The trustees present their annual report and financial statements for the year ended 31 December 2023.
The financial statements have been prepared in accordance with the accounting policies set out in note 1 to the
financial statements and comply with the charity's goveming document, the Companies Act 2006 and Accounting
and Reporting by Charities". Slalemenl of Recommended Practice applicable lo charities preparing their accounts in
accordance with the Financial Reporting Stsndard applicable in the UK and Republic of Ireland IFRS 1021"
(effective 1 January 20191.
Objectives and activities
The Charty aims to assist people in need by providing grants and a￿0mModation.
The Charty owns several properties in Chester so enabling generation of rental income. the provision ofAlmshouse
accommodation and the provision of office accommodation lo Third Sector organisalions. The Charity's objectives
can be summarised as follows.
To continue the provision of Almshouses by maintaining and improving the properties
To continue to improve the quality of lrfe of individuals falling wthin the scope of the Charity by providing
grants and support lo organisations providing a service to those individuals
To improve the edu¢alional outcome of individuals falling within the scope of the Charity by continuing to
provide bursaries and funding towards educational costs
To promote the Bluecoat building as a Third Sector Hub and commercial meeting venue for Chester
The trustees have paid due regard to guidance issued by the Charity Commission in deciding what activities the
charity should undertake.

The Charty continued lo invest in the maintenance and upkeep of the property portfolio.
The trustees continued lo support inslilulions and organisalions with one-off grants and regular ftjnding. The
bursary provision at both The King's and The Queen's Schools Continued in 2023.

maintenance costs of £67,810, investment management fees of £5,467, and support and governance costs of

Rese￿eS policy
The trustees regularly review the reserve levels of the charity. Whilst most of the charity's reserves are invested in
tsngible assets and investments, including the endowment funds, the trustees are happy that sufficient unrestricted
income is generated from unrestricted assets each year to cover annual expenditure for the foreseeable future.
The total amoLJnt of unrestricted funds is £8,298,631 at 31 December 202312022.. £8,284,321) and Endowrnent
Fund of £974,73412022'. £942,732).
Post year end, the charity has obtained permission from the Charity Commission to un-reslricvun-endow all of rts
income and assets, to support the Charity's objectives and increase the level of free reserves for potential future
projects.
Risk management
The Trustees have ¢onsidered the major risks to whi¢h the charity is exposed and have reviewed those risks and
established systems and procedures to manage those risks. The appropriate risk register is reviewed at appropriate
sub-committee and main board together with appropriate planning.

structure, governance and management
The charitable company, The Chester Bluecoal Charity (company number 123058201 was incorporated on 8
November 2019 following Charity Commission approval for that company to be registered as a charitsble company.
The trustees received formal approval from the Charity Commission on 18 December 2020 for a scheme whereby
the new company replaces the individual trustees as the sole trustee of Chester Municipal Charities. The
Governing document is the scheme dated 18 December 2000.
With effect from July 2024 the registration of the two enlilies was linked under a single charity regislralion. The
external charity is now referred lo as The Chester Bluecoal Charity, with legal and financial responsibilities
Continuing lo lie with the original incorporated charity.

Recwilment and appointment oftmslees
Up lo eleven trustees Can be appointed lo fulfil specific areas of expertise. Up lo two further trustees are nominated
by Cheshire West and Chester Council. Trustees receive training as appropriate and make all necessary

Finance and Governance. Spending limits are sel by the Main Board.

The trustees, who are also the directors of The Chester Bluecoal Charity for the purpose of company law, are
responsible for preparing the Trustees, Report and the financial slalements In accordance with applicable law and
United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Praclicel.
Company Law requires the Iruslees lo prepare financial statements for each financial year which give a true and fair
view of the stsle of affairs of the Charity and of the in¢oming resources and application of resour￿$, induding the
income and expenditure, of the charitable ¢ompany for that year.
In preparing these financial statements, the trustees are required to..

The Chester Bluecoal Charity is a charitable company limited by guarantee incorporated in England & Wales.

The financial statements have been prepared in a￿OrdanCe with the charity's governing document, the
Companies Act 2006. FRS 102 'The Financial Reporting Standard applicable in the UK and RepLJblic of
Ireland" l°FRS 102.1 and the Charities SORP 'Accounting and Reporting by Charities.. Statement of
Recommended Practice applicable lo charities preparing their accounts in accordance with the Financial
Reporting Standard applicable in the UK and Republic of Ireland IFRS 1021" leffedve 1 January 20191. The
charity is a Public Benefit Enlily as defined by FRS 102.
The financial statements are prepared In slerfing, which is the functional currency of the charity. Monetary

The financial statements have been prepared under the historical cost convention, modified to include the
revaluation of freehold properties and lo include investment properties and certain financial Instruments al fair
value. The principal accounting policies adopted are set out below.
1.2 Prior period adjustment
In the previous financial year an adjuslmenl was made lo recognise potential grants payable in future years.
The charity had no obligation lo pay these grants as at the year end and hence they did not meet the Criteria
for recognition. A prior period adjustment has been posted to reverse the amount accrued. See note 30.
1.3 Golng concern
Al the lime of approving the financial statements, the trustees have a reasonable expectation that the charity
ha5 adequate reSour￿S lo continue in operational existence for the foreseeable future. Thus the trustees
continue to adopt the going concern basis of accounting In preparing the financial stslemenls.
1.4 Charltable funds
Unrestricted funds are available for use al the discretion of the trustees in furtherance of their charitable
objedives.
Endowment funds are subject to specific conditions by donors that the capitsl musl be maintained by the
charity.
1.5 Income
Income is ￿cognised when the charity is legally entitled to (t after any performance conditions have been met,
the amounts can be measured reliably, and il is probablè that income will be received.
Cash donations are recognised on receipt. Other donations are recognised once the charity has been notified
of the donation, unless performance conditions require deferral of the amount. Income tax recoverable in
relation to donations received under GiftAid or deeds of covenant is recognised at the lime of the donation.
Legacies are recognised on receipt or otherwise rf the charity has been notified of an impending distribution,
the amount is known, and receipt is expected. If the amount is not known, the legacy is treated as
conlingenl asset.
Income is deferred when rents are received in advance of the period to which they relate.

Expenditure is recognised once there is a legal or constructive obligation to transfer economic benefit to a
third paty, il is probable that a transfer of economic benefits will be required in selllemenl, and the amount of
the obligation can be measured reliably.
Grants offered subject lo conditions which have not been mel at the year end dale are noted as 8 commitment
bul not accrued as expenditure.
Expenditure is dassified by activity. The costs of each activity are made up of the total of direct costs and
shared costs, including support costs involved in undertaking each activity. Direct costs attributsble to a single
activity are allocated directly to that activity. Shared costs which contribute to more than one aclivity and
support costs which are not allribulable lo a single activity are apportioned between those activities on a basis
consistent with the use of reSour￿s. Central staff costs are allocated on the basis of time spent, and
depreciation charges are allocated on the portion of the asset's use.
Expenditure is accounted for on an accruals basis and has been classrfied under headings that aggregate all
Cost related lo the category. Where costs cannot be diredy attributed to particular headings they have been
allocated lo activities on a basis consislenl with the use of resour￿$.
Allocation of support costs
Support costs are those functions that assist the work of the charity bul do not directly undertake charitable
activities. Support costs Include Head offi￿ costs, fillan￿, personnel, payroll and governan￿ costs.
1.7 Tanglble flxed assgts
Tangible fixed assets are initially measured al cost and subsequently measured at cost or valuation, net of
depreciation and any impaimient losses.
Depreciation is recognised so as to write off the cost or valuation of assets less their residual values over their
useful lives on the following bases.. Freehold land and buildings, some of which are listed properties, are
induded al Cost and are not depreciated. 11 is the Governors, policy to maintsin the buildings in a good stale of
repair, consequently they are considered to have an indefinite useful economic life. Annual impaimient
reviews have so far confirmed that the service potential of the buildings remains undiminished.

Heritage assets represent historic artefacls held by the Charity which are principally held and rnaintsined for
their contribution lo knowledge and culture. The assets are recorded al their deemed cost when they were
gifted lo the Charity. Where il is impracticable lo obtain a valuation ol the assets, the assets are not held on
the balance sheet al a valuation. The assets have been assessed lo have indefinite useful lives and are
therefore not deprecialed. The heritsge assets are reviewed at each reporting date for impairment - this may
be caused by physical deterioration, breakage or new eviden￿ giving rise to doubts over their authenticity.

1.10 Flxed asset Investments
Fixed asset investments are initially measured al transaction price exduding transaction costs. and are
subsequently measured at fair value at each reporting date. Changes in fair value are recognised in nel
incomellexpenditurel for the year. Transaction costs are expensed as incurred.
1.11 Impairment of fixed assets
At each reporting end date, the charity reviews the carrying amounts of its tangible assets to detemiine
whether there is any indication that those assets have suffered an impaimient loss. If any such indication
exists, the recoverable amount of the asset is estimated in order lo detemiine the extent of the impaimienl
loss lif any).
1.12 Cash and cash equlvalents
Cash and cash equivalents indude cash in hand, depgsits held at call wth banks. other short-term liquid
investments with original maturities of three months or less, and bank overdrafts. Bank overdrafts are shown
thin borrowings in current liabilities.
1.13 Financial instruments
The charty has elected to apply the provisions of Section 11 'Basic Financial Instruments, and Section 12
'Olher Financial Instruments Issues, of FRS 102 to all of ils financial Inslrumenls.
Financial instruments are recognised in the charity's balance sheet when the charity becomes party lo the
contractual provisions of the instrLJment.
Financial assets and liabilities are offset, with the net amounts presented in the financial statements, when
there Is a legally enforceable right to sel off the recognised amounts and there is an Intention to sellle on a nel
basis or lo realise the asset and setue the liability simultaneously.
BasiTC financial assets
Basic financial assets, which include debtors and cash and bank balances, are initially measured al
transaction price including transaction costs and are subsequently carried al amorbsed cost using the effective
interest method unless the arrangement constitutes a financing transaction, where the transaction is
measured at the present value of the future receipts discounted at a market rate of interest. Financial assets
classified as receivable within one year are not amortised.
Basic financial liabilities
Basic financial liabilities, including creditors and bank loans are initially recognised al transaction price unless

operations from suppliers. Amounts payable are dassified as current liabilities if payment is due within one
year or less. If not, they are presented as non-current liabilities. Trade creditors are recognised initially al
transaction price and subsequendy measured al amortised cost using the effective interest method.
Derecognition of financial liabilities
Financial liabilities are derecognised when the charity's contractual obligations expire or are discharged or
cancelled.

1.14 Employee beneflts
The cost of any unused holiday entiuement is recognised in the period in which the employee's services are
received.
Termination benefits are recognised immediately as an expense when the charity is demonstrably committed
lo lerminale the employment of an employee or to piovide lerminalion benefits.
1.15 Retirement benefits
Payments to defined contribution retirement benefit schemes are charged as an expense as they fall due.
Crltlcal accountlng estlmates and Judgements
In the application of the charity's accounting policies, the Iruslees are required to make judgements, estimates
and assumptions about the carrying amount of assets and liabilities that are not readily apparent from other
sources. The eslimales and associated assumptions are based on historical experience and other factors that
are considered lo be relevant. Actual results may differ from these eslimales.
The estimates and underfying assumptions are reviewed on an ongoing basis. Revisions to accounting
eslimales are recognised in the period in which the estimate is revised where the revision affects only that
period, or in the period of the revision and future periods where the revision affects both current and future
periods.
Key sources of estimation uncertainty
Property valuations
Property valuations are carried out by a Chartered Surveyor who is a ttuslee of the charity. No depreciation is
charged on freehold properties as these are maintained lo a high level, and regular revaluations are
perfomied. Actual market values of properties can vary.
Long temi funding commitments
The charity has committed lo providing unconditional grants and bursaries lo local organisations over multiple
financial years. The long term commitments in the accounts are estimates based on the length of time the
benefiaaries are expected to re￿1ve funding. The actual commitment may increase with inflation or decrease
with beneficiaries leaving the schemes.

advice. This helps these organisations lo make reliable future planning and maintain successful services.
