## **1. Report of the Trustees for the Year Ended 5 April 2021**
The trustees, who are also directors of the company for the purposes of the Companies Act 2006, present this report and the financial statements of the charity for the year ended 5 April 2022.
## _**Charitable Objectives**_
For the public benefit in Highgate, Birmingham, the charity’s objectives are:
- the preservation and protection of good health by providing services and facilities which are directed to promoting health, good nourishment, and healthy recreation for people who would not otherwise afford them;
- the promotion of social inclusion by preventing people from being socially excluded, relieving the needs of those who are socially excluded, and assisting them to integrate into society.
## _**The Highgate Community**_
Highgate is an urban area of Birmingham one mile from the city centre. It is part of the Highgate & Bordesley ward of the Ladywood parliamentary constituency.
Highgate is an area of high deprivation and limited aspiration. The UK government’s “Index of Multiple Deprivation” (IMD) assesses small areas in England on income, employment, education, skills and training, health and disability, crime, and barriers to housing. The latest IMD survey (2019) rates Highgate as 441 out of 32,844 in England. Highgate is one of the most deprived areas in the country and well within the lowest 10% decile.
Highgate’s Victorian housing was heavily bombed in the Second World War and replaced by seven tower blocks of flats and surrounding small maisonettes. This housing stock remains today. It is mostly council-owned and maintained at a basic level. There is some light industry but not sufficient to provide significant employment.
Highgate is highly multi-cultural. About 40% of the population is of South Asian origin, 20% Somalian, with the remaining 40% comprising those with Afro-Caribbean, Irish, East European, and White British origins. It is an area where new entrants to the UK tend to stay for a couple of years or so and then move on to other parts of the country.
Birmingham Central Mosque is located in Highgate a few yards from The ARK St Albans Academy school. Of the 600 students at this Church of England school, 90% are Moslem. A key feature of Highgate is that different cultural communities live side-by-side in a relatively peaceful co-existence. However, many cultural barriers still exist.
A major urban re-development in Highgate and surrounding areas is proposed by Birmingham City Council in the next five to ten years. Whilst leaving most of Highgate’s existing residential housing stock untouched, the ‘Rea Valley Urban Quarter’ development focuses on converting mainly current commercial areas to mixed residential, commercial and recreational space. The plan focuses on buildings development with little reference to the development of social communities.

## _**Operational Aims and Objectives**_
Highgate Community Support Limited aims to support community aspiration in Highgate such that individuals and families are empowered to achieve their full potential. Reaching their potential will allow them to achieve positive outcomes in their lives.
Accepted academic research[1] shows that individuals can only achieve their potential when certain human needs are met: - food, warmth, health, housing, resources, employment, friendship, sense of belonging, respect (by others and of others).
We aim to help local residents meet these needs by:
- nourishing those who are disadvantaged to become independent, in control of their life choices, and achieve their potential;
- improving equality, dignity, and respect in our community, recognising diversity and celebrating difference;
- improving basic skills and expertise of individuals, combining learning and social activities.
## _**Activities**_
We achieve the above objectives by delivering three streams of activity:
- (i) activities which _**sustain the community**_ in its day-to-day activities by addressing basic human needs - food, health, safety, security, housing, employment;
- (ii) activities which promote _**social engagement**_ within the community by addressing human psychological needs - friendship, belongingness, and respect;
- (iii) activities to encourage and facilitate _**children and young people**_ , who perhaps have the greatest journey to make in achieving their full potential.
Stanhope Hall Community Centre, the base from which we have delivered services to the people of Highgate, has been closed for virtually all the 12-month reporting period because of Covid-19 lockdowns and staff illness. Many of the normal services we fund were therefore temporarily suspended:
- _Community Lunches_ – hot, cooked, three-course meals available to anyone free of charge and including vegetarian and halal options;
- _Weekly Exercise Classes_ – targeted at the over-50s designed to strengthen muscle and improve mobility;
- _Health Education Programme_ – seminars and demonstrations, usually held once per term, on health issues such as massage and aromatherapy;
- _Arts & Crafts Programme_ - seminars and demonstrations, usually held once per term, on recreational activities such as painting.

We have, however, offered three key services to the community. Firstly, the “Let’s Feed Brum” service distributes free food parcels each week to approximately 50 needy families in Highgate. Secondly, the Highgate Knowledge Hub is an advice centre which provides professional help and support to Highgate families in the areas of housing, welfare benefits, and debt management. During covid lockdown the service was essentially telephone based, but we have now resumed face-to-face meetings as well. Over the last 12 months we have worked with over 400 Highgate families and substantially improved their income through more informed welfare and housing benefits. Thirdly, we have commenced a Women’s Group which meets weekly. Apart from social friendship this group focuses on women’s safety and support to young mothers.
## _**Structure, Governance, and Management**_
## _Charitable Company_
Highgate Community Support Limited is a non-profit making private limited company, limited by guarantee, incorporated in England and Wales and a registered charity. The articles of association of the company are the standard Charity Commission model for charitable companies limited by guarantee.
## _Trustees_
The following trustees served during the reporting period:
Peter Bould, chair – whole period Peter Marsh – up to 4 January 2022 Amanda Cadman – whole period Mark Dalton – whole period Mohammed Shafique – from 28 April 2021
All the trustees gave their time voluntarily and received no private benefit from the company.
We are saddened to report that Professor Peter Marsh died on 4 January 2022. Peter was an educationalist who made an enormous contribution to Birmingham and Highgate in particular. He held an honorary professorship in history at Birmingham University, was the official biographer of Joseph Chamberlain. As Chair of Governors, he instigated and led the creation of ARK St Albans Academy in Highgate (which now has over 600 pupils), led the Stanhope Hall Support Group, and was a trustee at both St Albans Parochial Church Council and Highgate Community Support Limited. He was a role model to all of us and will be sorely missed.
Trustees are appointed by the members of the company at the Annual General Meeting of the company. New Trustees can also be appointed between Annual General Meetings by the existing Trustees, which is then ratified at the Annual General Meeting.

## _**Governance and Members**_
The trustees met regularly throughout the year where they reviewed and controlled the company’s policies, finances, operations, and plans.
To ensure that the company’s work programme is fully grounded in the needs of the local Highgate community the trustees take advice from an advisory group comprising local community leaders and residents. Normally, this advisory group meets once every two months.
The priorities recommended by the advisory group are considered by the trustees, and events and services planned dependent on the funds available.
The company has a total of ten members, each with equal voting rights.
## _**Financial Control**_
## _Principal Sources of Funding_
The company’s principal sources of funding comprise:
- planned monthly donations from known donors;
- cash collections from people who attend events funded by the company;
- gift aid claims (where appropriate) from the above two income streams;
- grants received from grant-awarding agencies.
During the reporting period grants were received from:
- The Trustees of St Alban’s School (Registered Charity 1139434): £5,000 for general charitable services to be delivered in Highgate;
- Ladywood Neighbourhood Network Small Grant Scheme: £10,000 for part funding of The Highgate Knowledge Hub;
- The Greggs Foundation: £15,000 for costs of our Let’s Feed Brum food distribution and part funding of The Highgate Knowledge Hub;
- Quinquennial Inspections: £100 for food distribution in Highgate
## _Assets and Reserves_
The company has no investments or fixed assets, and all assets are held in cash. A Reserves Policy of holding approximately 6 months expenditure in the unrestricted General Fund is maintained.
## _**Review of Performance**_
Government Covid 19 lockdown restrictions have continued during the reporting period and we have also been substantially affected by staff illness at Stanhope Hall Community Centre. As a result, the Community Centre has been closed for most of the year.

However, during the reporting period we have maintained and expanded the Let’s Feed Brum food distribution service, operated The Highgate Knowledge Hub for the full 12 months, and introduced a new womens group which now meets weekly. These services have been highly successful and have provided substantial direct benefit to the people of Highgate.
Many of our donors have remained loyal to us during the pandemic and we have managed to secure a number of grants both for current projects and for those in the future. We have therefore substantially improved our income over the last 12 months and our balance sheet is strong.

This report has been prepared in accordance with the special provisions of Part 15 of the Companies Act 2006 relating to small companies. The company is entitled to exemption from audit under Section 477 of the Companies Act 2006 for the year ended 5 April 2022.
There may be minor discrepancies in the totals within the financial statements because all figures are rounded to the nearest £ pound.

## **2. Independent Examiner’s Report to the Trustees of Highgate Community Support Limited (‘the Company’)**
I report to the charity trustees on my examination of the accounts of the Company for the year ended 5 April 2022.
## _**Responsibilities and Basis of Report**_
As the charity’s trustees of the Company (and also its directors for the purposes of company law) you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 (‘the 2006 Act’).
Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity’s accounts as carried out under section 145 of the Charities Act 2011 (‘the 2011 Act’). In carrying out my examination I have followed the Directions given by the Charities Commission under section 145(5) (b) of the 2011 Act.
## _**Independent Examiner’s Statement**_
I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe:
1. accounting records were not kept in respect of the Company as required by section 386 of the 2006 Act; or
2. the accounts do not accord with those records; or
3. the accounts do not comply with the accounting requirements of section 396 of the 2006 Act other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination; or
4. the accounts have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities [applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS102)].
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

## **Note: 1 Accounting Policies**
## _Charity Information_
Highgate Community Support Limited is a non-profit making private limited company, limited by guarantee, incorporated in England and Wales and a registered charity. Its registered office is Stanhope Hall Community Centre, Ketley Croft, Highgate, Birmingham, B12 0XG.
## _Basis of Preparing the Financial Statements_
The financial statements of the charitable company have been prepared in accordance with the current Statement of Recommended Practice, SORP 2019, ‘Accounting and Reporting by Charities’, the applicable standard FRS 102, and the Companies Act 2006. The financial statements have been prepared under the historical cost convention.
## _Income_
All income is recognised in the Statement of Financial Activities when the company is legally entitled to it, ultimate receipt is probable, and the amount to be recognised can be quantified with reasonable accuracy.
Tax refunds are recognised when the income to which they relate is received.
Grants are recognised when any precondition to their use by the company is met. All income is accounted gross.
## _Expenditure_
Liabilities are recognised as soon as there is a legal or constructive obligation committing the company to that expenditure, it is probable that the transfer of economic benefit will be required in settlement, and the amount of the obligation can be measured accurately. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all costs related to the category. Expenditure is accounted gross.
## _Taxation_
The charity is exempt from Corporation Tax on its charitable activities.
## _Fund Accounting_
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees. Restricted funds can only be used for particular purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.

## _Financial Instruments_
The company has elected to apply the provisions of Section 11 “Basic Financial Instruments” and Section 12 “Other Financial Instruments Issues” of FRS102 to all of its financial statements.
Financial instruments are recognised in the company’s balance sheet when the company becomes party to the contractual provisions of the instrument.
Financial assets and liabilities are offset, with the nets amounts presented in the financial statements, when there is a legally enforceable right to set off the recognised amounts and there is an intention to settle on a net basis or to realise the asset and settle the liability simultaneously.

Revisions to accounting estimates are recognised in the period in which the estimate is revised where the revision affects only that period or in the period of the revision and future periods where the revision affects both current and future periods.

No trustee or volunteer received remuneration or expenses other than the re-imbursement of expenditure incurred on behalf of the company. The company has no employees and staff costs are zero.
