign and confirm that the dog is not currently insured and attach the relevant copies of the treatment and breakdown of financial costings from the veterinary surgery. The Trustees award grants to owners subject to the financial funds available at the time. Each application for financial assistance is considered on its own merits. The Trustees will carry out sufficient due diligence to ensure the requests meet both our charitable purpose and the priorities for support detailed above in our Objectives.
The Trustees will award 100% of all financial claims if the funds available at the time are above £25,000. As soon as funds fall below £25,000, the percentage of the grant issued will be at the Trustee’s discretion and their decision is final. If funds do fall below £25,000 and a large application comes into us, the Trustees will make an emergency appeal through our JustGiving Fundraising Platform, and/or seek urgent grant funding. It is the Trustees’ aim to ensure our active fundraising and the seeking of support grants continues throughout the year to allow us to continue to pay 100% of all grants, ensuring the Retired Police Dogs live happy healthy lives in their well-earned retirement.

TRUSTEES WITH RETIRED POLICE DOGS OFFICIAL AGREEMENT AUGUST 2022
INTRODUCTION
Currently 2 out of our 10 WAGS registered Trustees own Retired Police Dogs, Miss Claire Todd and Mr Simon Goodwin. This agreement has been drawn up to ensure legal process is followed when a Retired Police Dog owned by a Trustee of the Charity needs financial assistance for life saving or ongoing medication veterinary fees, to keep the dog alive and healthy during retirement.
LEGALITY
WAGS Retired Police Dog Charity Charitable Associations Model Constitution clause 5.2.(A) Page 5 states: -
A charity trustee or connected person may receive a benefit from the charity in the capacity of a beneficiary of the charity provided that a majority of the trustees do not benefit in this way.
LEGAL REQUIREMENT – CHARITY COMMISSON TRUSTEES EXPENSES & PAYMENTS GUIDANCE:-
There are a number of conditions, all of which must be met before payment can be made validly. The conditions are that:

there is a written agreement between the charity and the trustee or connected person who is to be paid (see section 4.4)
-
the agreement sets out the exact or maximum amount to be paid (see section 4.4)
-
the trustee concerned may not take part in decisions made by the trustee board about the making of the agreement, or about the acceptability of the service provided (see sections 4.4 and 5.5)
-
the payment is reasonable in relation to the service to be provided (see section 4.6)
-
the trustees are satisfied that the payment is in the best interests of the charity (see section 4.7)
-
the trustee board follows the ‘duty of care’ set out in the 2000 Act (see section 4.8)
-
• the total number of trustees who are either receiving payment or who are connected to someone receiving payment are in a minority (see section 4.9)
-
there is no prohibition against payment of a trustee (see section 4.10)

It is also a condition that, before entering into this type of agreement, trustees must ‘have regard to’ the commission’s guidance on the subject. The commission has used section 4 provide this guidance and trustees must be able to show that:

The above-named Trustees must complete and submit a WAGS APPLICATION FOR FINANCIAL ASSISTANCE FORM to the remaining 8 Trustees for their Retired Police Dogs.

The above-named Trustees must not be present or involved in any way in the decision regarding their applications to the Charity.

Payment towards the veterinary fees of the named Trustees Retired Police Dogs will be decided and made by the remaining 8 Trustees in line with the WAGS GRANT MAKING POLICY, ensuring they are treated the same as the other beneficiaries of the Charity who own Retired Police Dogs.

The exact amount payable to the above Trustees to financially support their Retired Police Dogs with veterinary fees in line with the WAGS Charity Purpose will be decided solely by the remaining 8 Trustees and their decision will be final.

The Trustees must be satisfied that the payment is in the best interests of the charity.

The Trustees MUST follow the ‘Duty of Care’ set out in the 2000 Act. The trustee board must act honestly and in good faith and must exercise all reasonable care and skill in reaching their decision.

The statutory power can only be used if, at the time in question, the total number of trustees receiving payment from the charity’s funds will be in a minority on the trustee board.

Trustees MUST ensure there is no prohibition detailed in the Governing Document against payment of a trustee.

Trustees MUST have regard to the guidance on the subject as stated in Section 4 of the Charity Commission Guidance for Trustees Expenses and Payments.

Trustees MUST show they are aware of this guidance and in making a decision, where guidance is relevant, they have taken into account, if they decide to depart from the guidance, they have good reason for doing so.
The above named 2 trustees with Retired Police Dogs have both signed our charity declaration agreement (below is a copy of the declaration wording).
DECLARATION OF TRUSTEES WHO STAND TO BENEFIT FROM THIS AGREMENT
I confirm I will withdraw from any discussion of the trustees which has any bearing on the terms of the agreement or the acceptability of the standard of service provided.
I will provide information by completing the WAGS APPLICATION FOR FINANCIAL ASSISTANCE FORM, which the trustee board require in order to reach a decision on the financial assistance they are willing to authorise for my Retired Police Dog and I accept their decision is final.
I understand I will not be allowed to have any part in the discussions and will not vote on any of these matters and I will not be included when deciding whether a quorum exists at a meeting to discuss them.

£45.50 has been paid to Mr Simon Goodwin for Retired Police Dog Fozzy’s veterinary fees.
£229.46 has been paid to Miss Claire Todd for Retired Police Dog Barney’s veterinary fees.
£1,481.47 has been paid to Miss Claire Todd for Retired Police Dog Stella’s veterinary fees.

ACTIVITIES
FINANCIAL GRANTS TO BENIFICARIES DELIVERING PUBLIC BENEFIT:
During this financial year the WAGS Trustees have awarded grants to all owners of Retired Police Dogs that have applied for financial assistance from our Charity. The medical conditions of the Retired Police Dogs who have needed surgery and on-going medication are listed below: -

The continued support of the public in making donations, enabled the Charity to award grants covering the veterinary fees of the 16 Retired Police Dogs who needed our assistance this financial year. We have achieved our charity purpose by being able to support these amazing Retired Police Dogs.
NEW TRUSTEES
This year we have welcomed 3 new Trustees; Patricia Parker, Graham Heathfield and Ashleigh Guy. All 3 bring different skills and knowledge to our charity and we are so grateful to them for joining us.
Patricia has kindly taken on the role of Volunteer Coordinator and is doing incredible work moving forward with our volunteer scheme and supporting our team of volunteers.

CHARITY AMBASSADOR BBC PRESENTER ALEX LOVELL - A&S POLICE ABSEIL EVENT AUGUST 2022
The event was the brainchild of WAGS ambassador Alex and was organised by Dog Unit Sergeant Nick Dalrymple and Operational Trainer Clive Bush, who all gave up their free time to host this event. Our Chair Andrew Jamieson-Jerreat, a former Avon and Somerset Police dog handler, was present to hand out certificates.
Alex and Deputy Chief Constable Nikki Watson from Avon and Somerset Police were among 25 people taking part in this challenging charity abseil.
The 25 brave supporters abseiled from the 200ft high mast at Avon and Somerset Police’s headquarters, off Valley Road in Portishead, on Saturday 20 August 2022 in a bid to raise thousands of pounds for our Retired Police Dog Charity.
Alongside the intrepid humans taking on the challenge was Nick’s explosives search police dog (PD) Fred, a springer spaniel, who demonstrated one of his officially trained canine police skills. PD Fred is a seasoned fundraiser for WAGS having previously completed his own 3 Peaks challenge.

All the Trustees would like to thank Alex, Nick, Clive and his team for organising this event and for raising an incredible amount for the retried police dogs we support. The total raised in sponsorship for our charity was just over £11,000, an amazing amount. We are so very grateful to everyone who took part and to everyone who donated.
WAGS VOLUNTEER SCHEME
We have welcomed a total of 24 volunteers to our charity. We are so pleased to have their support at fundraising events. Their help at events and with general fundraising is making an huge difference to the money we are raising to support the Retired Police Dogs. We are now able to attend more events across Wiltshire, Avon, Gloucestershire and Somerset. Our volunteers range in age from 21 years to 68 years and every one of them bring a vast array of skills and knowledge to our Charity. Our new trustee Patricia Parker is doing fantastic work coordinating our volunteers, developing and growing the Volunteer Scheme. The Trustees are proud of all our volunteers from across the communities, so many dog lovers who are now committed to helping us to continue to achieve our charity purpose.
Our Trustee and Volunteer Coordinator Patricia Parker said “I am privileged to be responsible for coordinating our incredible team of volunteers. It is vital that we have a good team of volunteers who will help move the charity forward by bringing vital funds in by attending events and fundraising”.

VOLUNTEER TRAINING DAY
We held our first volunteer training day in January 2023, open for all our volunteers to attend. During the training, the volunteers were taught how to give a talk to the community regarding our Charity and using a power point presentation. This was also an opportunity for all our volunteers from across Wiltshire, Avon, Gloucestershire and Somerset to meet and discuss fundraising ideas for the forthcoming year. The training provided our Chair the opportunity to personally thank all the volunteers for their dedication and help in 2022. Due to the success and feedback from the training, we will be arranging future training days for our volunteers.
ACHIEVEMENTS
GRANTS AWARDED TO RETIRED POLICE DOG OWNERS
WAGS has provided financial assistance to 16 retired police dogs, an increase of 4 dogs. This has been a blend of one-off payments and continued support for on-going medication needs. We have awarded £17,897.61 in grants to these 16 dogs (an increase of £6,889 from last financial year). Detailed below are 3 of the 16 dogs we have helped this financial year.
RPD SOLO (EXPLOSIVES) – AVON & SOMERSET POLICE
Retired Explosive Search Police Dog Solo required emergency surgery to remove his spleen. This emergency surgery amounted to £4,387.70. The surgery and subsequent veterinary hospitalisation care resulted in Solo making a full recovery. Below are photos of Solo showing how well he recovered.

RPD DIXIE (GENERAL PURPOSE) – WILTSHIRE POLICE
Retired General Purpose Police Dog Dixie has required treatment and medication for ongoing Osteoarthritis pain and thyroid treatments to ensure she enjoys a pain free retirement. We pride ourselves in being able to support the ongoing medication and treatment needs of these amazing dogs, during this financial year we have provided financial assistance of £1,519.10 to Dixie’s owner.
RPD STELLA (DRUGS/CASH/FIREARMS RECOVERY) – GLOUCESTERSHIRE POLICE
Retired Drugs/Cash/Firearms Recovery Police Dog Stella required Stem Cell surgery on her shoulder. This operation was a success making Stella much more comfortable. A film of Stella’s treatment was made and added to our YouTube channel showing the procedure - this is the link https://youtu.be/s7yIFpG5Vyg Below are photos of Stella. During this financial year we have provided £1,481.47 to Stella’s owner. A JustGiving appeal for Stella raised £1,780. The extra money raised goes towards Stella’s ongoing medication needs. Stella is on monthly arthritis injections. We also produced limited edition Stella T-Shirts and coats to raise additional funds. These proved very successful we sold 46 T-shirts and 5 coats, making an additional profit of £249.50 to go towards Stella’s ongoing medication needs.

In March 2023 Stella won the Crufts Hero Dog Award and donated £1,250 to our charity via the Kennel Club. This donation has been put into our restricted funds for our community volunteer scheme to ensure we can attend lots of events with our volunteers in 2023 to help us carry out more fundraising to support our retired police dogs.
WAGS NEW MASCOT ELMO
In May 2022 we purchased a custom-made mascot for events. We named our new mascot Elmo after our founder and chair Andy’s police dog that sadly died whilst still serving for Avon and Somerset Police. Our mascot is a tribute to Elmo who was an amazing General Purpose and Firearms support dog. Elmo had competed with Andy at Police Dog trials and won many trophies. Elmo’s memory will always live on with us. He will never be forgotten. Below are photos of Police Dog Elmo: -
Or Mascot Elmo has been an incredible asset at our fundraising events. Elmo draws lots of attention to our stand helping raise the profile of our Charity. Elmo is very popular with children of all ages and adults. As a result, we have also purchased Elmo mascot patches and stickers.

– WAGS ELMO ECO FRIENDLY TOY DOG INVESTMENT
The Trustees discussed in detail investing in a custom-made toy dog to be named and modelled on our mascot Elmo. With a minimum order of 1,500 it was important to the Trustees that the toy is made from 100% recycled material to ensure they are eco-friendly. A 50% deposit was required from this year's financial budget with the remaining 50% from next year's budget. The profit return on these toys is 42% for our charity funds and considered a good investment to help raise more funds for the future. Below are the photos of toy dog Elmo: -
SWINDON COLLEGE FUNDRAISNG
Our Trustee Simon visited the New College Swindon with his police dogs PD Fozzy and PD Boris in 2021. They left a positive impression on the college students and teachers from The Animal Management section. From this initial meeting, the Lifestyle Team started raising money for our charity. They held events and shows to raise funds for the retired police dogs we support. The end-of-year show ‘Expect the Unexpected’ showcased the work of students on the hairdressing course. The show featured a runway show and our

WAGS Ambassador Alex Lovell attended to represent our charity along with some of our Trustees. Our Chair Andy, together with Simon and PD Boris the Staffie, attended a special event where a cheque for an incredible £3,526 was handed to them by the college. We cannot thank the students and teachers enough for this amazing donation. Below is the photo taken at the cheque presentation: -
WICKES DONATION OF A STORAGE SHED
In March 2023 our Chair Andy approached the Bristol Wickes Manager Nathaniel Reeves asking for the consideration of donating a plastic storage shed to our charity. We were overwhelmed with the support from Nathaniel and Wickes donating a shed to us. We safely store our gazebo equipment and merchandise inside. A massive thank you to Nathaniel and all the Wickes staff for supporting our charity. Below is a photo of the shed with retired police dogs Stella, Barney and Quest.

WAGS ONLINE RAFFLE
In September 2021 we applied to South Gloucestershire Council for a Section 14 Gambling Act 2005 Licence Permit. This licence was granted so we are now legally allowed to carry out Raffles and Lotteries. We have continued to renew this licence to allow us to continue to run raffles to raise funds. During this financial year we have successfully raised £518.40.
ANIMAL AFFAIRS/YATTON KEYNELL VILLAGE SHOP/BANK OF IRELAND/RENISHAW/AMAZON SMILE
We are very fortunate to be supported by ANIMAL AFFAIRS, a registered charity (1104034) in Bristol. ANIMAL AFFAIRS kindly donate to us Quarterly from the funds they raise in their shop. The Trustees are so very grateful for their continued support of our Charity.
The village community in YATTON KEYNELL have come together in support of our Charity. They have been fundraising for us in the local village shop. They allowed us to have a stand at their Christmas Market where we sold merchandise to raise extra vital donations for our Retired Police Dogs. We are very grateful for the continued community support of our charity.
This financial year we have received donations from the Bank of Ireland thanks to their employee Julie who has regularly nominated us for a charitable donation. We are very grateful to both Julie and the Bank of Ireland for their continued support of our Charity.
WAGS applied to the Renishaw community grant fund and successfully received a donation for our retired police dogs. We are so very grateful to Renishaw.
A big thank you to everyone who chose our charity via the Amazon Smile donation scheme we received a total of £253. Unfortunately this scheme ended in February 2023.
WAGS STRATEGY
The Trustees agreed the WAGS Charity Strategy for the next 3 years, setting our objectives and mission statement for the future of our Charity fundraising. See appendix A for our full strategy document.

REMEMBERING TYKE
Retired General Purpose Police Dog Tyke passed away in November. Tyke was loved by so many of us, he touched all our hearts. Thanks to all the kind donations and support to our Charity we were able to support Tyke with his ongoing treatment and medication needs for his liver condition. Tyke lived his retirement to the full and was loved by everyone who met him. An amazing police dog who will never be forgotten. RIP Tyke thank you for your service.

FINANCIAL REVIEW
Our charity is entirely reliant on donations received through fundraising.
As stated on page 4 of this report, the total number of Retired Police Dogs that may require financial assistance within Wiltshire, Avon, Gloucestershire and Somerset is 46 . It is predicted that over the forthcoming financial year a further five to eight dogs will be retiring, increasing the number of Retired Police Dogs who may require financial assistance to potentially 53 . This however does not allow for any working dogs that also may retire suddenly, due to illness or injury.
The total income raised this year from both unrestricted and restricted funds for this financial year was £39,504.
A total of £36,868 of unrestricted income funds were raised through donations and the sale of merchandise both at events and on our online shop.
A total of £2,636 of restricted income funds were raised for our WAGS volunteers scheme from crowdfunding/company donations and the donation from RPD Stella’s Crufts Award from the Kennel Club. Restricted funds are funds to be used in accordance with specific restrictions. The Trustees raise these funds through crowdfunding and company donations. This funding has enabled us to continue to expand our team of volunteers. We will be able to attend so many more community events with this new team of volunteers. Enabling us to promote our charity purpose and raise extra vital donations to help build on our reserves.
The total expenditure for this financial year was £35,984.
A total of £17,898 was paid out from our unrestricted funds in grants to the owners of 16 Retired Police Dogs who needed our financial assistance to pay for the dogs’ veterinary care.
£4,370 was paid out of our restricted funds to purchase volunteer clothing and the Elmo dog Mascot. This amount also includes our volunteer training and event hire and expenses.
£11,603 was paid out of our unrestricted funds on WAGS personalised merchandise to sell at fundraising events and on our website shop. WAGS makes a good profit on merchandise and this profit is used as unrestricted funds to pay the veterinary fees of the Retired Police Dogs. Due to our volunteer scheme, we are now able to attend approximately triple the number of events. The Trustees have invested in extra merchandise this financial year to ensure we have enough for the forthcoming events we are booked to attend. We have approximately £10,000.00 worth of this merchandise in storage ready to sell at fundraising events and online during the next financial year.

£345 was paid out on the purchase of various items of essential event equipment including a sack trolley and storage containers for event merchandise.
£593 was paid out of our unrestricted funds on postage and packaging of merchandise sold on our online shop.
£467 was paid out on our charity insurance, raffle licence, fundraising regulator membership, JustGiving fees.
£708 was paid out on event fees. Due to the current cost of living crisis and financial challenges being faced by many companies and event organisers, we are having to invest in paying fundraising event fees. The Trustees always seek to obtain a charity discount at every event applied for.
At the end of this financial year the charity has total cash assets of £39,195.
RESERVES POLICY
As detailed above, as our Charity grows the Trustees aim to build reserves in unrestricted funds to ensure the Charity can support all the Retired Police Dogs of Wiltshire, Avon, Gloucestershire and Somerset.
PLANS FOR THE FUTURE
The Trustees will be applying for additional grant funding from other Companies and Trusts in the next financial year.
The WAGS volunteers will be assisting the Trustees to attend many more community fundraising events within the next financial year, providing more opportunities to raise the Charity profile and collect more vital donations.
Please see Appendix A our 3-year Strategy document outlining our future plans.
TRUSTEES’ RESPONSIBILITIES IN RELATION TO THE FINANCIAL STATEMENTS
The Trustees are responsible for preparing the Trustees Report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards. The law applicable to charities in England and Wales requires the Trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the Charity and of the incoming resources and applications of resources of the Charity for that period. In preparing these financial statements, the Trustees are required to: -

They are also responsible for safeguarding the assets of the Charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities. The Trustees are responsible for the maintenance and integrity of the Charity and financial information included on the Charity’s website.
