Winchester Excavations Committee

This is a Private Company limited by Guarantee and a Registered Charity. The purposes and administration of the Company/Charity are regulated by its Articles of Association.

The Company was set up to replace an unincorporated charity of the same name (210455) in 2019 and was registered by the Charity Commission for England and Wales on 17[th] October 2019 but was only able to start trading late in 2022. This is the second Annual Report of the Trustees

This set of accounts was approved by the trustees on 11[th] April 2024 for submission to the Independent Examiner, Companies House and the Charities Commission.

Report of the activities of the Charity during the period from 1[st] April 2023 to 31[st] March 2024

Our main centre of operations has been the office in Kidlington and that is where the Director and his support staff normally work preparing the research outcomes for publication. The lease on this office terminated at the end of March 2024, when all remaining records were transferred to Winchester. We have access to the store in the Hampshire Cultural Trust facility at Bar End in Winchester where the volunteer Associate Director is based supported by a part time assistant and where most of our archaeological finds, excavations’ records and research material is now held.

During the year we have once again hosted the research visits by scholars and students, and we have been able to continue to respond to a range of enquiries. This includes providing assistance to visiting scientists and researchers.

The Trustees met regularly on a quarterly basis during the year.

During this period work continued on the production of five volumes within the Winchester Studies series.

Winchester Studies WS 3.i Venta Belgarum: Prehistoric, Roman, and Post Roman Winchester This is a two-volume publication of exceptional importance for the understanding of Roman Winchester. Editing, proofing, correction work, indexing and cross referencing was carried on throughout 2022 with main details being agreed with our publisher in January 2023. The final index was completed and proofed in the summer of 2023 with all corrections being incorporated in the volume in the autumn of 2023 and the volume was published in December 2023. A launch event supported by the University of Southampton was held in Winchester at the School of Art in February 2024.

Winchester Studies WS 4.i The Anglo-Saxon Minsters of Winchester

Given the sheer size of this two-volume publication this work was not completed until December 2023. A specialist copy editor has been booked to produce the definitive index in Autumn 2024. It is anticipated that the final text will be ready for submission to our publishers by the Autumn of 2024 and published at the end of 2024. The Bishop of Winchester has offered to host the launch of this publication, preferably in Winchester Cathedral.

Winchester Studies WS 5 The Brooks and Town Sites of Medieval Winchester The volume editor has continued work on the text and drawings of this volume and the illustrator has made substantial progress in preparing the plans and drawings for this publication.

Winchester Studies WS 6.i Winchester Castle, Fortress, Palace and Garrison

The draft text and illustrations of this volume are near completion and the extra colour slides have been scanned in to increase the number of colour plates in the volume. Unfortunately, the ill health of the authors has caused severe delay to the finalising of this work for copy editing and submission to the publishers. This is now not expected to be ready for submission before 2025.

Winchester Studies WS 6.ii Wolvesey Palace

Dr Patrick Ottway prepared a project design for Historic England on the preparation and publication of this volume, and they have now given us the go ahead to start the work in spring 2024 ready for the publication process in the summer of 2025. Historic England have agreed to fully fund the production of this volume.

Dr Mark Maltby of Bournemouth University is undertaking the task of editing this volume and has been reviewing and assessing the material and is preparing a project plan and budget for the next stages.

Work continued on digitisation of the volumes of Winchester Studies that have already been published and the first of these were made available in 2022 with further volumes to be available in 2024.

The number of Friends of Winchester Studies (FoWS) remained stable during the year, and they continue to support the work of the Trustees and help raise awareness of that work.

A major preoccupation of the Trustees during the period was the raising of further funds to enable the work of publishing Winchester Studies to continue. The fundraising subcommittee has continued to be active within the limitations imposed on us and has generated some funding from new sources.

The main sources of income during the period were grants from the De Laszlo Foundation, the Clarke Family Trust, the Cedar Trust, Winchester City Council, Hampshire County Council and Historic England. Individual donations were made by Martin Biddle, Giles Clarke and Katherine Barclay, together with smaller contributions from the “Friends of Winchester Studies” and the Gift Aid tax relief on those donations where appropriate.

The total sum raised by the Charity during the period was £182,217 and this was used to cover the cost of research fieldwork, copy editing, drawings, publication and the workroom/office premises and staff in Kidlington and Winchester.

Report of the Independent Examiner

This report on the accounts of the Winchester Excavations Committee for the period ended 31[st] March 2024 is in respect of an examination under S.43 of the Charities Act 1993.

Respective responsibilities of Trustees and Examiner

The charity’s trustees are responsible for the preparation of the accounts in accordance with the Charities Acts 1993 and 2011 (“the Acts”). The charity’s trustees consider that an audit is not required for this year under section 43(3) of the Charities Act 1993 and that an independent examination is needed.

It is my responsibility to:

My examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from you as Trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the accounts.

In connection with my examination, no matter has come to my attention:

  1. Which gives me reasonable cause to believe that in any material respect the requirements have not been met:

  2. To keep accounting records in accordance with section 41 of the 1993 Act and the Charities (Accounts and Reports) Regulations 2008 and

  3. To prepare accounts which accord with the accounting records and comply with section 130 of the 2011 Act.
