The Group is managed by the Group Executive Committee, of which a sub-set of the members are the ‘charity trustees’ of the Scout Group which is an educational charity. Members of the Executive Committee complete Module 1, Trustee Induction, Safeguarding, Safety and General Data Protection Regulations (GDPR) training within the first 5 months of joining the committee. This Group Executive Committee exists to support the Group Scout Leader in meeting the responsibilities of their appointment and is responsible for: The maintenance of Group property and equipment; The raising of funds and the administration of Group finance; The insurance of persons, property and equipment; Group public occasions; Assisting in the recruitment of leaders and other adult support; Appointing any sub committees that may be required; Appointing Group Administrators and Advisors other than those who are elected.

Should this occur the Group would request the use of buildings, property and equipment from neighbouring organisations such as the church, community centre and other Scout Groups. Injury to leaders, helpers, supporters and members. The Group through the membership fees contributes to the Scout Associations national accident insurance policy. The Group also purchase additional insurance cover for

occasional/parent helpers. Risk Assessments are undertaken before all activities.
Reduced income from fund raising. The Group is primarily reliant upon income from subscriptions and fundraising. The group does hold a reserve to ensure the continuity of activities should there be a major reduction in income. The Committee could raise the value of subscriptions to increase the income to the group on an ongoing basis, either temporarily or permanently.
Reduction or loss of leaders. The group is totally reliant upon volunteers to run and administer the activities of the group. If there was a reduction in the number of leaders to an unacceptable level in a particular section or the group as a whole then there would have to be a contraction, consolidation or closure of a section. In the worst-case scenario, the complete closure of the Group.

Description of the Charity’s Trusts
The Purpose of Scouting Scouting exists to actively engage and support young people in their personal development, empowering them to make a positive contribution to society. The Values of Scouting As Scouts, we are guided by these values: Integrity - We act with integrity; we are honest, trustworthy and loyal. Respect - We have self-respect and respect for others. Care - We support others and take care of the world in which we live. Summary of the Objects Belief - We explore our faiths, beliefs and attitudes. of the Charity set out in Co-operation - We make a positive difference; we cooperate its Governing Document: with others and make friends. The Scout Method Scouting takes place when young people, in partnership with adults, work together based on the values of Scouting and:

the parents who support at every activity to the leaders who tirelessly plan and deliver programmes each week, the group is truly lucky to have all of them.
The trustees confirm that they have complied with the duty in section 17 of the Charities Act 2011 to have due regard to public benefit guidance published by the Commission.
Public Benefit
Statement: The Group meets the Charity Commission's public benefit criteria under both the advancement of education and the advancement of citizenship or community development headings.
Activities, Achievements and Performance
Over the year the number of members decreased by 24% with 41 young people and 14 adults recorded on the annual census. This reduction is due to the impact the coronavirus pandemic has had on the group.
Group Activities
The 2020-21 year has been a challenging year for all due to the COVID-19 pandemic. This saw a dramatic shift in the way Scouting was delivered, moving from traditional face-2-face activities into the digital world of online meetings.
With no face-2-face meetings possible for most of this period due to Covid restrictions, all sections stepped up to the online challenge and continued to deliver fantastic programmes using Zoom online meetings. This included a programme of Group activities with all sections and parents joining together on-line. Activities included Cards of Kindness, disability awareness, virtual group camp, virtual museum visits and a chicken workshop. A number of challenges and quizzes were also set for families.

This had a direct impact on funds coming into the group as the transition to digital was adopted and saw the use of the Group Reserves Policy being used for the first time. The group has also been fortunate to benefit from the Government COVID-19 Grants that have been available for the Retail, Hospitality & Leisure sectors. However, through all the uncertainty, the sections have kept focused and delivered an entire years’ worth of fantastic scouting to our Young People.
The Beaver Scout Colony, which meets on a Wednesday, is led by Tammy Hatton (Snowflake) assisted by Claire Cleeton (Misty) & Ross Conway (Storm), and young leader Emily.
The Colony reduced in size slightly, with 15 members due to Beavers moving up to Cubs and minimal new members due to Covid.
Throughout the year the Beavers have enjoyed regular weekly virtual meetings incorporating badgework, activities & games. They have completed several badges including Book Reader, Communicator, My World, Builder, Creativity, Faith, and also carried out activities relating to Christmas Craft, Remembrance and Virtual parties. During the year 6 Beavers achieved the Chief Scout Bronze Award, the highest award in the Beaver section.

The Cub Scout Pack, which meets on a Thursday, is led by Sharon-Louise Hart (Akela) and assisted by Kelly Lewis (Mowgli) along with young leaders Ben & Amy and occasional parent helpers.
The Cub Pack reduced slightly to 18 members, a reduction of 14%.
The Cubs have been active through the year holding regular weekly virtual meetings where they have completed several badges including Book Reader, Skills Award, Artist, Hobbies, International, Communicator, Disability Awareness, and have also carried out a Virtual Christmas Party and managed to host 2 x Face-to-Face sessions at a local Scouting outdoor activity centre.
The Scout Troop, which meets on a Tuesday, is led by an acting leadership team of Paul Goon (GSL), Ross Conway (ABSL), Sharon Hart (CSL) & assisted by Thomas Hearnden (section assistant).
The Troop reduced to 8 members through the year.
This year the Scouts have enjoyed regular weekly virtual meetings incorporating badgework, games and activities such as virtual camps, cooking, a variety of quizzes, Fire Safety badge, Skills award and Remembrance. Scouts also joined in the Group programme of virtual activities.

The Group has a partnership agreement with St Anne’s Explorer Scout Unit which meets on a Monday, led by Josh Fellows-Campbell (ESL) & Tony Campbell (section assistant.
The Explorers section had 4 members though out the year.
Due to Covid and School exams, the Explorers Unit has not been as active as previous years.

Reserves Policy The Group's policy on reserves is to hold sufficient resources to continue the charitable activities of the Group should income and fundraising activities fall short. The Group Executive Committee considers that the Group should hold a sum equivalent to 12 months running costs, circa £6,000. In addition to the reserve, at the year end the Group held surplus funds of approximately £12,000 i.e. more than would be required for operating expenses alone. This reflects a wish by the Trustees to build up three additional reserves. The first is to meet the cost of known large annual expenses and to assist with budgeting, this covers a Building Maintenance Fund, Insurance, Equipment and Annual Membership fees. Secondly there is a Restricted Use fund, this has two components, one is money that was raised by the Cub Pack and is being held to be spent specifically by the Cub Pack when needed, the second is the remains of a Start-up Grant provided bythe Scout Association to the Explorer Unit when it |

was formed to support the growth and sustainability of the section.
The final allocated fund is a fundraising activity entitled “Raise the Roof” which has been running throughout this year and will continue into next, this is raising funds for structural repairs to the existing garage roof, which in turn will enable us to commence a further project to turn 80m sq. of garage into useable internal space.
Should the current level of reserves increase then we will consider investment in longer term deposits.
Further Financial Review Details
While the Group is not required to prepare accounts under the accruals basis and therefore disclosure of funds materially in deficit is not required, for the purposes of transparency we wish to disclose that the Group currently has a long-term interest free loan outstanding to the value of £540 at the year end. The loan was provided by the Cole Valley South Scout District in 2013 for the purpose of ensuring the continuity of the Details of any Funds 258th St Anne’s Scout Group, which at that time was in Materially in Deficit danger of closure. The Group has a loan agreement in place and are repaying the loan in accordance with that agreement. Furthermore, the Group has voluntarily repaid additional amounts against the loan when surplus funds have permitted and in this year we have contributed an overpayment in excess of £7,000. While no repayment date is stated in the loan agreement, the Group aim to have settled the loan within the next 2 years.
