COSTESSEY PAROCHIAL CHURCH COUNCIL ANNUAL REPORT

YEAR END 31[ST] DECEMBER 2021

This report is required by the Church Representation Rules and the Church Accounting regulations and it covers financial matters considered by Costessey Parochial Church Council (PCC) during the year as well as events, organised by the Church in the parish.

The P.C.C. met on a regular basis and the annual checks in the following areas have taken place:

Church Terriers, Risk Assessment, Firefighting equipment and Portable Appliance Tests.

The Benefice and Parish:

We are fortunate that the Costessey Benefice and Costessey Parish are one and the same.

Unlike many parishes who find themselves part of a Benefice with other parishes and having to share the Benefice Clergy. We have the one Vicar for the Benefice and the Parish.

For the Diocese of Norwich the term Benefice is used as a common unit on which to base staff and other resources within the Diocese

Costessey is part of the Diocesan Church Planting & Regeneration (CPR) project.

This has meant we have received:

Curate post - .50% fte.

Families/YP worker - (25 hours per week).

The fund has also allowed for the purchase of computers, T.V and other equipment to enable live streaming of services.

This means the fund has paid for our Curate Matt’s time in the parish and we are very appreciative of that, not only in relation to the finance but more especially to Matt and his contribution to the Clergy team and the work in Costessey in general. It’s never easy having to ‘share’ oneself around but we have all enjoyed his contribution.

When reading the accounts for the year 2021 it is worth bearing in mind that the full on cost to the Diocese for

one Vicar is £60,000. In 2021 we were only invoiced for £30,000 of which we only managed to pay £21,000

For 2022 we have been invoiced £36,000

The Parish has also benefited from being allocated two Ordinands – Naomi and Charlotte.

Naomi has been with us since 2020 and will shortly be leaving us for her first Curacy at St. Peter Mancroft Church, Norwich. Naomi has greatly contributed to the life of the Parish and the Clergy team and been another pair of hands to help put the Parish back together. She has played a large part in the work to form Costessey Cares.

We thank her for her commitment to us a midst all her study requirement and wish her well in her new post.

Charlotte joined us during the year as part of her on the job training. We look forward to working with her.

Whilst Ordinand’s are a useful presence in the Parish they come with an additional commitment for the Vicar. Their training needs are another priority the Vicar needs to fit into his busy parish life.

A final important member of the Clergy team is Rev. Bill – the powers that be say, he is retired, but he seems to us he works pretty hard and we all enjoy his services and commitment. We thank him for giving up his time to be part of this parish.

Premises and Property

St. Edmunds Church – the completion of the work on the new Vestry doors was delayed as a result of Covid restrictions but should be completed in the New Year.

St Helen’s Church – work to make the Parish Office in the former ‘green room’ was completed and is now being used by the Families Worker, the Clergy and as a general meeting place.

The pursuance of the plans for the St. Helen’s site in general got off to a good start with much interest in some initial ideas. The desire to bring the site into the 21[st] century and meet the identified needs of the community, are still very much part of the Buildings Working Group priorities and will be pursued.

Parish Activities

Covid restrictions brought disruption to the normal pattern of worship.

All credit to the Clergy team, who rose to the occasion and continued various productions accessible via the internet.

Once churches were allowed to open, both our churches were although initially not simultaneously. This meant the congregations got used to sharing services which brought the congregations together.

From September onwards both churches were opened each Sunday under a new service pattern, albeit mask wearing being compulsory.

The new patterns of worship were approved by the PCC which saw St. Helen’s reverting to a 9.30 start and St Edmunds 11am. The style of worship will be more modern for St. Helen’s and traditional for St Edmunds.

The Clergy and PCC will continue to monitor the congregation’s views.

Members of the congregation continued until August to give their time to support the community by delivering food parcels to families identified by the Ormiston Victory school, as being in need. Each week roughly 20 parcels were provided by the Soul Foundation and delivered to families in and around Costessey. In August, Ormiston Victory decided to carry out the deliveries themselves but greatly appreciated the support we had provided for about a year.

Fund raising events have not been possible again this year but a

Quiz night was successfully held.

The Gift Day held in October which asked the congregation to review their ‘giving’ to the church.

Operation Christmas Child boxes, was this year organized by Andree Taylor.

Once again the Vicar worked with The Costessey Branch of the Royal British Legion and organised a Remembrance Day Service.It was good to be able to invite people to attend this year, which the community fully supported. It was good to see the Scouts Brownies , Boys/Girls Brigade join with the Veterans and parade along The Street to the Church and form part of the service at the War Memorial. However, this year they did not attend the service in the church because of Covid restrictions.

It was good to see the work by Edward and Naomi in setting up Costessey Cares with other partners in the community, was recognized by Edward being elected Chairman of the organization.

The Parish in general

It is stating the obvious that for any organization 2021 was a difficult year. More so for those organizations trying to identify community needs relevant to their organization and develop a plan to propel their organization forward in a timely and beneficial way. Despite the many issues thrown up by Covid, the Clergy team under the leadership of the Vicar have attempted to do that and produced –

The Mission of the Church

The church desires growth in Height (worship and prayer), Width (reaching, serving and partnering with our community) and Depth (in discipleship and love for one another).

Work on all aspects of the Mission of the Church have been pursued, in addition to the usual rhythm of events during the church year starting with:
