## **OBJECTIVES AND ACTIVITIES** 

Rhondda Hub for Veterans CIO is a Charitable Incorporated Organisation whose only Members are the Trustees. The objectives of the charity and the powers of the Trustees are set out in the Constitution as are the regulations concerning the appointment of new Trustees. 

Rhondda Hub for Veterans sources private sector housing and provides ongoing support throughout their tenancy to ex-service personnel in South Wales who are or are at risk of being homeless. It arranges for specialist support for issues such as mental health, family breakdown, or drug and alcohol misuse for such veterans and aims to provide training preparing them for independent living. 

## PUBLIC BENEFIT 

The Trustees confirm that they have complied with their duty under section 4 of the Charities Act 2006 to have due regard to the Charity Commission’s general guidance on public benefit.

## BACKGROUND 

Rhondda Hub for Veterans was registered with the Charity Commission as a Charitable Incorporated Organisation on 5 November 2019. It took over the activities of a company limited by guarantee of the same name set up on 27 March 2018 (Companies House registration number 11277290). 

## TRUSTEES 

The charity is governed by trustees. The year under review saw, in addition to the three founding Trustees, the appointment of one new Trustee. We aim to increase the number. Systems are in place to train existing and future trustees. The Trustees meet quarterly. In the last year most were held remotely. 

## STAFF 

The position of chief executive was filled during the period on a voluntary basis by Annys Darkwa. There was only one part-time employee who was furloughed, at first fully and from August partially. 

## **ACHIEVEMENTS AND PERFORMANCE** 

As the charity took over the activities of another organisation we were able to start our activity straightaway. We also inherited a network of local partners specialising in issues such as mental health, alcohol or drug misuse, or debt as well as with other local organisations supporting veterans. 

Unfortunately, within a few months the pandemic struck and a strict lockdown imposed (in Wales by the Welsh government). However, we were still able to source housing for new referrals but much of our activity had to be directed to catering to the needs of those already housed. For this we received grants from the Moondance Foundation, the Community Foundation Wales, Cwm Taf Morgannwg Regional Partnership Board, Interlink Rhondda Cynon Taf, and the Greggs Foundation. 

We also received a grant from Pen Y Cymoedd Community Fund to house veterans in their area. 

We have an arrangement with HMP Parc, which has a dedicated veterans’ wing, to find accommodation in the private rented sector for veterans on the day of their release. We were unable to begin organising training and lifestyle courses. 

## **FINANCIAL REVIEW** 

The charity is entirely dependent on grants and donations. We do not have any bank borrowings or investments, no significant assets and do not provide grants or financial support. At present free reserves are at a level of approximately 1 months’ running costs. The Trustees are mindful of the need to increase reserves and conscious of the challenge this will present in the current climate. 

## The charity had £1,883 at the end of its first financial year. 

The Trustees are responsible for keeping proper accounting records that disclose with reasonable accuracy at any time the financial position of the charity and to enable them to ensure that the financial statements comply with the Charities Act 2011. The Trustees are also responsible for safeguarding the assets of the charity and hence taking reasonable steps for the prevention and detection of fraud and other irregularities.

- 1 **Accounting policies** 

## **Basis of preparation** 

The financial statements have been prepared in accordance with Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2015) - (Charities SORP (FRS 102)), the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) and the Charities Act 2011. 

## **Fund accounting** 

Unrestricted funds These are available for use at the discretion of the trustees in furtherance of the general objects of the charity. **Income** Recognition of income Income is included in the Statement of Financial Activities (SoFA) when the charity becomes entitled to, and virtually certain to receive, the income and the amount of the income can be measured with sufficient reliability. Income with related expenditure Where income has related expenditure the income and related expenditure is reported gross in the SoFA. Donations and legacies Voluntary income received by way of grants, donations and gifts is included in the the SoFA when receivable and only when the Charity has unconditional entitlement to the income. Tax reclaims on donations and gifts Income from tax reclaims is included in the SoFA at the same time as the gift/donation to which it relates. Donated services and facilities These are only included in income (with an equivalent amount in expenditure) where the benefit to the Charity is reasonably quantifiable, measurable and material. Volunteer help The value of any volunteer help received is not included in the accounts.

## **Expenditure** 

Recognition of expenditure 

Expenditure is recognised on an accruals basis. Expenditure includes any VAT which cannot be fully recovered, and is reported as part of the expenditure to which it relates. 

Expenditure on raising funds These comprise the costs associated with attracting voluntary income, fundraising trading costs and investment management costs. 

Expenditure on charitable activities These comprise the costs incurred by the Charity in the delivery of its activities and services in the furtherance of its objects, including the making of grants and governance costs. 

Grants payable All grant expenditure is accounted for on an actual paid basis plus an accrual for grants that have been approved by the trustees at the end of the year but not yet paid. 

Governance costs These include those costs associated with meeting the constitutional and statutory requirements of the Charity, including any audit/independent examination fees, costs linked to the strategic management of the Charity, together with a share of other administration costs. 

Other expenditure These are support costs not allocated to a particular activity. 

## **Taxation** 

The charity is exempt from corporation tax on its charitable activities.
