1. Background
Goole Youth Coalition was formed in November 2014 and thus we are approaching our fifth anniversary. The Coalition is a unique partnership of organisations from both the Public and Voluntary sectors working together for the good of young people in the Goole area, current partners include: Castaway Music Theatre, New Life Support (Revive Church), Moorlands Community Charity, ERYC’s Youth & Family Support (YFS) Service, Humberside Police, ERYC’s Sports, Arts & Play Service, Goole Town Council, Goole Community Drop In, Waterways Museum/Sobriety project, Goole Leisure Centre, Heath Trainers, ERYC’s Regeneration Dept, Office of Police Crime Commissionaire, ERYC’ Safer Communities, Goole Academy & Goole College.
In January 2018 the Coalition changed its name to Goole Youth Action (GYA) to recognise that the partnership was more about delivering action and solutions on the ground. GYA adopted the Coalition aims in full:

‘Enable young people to have their say, when, where, and what kind of activities, they would like to experience in the Goole area’
Goole Youth Action has achieved some notable success over the past five years, including:

Coordination of an annual summer programme (now in its fifth year) for young people aged 5 - 24 years, impressively GYA partners have delivered over the three summer programmes (20152017) over 1,030 hours of positive diversionary activity delivered to 8,261 young people at 516 sessions .

Greater partnership working between voluntary sector groups including sharing of resources and intelligence that shaped the delivery of services and intensive work with young people.

Established a Virtual Goole Youth Forum for young people to express their views and shape the work of the partnership.

Secured over £172,000 of funding from a variety of sources to deliver its work: Humber Police Crime Commissioner’s Crime Reduction Fund, Goole Fields Wind Farm 1 & 2 Fund, Tribune Trust, Department of Communities & Local Government t, Big Lottery – Awards for All, Humberside Police’s Benevolent Fund and East Riding’s Community Safety Partnership.

Provided intensive one to one support to six young people over the last 16 months as part of the DCLG funded Goole Targeted Youth Project.
In November 2019 Goole Youth Action being a registered CIO with the Charity Commission enabling the organisation to seek more funding and to become independent and self governing.

2. Our Last Year, July 2020 - June 2021
Once again been a busy year for the partnership. GYA Partners continue their high level commitment and support to work collaboratively in the best interests of the young people of Goole & Old Goole.
Without doubt the biggest challenge we and the entire population continue to face the effects of the Covid 19 pandemic. Our work youth work literally stopped overnight and the effects of the pandemic will be longer and far reaching for many months/years to come. Only recently in April 2021 we were able to start our new detached project following funding awards from Goole Wind Farm Fund and Humberside Police Crime Commissioners - Crime Reduction Fund which is administered by Eat Riding Council’s Community Safety Partnership . Some of our voluntary sector youth partners have started to re-open their youth club provision but only to small numbers, whilst other await further Governmental guidance.
We recognised at the start of the year our on line presence and support was poor and thus we sort funding to remedy this. I am pleased to report that following a number of successful to funding bids from East Riding of Yorkshire Councils PAG Awards, SMILE Foundations Stronger Together Fund and the National lottery’s “Awards for All” fund to enable a digital/Website project to proceed. This project will be led by a group f young people from our community to plan, design and implement GYA’s new web site and improve social media “reach”.
In addition, we have been successful in attracting funding from the Goole Wind Farm Fund (£ ) and Humberside Police Crime Commissioner / East Riding of Yorkshire Council’s Community Safety Partnership Crime Reduction Fund (£10k) to commence a three year Detached project in partnership with the Moorlands starting in April 2021 until March 2023.
Ongoing Projects
Negative 2 Positive Outcomes (N2PO) – now in its third and final year the project funded via the East Riding Community Safety Partnership & the Humber Police Crime Commissioner’s office continues to provide one to one support to young people and deliver holidays activities aimed at providing diversionary positive activity to help reduce youth related ASB. This project has been extended due to the Covid Pandemic and will conclude at the end of September 2021and has been made possible through partnership with working with the Revive Youth.
Our Targeted Youth Link worker Kerry Allen left GYA in July to take up a youth work role with Hull City Council and we wish her well for her future. We then recruited a new worker who is Liz Green from Canal & River Trust /Revive to replace Kerry for the remainder of the project.
We are therefore about to complete the project with 12 weeks of focused one to one work with new year 7 students starting at Goole Academy in September and also current year 7 & 8’s. The work will aim to reduce their risk taking and potential anti social behaviour over the summer and return to school ready to learn.

3. Highlights of the Year
July 2020 – GYA produced a Marketing Plan which set out priorities for the future. A key element was the identified need to create a young person friendly Web site and to obtain funding for the site to be created, maintained and for its content to be regularly updated by a employed media content assistant.
Summer – Due to the Pandemic our plans were severely impacted upon and we delivered a limited summer programme based mainly around our outreach project in conjunction with the Moorlands Charity. However GYA did help to fund a number of GYA partners to deliver the following :

Revive – delivered the Lunchbox project

Castaway – delivered some fun activities sessions in West Park

Moorlands Youth project – were able to purchase a portable pizza oven and delivered a number of sessions at South Park
October – We produced an report “Evaluation of the Goole Targeted Youth Project” which was printed and sent to a wide range of agencies including: Ministry for Housing, Communities and Local Govt, National Youth Agency, Centre for Youth Impact, Office of the Humberside PCC. Feedback received was very encouraging and recognised the positive difference GYA had made to a number of young people lives.
We planned to delivered a October half term programme which included: kayaking sessions and event planning workshop for young people but unfortunately these were unable to go ahead due to Covid lockdown regulations. We did still manage to help fund the Lunchbox session at Revive. We undertook a survey of young people asking them about the impact on Covid on their lives and their hopes for the future. The results of this survey has help in applying for funding to help reduce the impact of Covid on young people in the future.
In December at its monthly meeting the partners considered the future strategic direction and agreed that GYA should provide the strategic direction of the partnership, manages all meetings, apply for funding, coordinate holiday activities, web site, youth festivals, monitoring and evaluation of projects with the understanding that we agree on a project by project basis who is best to deliver future projects.
January 2021 – Agreed to delay start of new Detached project until April due to Covid Lockdown restrictions. Funding was secured for GYA to coordinate the delivery of two youth training course (Intro/Basic Intro to Youth Work & Level 2 Youth Work Certificate).

February - It was confirmed that GYA had been awarded to be the Community Anchor organisation for the Active Towns Community Grants for Goole. Agreed that Trustee meetings to be held monthly from February onwards
GYA recruited to the position of Development Coordinator and it was confirmed that Phil Jackson take up this appointment in April.
March – A trustee skills audit was undertaken and it was identified that GYA needs to recruit two additional trustees to fill skills gaps in Business Development & Social Media.
April – A Youth Endowment Fund application was completed to extend the current N2PO project for another 3 years. The new Detached project started and the N2PO project recommenced following a period of furlough for the link worker.
May – 16 people completed the Basic /Intro to Youth Work course which was delivered by Youth Association South Yorkshire (YASY). GYA received an update from Goole North Police team on current issues and areas of concern.
June – A celebration event was held at West Park Cafe for the successful students on the Basic / Intro to Youth Work Course. Funding was fully secured to deliver the a new GYA website to be designed and delivered by young people with support from GYA. GYA Trustees and partners agreed NOT to extend the geographical area of GYA beyond Goole North & South wards following requests to support projects in Snaith and Gilberdyke.
We agreed Business Plan for the period 2021- 2023.
4. Future Priorities
In May GYA Trustees and Partners agreed a 2021-23 Business Plan which sets out short, medium and long term priorities for the partnership.

Financial Statement for Goole Youth Action July 2021
The opening balance of the bank statement issued April 1st 2020 was at £26,094.43, through to the end of the fiscal year, March 31st 2021 with an amount of £72,327.11, showing an increase of £46,232.68.
Funds received during the fiscal period equal an amount of £71,753.00, these come from the grants allocated to the charity through the East Riding of Yorkshire Council (continued, with further funds for a new project - Detached) but also includes new grants that have been awarded by new partners and trustees. Additional backing has come from the following organisations: Hey Smile and Streetgames.
Due to lockdown, gym memberships were not required and so only one payment was made to complete a previous invoice (no.65401142)
Outgoings come to a total of £28,513.08 for the fiscal year which includes banking charges which come to £80.80, for the use of the Club & Societies Current Account with Yorkshire Bank – then switched to Virgin Money. Most expenditure is used for the vital factors of staffing and funding events. Other areas of spending can be seen below sorted into categories to get an idea of where money is being spent annually for the running of the charity.

From the evidence above it is clear that the funding given to Goole Youth Action is being used with propriety and regularity, and a great use of public money. This charity has been a big support system to many throughout the Covid19 Pandemic, which was needed more than ever with the amount of time young people have spent out of school and further/higher education facilities. Therefore, a need to promote a positive outlet to defer from negative or antisocial behaviors in the community.
