1.19|Devizes Lions Club raises significant funds
throughout the year from its fundraising
activities. Some of those activities raise money
for specific organisations that we consider will
benefit from a substantial contribution to their
funds. The general funds that the Club raises
through other fundraising activities are used to
provide grants to deserving causes and
individuals within Devizes and the surrounding
areas, supporting appeals from Lions’ Districts,
Multi District, Lions Clubs International and Lions
Clubs International Foundation.
The Club undertakes a number of community
service projects. Examples of such activities
include:
**Sports and Arts Coaching Weekends**
Devizes Lions believe the sports and the arts
should be accessible to everyone.
Every year since 1990, Devizes Lions have held
their popular Sports Coaching Weekend where
for a modest contribution, school children are
invited to try one of about 20 different sports
that they might not otherwise have the
opportunity to experience. Tuition is all
provided by qualified coaches.
This year over 250 children participated and
benefited from the experience.
**Presentation Evening**
Towards the end of the Lions’ year the Club
holds a presentation evening when donations
are made to about 30 organisations and
charities that operate within the Devizes area.
These are selected following a rigorous appraisal
to determine those that will benefit most from
the donations. At the same time grants are
made to those Lions’ projects in the UK and
overseas that it considers will most benefit from
our contributions. This event enables recipients| 2 of our donations to publicise their charitable activities. This year a total of almost £11,000 was donated to 35 local groups. **Donations to Individuals and Groups** Requests are received throughout the year from local individuals, families, community groups and others that need financial or material support. Such requests are considered and grants made in accordance with our Grant Making Policy and according to the funds available. Local charities and good causes were supported by our donations totalling £22,060 including £1252.20 to provide material support to deserving individuals. **Ukraine** Devizes Lions made an initial grant of £1,000 to LCIF (Lions Clubs International Foundation) to assist in the provision of emergency help to refugees fleeing Ukraine. Devizes Lions were also given the opportunity to collect money to aid refugees from Ukraine at this year's Urchfont Scarecrow Festival, raising a very worthwhile £800. This money will be used to assist in the provision of emergency help to refugees fleeing Ukraine and will be overseen by Lions on the ground. ## **Carol Float** Each year, Devizes Lions tour the town with a float carrying a cheery Santa, lights and music. The public is able to follow Santa's route each evening in real time from our Facebook Page @devizeslions Sadly, due to Covid, the event was restricted in scope this year and we were not able to hand out sweets but children were pleased to visit the Sleigh and give Santa a wave and a big smile, and donations amounting to about £2000 were received from the public. ## **Golf Day** Devizes Lions and Devizes Rotary were pleased to be running their Joint Charity Golf Day again this year just as Covid lock-down restrictions were eased. The weather was kind, there were lots of teams participating and this year's event was one of the most successful ever raising almost £2500 for Devizes Lions. ## **Lions on the Green** A Classic Cars and Family Fun Day held on Devizes Large Green, where there were lots of 3 lovely classic cars, stalls and things for the children to enjoy. The weather was kind, the turn-out was fantastic. We think it was a great success. It raised almost £7,500 which enables Devizes Lions to continue to provide support to where it is needed most in our community and beyond. **Nick’s “LeJog” Cycle Ride** Originally planned for May 2020 Devizes Lion Nick Seager cycled from Land’s End to John O’Groats starting on June 2nd from Land’s End and arriving in John O’Groats on June 25th. He was mostly cycling on his own and selfsupporting because of the times in which we’re living. The planned route was 998 miles with 52,572 feet of climbing. At a short ceremony at Devizes Lions' July meeting, Past President Jerry King presented Nick Seager a Melvin Jones Fellowship award in acknowledgement of his sterling effort in raising a total of £6,400 for the Club's charity funds of which £1,833 falls in this year. ## **Spring Concert** Devizes Lions’ concert Rock into Spring raised over £1,000 which was donated to Wiltshire Mind, an independent charity supporting people in Wiltshire who are experiencing mental health problems or emotional distress. ## **Public Collections** Devizes Lions Club supports other organisations’ fundraising activities by holding collections for such organisations as Marie Curie Cancer Care, BBC Children in Need and British Legion Poppy selling. It also holds public collections to raise funds to help alleviate the effects of national and international disasters. ## **Message in a Bottle** The purpose of Message in a Bottle is to place a plastic bottle containing contact details and information about the medical needs of the individual in fridges where it can easily be found by emergency services. Devizes Lions provide this service in Devizes and the surrounding areas by purchasing, delivering and maintaining the stock of bottles in doctors’ surgeries, libraries, pharmacies, and other suitable venues in the area. ## **Covid-19** The Covid-19 restrictions that were in place for most of the year affected the Club’s programme of events significantly. The Objects of Devizes Lions Club** Under the terms of the Clubs’ Constitution, the Trustees apply funds at their discretion, making grants where they believe that their contribution will make a real difference. The Club only makes grants in furtherance of its charitable objects. The Objects of the Club are shown in the Annex to this document. ## **2. Priorities for Support** The number of applications that can be supported is limited by the amount of funds available for distribution in any one year. The Trustees have determined that the priorities for funding will be: - subject to compliance with the Objects of the Club, its Public Benefits Statement and this grant-making policy, no restrictions are imposed on the purpose for which a grant may be made. - as there are numerous Lions Clubs in the UK, applications from Devizes and the surrounding area are generally given priority although Trustees also consider Lions’ international, national and district appeals. - applications for support and/or grants are all considered on their own merits by the Club’s Welfare Committee which makes recommendations to the Trustees and the Club following a rigorous appraisal to determine those that will benefit most from the Club’s donations. Given that most of the available funds are raised within the local community, those applications that are local are given special consideration. - Using the above guiding principles, the following are examples of areas adopted for support: - **Local charities and causes** - youth groups, groups working with the elderly, needy families, requests from individuals and causes that improve the life or well-being of people within the community. - **Youth and children’s organisations** - sports and arts related groups or individuals, scouting and guiding, youth activities, young carers and young people undertaking life experiences, expeditions and assignments. - **Community facilities** - village hall projects, community group initiatives. - **Relief of hardship** - providing relief for individuals, refugees, families, and those with disabilities. Principles** In awarding grants, the Trustees will apply the following principles: - The Trustees will not normally support applications from large national charities (unless it is for local use) or charities deemed by the Trustees to be already adequately funded. - The Trustees may work with other organisations to fund initiatives beyond the financial scope of a single organisation. - Applications from previous beneficiaries or from previously unsuccessful applications will be considered by the Trustees on their own merits. Although the Trustees will have regard to the outcome of a previous grant, any new application will not receive preferential or adverse consideration. - The Trustees will not normally approve the use of funds for purposes which government has a statutory responsibility to provide. ## **4. Grant Application Process** Applications for grants may be made by any effective means and will be considered by the Welfare Committee on behalf of the Trustees. Before awarding a grant, the Trustees require that the applicant should: - inform the Trustees of the purpose of the application, details of the project, the way in which the grant will be used and how it will be managed effectively for its intended purpose. - provide adequate information regarding the identity and financial status of the applicant and/or of the status of the person(s) who will carry out the work. - note that all equipment purchased with the grant is owned and remains the property of the recipient (whether an organisation or an individual). - consent to the use of personal data supplied by them for the processing and review of their application in order to comply with current Data Protection legislation. This includes transfer to and use by such individuals and organisations as the Trustees deem appropriate. The Trustees require the assurance of the applicant that personal data about any other individual is supplied to the Trustees with his/her consent. ## **5. Assessment Process** - All applications for grants will be subject to initial assessment to ensure that they meet the basic criteria for funding. - The Welfare Committee will consider applications and, where approval is recommended, seek the Trustees’ agreement and inform applicants of the outcome of applications as soon as is reasonably practicable. 2 of 4 Devizes Lions Club (CIO Grant Making Policy Devizes Lions Club (CIO) is a Registered Charity No.1185977 Issue 2: January 2022 - Whilst the Trustees will not be obliged to provide an explanation to the applicant should its application be unsuccessful, they will provide relevant comments to the applicant where appropriate. - Applicants should note that the Trustees receive far more applications than they have funds to support. Even if an application fits with the criteria and priorities of the Trustees, they may still be unable to provide a grant. ## **6. Monitoring and Publicity** Where the grant is for an extended period, the Trustees may require work in progress to be reported on a regular basis. In addition to reports detailing progress, beneficiaries may be asked to provide a statement of how the grant has been spent. This may be by a report in writing or given in person to the Trustees, or by a visit of the Trustees to view the project. The Trustees may ask applicants to consent to the use of their information and project details for publicity purposes, including on-line, in print or otherwise. ## **7. In line with the Charitable Objects of the Club set out in its Constitution and annexed to this document (Appendix 1), Devizes Lions Club undertakes community service projects and raises money throughout the year from fund-raising activities. Following assessment in accordance with the Club’s Grant Making Policy, funds raised are distributed to benefit deserving charities, causes, organisations and individuals, mainly within Devizes and the surrounding areas, but also supporting appeals from Lions’ Districts, Multi District and Lions Clubs International. Some of the Club’s activities raise money for specific organizations or projects that we consider will benefit from a substantial contribution to their funds. Some examples of how the Club’s activities benefit the public and address its Charitable Objects include: ## **Advancement of citizenship** In line with LCI’s Code of ethics to which all members subscribe (Appendix 2), the Club encourages its members to take an active interest in the civic, cultural, social and moral welfare of the community. This is achieved by organising events such as an annual **Charity Concert** and **Arts Coaching** weekend and by enabling other Clubs and Organizations to participate in **Sponsored Walks** and **Swimathons** organised by Devizes Lions. The Club supports youth by arranging activities such as **Sports Coaching** and **Arts Coaching** weekends. The Club benefits the community by running the **May Fair** and **Lions on the Green** classic car show and similar events that provide entertainment, raise funds and allow other organizations to promote themselves or sell their wares to benefit their own causes. The Club tours the town with **Santa’s Sleigh** , providing fun and entertainment for children while raising money for the Charity. The Club supports the social and moral welfare of the community by helping the many local groups and charities that work in these areas, throughout the year and at our annual **Presentation Evening** . ## **Promoting the Voluntary Sector** Devizes Lions work closely with other voluntary organizations, such as with Devizes Rotary at the **Joint Charity Golf Day** . The Club provides outlets such as the **Lions May Fair** and **Lions on the Green** where other organizations working in the voluntary sector can promote their organizations or raise money for their own causes. It also holds **public collections** to raise funds to help relieve the effects of national and international disasters. Towards the end of the Lions’ year the Club holds a **Presentation Evening** when donations are made to organisations and charities that operate within the Devizes area and to selected Lions’ initiatives in the UK and overseas. The beneficiaries are selected following a rigorous appraisal to determine those that will benefit most from the Club’s donations. ## **Promoting volunteering** The Club seeks out service-minded people to serve their community as Lions without personal reward and encourages the promotion of high ethical standards in all that they do. The Club encourages volunteers who are not Lions to serve the community by assisting with the Club’s activities. ## **Relief of poverty and relief of those in need** The Club works closely with the Local Authority, Children’s’ Services, other service providers, and local charities such as Devizes Food Bank, delivering material support for needy families, elderly people, young carers, refugees and people with disabilities or health problems throughout the year. Events such as the Club’s **Christmas Fair** raise money to help provide that support whilst providing an outlet for needy families to purchase low-priced goods that have been donated by the local community. ## **The advancement of health** Since its formation nearly 100 years ago LCI has focused on sight related projects. Over the years the Club has undertaken **spectacle collections** for onward transmission and re-use in developing countries. The Club also supports Lions International and UK health initiatives by providing grants to benefit **Libra,** the **Measles initiative** , **Brain Tumour research** , **Sight Savers** and **Water Aid.** The Club provides the administration and organisation of the **Message in a Bottle Service** in Devizes and the surrounding areas by purchasing, delivering and maintaining the stock of bottles in doctors’ surgeries, libraries, pharmacies, and other suitable venues. Devizes Lions have purchased and installed Public Access Automated External **Defibrillators** (AEDs) in strategic positions around our town. The Club provides support to the **Devizes MS Society, Alzheimer’s Support, Wiltshire Mind, Wiltshire Sight** and has provided **Diabetes testing** at the **May Fair** . ## **Conservation and the Environment** The Club promotes the conservation, protection and improvement of the physical and natural environment for the benefit of the public. It has worked closely with the organisers to fund the creation of a **Peace Garden** as part of the town’s ongoing Drews Pond Project. Where possible, furnishings and white goods that the Club donates to needy families are refurbished articles such as those obtained from **KFR,** a specialist charity that the Club supports. ## **Healthy recreation** Devizes Lions believe that sports and the arts should be accessible to everyone. Each year since 1990, apart from 2019, the Club has held its popular **Sports Coaching Weekend** where about 500 local school children benefit by trying one of about 20 different sports that they might not otherwise experience with tuition provided by qualified coaches. Using a similar format, Devizes Lions also hold **Arts Coaching Days** where local school children are invited to try one of several artistic activities that they might not otherwise experience.
