The aim at Cylch Meithrin Rhaeadr is to offer every pre-school child in the catchment area the opportunity to have early years experiences through the medium of the Welsh language, to support outdoor learning as much as possible and to encourage new experiences to all children and to build resilience. Cylch Meithrin Rhaeadr aims to provide stimulating learning and play for pre-school children through the medium of Welsh, using the indoor, outdoor and woodland areas to deliver the foundation phase, funded by Powys County Council. It also offers the 30- hour free childcare service over four days. The facility has been adapted specifically for it's needs and can accommodate up to 19 children in each playgroup session. Para 1.20 | The Cylch retained the 3 employed members of staff, with 1 completing a L3 qualification and the other one starting a L3 qualification in relevant Childcare qualifications. Standards of Welsh within the Cylch improved over the year with increased support offered through Mudiad Meithrin. The outdoor area was further enhanced with two playframes funded through grant money. Demand for spaces at Cylch Meithrin Rhaeadr continues to be strong, with waiting lists now in place for the 2 year old spaces. Cylch Meithrin Rhaeadr had a set list of transition activities with the school for the children to be introduced to the teacher, visit their future classrooms and get involved with some school activities. The largest cohort of children moved into the Welsh medium setting of the school as a result of this. |

Para 1.25 | Eligibility for trusteeship (a) Every charity trustee must be a natural person. (b) No individual may be appointed as a charity trustee of the CIO: if he or she is under the age of 16 years; or if he or she would automatically cease to hold office under the provisions of clause 13(1)(e). (c) No one is entitled to act as a charity trustee whether on appointment or on any re- appointment until he or she has expressly acknowledged, in whatever way the charity trustees decide, his or her acceptance of the office of charity trustee. (d) At least one of the trustees of the CIO must be 18 years of age or over. If there is no trustee aged at least 18 years, the remaining trustees may only act to call a meeting of the charity trustees, or appoint a new charity trustee. Appointment of charity trustees (1) Apart from the first trustee must charity trustees, every be appointed for a term of three years by a resolution passed at a convened properly meeting of the charity trustees, (2) In selecting individuals for as appointment charity trustees, the charity trustees must have regard to the skills, knowledge and experience needed for the effective administration of the CIO. |

Section A Independent Examiner’s Report Report to the trustees/ Charity Name CYLCH MEITHRIN RHAEADR members of On accounts for the year 31 MARCH 2024 Charity no 1186086 ended (if any) Set out on pages N/A (remember to include the page numbers of additional sheets) I report to the trustees on my examination of the accounts of the above charity (“the Trust”) for the year ended 31 March 2024.
Responsibilities and As the charity's trustees, you are responsible for the preparation of the basis of report accounts in accordance with the requirements of the Charities Act 2011 (“the Act”). I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent I have completed my examination. I confirm that no material matters have examiner's statement come to my attention in connection which gives me cause to believe that in, any material respect:

the accounting records were not kept in accordance with section 130 of the Charities Act; or
-
the accounts did not accord with the accounting records; or ● the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination.
