PURPOSE, STRUCTURE & GOVERNANCE
CHARITY PURPOSE
WAGS Retired Police Dogs is a registered charity, number 1186608. WAGS (Wiltshire, Avon, Gloucestershire & Somerset) Retired Police Dogs Charity purpose is:
''To promote humon behaviour towards Retired Police Dogs by providing financial assistance to the owners of Retired Police Dogs who have charge of animals that are in need af appropriate care and attention by reason of sickness, poor circumstances or ill-use"
WAGS provides financial assistance to pay the Veterinary Fees for emergency and ongoing treatment, for medication, to ensure the Retired Police Dogs remain healthy and happy in retirement. Vets Fees can run into thousands of pounds to treat some conditions, owners may be faced with deciding on the dog's future based on the financial costs. It is very difficult for them to obtain Pet Insurance for the Retired Dogs due to the line of protection work and the fact they may retire with existing conditions which require on going expensive medication or further operations. WAGS provides financial assistance to ensure the treatment decisions are based only on the dog's welfare needs and not based on cost.
STRUCTURE
The complete financial income to achieve our charity purpose is generated solely by fundraising. We attend Events to collect donations and sell merchandise to raise income. We receive regular monthly direct debit donations from supporters. We sell merchandise on our website online shop to raise income. We receive donations through JustGiving, PayPal Giving Fund, Amazon Smile, Facebook Charitable Giving, Easy Fundraising and Charities Aid Foundation (CAF) Donations.
New Trustees are appointed by the existing Trustees and serve a term of 12 months, after which they may put themselves forward for re-appointment. Our Charity Commission Model Constitution requires a minimum of three trustees, with no maximum number of trustees. On appointment new trustees sign the charity commission Trustee Eligibility Declaration form agreeing to the giving of their time and expertise. All new Trustees will receive a formal induction to the charity including an initial meeting with the Chair and the existing trustees. The grant making policy, powers and responsibilities of the trustee board are fully explained to them. All trustees give their time freely and no trustee remuneration is paid. None of the existing trustees have claimed any expenses from the charity this financial year.

OBJECTIVES & GRANT MAKING POLICY
OBJECTIVES
The objectives of the Charity are providing financial assistance to the owners of Retired Police Dogs who have charge of animals that need appropriate care and attention by reason of sickness, poor circumstances, or ill-use.
The trustees have determined that the priorities for financial funding are:

Retired Police Dogs that need urgent immediate lifesaving veterinary treatment (i.e., Surgery and hospitalisation etc).

Retired Police Dogs that need veterinary investigations to determine the cause of their illness (i.e., MRI/CT scans, blood tests, biopsies etc).

Retired Police Dogs that require treatment of illnesses or injuries (i.e., cancer, bladder/Eye infections, Upset Stomach, skin allergies, injuries to legs/back/ears etc).
• Retired Police dogs that require on-going medical drug treatments and or hydrotherapy, chiropractor sessions as prescribed by the vets. To help prolong life and improve the quality of life for the Retired Police Dog.
The amount of Retired Police Dogs that can be supported by the charity is necessarily limited to the amount of funds that are available for distribution annually.
The total number of Retired Police Dogs that may require financial assistance within Wiltshire, Avon, Gloucestershire and Somerset is 40. It is anticipated that over the forthcoming financial year a further five to eight dogs may retire from service increasing the number of Retired Police Dogs who may require financial assistance to potentially 48. This however does not allow for any working dogs that also may retire suddenly due to illness or injury.
The trustees are aware that just one or two dogs alone could require all our charity funds if they needed a cruciate ligament or hip operation. Operations such as those could require financial assistance anywhere between £S,000 - £15,000. An MRI scan for a dog is currently priced at around £2,000 just to establish the cause of the problem before treatment or surgery is commenced.
Fundraising and the promotion of our charity is at the forefront of the Trustees objectives to ensure we can raise enough funds going forward into the next financial year. These dogs do an incredible job serving the communities, saving lives and catching criminals. The WAGS trustees want to do all we can to ensure we have the funds available to support all the Retired Police Dogs from Wiltshire, Avon, Gloucestershire and Somerset.

GRANT MAKING POLICY SUMMARY
The Charity trustees have established a grant making policy. A grant is defined as the financial award WAGS contributes from its funds to support the owners of retired police dogs from Wiltshire, Avon, Gloucestershire and Somerset (WAGS) in line with our charitable purpose defined in our governing document.
A beneficiary is a person who has taken over legal ownership of a retired police dog from Wiltshire, Avon and Somerset and Gloucestershire Constabularies only. This can either be a police dog handler who has taken over the ownership of the dog (or dogs) they have been working with or a member of the public who has taken ownership of a retired police dog (or dogs) from one of the forces listed above.
A beneficiary must complete our Application for Financial Assistance Form and send it via email to wagsretiredpolicedogs@gmail.com. Providing written proof that the dog they are seeking veterinary financial support for was a serving police dog with either Wiltshire, Avon and Somerset or Gloucestershire Constabularies. Signing and confirming that the dog is not currently insured and attaching the relevant copies of the treatment and breakdown of financial costs from the Veterinary surgery. The trustees can only award grants to owners of Retired Police Dogs from Wiltshire, Avon, Gloucestershire and Somerset subject to the financial funds available at the time. Each application for financial assistance is considered on its own merits, the trustees will carry out sufficient due diligence to ensure the requests meet both our charitable purpose and the priorities for support detailed above in our Objectives.
The trustees will award 100% of all financial claims if the funds available at the time are above £25,000. As soon as funds fall below £25,000 the percentage of the grant issued will be at the Trustees discretion and their decision is final. If funds do fall below £25,000 and there is a large financial request for support, then the Trustees will release an emergency appeal through our JustGiving Fundraising Platform and also seek urgent grant funding. It is the trustees aim to ensure our active fund raising and the seeking of support grants continues throughout the year to allow us to continue to pay 100% of all grants ensuring the Retired Police Dogs live-happy healthy lives in their well-earned retirement.

ACTIVITIES
FINANCIAL GRANTS TO BENEFICIARIES DELIVERING PUBLIC BENEFIT:
During this financial year the WAGS Trustees have awarded grants to all owners of Retired Police Dogs that have applied for financial assistance from our Charity. The medical conditions the Retired Police dogs have needed surgery and ongoing medication for are listed below: -
Cancer of the liver and Spleen
Burst Tumour Gallbladder and Liver disease Ulcer Haemorrhage Removal of a Wart next to the dog's eye Removal of a Lump on the dog's neck Skin Cyst removal f[o] r two dogs Ongoing medication f[o] r liver and gallbladder support Ongoing Arthritis pain relief medication and Chiropractic treatment for two dogs
The continued support of the public in making donations enabled the charity to award grants covering the veterinary fees of the twelve Retired Police Dogs who needed our assistance this financial year. We have achieved our charity purpose by being able to support these amazing Retired Police Dogs.
NEW WAGS CHARITY AMBASSADOR- BBC PRESENTER ALEX LOVELL
In June 2021 the WAGS trustees were honoured to welcome local BBC New Presenter Alex Lovell as our new Ambassador. Alex is very passionate about our police dogs. We are truly honoured to work alongside Alex supporting our Retired Police Dogs in Wiltshire, Avon, Gloucestershire and Somerset.
Alex states "I have been following the work of WAGS on social media for some time and was over the moon when they asked me to be their ambassador. Police Dogs give their lives working to keep us safe, It's the least we can do to look after them in retirement".
Alex has raised the profile of our Charity within the local communities and has attended events with us showing her dedicated support. Alex has also put the trustees in touch with charity advisors who have provided the trustees with information and guidance on how to develop our small charity in the future.
All the trustees would like to thank Alex f[o] r her continued support. We are hopeful with Alex's support going f[o] rward we can raise awareness of our charity within the local communities and successfully raise additional much needed funds.

SPONSORSHIP OF TWO WAGS PERSONALISED GAZEBOS
During 2021 WAGS were successful in obtaining sponsorship from EASTCOTT VETERINARY REFERRALS in Wiltshire and WALTER WALL CARPETS in Yeovil which enabled the investment purchase of two personalised gazebos.
These assets will allow us to attend more events in the areas we cover. The Gazebo, kindly sponsored by EASTCOTT VETERINARY REFERRALS will be used by our volunteers in the Wiltshire and Gloucestershire areas. The Gazebo, kindly sponsored by WALTER WALL CARPETS will be used by our volunteers in the Avon and Somerset area. The trustees are so very grateful for the incredible support from both companies.
As with many other charities COVID 19 has had a significant impact on our ability to fundraise. During the period of the Pandemic much of our fundraising was conducted online. Now that restrictions have been lifted, we are able to attend local community events to promote our charity purpose and raise additional much needed donations for the amazing Retired Police Dogs that we support. The new Gazebos will be a fantastic asset to us at future events.
AVIVA COMMUNITY CROWDFUNDING APPEAL- NEW WAGS VOLUNTEER SCHEME
In October 2021 we were accepted by the Aviva Community Fund Crowdfunding Charity Appeal. Our aim of this appeal was to achieve grant funding for a new WAGS Charity Volunteer Scheme. The aim of the New Volunteer Scheme is to recruit new adult volunteers from the communities of Wiltshire, Avon, Gloucestershire and Somerset.
WAGS struggled fundraising during the Covid19 pandemic due to all local community events being cancelled, the trustees were also aware of the feelings of isolation the pandemic caused to so many people within our communities. The aim of our crowdfunding appeal was to achieve funding enabling us to recruit adult volunteers especially those that felt isolated in their communities due to pandemic restrictions. The trustees wanted to appeal to the communities to put themselves forward as volunteers. Joining the friendly WAGS Charity Team in the hope they would make new lifelong friendships along the way and reduce their feelings of loneliness and isolation. The new volunteer scheme will allow us to attend many more community fundraising events. WAGS will now have more opportunities to promote our charity purpose and to help raise the vital donations from the public we need to sustain our charity's future.

ACHIEVEMENTS
GRANTS AWARDED TO RETIRED POLICE DOG OWNERS
During this financial year WAGS has supported the owners of 12 Retired Police Dogs awarding £11,009.49 in grants. This has been a blend of one-off payments and continued support resulting in an improved quality of life for the Retired Police Dogs and increased wellbeing of the owners.
Retired Police Dog Tyke from Wiltshire has required several emergency treatments and is on medication to keep him alive and well. Tyke will need to remain on this medication for the rest of his life. The trustees are so pleased that we can continue to financially support Tyke with this expensive ongoing medication for his liver and gallbladder condition. Our Charity purpose is to financially support the owners so dogs like Tyke maintain a good quality of life through the required intervention and treatment. This gives Tyke's owner and the owners of the rest of the Retired Police Dogs we support the peace of mind that no decision must be made due to cost alone, it's made purely on the dog's welfare needs.
WAGS NEW VOLUNTEER SCHEME
The Aviva community crowdfunding appeal was a huge success. The support from both members of the public and the employees of Aviva was incredible. We raised a total of £3, 875 of which £3, 250 alone was from Aviva Employee donations. Each Aviva Employee was allocated £25 from the Aviva Community Fund to donate to a charity of their choice from a list of over two hundred very worthy UK charities. We will be forever truly grateful to the one hundred and thirty Aviva Employees who chose to donate to our charity. The trustees were blown away with the support and comments the Aviva Employees made on the Crowdfunding appeal page. Here are eight of the forty-seven comments publicly made on the appeal: -

In addition, the local press released an appeal, and we were able to obtain further donations totalling £3,730 from locally based companies KONG in Salisbury, Wiltshire and RENISHAW in Wotton-Under-Edge, Gloucestershire. The trustees are extremely grateful to both these local companies for their amazing support.
The trustees have been able to recruit 19 new volunteers. With further new applications currently being processed. Having this new pool of volunteers to help WAGS with fund raising events will hopefully make an incredible difference in the next financial year from April 2022 - March 2023. We will now be able to attend many more fundraising events.
The new volunteers are from across Wiltshire, Avon, Gloucestershire and Somerset and they all bring a vast array of skills and knowledge to our charity. The trustees have been able to recruit adults from an age range of between 20 and 67 years old.
The trustees will be working together with our new volunteers to develop and grow the New Volunteer Scheme over the coming months. We will soon be writing a new WAGS Charity Strategy for the next 3 years setting our objectives and mission statement f[o] r the future of our Charity fundraising now the new volunteers have joined our Team.

WAGS ONLINE RAFFLE
In September 2021 we applied to South Gloucestershire Council for a Section 14 Gambling Act 2005 Licence Permit. This licence was granted so we are now legally allowed to carry out Raffles and Lotteries.
We successfully ran an on line Raffle with the prize of a weekend stay in a holiday cottage. This prize was very kindly donated to us by one of our Retired Police Dogs owners. The Raffle raised an incredible £1,143.00 for our Retired Police Dogs. We wish to thank Emma from Quantock Cottages who donated this amazing prize to us.
ANIMAL AFFAIRS/YATTON KEYNELL VILLAGE SHOP/FEARN FITNESS
We are very fortunate to be supported by Animal Affairs, a registered charity (1104034) in Bristol. Animal Affairs kindly donate to us Quarterly from the funds they raise in their shop. The trustees are so very grateful for their continued support of our charity.
The village community in Yatton Keynell have come together in support of our charity. They have been fundraising for us in the local village shop. They allowed us to have a stand at their Christmas Market where we sold merchandise to raise extra vital donations for our Retired Police Dogs. We are very grateful for the continued community support of our charity.
Fearn Fitness Senior Ladies in Gloucester have consistently raised money for our charity each year. The trustees are very grateful for their continued support of our charity.

FINANCIAL REVIEW
Our charity is entirely reliant on donations received through fundraising.
As stated on page 4 of this report, the total number of Retired Police Dogs that may require financial assistance within Wiltshire, Avon, Gloucestershire, and Somerset is 40. It is predicted that over the forthcoming financial year a further five to eight dogs will be retiring, increasing the number of Retired Police Dogs who may require financial assistance to potentially 48. This however does not allow for any working dogs that also may retire suddenly, due to illness or injury.
The total income raised this year from both unrestricted and restricted funds for this financial year was 31,828.00.
A total of £22,271.00 of unrestricted income funds were raised through donations and the sale of merchandise both at events and on our online shop.
A total of £9557 .00 of restricted income funds were raised for our WAGS New Volunteers Scheme from company donations. Restricted funds are funds to be used in accordance with specific restrictions. The trustees raise these funds through the Crowdfunding appeal for our new volunteer scheme and via other company donations towards this new scheme. The trustees were overwhelmed with the generosity and support of our new scheme. This funding has enabled us to recruit 19 new volunteers. We will be able to attend so many more community events with this new team of volunteers. Enabling us to promote our charity purpose and raise extra vital donations to help build on our reserves.
The total expenditure for this financial year was £23,100.00.
A total of £11,009. 00 was paid out from our unrestricted funds in grants to the owners of twelve Retired Police Dogs who needed our financial assistance to pay for the dogs' veterinary care.
£2,484.00 was paid out of our restricted funds to purchase our two new WAGS personalised gazebos, including 2x display tables and 8 x leg weights complying with health and safety in adverse weather conditions, £2,000 of which was from the sponsorship money from EASTCOTT VETERINARY REFERRALS and WALTER WALL CARPETS. These gazebos will ensure we stand out from the crowd at future fund raising events and keep our volunteers dry and out of direct sunlight for their health and safety.
£1,560.00 was paid out of our restricted funds to purchase the new Volunteer Clothing for our 19 new volunteers. This was from part of the grant fund we raised through the Aviva Crowdfunding New Volunteer Scheme Appeal.

£6,978.00 was paid out of our unrestricted funds on WAGS personalised merchandise to sell at fundraising events and on our website shop. WAGS makes a good profit on merchandise and this profit is used as unrestricted funds to pay the veterinary fees of the Retired Police Dogs. We have approximately £2,460.00 worth of this merchandise in storage ready to sell at fund raising events and on line during the next financial year.
£477.00 was paid out of our unrestricted funds for postage and packaging of merchandise sold from our online shop.
£592.00 was paid to purchase our charity insurance, raffle licence, fundraising regulator membership fee, JustGiving fees and to trademark our WAGS logos. The trustees felt it was important to trademark both our logos as they appear on all our merchandise as the trustees felt this was necessary to ensure that we were never prevented by anyone else using or trying to trademark our charity logos.
At the end of this financial year the charity has total cash assets of £35,676.00.
RESERVES POLICY
As detailed above, as our charity grows the trustees aim to build reserves in unrestricted funds to ensure the charity can support all the Retired Police Dogs of Wiltshire, Avon, Gloucestershire and Somerset.
PLANS FOR THE FUTURE
The trustees are currently drafting a three-year fundraising strategy with objectives and a mission statement to ensure our charity continues to grow and can have financial reserves in place.
The trustees will be applying for additional grant funding from other Companies and Trusts in the next financial year.
The 19 new volunteers will be assisting the trustees to attend many more community fundraising events within the next financial year. Providing more opportunities to raise the charity profile and collect more vital donations.
TRUSTEES' RESPONSIBILITIES IN RELATION TO THE FINANCIAL STATEMENTS
The trustees are responsible for preparing the Trustees Report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards. The law applicable to charities in England and Wales requires the trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of

the charity and of the incoming resources and applications of resources of the charity for that period. In preparing these financial statements, the trustees are required to: -
• Select suitable accounting policies and then apply them consistently • Observe the methods and principles of the Charities SORP • Make judgements and estimates that are reasonable and prudent• State whether applicable accounting standards have been followed, subject to any departures disclosed and explained in the financial statements; and • Prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in business.
The trustees are responsible for keeping accounting records which disclose with reasonable accuracy the financial position of the charity and enable them to ascertain to ensure that the financial statements comply with the Charities Act 2011, the Charities (Accounts and Reports) Regulations 2008 and the provisions of the trust deed. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities. The trustees are responsible for the maintenance and integrity of the charity and financial information included on the charity's website.

Responsibilities and basis As the charity trustees of the Trust, you are responsible for the preparation of report of the accounts in accordance with the requirements of the Charities Act 2011 ("the Act").
I report in respect of my examination of the Trust's accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
