The Trustees present this, their first report for the new Parish ol Four Saints. 11 covers 8 15 month period from 1
October 2023 Ilhe dale of the establishment of the new Parish) ¢0 31 December 2024. The new parish came into
being with the merger of the old Parishes of Winton, Moordown and Charminsler. and Sl Francis ofAssisi.
The Charity Commission agreed to the merger of Sl Francis Into the Parish of Winlon, Moofd¢)wn and Charminster
and for this merged Parish to change Il's name to the Par15h of Four Saints. retaining the Charity Registration
Number allocated to the Parish of Winlon. Moor<b)wn and Chamiinsler111865401.
The financial slalements have been prepared in accordance with the accounting policies sel out in note 1 to the
finaneial statements and comply with the Churth Representation Rules, the Chanlies Act 2011 and 'Accounling and
Reporting by Charilie$' Statement ol Reeommended Practice applicable lo chanties preparing their accounts in
accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland IFRS 1021 leffeclive

As al 31 De¢ember 2024. our unrestricied fvnds totalled £120,981, %Mth a further £29,334 held as reslricled
funds and £378 554 in endowment funds.
Trying lo budget for a nthy merged parish was always going to be difficult. Trying to work out wtEre Savings could
be made. what (luplicalions existed was a challenge The first projection came DLrt with a deficit of some £97.000.
Throughout the year we tried lo reduce Costs and increase income By July, the forecast had reduced to a £47,000
deficit. ￿lIe not sustainable in the long lemi. we ended the year wth a £42.124 deficit. This can be split as
£14,963 from day to (Jay acb'vilies and £27.161 fof oneloff ggnthcanl repair projerts.
Majornsks
The trustees have assessed the major risks to which the PCC is exposed, and are satisfied that systems are in
place to mitigate exposure to the major risks.

Reserves Policy
The charity has contsnued ils aim to retain a lolal of £150.000 lo cover anticipated deficits. This policy will be
reviewed annually
Endowment funds
Extensive research was undertaken during the yeaf both by the Diocese in their records and tsirectly in the archives
al the Hampshire Records Inlo Ihe endowment funds held by the old Parish of Wnlon. Moordown & Charmingler.
Whilst there are various references lo "pem)anent trusts" neither of us were able to find ￿pIeS of any old Tru81
Deeds, or information in old PCC Minutes which definitively sel out the terms ind conditions relating lo any of these
endowment ftjnds. The PCC has now (February 20251 agreed lo relain the services of a Specialisl legal advisef lo
help us in our efforts lo relgase these monies

£73,372 worth of Investments (along with £17,649 In ca¥h in the bank account) were received inlo the assets of the

R&cnJilmenl and appointment of Injslees
The appointment of PCC members Is goveme¢J by and set out in the Church Representation Rules, and all
church members are encouraged lo register on the Electoial Roll and stand fof ele¢lion lo the PCC.
There are fifteen elected members who are elected lo serye for a period of three years. and appro>imately one-
third of the elected members retire every year. ensuring both continuity and an influx of fresh ideas.
Churchwardens and parish officers attend training provided by the diocese when appropriate.
The Standing Committee comprises the Rector. Pioneer Ministef. chur¢hwardens and one other member of the
PCC. The Standing Committee transacts the business of ihe PCC bets¥een meeting¥, often al short notice. bul Is
always subject lo the direction ol Ihe PCC.

The Parish of Four Saints Is a densely-populaled community situated on thè northom side of Bournemouth town
cenlre.
The four Anglican places of w￿shiP comprising this parish are Sl Franus ofAs¥isi Church, Charminsler. and St
John the 8aplist Church. Moordown IParish thurchesl. Sl Aban'8 Church. Chafminslef and Sl Luke's Church,
Winlon The parish numbers approximately 34.000 people.
The Ecclesiastical Parish ol Winlon. Moordown and Charminsler ceased lo exist at midnight on 30 September
2023 as a result ol a Pa51oral Measure lo unify this parish and that of Sl Francis ol AS￿s1. Charmnsler that look
effect from 1 October 2023.

Accounting policies
Charity Informatlon
-Tho Parochial Church Council of the Ecelesiaslical Parish of Four Saints is a re9lStered chaity vthich
operates under the Parochial Church Couneil Powers Measure.
1.1 Reporting period
The financial slalements cover a 15-month period up to 31 December 2024. A Pastoral Measure to unify this
parish and that of Sl Francis of Assisi, Chamiinsler look effect from 1 October 2023. As 8 result, the
comparative amounts presented in the financial statements (including the related notes) are not entirely
comparable.
1.2 Accountlng convgntlon
The financial statements have been prepared in accordance wth the PCC'S goveming document, the
Charities Act 2011 and 'Accounting and Reporting by Chanties Stslement of Recornmended Practice
applicable to charitie5 prepanng their accounts in accordance wth the Finanaal Reporting Standard
applicable in the UK and Republic of Irel8fKJ IFRS 1021 leffectsve 1 January 20191" The PCC is a Public
Benefit Entity as defined by FRS 102.
The PCC ha3 taken 8dv8nt8ge ol the provisions in the SORP for ¢hars'ties-app1yu￿ FRS 102 Uwlat&8ulletin 1
not lo prepare a Slalemenl of Cash Flows.
The financ+al statements have departed from the Charities IAccounts and Reports) Regulations 2008 only lo
the extent required to provide a true and fair view. This departure has Involved following the Statement of
Recommended Practice lor charities applying FRS 102 rather than the version of the Statement of
Recommended Practice which is referred to in the Regulations bul which has since been withdrawn.
The financial statements are prepared in sleding. whith is the ftjnctional curreng of the PCC. Monetary
amounts in these financial slalernents a￿ rounoed lo the nearest £.
The financial stalenients have been prepared under the historical cost convention. modified to include the
revaluation of freehold properties and to include investment propertie5 and certain finanoal inslnjmenls al lair
value. The principal a¢￿Untsng policies adopted are set out below.
Al the time of approving the finanual stslemenls. the Iruslees have a reasonable expectation that the
has adequate resource5 to continue in operationa5 existence for the foreseeable fvlure. Thus the IrbEtees
continue lo adopt the going concem basis of accountrng in preparing the finanaal slatemenls.
1.4 Charltable funds
Unrestricted funds are available for use at the dISc￿li0n ol the Iruslees in ftjrtherance of their charitable
objectives.
Restncted funds are subject to specific conditions by donofs or grantors as lo how they may be used. The
purposes and Ljses of the reslricted funds are set out in the note5 to the financial slalements.
Endowment fLtnds are subject to speafic con¢Jrtions by donors that the Capital must be maintained by the
pcc.
1.5 In¢omg
Income is recognised when the PCC Is legally entitled to it after any performance condition5 have been met,
the amounts can be measured reliably. and it is probable that income wll be received.
