The trustees present their report and accounts for the period 1st May 2023 to 30
April 2024.
Structurei governance and management
Silkstone Common Sports and Recreation Association Is a Charitable Incorporated
Organlsation (CIO), registered with the Charity Commission and governed by its
th
constitution, adopted 19 November 2019.
The members of the CIO are the charity trustees. Membership of the CIO cannot
be tr4nsferred to anyone else. The liability of each member in the event of
winding-up is limited to a sum not exceeding £1.
The charity trustees may create associate or other classes of non-voting
membership and may determine the rights and obligatlons of such members.
The affairs of the CIO are managed by the charity trustees who may exercise all the
powers of the CIO. One third of the trustees will retlre at a properly convened
meeting each year but may be reappointed.
Appointment of Trustees
In accordance with the terms of the constitution, there must be at least three
charity trustees, If the number falls below this minimum, the remaining trustees
can act only to call a meeting of the trustees or appoint a new trustee. There is no
maximum number of charity trustees that may be appointed to the CIO. Trustees
can only be appointed by a resolutlon passed at a properly convened meeting of the
charity trustees.
Each new trustee is given a copy of the constitution and the latest trustees, annual
report and accounts, on or before appointment. In appointing trustees due
consideration is given to ensuring that the trustees have, between them, the skills
and experience necessary to manage the charity effectively and in accordance with
charity law.
The trustees who served during the year are shown on page 3 of this report.
Charitable aims and objectives
The objects of the charity are,.
l. To further or benefit the residents of the Parish of Silkstone and the
neighbourhood, wlthout distinction of sex, sexual orientation, race or of
political, relig ious or other opinions by associating together the said residents
and the local authorities, voluntary and other organisations in a common
effort to advance education and to provide facilities In the interests of social
welfare for recreation and leisure time occupation with the objective of
improving the conditions of life for the residents.

Activities undertaken for the public benefit
In shaping the objectives for the year, the trustees have paid due regard to the
public benefit guidance publlshed by the Charity Commission. The trustees
consider that all activities, as outlined in th is report, meet the public benefit
requirement.
In November 1926, Silkstone Common Miners purchased a parcel of woodland
known as Hall Royd Wood, with monies allocated from the Miners Welfare Fund.
Thus, the beginnings of the "Silkstone Common Welfare Recreation Ground" an
amazing space for the residents of Silkstone Common to use. It is located off Hall
Royd Walk.
Silkstone Common Sports and Recreation Association was founded by a group of
residents within Silkstone Common, who were concerned at the ever-decreaslng
condition of the valued "recreational ground" We got together in 2019 to form a
committee to improve the area, and we are now a registered charity.
The hope Is to bring the area back to life and once more make it the heart of the
village. Together we can make the most of this natural area, make it accessible for
everyone and create a space where community spirit can grow.
The current recreational ground is a charitable trust entrusted to CISWO and
registered as a charitable trust to BMBC. We hope to take the lease enabling us to
apply for charitable funds to improve the area for all in the community to benefit.

In 1997 we, the residents of Silkstone Common, lost the focal point of our
community, The Pavilion, which was located in the recreation ground. It was
destroyed by fire. The Pavilion facilities had served our young and not so young
residents for over 90 years, fostering sport and social events. The village had a
close, warm and inviting community spirit, and the Pavilion was at the forefront of
all our residents in Silkstone Common.
Significantly in the last 20 years our village has become fragmented, and new
residents have not experienced that close community spirit, togetherness and
wellbeing that our people of the village stlll have to offer.
The large recreation ground (4.6 acres) is capable of facilitating many dlfferent field
sports. The village needs a new sports pavilion to support external sports and
internal social activities, and to provide a home for our famous "Old Silkstone
Band" a very prestigious member of the brass band circles.
A proposal for a new pavilion has been under discussion for several years and was
the subject of a planning application being approved in 2001; however, the pavllion
was never built,

The charity would like to build a new building to fulfil the current needs of a vibrant
community that has a large and ever increasing number of families, providing good
disabled acce55 and facilities for the club's disabled section.
From the outset, the project has involved both local residents and others. It is a
major community project to which numerous volunteers have already donated
substantial time and resources.
The charity is stlll pursuing the lease of Silkstone Common Miners Welfare
Recreation Ground. Barnsley Metropolitan Borough Council hold the site in trust for
the Coal Industry Social Welfare Organisation, and we have tolled since 2019 to
acquire a lease for the land,
The survey carried out by our charity in 2020 indicated what the Silkstone Common
community wanted, which in effect was what had been in situ before BMBC took
over the Trust in 1996. The land, pre 2000 had a building and exterior structure to
promote the health and well-being of all the community, with no exclusions.
Silkstone Common Communlty has a long, proud sports and social history. The
football club's first game is thought to have been played in 1926, when the existing
ground was created. Although Silkstone Common is a village, the residents have
grown year on year, ideally situated now to embrace once again the community
spirit back into sport and social activities.
Education will play a major role in the use of a pavilion when we achieve this, as we
are on the trail of The Huskar Pit Disaster, a very sad historic event in our village.
The local school, Silkstone Common J & I School, will use the facility. We have
reserved space for a classroom.
The added benefit is that schools from around the borough will be able to use the
faci lity when accessing the hlstoric trails of the Huskar Pit disaster.

The Silkstone Common Miners Welfare Football Club is belng run through the
Charity and started in 2022 with two Junior mixed teams, Under 8,5 and Under
IO'S.
Thls year we have malntained our secured rent for the football pitch from BMBC,
within Silkstone Common Miners Welfare Recreation ground, and also for the
upcoming season. Four junior teams have played football this year. The emphasis
is concentrated on juniors and the long term plan in operation 15 that we introduce
a senior team.
The adults have to play at Thurgoland at the moment due to the lack of changing
rooms on site. Thurgoland have changing rooms, inclusive of showers.
This Is a significant step to fulfil our expectations for securlng a 25 year lease for
the Silkstone Common Miners Welfare Recreation Ground, from the trust of
Barnsley Metropolitan Borough Council.

The Charity's policy on reserves
The trustees recognise the need to keep reserves at a level which will give the
charity stability to enable it to continue to operate the future. For these
purposes, the charity will aim to maintain a general reserve in the region of
£10,000 at any one time, with a vlew to Increasing this as necessary once the
activities of the charity become more established.
The actual level of unrestricted reserves at the year-end was £4,078 (2023:
£6,728). As this is only the fourth period of the charity with very little artivity in
the first two years, the trustees consider the level of reserves at the year end to be
appropriate.
Trustees responsibilities for the financial statements
The trustees are responsible for keeping proper accounting records which disclose
with reasonable accuracy the financial position of the charity at any time and
enable the trustees to prepare financial statements for each financial year. The
trustees are also responsible for safeguardin9 the assets of the charity and hence
for taking reasonable steps for the prevention and detection of fraud or other
irregula rities.
Financial Position
The financial statements are set out in pages 9 to 12. The Receipt5 and Payments
Account shows a deficit for the period of £2,650 (2023: surplus of £2,387). The
total reserves of the charity at year-end, represented by unrestricted funds, stand
at £4,078 (2023: £6,728).

INDEPENDENT EXAMINER'S REPORT
PERIOD ENDED 30 APRIL 2024
I report on the accounts of the charityi which are Set out on pages 9 to 12.
Respective responsibilities of trustees and examiner
The charity's trustees are responsible for the preparation of the accounts. The
trustees consider that an audit is not required for this year, under section 144 (2)
of the Charities Act 2011 (the 2011 Act) and that an independent examination is
needed.
It is my responsibility to:
examine the accounts, under section 145 of the 2011 Act;
follow the procedures laid down in the general directions given by the Charity
Commissioners under section 145 (5)(b) of the 2011 Act; and
state whether particular matters have come to my attention
Basis of independent examiner's report
My examination was carried out in accordance with the general directions given by
the Charity Commission. An examination includes a review of the accounting
records kept by the charity and a comparison of the accounts presented with those
records. It also includes consideration of a ny unusual items or disclosures in the
accounts, and seeking explanations from you as trustees concerning any such
matters. The procedures undertaken do not provide all the evidence that would be
required in an audit, and consequently no opinion is given as to whether the
account5 present a 'true and falr view, and the report Is limited to those matters set
out in the statement below.
Independent examiner's statement
In connection with my examination, no matter has come to my attention:
l. which gives me reasonable cause to believe that in any material respect the
requirements to keep accounting records, in accordance with section 130 of the
2011 Act, and to prepare accounts which accord with the accounting records and
comply with the accounting requirements of the 2011 Act have not been met,
or
2. to which, in my opinion, attention should be drawn in order to enable a proper
understanding of the accounts to be reached.

l. Accounting policies
Basis of the
aration of the accounts
The financial statements have been prepared on a Receipts & Payments basis which
summarises the movement of cash in and out of the organisation. In this context
'cash' includes cash equivalents, such as bank accounts where cash can be readily
available to pay debts as they fall due. This format of accounts is available to non-
company charities with gross annual income of £250,000 or less.
Classification of income & ex
Income and expenditure has been analysed in the accounts using natural classification.
Funds structure
The charity maintains an unrestricted fund which represents funds which are
expendable at the discretion of the trustees in furtherance of the objects of the charlty.
Unrestricted funds may arise from grants and donations of a general nature, fees for
goods and service provided and payment for service contracts,
Restricted funds may be provided to the charity for particular purposes and may only
be spent for the purposes for which they were given. Any balance remaining
outstanding on a restricted fund at the end of the year is carried forward as a balance
on the fund, unless permission has been given by the funder to remove the restriction
on the balance outstanding. Restricted funds will arise from grants and donations
given to the charity for specific purposes.
2. Trustee payments, benefits and expenses
There were no payments, remuneration or benefits to trustees during the perlod, other
than out of pocket expenses that were reasonably incurred by trustees in promoting
the purposes of the Charity.

5. Grants received
A restricted grant of £2,060 was received from the Penistone area Ward Alliance in
2022 to fund the purchase of picnic benches. The grant has been deferred to the
current financia l year to be spent in 2024.
