The Article I l Trust is registered with the Charity ConuDission as a CIO with re8kStration number
1185631.
Founded in 2019 and becoming active in 2020. the Article I l Trust is dedicated to defending the right of
assembly as guaranteed by Article I l of the European Convention on Human Rights.
W¢ re¢ognise that much of the most important work in this cause 15 carried out by grass roots
organisations, working direcdy with those who exercise their rights. However, these groups have found it
increasingly hard to access the r¢sources they need to undertake their vitsi worL
As such. the Article I l Trust seeks to identify and Work closely with these groups. ￿￿rIng funding for
their ch￿Ilable endeavours and promoting their WOTk. This includes research and education into issues
surrounding the right to protest, as well as direct legal guidance and training to people who attend
protests.
Charitable Objeetives
Our Charitable Purpose as s¢t out in our governing documents is:

rights to freedom of assembly and association under Article I l of the European Convention on Human
Rights, in all or any of the following ways:

In fL￿h¢ranCe of this objective but not otherwise. the tn￿leeS shall have power to engage in political
activity, provided that the trustees are S￿l$fIed that the proposed activities will further the PUTposes of the
charity to an extent justified by the resour￿ committed and the adivity is not the dominant means by
which the charity C8nies out its activities.
Strategic Overview
2020-21 has been a uniquely demanding year. The Covid-19 pandemic Introduc￿ not only significant
personal and administrative challenges. but also had direct implications for the exercise of Article I I
rights as Seve￿ restrictions to freedom of assembly were introduced.

The tension between the measures necessary to combat the p8nden)ic and the right to assembly were
made plain over the summer with the global resurgence of the Black Lives Matter movement And again in
March 2021 in the wake of Sarah Everard's mwder. A further threat to the right to assembly has also
been introduced by the government in the fomi of the Poli¢£ Crinle Sentencing and Courts Bill, sections
of which are explicitly inteThded to restrict protest rights.
Against this background, the Article I l h&8 sought to establish ourselves. both as an impartfi]I
charity. but also as a well governed and functional organisation. The trustees ende8vored to balance the
need to respond appropriately to the unique confluence of events with the r￿gniti0Th that we are still in
the process of establishing ourselves organisationally.

This year. we have had two main arw of focus: aiding the effort to hold the police a¢countable for their
actions and supporting the delivery of legal support work and educatioN wlth resped to the right to
protest.
Within this strategy, our specific goals for the year were:

Evaluation
Despite the uniquely challenging environment ￿Sed by Covid-19, the Trust generally met or exceeded its
goals for the year. as detailed klow. Notably. we exceeded our fimding target for the year and
importantly established relationships with additional funders lo support our work in 2021-21.
In tems of our activity, the Tn￿1 w&8 able to support the imp)rtant work of Netpol. both generally and in
particular in producing and disseminating a high quality re￿rt in the wake of the Black Lives Matter
protests. We have also been able to supprt GBC in deliveriDg traiT)ing workshops to activists. covering
resourcing and delivery costs.
Elsewhere, we were able to make available a small grdnt to help establish Bristol Cop watc￿ supporting
their first Know Your Rights evenl and we were in a position to act as a passthrough for Resoutcing
Racial Justi¢e's grant to Janet Alder for her valuable work on police Iwassment of campai￿ers. We also
held a very successfid launch event. despi* the constraints of Covid-19 meaning we had to host it online.

Funded Activities
The activities of the Article I l Tn￿t this year focused on establishing key relationships within the
infrastrncture of activist legal support. In particular. paTthering with the Network for Police Monitoring
(Netpol) and the Green and Black Cross. In addition to this, towards the end of the year we were able to
begin expanding our reach to additiODal grantees. laying the foundation for our wider work in the future.
Webslt¢ and Brnnd
Although the had a placeholder website. the Trustees agreed that a mott professional online
presence would be beneficial. Accordingly we commissioned Frontwards Designs to build a new websit¢
for u8, including designing a logo and brand identity. The website also includes the eapacity for online
donations. The response to the websilc and branding Ilas generally been positive, aiding us in our
presentation as a reputable charity.
Re¢ruitm¢nt
Due to the growlh of activity in the past year, the Trustees are very keen to recruit moTe to the board so as
to incre&se our capacity. A job description and b&sic recruitment plan have been agreed, with the
objective of doubling the size of the board by December 2021.
Dlver$ity and Ineluslon
The Trustees acknowledge that at present the Article I l Trust is not a diverse or8anisatioll 8nd that
although strong efforts have been made to be inclusive, there is work to do in this respc¢t. We recognisc
that having the personal capacity to undertske a voluntary tTUSteeship is inherently a psition of privilege
but we nevertheless aim to take what steps we Can to ensure that any barriers that exist are appropriately
mitig&ted and overcome.
To Bid us in this, the Trustees have engaged Momo Amjad, a diversity and inclusion consultant, to
conduct an analysis of our pra¢tices and make recommendations for improvements. They will also advise
on the Trustee recruitment pr￿eSseS.

onsibilities of lh¢ Trustees
The Trustees has responsibilities to prepare financi￿ statements for each financial year which give a true
and fair view of the statc of the off8irs of the charily as at the balance sheet date and of its incoming
resources and application of resources, including income and ¢xp¢nditure, for the financial year. In
preparing those financial ststements, the trustees should follow best ptactiCK and:

charity and hence for tsking re&sooable steps for the prevention and detection of fraud and other
irregularities.

I report on the attached Financial Statements for the year ended 31 March 2021,
whith are set on pages 6 10 8 and have been prepared on an accrual basis.

trust¢es ¢onsid¢r that an audit is not required for this year under se￿10￿ 144 of the Charities
Act 2011 (the Chariti¢s Act) and that an independent examination is needed.
It is my responsibility to:
examine the accounts under section 145 of the Charities Act
to follow the procedures laid down in the genernl directions given by the Ch￿lty
Commission under section 145(5Kb) of th¢ Charities Acl , and

My examination was Carried out in 8ceordonc¢ with general direclions given by the Charity

The accounts have been prepared under the historical cost convention with ilems recognised at cost
