Para 1.17 | To preserve and protect the health and safety of the public from the dangers of coercive control and stalking and to bring about lasting improvements in the management of perpetrators and the protection of victims specifically by: (1) raising public awareness; (2) ensuring that relevant legislation is effec- tive and adhered to, and in particular ensuring that stalking offences result in immediate action both to protect the victim and to deal effectively with the per- petrator. The Trust will achieve this by, for example, providing education and training for police, military and other relevant agencies; (3) campaigning for improved legal measures relating to stalking and related offences; and (4) supporting research into ways to improve the protection of victims of stalking and the management of perpetrators. |

Raising public awareness PSHE relationship safety resource. During 2022 our freely available package of accredited materials and lesson plans on stalking and coercive behaviour for Key Stage 4 students (14- to 16-year-olds) were downloaded over 4000 times during the year and we have received positive feedback from across the country. Community support teams from eleven police forces have now undertaken to deliver our PSHE lessons in schools in their areas. We have also designed a school assembly, with accompanying walkthrough notes, and in December launched an offer to deliver this in person in Leicestershire and other areas where representatives of the Trust are available. |

“Is it stalking?” video . Our three-minute animated video to raise awareness of stalking and encourage victims to seek help sooner, launched in December 2021, has been translated into Welsh with the aid of a grant from the Welsh Government for delivery to schools throughout Wales. Social media . We continue regular social media messaging on multiple platforms, aimed particularly at young people.
Professional training and best practice
Short courses and qualifications for professionals working with young people. In 2022 we created a shorter (three-hour) version of our CPDaccredited “SafEE” course in collaboration with St Mary’s University, Twickenham. This aims to upskill professionals working with young people so that they recognise stalking and respond appropriately. By the end of the year, over 500 people had successfully completed SAfEE courses.
Training and CPD . During 2022 the Trust delivered more than 20 presentations and online or physical training packages to a range of professional practitioners in criminal justice, offender management, social and healthcare, and domestic abuse caseworkers across England and Wales, particularly in Devon and Cornwall, London and the Home Counties, the North-east, South and mid-Wales, Wiltshire, and elsewhere. Trust representatives also delivered talks to psychology and criminology students at several Universities.
NHS . We have continued to collaborate with Tees, Esk and Wear Valleys (TEWV) NHS Foundation Trust to develop a range of materials to educate their staff and service users— particularly young people using their children and adolescent mental health services (CAMHS)—about stalking. Conference. Our fourth day-conference, held in October, focused on cyberstalking, perpetrator interventions, and multi-agency working. There were 11 speakers across the day and a record attendance of 192, both physical and on-line, representing a range of criminal justice, social care and healthcare professionals, as well as academic researchers and educators.
Research
Early perpetrator intervention and safety . In collaboration with the University of Derby we

| have conceived an on-line tool providing targeted support for young people at risk of experiencing or perpetrating stalking, and now plan its development and piloting by CAHMS services around the country. Campaigning Following the “Gracie’s Law” debate in parliament in January, we initiated a campaign to provide ring-fenced funding that would ensure that there are stalking advocates (ISACs) available in all police areas in England and Wales. This campaign is ongoing. National Stalking Consortium The Alice Ruggles Trust is a member of the National Stalking Consortium, formed in 2014, and attends regular consortium meetings. This is a collaboration of organisations working in stalking. Its overall aim is to improve support to victims of stalking throughout the UK. |

Para 1.20 | During 2022 the Trust has continued to increase its impact in raising awareness amongst young people and their support networks of the dangers of coercive control and stalking, both through formal education and informal engagement. Our PSHE resources have been delivered by teachers or community police at several thousand schools around the country; we have a significant social media presence; and our freely available animated video, now available in English and Welsh versions, has been distributed widely both within schools and via social media. Our engagement with professional practitioners, particularly in the police and CPS, has had a significant impact upon training and procedures around stalking, as has our training for profes- sionals working with young people through our new SAfEE short courses. The impact of Alice’s personal story is at the heart of all our messaging. |
