OBJECTIVES AND ACTIVITIES

PAGE UK carries out activities primarily to raise awareness and fundraising for PAGE Pakistan. PAGE UK is a registered charity in England and Wales and has an independent Board of Trustees to ensure compliance with UK regulations.

The charity was established under a Trust Deed dated 14 September 2018, and its objectives are to promote the education of girls between the ages of 5 to 16 from deprived regions of Pakistan, working in collaboration, but not exclusively with PAGE Pakistan. PAGE UK currently runs an ambassador program and holds gala events to raise funds that are remitted to PAGE Pakistan to support schools.

The trustees review the aims, objectives and activities of the charity each year. This report looks at what the charity has achieved and the outcomes of its work in the reporting period. The trustees report the success of each key activity and the benefits the charity has brought to those groups of people that it is set up to help. The review also helps the trustees ensure the charity’s aims, objectives and activities remain focused on its stated purposes.

The trustees have referred to the guidance contained in the Charity Commission’s general guidance on public benefits when reviewing the charity’s aims and objectives and in planning its future activities. OBJECTIVES AND ACTIVITIES Total Enrolment Pakistan Alliance for Girls Education (PAGE UK) carries out activities in Star Schools primarily to raise awareness and fundraising for PAGE Pakistan. It is again with great pleasure that we introduce Pakistan Alliance for Girls Education UK’s annual, independently examined, accounts for the year ended 31 December 2021, with the trustee report.

INTRODUCTION

PAGE is dedicated to empowering every Pakistani girl to dream big and aspire for a secure future. It aims to create a society where girls are free to access quality education and play a leading role in social transformation. By forging dynamic partnerships with institutions and community-based organisations, PAGE strives to facilitate girls to overcome extreme poverty and cultural barriers to have sustained access to learning opportunities.

PAGE AND GIRLS' EDUCATION

PAGE advocates the importance of education to protect childhood and empower girls by intervening in child marriage, early pregnancy, and other harmful practices across Pakistan. A substantial proportion of all births in developing countries are to adolescent girls who have not attended any school. Girls with less schooling are at risk of poor health, poverty and domestic violence. Investing in girls' education has lasting impacts on local communities as well as regional, national, and global economies.

PAGE works with knowledge partners, advocacy partners, funding partners and technical partners to design and implement innovative education programmes for girls that are inclusive, sustainable and impactful. Our current programmes include:

A) STAR SCHOOLS

Non-formal schools enable children to achieve, at a minimum, the knowledge and skills prescribed in the curriculum. They also help them develop the ability to think and reason, build self-respect and respect for others, and reach their full potential as individuals, as members of their communities and citizens of the world. STAR Schools embrace a multidimensional concept of quality and address the total needs of the child as a learner. The key aspects of the STAR schools are as follows:

community. Each committee may have 5-10 members. They carry out awareness sessions about the significance of Girls' Education in star school communities they help with enrolment of the out of school children in star schools and also conduct Parent-Teacher Meetings.

Accelerated Learning Program (ALP):

This program offers a 3-year Accelerated Learning Program (ALP) at the primary level and skills for life to students to become the change agents in their communities. STAR Schools are established in communities with a high number of OOSCs (Out of School Children), especially girls.

Establishment of STAR Schools and Enrolment:

Since 2018, PAGE has established 139 Star Schools in 56 of the most deprived districts of Pakistan with the highest number of OOSCs.

COVID Response:

During 2020-21, to reduce the number of dropouts of girls due to the COVID crisis, 4500 families were supported with free food supplies. Due to school closures, the project continued to work with its community teachers to support girl students through one-to-one contact.

School Monitoring Mechanism:

To make the monitoring and evaluation process more efficient and easier PAGE has introduced an online system named "Learning Management System (LMS)".

The key features of the LMS are:

  1. Attendance Monitoring across schools and students

  2. Tracking of extracurricular activities, with details and pictures

  3. Partners and donors can easily access the system

  4. Measure Drop-out Ratios across time and schools

  5. Option to conduct online classes/training sessions

  6. Tracking and ordering schools supplies and consumables, and

  7. D) Teacher Training in Islamabad Capital Territory (ICT):

PAGE in collaboration with GR, under Explore More Program conducted training workshops for the teachers at the STAR Schools located in the ICT region. The training was conducted among the teachers of 9 STAR Schools in two phases. Each training was further divided into twelve sessions over two days.

Trainings in Mansehra:

PAGE has also worked with GR conducting a two-day long Teachers Training Workshop on the GR MEL project under Explore More Program on 26-27 May 2021 in Mansehra. 10 STAR School teachers from Shangla, Battagram, Mansehra and Haripur, participated in this training.

Program Implementation:

B) MONITORING, EVALUATION AND LEARNING PROJECT IN COLLABORATION WITH GIRL RISING:

PAGE in collaboration with Girl Rising (GR) conducted two-day Teachers Training Workshops on the GR MEL project under Explore More Program in STAR Schools. In this training, 9 STAR School teachers of Khyber Pakhtunkhwa (KPK) and 17 STAR School teachers of Islamabad Capital Territory (ICT) participated. The workshops are aimed at enhancing the skills and abilities of the teachers who are responsible for building the personality of students. Teachers are trained on effective curriculum delivery. Through the Explore More Program, we discuss themes of dreams and setting goals in life, self-awareness, rights and gender, and establishing support systems. Each session of the curriculum is based on inspirational stories of girls from across the world and local stories from Pakistan.

C) SWAT EDUCATION SUPPORT PROGRAM KHUSHAL SCHOOL - MALALA FUND:

PAGE has partnered with the Malala Fund to provide financial support to 33 selected girls in Khushal School Swat, in addition, PAGE is working with the school to provide mentoring, guidance and personal development initiatives so they continue to progress and access further development opportunities.

PAGE arranged sessions with the girls to meet and have informal conversations about their aspirations and challenges. The purpose of the sessions was to develop creative problem-solving skills among students in Khushal School. School bags, blazers and school supplies were also distributed amongst the girls of Khushal School. The intervention allows the girls to learn social life skills, explore non-traditional careers and improve their leadership skills. The 33 girls who were deprived of the facilities due to financial constraints that the other girls were enjoying are now able to have the same experiences.

GR Explore More curriculum was implemented in 9 STAR Schools of KPK and 17 STAR Schools of ICT. This curriculum was based on 6 modules and 10 videos of girls from different parts of the world and was delivered over 12 weeks. Different activities took place, in which students of STAR Schools actively participated. The curriculum was implemented and Various activities took place and students from various STAR schools participated.

Baseline surveys were conducted, followed by end project surveys and qualitative interviews to evaluate the impact covering over 300 students. Visits and revision sessions were conducted with the students to ensure the quality of the program deliverables.

SCHOOL SUPPLIES DISTRIBUTION:

Supplies Distribution in STAR School PIA Model Colony

School bags and supplies distribution for students of STAR School PIA Model Colony took place in PIA Model School Auditorium, Karachi. The President of the PIA Education Services, Shoaib Dahari, joined the distribution ceremony as the Chief Guest and distributed school supplies along with the PAGE team.

Supplies Distribution in Collaboration with the Turkish Red Crescent

Mr Ibrahim Carlos and his team from the Turkish Red Crescent in collaboration with PAGE, distributed school supplies amongst 100 students of STAR School I-12 Afghan Basti. The school supplies included backpacks, notebooks and stationery. The efforts of the Turkish Red Crescent for improving the gender gap in education in Pakistan are commendable.

Inauguration of STAR School Sangrial and school supplies distribution with the Turkish Red Crescent

The Turkish Red Crescent inaugurated the new STAR School Sangrial for the students of the Afghan Refugee Community. Mr Ibrahim Carlos and his team from the Turkish Red Crescent in collaboration with PAGE, distributed school supplies amongst 235 students of STAR School Sangrial.

PAKISTAN GIRLS EDUCATION AMBASSADORS PROGRAMME:

PAGE has launched its Girls Education Ambassadors Campaign to bring together the men and women who dream of a better Pakistan, those who want to support the improvement of girls' literacy in Pakistan. Our Ambassadors are the torchbearers - they shoulder the responsibility of advocating for girls' education through community engagement and interaction. We hope to build a network of dreamers and doers who are looking for the chance to dream and do, to have an idea and carry it forward with the passion and indomitable spirit that we at PAGE also have for cultivating girls' education.

Currently, the Ambassador Network has a total of 52 Ambassadors from different regions of the world.

Collaborations and Memorandums of Understanding (MOUs)

PAGE and Shahnaz Foundation renew MOU

PAGE renewed its MOU with Shahnaz Foundation to support 5 Star Schools and to boost the status of girls' education in Pakistan. The cooperation and collaboration between Shahnaz Foundation and PAGE will complement each other by promoting initiatives of mutual interest for Girls' Education in Pakistan.

PAGE’s contribution to the International Development Committee (IDC) of the UK parliament for enquiry

of UK Aid to Pakistan

The International Development Committee (IDC) of the UK parliament continued its enquiry about UK aid to Pakistan, focusing on education. Fajer Rabia Pasha, together with Adnan Junaid, Country Director (Pakistan), International Rescue Committee, and Amir Ramzan, Country Director (Pakistan), British Council, expressed their views on 18 May 2021 on whether UK aid is improving access to education for communities across Pakistan, especially for girls and marginalised communities.

UK Pakistan Business Council held ''Pakistan Expo UK 2021'' that took place on 23rd and 24th October 2021 in the Ibis Hotel, Earls Court, London. People from different sectors showcased Pakistani products, services and businesses to those attending. The PAGE stall proved very popular with the people visiting.

PAGE and The Millennium Education (TME) sign an MOU

Fajer Rabia Pasha, and CEO and Founder Chaudhry Faisal Mushtaq and their team members signed an MOU to collaborate and increase gender equity in Pakistan. PAGE will provide a platform for the students of TME to go into communities and create initiatives around them.

PAGE and Pakistan Academic Consortium sign an MOU

Fajer Rabia Pasha and President Pakistan Academic Consortium Mr Nasir Zaidi signed the MOU on 14th October 2021 to improve the status of girls' education and reduce the gender gap in the country.

PAGE supports the immunisation campaigns of the National Emergency Operations Centre (NEOC)

PAGE pledged to support the immunisation campaigns of NEOC to improve the health of children especially girls through various initiatives including immunisation, nutrition and hygiene projects. A meeting took place with Dr Shahzad Asif Baig, NEOC for Polio Eradication, and Hamish Young, Chief of the UNICEF Polio Program.

PAGE held a two-day Polio Awareness Campaign on 25th and 26th October 2021 in 75 Star schools across Pakistan. Approximately, 800 mothers and 1000 star school students participated in the campaign.

PAGE, Women Chamber of Commerce and Industry Lahore, and Rotary International MOU

Fajer Rabia Pasha, President of Women Chamber of Commerce and Industry Lahore, Ms Sam Ali Dada and Rotary International District 3272, and Governor Mr Saifullah Ejaz Chaudhary signed an MOU in the Rotary Club of Lahore Gardens to promote adolescent girls' education and entrepreneurship.

All three organisations are committed to improving the opportunities and access girls and women have to education and entrepreneurship. This will enable the girls and women to have more control over their lives, and maintain quality and safe living for themselves.

PAGE and JICA (Japan International Cooperation Agency) MOU

Fajer Rabia Pasha and Ms Chiho Ohashi, Chief Advisor of JICA-AQAL Pakistan, signed the MOU between PAGE and JICA-AQAL II on 29th December 2021 with the determination to improve the status of Girls' Education across Pakistan through the Accelerated Learning Programs (ALP) introduced by JICA, especially for out of school children and especially girls across Pakistan.

PAGE has been working with JICA for the last 3 years to deliver the JICA ALP curriculum for primary education in Star Schools. PAGE and JICA plan to expand the partnership by implementing middle and secondary ALP curricula for girls in remote areas, especially where middle and secondary schools are non-existent.

PAGE expresses its gratitude to JICA-AQAL II Pakistan for their consistent support to improve Girls' Education across Pakistan.

Felsted UK Online Summer School and Global Studies Symposium

Under the PAGE and Felsted UK Partnership, 24 girls from across Pakistan were selected for the Felsted UK Online Summer School. Felsted School launched the Online Global Studies Symposium 2021 intended to expand communication and promote mutual understanding and friendship between the international and British students. The programme is an amalgamation of academic lessons and extracurricular activities for the students to acquire leadership skills, and communication skills, and to allow them to think from different perspectives.

In July 2021, Felsted joined hands with PAGE to offer the opportunity to girls from Pakistan to attend the "Online Global Studies Symposium 2021" for free.

POLICY AND ADVOCACY

PAGE conducts need-based assessments and gathers data to highlight marginalised and excluded populations of girls who have little or no access to educational facilities in the areas. PAGE advocates at local, national and government levels for resources and policy shifts needed to provide education to all girls of five years of age and above through an Accelerated Learning Programme. Not only does our research guide our work, it also contributes to evidence of the factors affecting girls' education besides helping get an overview of other actors’ efforts in the field.

RewirEd & PAGE Experiment - Girls as Leaders of Tomorrow

RewirEd is a global platform with a clear vision: to rewire education for a prosperous and sustainable future. Led by

Dubai Cares, in partnership with Expo 2020 Dubai and close coordination with the UAE Ministry of Foreign Affairs and International Cooperation (MoFAIC), and delivered in partnership with global stakeholders, RewirEd aims to be a catalyst in redefining education to ensure a future that is prosperous, sustainable, innovative and accessible to all.

PAGE showcased its work on girls' education at the RewirEd Conference that took place on 12th - 14th December 2021 in Dubai. PAGE led the Girls as Leaders of Tomorrow experiment to create a National Action Plan on Girls Education by bringing stakeholders together through workshops, seminars, and challenges with youth, parliamentarians, donors, and policy experts. The Action Plan will create a better understanding of the policy and program gaps, and provide evidence through research to seek commitment, resources, and engagement of all stakeholders to address this.

PAGE carried out the following workshops in October, November and December 2021:

In addition, in the second phase, PAGE intends to take the following steps:

  1. Create a Network of Education Champions: Parliamentarians from the National Assembly, provincial assemblies, and the Senate of Pakistan will be engaged through a series of seminars on girls' education. Each Parliamentarian will be requested to focus on the status of girls' education in their constituencies. A support group will emerge from this that can lobby for more resources for girls' education in their respective legislative bodies. We will also create a performance tracker on these constituencies to highlight efforts made by the parliamentarians.

  2. Set up a National Working Group on Girls Education: All key stakeholders including the National Government, Provincial governments, and donors will be invited to join this group to create a National Action Plan on Girls Education. This group will be facilitated by evidence-based research and will support policy development and implementation of various policies at the local and national levels. We will set this up phase-wise with the pilot to be set up in the Federal area.

  3. CSR Forum for Girls Education: A forum comprising of corporate sector organisations focused on girls' education will be set up that will work directly with National Working on Girls Education to support, sponsor, and provide technical resources for the implementation of programs.

We are extremely thankful to our honourable speakers including Mr Waseem Ajmal - Joint Secretary, Ministry of Federal Education and Professional Training, Dr Ayesha Razzaque - Technical Advisor, Ministry of Federal Education and Professional Training, Javed Ahmed Malik - Country Head, Malala Fund, Chiho Ohashi - Chief Advisor, JICA/AQAL Pakistan, Dr Mariam Mohsin - Assistant Professor, Pakistan Institute of Development Economics, and Faiza Mahmood - Country Program Manager, Australia Awards, for their presence and invaluable contribution to the Youth Workshop.

Status of Girls' Education Reports

PAGE has put together Status of Girls Education Reports for each province, ICT, AJK and Gilgit Baltistan, to facilitate government, researchers, donors, the education sector and other key stakeholders to make informed decisions on supporting girls' education in Pakistan.

Campaign Launch by the Honorable President of Pakistan Dr Arif Alvi - Ulama - Ambassadors of Girls Education

PAGE in collaboration with the Council of Islamic Ideology initiated the "Ulama - Ambassadors of Girls Education" campaign which was formally and digitally launched by his Excellency, the President of the Islamic Republic of Pakistan, Dr Arif Alvi. The first segment of the launch event consisted of a workshop with Ulama from all across Pakistan to work together and promote girls' education in their areas through community and madrassah(s) platforms to address challenges and devise solutions for the issues regarding girls' education in their respective communities. It is a fact that Islam does not forbid girls from getting an education, instead, it insists on education. However, flawed policies, culture, political interests, patriarchy, and the role of the media have affected the interpretation of Islamic teachings. The workshop aimed to address the challenges to increasing girls' education. In Islam, knowledge, its acquisition and application are fundamental requirements for all Muslims to enable them to believe, think, and act according to the principles of the religion.

PAGE has MOUs in place with educational institutions in Islamabad that include CUST, Bahria University, National Defence University, and the Froebel International School. During the year, PAGE worked with several interns who contributed to secondary data collection, research, and development.

OUR FUTURE

Our goals for the next five years are certainly determined and built on a track record of defined advocacy, evident potential to gain momentum and particularly, a developing network of education champions in Pakistan, and driving gender equity in education ahead at the grassroots. PAGE ascertains that local educators and advocates are our best hope for overcoming the barriers to girls' education and we will substantially increase our investment in them over the next five years. As the inspiration for our organisation, The Federal Directorate of Education will remain central to every part of our work, supporting our programs' efforts and continuing to lead the national conversation on girls' education.

The current legal structure of the charity is an unincorporated trust deed. To allow the charity to expand and enter into contracts in its own name, it is planned to convert it to a Charitable Incorporated Organisation (CIO). It is expected that all the assets and liabilities of the current charity will be transferred, within the next 12 months, to a newly incorporated CIO structure.

There are too many of you to list here, but each played a vital part in maintaining and expanding our schools. STRUCTURE, GOVERNANCE AND MANAGEMENT

The Board of Trustees, comprised of the trustees, meets regularly and sets the overall direction of the charity, sets objectives and monitors the performance of the executive committee. The executive committee, which is tasked with the delivery of the objectives, meets as needed to develop the ambassador program, organize fundraising events, keep track of the finances of the charity, and focus on highlighting the importance of girls' education in Pakistan.

The trustees have no beneficial interest in the charity and can only exercise their powers to further the objects of the charity. All trustees give their time voluntarily and receive no benefits from the charity. No trustees received any remuneration or expenses payments during the period.

FINANCIAL REVIEW

During the year the charity raised a total of £81,082 (2020: £94,525) mainly through general donations received throughout the year. The charity has in the past held fundraising galas, however, due to Covid was unable to do so this year. The charity was able to send £90,000 (2020: £105,161) directly to PAGE Pakistan and has been making arrangements to send further funds in the near future. Further details of the charity’s performance can be found in the Receipts and Payments accounts on page 13 and the Statement of assets and liabilities on page 14. Apart from the expenditure shown in the accounts the charity had no other overheads or costs related to its UK operation. The total unrestricted income was £81,082 (2020: £94,525) and the total unrestricted expenditure was £101,122 (2020: £125,720). There was no restricted income or expenditure. The funds at the end of the year were £7,061 (2020: £27,101) unrestricted funds.

RESERVES POLICY

Free reserves held on 31 December 2021 were £7,061 (2020: £27,101). As a guideline, the Management Committee aims to hold minimum reserves of £5,000 to cover temporary expense shortfalls. As of 15th May 2022 the charity had over £21,000 in the bank account.

RELATED PARTIES AND RELATIONSHIPS WITH OTHER ORGANISATIONS

PAGE UK works alongside PAGE Pakistan to improve girls’ education in Pakistan. PAGE Pakistan has entered into several partnerships with various organisations previously described in this report to achieve the charity’s objectives. Dr Tariq Cheema is a trustee of both PAGE UK and PAGE Pakistan. PAGE UK raises funds for PAGE Pakistan and made a donation of £90,000 during 2021.

STATEMENT OF RESPONSIBILITIES OF TRUSTEES

The trustees are responsible for preparing the trustees' annual report and the financial statements in accordance with applicable law. Charity law requires the trustees to prepare receipts and payments accounts for each financial year. The trustees are responsible for keeping proper accounting records that disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities Act 2011. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities. The trustees are responsible for the maintenance and integrity of the corporate and financial information included on the charity's website. Legislation in the United Kingdom governing the preparation and dissemination of financial statements may differ from legislation in other jurisdictions. I report to the trustees on my examination of the accounts of the above charity for the period 1 January 2021 to 31 December 2021 as set out on pages 13 and 14.

Respective responsibilities of trustees and examiner

The charity's trustees are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”). The charity’s trustees consider that an audit is not required for this year under section 144 of the Act and that an independent examination is needed.

Basis of independent examiner’s statement

My examination was carried out in accordance with general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a ‘true and fair’ view and the report is limited to those matters set out in the statement below.

Independent examiner's statement

In connection with my examination, no matter has come to my attention:

  1. which gives me reasonable cause to believe that, in any material respect, the requirements:

  2. to keep accounting records in accordance with section 130 of the Act; and

  3. to prepare accounts which accord with the accounting records and comply with the accounting requirements of the Charities Act

  1. to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
