## **1. Background** 

Goole Youth Coalition was formed in November 2015 and thus we are approaching our seventh anniversary. The Coalition is a unique partnership of organisations from  both the Public and Voluntary sectors working together for the good of young people in the Goole area, current partners include: Castaway Music Theatre, New Life Support (Revive Church), Moorlands Community Charity, ERYC’s Youth & Family Support (YFS) Service, Humberside Police, ERYC’s Sports, Arts & Play Service, Goole Town Council, Goole Community Drop In,  Waterways Museum/Sobriety project, Goole Leisure Centre, Heath Trainers, ERYC’s Regeneration Dept, Office of Police Crime Commissionaire, ERYC’ Safer Communities,  Goole Academy & Goole College. 

In January 2018 the Coalition changed its name to Goole Youth Action (GYA) to recognise that the partnership wanted to move to delivering more activity and projects. GYA adopted the Coalition aims in full: 

- ‘To enable more positive activity provision to be offered to the young people of Goole’ 

- ‘To provide a platform for youth related organisations to share information and develop new opportunities.’ 

- ‘Enable young people to have their say, when, where, and what kind of activities, they would like to experience in the Goole area’ 

Goole Youth Action has achieved some notable success over the past five years, including: 

- Coordination of an annual summer programme (now in its fifth year) for young people aged 5 -24 years, impressively GYA partners have delivered  over the three summer programmes (2015-2017)  over **1,030  hours of positive diversionary activity** delivered to **8,261  young people** at **516 sessions** . 

- Greater partnership working between voluntary sector groups including **sharing of resources and intelligence** that shaped the delivery of services and intensive work with young people. 

- **Established a Virtual Goole Youth Forum** for young people to express their views and shape the work of the partnership. 

- **Secured over £172,000 of funding** from a variety of sources to deliver its work: Humber Police Crime Commissioner’s Crime Reduction Fund, Goole Fields Wind Farm 1 & 2 Fund, Tribune Trust, Department of Communities & Local Government t, Big Lottery – Awards for All, Humberside Police’s Benevolent Fund and East Riding’s Community Safety Partnership.

- **Provided intensive one to one support to six young people over the last 16 months** as part of the DCLG funded **Goole Targeted Youth Project.** 

- **Coordinated the delivery of a Basic Introduction to Youth Work Course along with our Training Partner Youth Association South Yorkshire (YASY)** 

- **Delivered a successful Outreach project and continues to deliver the current Detached Project across Goole & Old Goole.** 

In November 2019 Goole Youth Action being a registered CIO with the Charity Commission  enabling the organisation to seek more funding and to become independent and self governing.

## **2. Our Last Year, July 2021 - June 2022** 

Once again been a busy year for the partnership.  GYA Partners continue their high level commitment and support to work collaboratively in the best interests of the young people of Goole & Old Goole. 

As the Country navigated it’s was out of the Covid Pandemic Youth provision slowly got back to normal following guidance from the National Youth Agency (NYA), over the Summer months with GYA & its partners taking a cautious approach to re- starting youth provision, as we were very aware of constant fluctuations in infection levels and the need protect young people from the virus. Despite the restrictions and the cautious approach were as the year progressed able to continue to deliver a number of projects, re-start our meetings with face to face contact, re-establish contact with our partners able to deliver 

## **Ongoing Projects** 

**Holiday Activity & Food (HAF) project** - GYA along with one of its delivery Moorlands Community Charity were successful in a bid to Governments’ Dept for Education HAF fund which is administered locally by East Riding of Yorkshire Council. The bid enabled 10 sessions to be delivered over the Summer based at South Park in Old Goole and included a swimming trip to Goole Leisure centre, a Paddleboarding & Outdoor

challenges session at Dutch River, Mini Olympics, Treasure hunt, Dodgeball tournament and a youth festival. In total 360 young people attend these sessions. 

**Youth Festival** – the annual West Park Youth Festival alone attracted over 240 young people! 

**Negative 2 Positive Outcomes (N2PO)** – this project ended in September following funding from East Riding Community Safety Partnership & the Office of the Humber  Police Crime Commissioner’s. The project provided significant support, help and guidance to young people via intensive one to one support to help reduce youth related ASB. GYA is currently seeking funds to re-start this project albeit with a different focus. 

**Detached Project** – Following funding from the Humber  Police Crime Commissioner’s office and Goole Fields  Wind Farm Fund this two year project started in April 2020 and will end in March 2023. In its first year the project outcomes were .................

This project goes from strength to strength with the team of detached workers creating some very positive relationships with many young people they meet, signposting young people to other key services/ providers, listening to the needs of young people and providing a safe space are already  key outcomes from this service.

**Young People’s Digital Group (GYA Website Development) –** formed in September 2021 the group of young people supported by Diane Hall (GYA Digital Assistant), Jacob Goddard (Digital Consultant & Young person) and Phil Jackson GYA Development Co-ordinator) has worked diligently to provide a vibrant and user friendly website that young people will want to visit to receive info about what is happening in Goole and how they can get involved. The site will be launched at our AGM on 21 July 2022. 

**Active Towns** - GYA were awarded Community Anchor status by East Riding of Yorkshire Council’s Health & Wellbeing Service to distribute funding to voluntary sector groups to enable provision/activities to re-start following the Covid pandemic. To date GYA has distributed on behalf of ERYC over £17,500 of grant aided funding to local projects in the Goole area. 

## **3. Highlights of the Year** 

Summer  2021 - HAF delivery in South Park including Youth Festival in partnership with Moorlands Community Charity. Trinity Youth Space and Revive deliver summer activities. West Park Youth Festival delivered by GYA & partners,  summer programme produced by GYA offering over 250 hours of free activity. 

September - NYA confirms that Youth provision can fully re-open following the Covid pandemic. 

October - Update on Website development delivered by Diane Hall to GYA meeting highlighting the good progress the group of young people had made thus far. Planning for Christmas HAF sessions underway. Detached project responds to concerns around youth causing ASB around the precinct and Junction. Latest round of Active Town’s applications opens. Successful Old Goole HAF trip to Castleford Xscape. 

November - YMCA Regional Manager, Don Davis, attends GYA meeting to brief partners on local activity and re-establish links between the organisations. 

December - Linda Thornton steps down from Chair of GYA to become a GYA Trustee and Steve Green appointed new Chair of GYA, Jacky Crawford appointed Deputy Chair of GYA. Christmas HAF sessions delivered at Goole Leisure Centre.

January 2022 - Partners agreed to the principal of a large coordinated HAF bid for 2022, with GYA being the lead partner.  ERYC’s Twilight football sessions re-open at Leisure centre. Darron Lawer from ERYC announces that PAG awards will open shortly for applications. Potential for a targeted youth support project in partnership with Goole Amateur Boxing Club discussed. 

February - GYA Business Plan 2021-2023 reviewed and updated at GYA meeting. Sian Lomas-Morgan from ERYC’s Youth Offending Service (YOS) gives a presentation on the work of the service including restorative justice work, combating County lines, and details of the new “Making a Change" team.  Eloise Evans talks to GYA about establishing a Goole Pride group, GYA agrees to become a Goole Pride Ally and support the group in its development. Governments Youth Investment Fund (YIF) for capital projects announced, but due to the extremely short timescales GYA nor any of its partners were able to submit a bid despite Goole being identified as one of the priority areas in England able to apply. 

March - Janet O’Toole from Hull University introduces herself and starts her student placement with GYA and its partners. HAF bid submitted to ERYC. Active Towns agree to fund a GYA post to aid the Development of the Active Town grants and partnership working amongst the voluntary sector in Goole.  Detached team sessions becoming very busy, the close liaison with Goole PCSO’s enables issues/concerns to dealt with swifly.

April - GYA awarded HAF grant to enable Moorlands, New Life Support, Trinity Youth Club & Goole Leisure Centre to offer activities over the Easter  & Summer holidays. Active Towns 2022 applications open with £1k for registered organisations and £200 for non registered. Jacky Crawford outlined Moorlands vision for a new Community facility in Old Goole. Janet O’Toole starts her placement with Revive, Moorlands, Trinity, Detached and HAF projects. Easter HAF activities delivered with over 325 young people attending. 

May -  Amanda Scrimgeour  from Groundworks UK and Sally- Ann Rena from ERYC’s Springboard project  delivered presentations to the GYA meeting on their roles and current projects planned for the Goole area. Trinity Youth Project reported that 40 plus young people are regularly attending the Tuesday after school session.

June – Rebecca Watkins from Dream Heritage CIC delivered a presentations to the GYA meeting on her roles and current projects. Christine Smith, Lecturer in Community Studies from Hull University attended GYA meeting to talk about the courses currently on offer. Goole Pride event confirmed as Saturday 13 August 2022. Sian Lomas- Morgan provided a short training session on the principles Restorative Justice.

## Financial Statement for Goole Youth Action 

## July 2022 

The opening balance of the bank statement issued April 1st 2021was at £69,327.11, through to the end of the fiscal year, March 31st, 2022, with an amount of £72,300.10, showing an increase of £2,972.99. 

Funds received during the fiscal period equal an amount of £69,402.96, these come from the grants allocated to the charity through the East Riding of Yorkshire Council (this is continued support for the N2PO, but also for Detached, and HAF).  New funding has been provided for the Active Towns Grant – which is allocated to local businesses in the area via GYA. 

Outgoings come to a total of £63,783.50 for the fiscal year which includes banking charges which come to £106.30, for the use of the Club & Societies Current Account with Virgin Money. Bank charges have seen an increase this fiscal year of £25.50. The largest expenditure for the charity includes that for Staffing/Wages, which is affirmatively an important and necessary spend, due to the work and time needed to complete the activities they provide on a regular basis. Other areas of spending can be seen below sorted into categories to get an idea of where money is being spent annually, for the running of the charity.

From what is seen above, it is clear to me that Goole Youth Action use the funding they are provided with, effectively and with the greatest of consideration to what they can provide to the community. A lot of time is spent on carefully planning and allocating budgets to desired projects/activities so that the children get the best experiences, at sensible prices. The method they are using to manage GYA clearly shows an increase in participation from the public, through the increase in the need for staff, events, and expenses. Therefore, from an increase in expenditure yet an increase from last years closing balance, I can only assume they are thriving thus deterring children from committing negative or antisocial behaviours out of school and instead spending their time more positively, in a safe environment 



## Independent Auditor’s Report to the members of Goole Youth Action 

## Opinion 

I have been given the task of auditing the financial statements of the charity Goole Youth Action for the period of 1st April 2021- 31st March 2022, for the attention of the trustees. 

In my opinion, the financial statements: 

- Give a true and fair view of the state of the charity's affairs as of April 1st, 2021, and of its use of its funding through grants received and donations raised by organised events. 

- Have been prepared and presented by the charity to myself with regularity, in accordance with the Charities Act 2011 under section 145 (5)(b) of the act. 

- Show a good level of propriety throughout, in correspondence with the outcomes and outlines set by those awarding the grants received. 

## Basis for opinion 

I have conducted my audit in accordance with International Standards on Auditing (ISA) and applicable law. I can ensure I am independent of the charity in accordance with the ethical requirements that are relevant to our audit of the financial statements. It is the responsibility of the charity to provide all evidence needed to accurately produce an independent audit of accounts, which has been achieved to a satisfactory level, and so I believe has given me a basis for my opinion. 

As well as producing an audit of grants received by trustees/ partners, all bank statements were confirmed to be present and accurate. 

Some information that does require attention is that some invoices were not filed in the GYA’s finance file. I have been able to overlook these missing documents as they are surely enough either filed elsewhere or require printing then filing amongst the other documents. 

- Two donation payments were sent to JustGiving.com – with the reference number and dates of payments being JG03127728 on 26[th] July 2021 and 25[th] August 2021. These invoices require discovering and filing inside this fiscal year’s folder for reference, but do not affect my audit at the time being as they were both for a small fee of £18 each. 

- Two invoices for Moorland’s, payment for staff hours, are also missing from the file but as they are always for the same reason, I have been able to complete my audit if these are found and filed in the folder at the earliest convenience. The invoice numbers are 1739 and 1741 (I assume that is the latter as on the bank statement it showed “1471” which must have been a typing error when filling in the reference for payment). Both these invoices can be found in June’s bank statement on 10[th] . 

This year’s evidence of funding was provided correctly and in full so I was able to clearly understanding where money coming in was from and what its desired purpose was, which made everything much clearer. 

## Conclusion 

Based on this audit of the Goole Youth Action charity, I can conclude that I have obtained reasonable assurance that the above financial statements are free of material misstatement. I am confident that the minor issues will be resolved quickly but I can confirm that they do not have a big impact on the accuracy of this financial statement therefore these documents best represent Goole Youth Action to the highest ability. 



In relation to the Charities (Account and Reports) Regulation 2008, I can confirm that I have nothing to report to you for the following statements, and such have no concerns: 

- Sufficient accounting records have not been kept. 

- Financial statements are not in agreement with the accounting records. 

- Not received all the information and explanation required for my audit.
