Trustee’s Annual Report
- Wiltshire Council is the sole Trustee of the Young & Creasey Gallery Trust. Wiltshire Council is required by the Charity Commission to produce an annual report and accounts for the Council’s approval. The report follows the requirements of Statement of Recommended Practices (SORP 2005). Under delegated powers, the approval of the annual report on the activity of the Trust and on investment matters, together with any contentious policy issues, are dealt with on behalf of the Council, by the Cabinet Member for Finance.
Structure, Governance and Management

A decision to merge the Edwin Young Collection - Charity Commission number 309519 and John Creasey Museum – Charity Commission number 309535 into a single charitable trust to be called The Young & Creasey Gallery Trust was made by the sole Trustee of each charity, Wiltshire Council in May 2019. The new trust was registered with the Charity Commission in November 2019, however due to the Covid pandemic and time to take to prepare for the transfer, the Trusts merged on 2[nd] April 2024. The former trusts are being closed.

Background: Edwin Young Collection was established in 1913 as the result of a bequest to the City of Salisbury by Edwin Young and later by, his brother, Thomas Young. The bequest consisted of money to build an art gallery adjacent to the former city library in Chipper Lane as well as many Edwin Young’s
paintings. Four properties, which have now been sold were also part of the bequest.
The John Creasey Museum was founded in 1973 following a bequest from the distinguished author, John Creasey, as part of his residuary estate. The Museum, the greater part of which was its literary collection comprised of more than 2,000 books as well as printed material and objects.

The combined collections are housed at Salisbury Library with a collective name as The Young Gallery . There are three galleries showing artworks as well as a programme of temporary exhibitions that are held throughout the year.

The Young & Creasey Gallery Trust was created and is governed by a trust deed. Wiltshire Council as trustee, must apply the income and property of the charity solely towards the promotion of the objects.

The Trust is registered as a charity with the Charity Commission and has accreditation with the Arts Council England (ACE) Accreditation Scheme.

The Council, as the sole Trustee of the Trust, has arranged for its day-to-day administration to be delegated to the Director for Leisure, Culture and Communities, pursuant to section 144 of the Scheme of Sub-Delegation dated 11th March 2022. To assist in carrying out these responsibilities, a management committee (the Management Committee) has been established, and its membership (on 31 March 2025) was as follows:

The Management Committee meets at least twice a year when reports are submitted by the Curator and Finance for discussion. Updates on exhibitions and development are given, and approval of any major purchases is sought and, if appropriate, agreed.
Risk Management
- The Trustee has considered the major risks to which the Trust is exposed and created a risk register which is available to the elected Members of Wiltshire Council on request. Systems have been designed to mitigate those risks as detailed in the risk register.
Objectives and Activities
- The objects of the Charity as detailed in the Trust Deed are to:
“Advance the education of the public by establishing and maintaining for exhibition to the public a collection of watercolours, paintings, prints and drawings which are of artistic merit or historical or topographical interest and in particular watercolours, paintings, prints and drawings of Salisbury and the neighbourhood.
To provide a museum for promoting the study and general knowledge of literature and the arts and sciences generally”

The key aims of the Young & Creasey Gallery Trust are:

To create a sustainable and resilient organisation and ensure the long-term viability of the Trust. Budgets are reviewed and set annually by the Management Committee.

To protect, care for and conserve the collections to appropriate standards, as required by Accreditation.

To maintain documentation procedures to Spectrum standards published by the Trust.

To promote the Trust and to create a vibrant public programme, including exhibitions, events and learning opportunities.

To collect objects identified under the Trust’s acquisition policy.

Ensure the Trust is accessible to a diverse audience, through improved marketing, accessibility, digitisation and in-depth cataloguing of the Trusts collection.
Conservation
- The conservation of works remains a priority and will proceed as and when funding is available.
New Acquisitions
13. The following acquisitions were made during 2024/25:

A signed print of St Ann’s Gate in Salisbury by landscape artist Cecil Ackland Hunt (1883-1959). It was purchased by a member of the donor’s family and passed to them following their death.

Three Lucian Freud (1922-2011) prints. These were acquired through the Acceptance in Lieu Scheme from Lucian Freud’s estate.

A letter and envelope and postcard from Ronald Searl to donor. The donor purchased the painting, proof and print. They later received letter and postcard directly from Searle.
How the Trust’s Activities Deliver Public Benefit

The Trust fulfils its objects and Key Aims through:

Arranging exhibitions. The exhibitions are held at the Young Gallery which shares the building with Salisbury Library and is open 6 days a week, Monday to Saturday, 10am – 5pm. Exhibitions are advertised online as well as through posters and flyers which are distributed to sites including Tourist Information.

New acquisitions, through working with donors and purchases that are acquired using the Trust’s income and where possible, grants through various arts bodies.

Providing information to the public about the Trust through pamphlets, events, workshops, digital content, research appointments, workshops and talks.

Income generation through an onsite donation point and online platform.

The Trust’s collections are stored in a purpose-built secure store when not exhibited. In store objects are always available for inspection by appointment. By their nature watercolours and works on paper are vulnerable to deterioration from light and so the Trust’s collection operates a rolling program of exhibits and making selections from works conserved and suitable for display.

An annual risk assessment is undertaken to identify potential risks to the Trust. Appropriate measures are identified and implemented to mitigate and reduce serious risk.

The Trustee has complied with the duty in section 4 of the Charities Act 2006 to have due regard to public benefit guidance published by the Charity Commission.
Access Details

In 2024/5 there were 23,913 visits to the galleries, based on data from the footfall counters. The Trust continues to attract interest from local schools, artists and the local community.

Exhibitions and events are promoted through the Young Gallery website (https://www.younggallerysalisbury.org.uk/), social media, and local press. Some coverage is also given through county magazines such as the Evolver and selected exhibitions are advertised by local radio and TV where possible.

The Trusts works are available for loan to other public institutions. Some works are displayed within a secure area at Wiltshire Councils hub in Trowbridge, and a sculpture inside the Councils Bourne Hill site in Salisbury.

Research appointments are offered to those wishing to learn more about the Trust, including works not on public display. Information is also provided remotely through the general enquiries email.

The Trust is committed to improving its works through new acquisitions. The Trust is a living collection and new works play a significant role in boosting the Trust’s profile locally and regionally.

A few historic works require conservation. At present it is not possible to display them without risk of damage.
Achievements and Performance
-
In July 2024, the Young & Creasey Gallery Trust secured Full Accreditation status from Arts Council England. The next Accreditation return is due in 2029.

The Trust was awarded a 2024 Small Grant from Museum Development South West, Arts Council England and Art Fund funding to improve messaging around donations and install a contactless donation point. This has provided a new funding stream for the Trust.

The Trust entered into a grant agreement with Wiltshire Council and accepted funding of £43,909.24 provided for in a S106 Agreement relating to land at Salisbury Retail Park, London Road, Salisbury. This project was named “The Revive Project”. It is a three-year project that seeks to improve the look and feel of the museum making it a welcoming atmosphere for visitors. This will help to encourage more and longer visits to a free, accessible art institution in the heart of Salisbury city centre. The sum of £30,000 was received in 2024/25 and the remaining balance of £13,909.24 will be paid during 2025/26.

The Curator developed a community engagement programme to engage local people, and ten community-based workshops were held with over 110 participants.

A rebrand project was conducted which resulted in a new logo and branding guidelines, to improve the Trust’s image and accessibility.

The Trust took part in an Organisational Health Check, provided by Museum Development South West, to assess areas for development and is working through recommendations regarding its governance structure.

The Curator has been working with different community groups to raise the profile by giving works insight workshops and conducting outreach session with the local education and community partners.

A new website was launched in May 2024 (https://www.younggallerysalisbury.org.uk/). This and the social media accounts are regularly updated with information about the it’s works, exhibitions, events and news.

Visitor feedback is collected regularly and used directly to shape the Trust’s programming and activities and give further insight into how it is viewed by visitors.

The Trust is supported by a small team of volunteers who generously give their time to assist with documenting and showcasing the works. During 2024-2025, volunteers gave 549 hours of support.

The Supporters of the Young Gallery support the Gallery’s activities and host a series of talks as part of their Conversations in Art programme. Their support is much appreciated.
Financial Review

The revenue balance was £75,538 on 31[st] March 2025 compared to the previous year’s combined Trust balances of £70,218. The reserve had been building up during Covid and the focus up to March 2024 was updating the inventory and accession registers in preparation for the merger of The Edwin Young Collection and the John Creasey Museum with the Trust in 2024

36 The capital balance of the Trust held in investments on 31 March 2025 was valued at £754,027, slightly more than the previous year’s value of £750,645. Investments are held on a long-term basis and fluctuations can go up or down.
Reserves Policy
- 37 The Trustee acknowledges that reserves should be held to secure the future of the Trust and to allow the good work that it provides to be protected and continued in the long term. Ideally the reserve should be sufficient to cover one year’s expenditure, to include curator costs, conservation, exhibitions, and support costs, without which the charity could not further its objectives.
The reserve for 2024/25 was set at £24,000, however the actual amount held in reserves on 31[st] March 2025 was £75,538. The two former trusts had previously built-up extra reserves during Covid and amounts were also held to cover any additional spend necessary to merge both Trusts.
A review of the reserve will be undertaken again in 2025/26.
