ST. MARYTHE VIRGIN DISLEY with ST. JOHN THE DMNE FURNESS VALE
RESERVES POUCY and DESIGNAnoN OF FUNDS
As approvod and adoptsd by Dhley PCC on 13th March 2023
Disley Parochial Church Council ('Disley PCC" and Ihe PCC.) reviewed and consmdered its
financial position, the funds and income available to [( known and expected liabilities and
requirements for expenditur8 which wer8 reasonably foreseaabEe and resolved to adopt and
approve the Reserves Policy set out in this document In arriving at th8 Res8n48s Policy the
PCC discussed and noted the following:_
CURRENT CIRCUMSTANES
Total Income at St. Mary's is dedining and has not recovered to Pr8-Covid levels.
Congregation numbers are some 40%150% less than Pre£ovid levels. The largest
proportion of the o)ngregati¢m is 60+ and on fixed or pension incomes.
Expenses forever increase and there is likely to be100% increase in Energy Costs in
2023. The Deficit on the General Fund at the end of 2022 was £34323.00.
St. John's is almost financially unsustainable. It has an average congregation in
single numbers. the majonty of whom are 60+ and on fixed or pension incomes.
St. John's income is currently just about able to pay it's outgoings but it also faces a
subslantial increase in Energy Costs from December 2022. It had Total Assets of
£6,900 at 31 December 2022. For many years St. John's was able to contribute
approximately 10% towards the Parish Share. It became un8ble to make any
conlnbution from September 2021 which means the whole burd8n of th8 Pari8h
Share has. since that date. fallen on St. Mary's.
Parish Share (which is the annual assessment mad8 upon the Parish by Chester
Di0￿san Board of Finance fchest8r DBf) as the Parish's contribution to Chester
Diocesan Budget) is the PCC'S single largest item of Expenditure each year'.-
St. Mary's Totsl Income in 2022 in rts General Fund was £84,141.41. The
Parish Share in 2022 was £69,668.00 (which the PCC has paid in fijll) which
presented 820A of the PCC'S Total Income:
Assuming St. Mary's Total Income in 2023 is substantially the same as 2022
i.e. circa £84,141.00 then the 2023 Parish Share of £71.767.00 will Mpre8ent
some 85% of St. Mary's Total Income.
For many years the PCC has paid the assessed Parish Share in full but has
only been able to do so by using its Reserrfes.,
The PCC has detemiined that the above situation is unsustainable particularly
in the light of the matters mentioned later in this Resetves Policy.,
In considering the Questions which St. Mary's fa￿$, namely - 'How much of
the 2023 Parish Share can it afford to payv And 'How much of its Reserves
can it sensibly afford lo use to fund the Parish Share?, the PCC have
detemiined that tt must reduce the amount it pays in Parish Share to. at least,
the extent that such payment produces a C*ficrt in the PCC'S General Fund.
This is a fundamentsl change in the PCC'S approach to the Parish Share.
having consistently paid the Parish Share in full for certainly the last 14 years.
This change is driven by the issues outlirFed in this Reserves Policy.
It is estimated that approximately 40150.fi of St. Mary's Total Unrestricted
Income each year is required just to pay the 'ordinary' day to day running
costs and expenses of the Church e.g. - utilities. insurance, routine
maintenance and normal OLrtgoings (excluding Parish Share and any material

non-recurring items of expenditure) leaving approximately 50160% of St.
Mary's Total Unrestricted Income available to pay the annual assessment of
the Parish Share. Applying these ￿rcentageS to the 2023 Parish Share
assessment of £71,757.00 the PCC on 9 January 2023. unanimously
resolved that the amount of the 2023 Parish Share which the PCC could
reasonabty afford to pay would be S￿A of the 2023 assessed Parish Sha
being approximately £36,000. The PCC also d8t8mined to review the
position again in June 2023.
Any unpaid Parish Share remains as a Debt due to Chester DBF.
St. Mary's, which is a Grad8 Il" Listed building, rs faced wrth having to fund an
estimated amount of £330,000 to carry out extensive renovation and repair works to
the structure of the building as identffied in its last Quinquennial Report.
St. John's is likely to have a Capital Expenditure requirement of an estimated
£30,000 for works to St. John's building when tts next Quinquennial Report is issued
in 2023.
It is envisaged that the renovation works to St. Mary's wrll have to be carried out in
stages over a number of years and that the capital commitment to fund the works will
have to be found from a comkn'nation of {a) us8 of Reserves (b) Fundraising and (c)
Grants.
At 31 December 2022. St. Mary's had available Raserves of approximately £210.000
held in the CBF Daposit Account and the Restoring our Heritage Account such
reserves being derived from some substantial legacies and the balance of the
proceeds of sale of St. Mary's Schoolrooms.
Thes8 Reserves (as directed by the PCC by its Resolutions passed on 22 Octob8r
2022 and 9 January 2023) are allocated as follows'.-
{a) £76,000 - Restricted -Restoring our Heritage Furyj - for use 80bly In
connection with the ne¢e8sary ￿$toratIon works,. arKI
(b} £134,000- Unrestricted.
PRINCIPLES
In good stewardship, money should only be kept in reserve for 8peThfic reasons.
Whilst the Bible cleady indicates that we should not hoard it is also dear that sensible
planning for known events and responsibly for others is important.
Charities legislation requires charrties to have a purpose in holding onto money. A
sensible Reserves Policy shows the purpose for ￿lch reserves are held and the
amount h81d.
The PCC 18 aware of the ongoing. month on month, Deficit in 118 Income a8
compared to its monthly Expenditure and detemiined that it wished to h8ve at least
six months Running Costslworking Caprtal cash reserves to cover ongoing ministry
and op8ration costs and also in case unfor8seen probl8ms arose.
The PCC is aware that some costs cannot be absorbed into the yeady cash flow, and
that sensible planning and allocation of funds to designated and restricted funds is
necessary for securing the fijture ministry of the church. If money comes in that takes
us above our reserrfe the PCC wll plan how to use tt for ministry, apportion it to
appropriate designaled or restricted funds or give beyond ourselv8S to groups that
align with our chantable purpose.
POLICY
Disley PCC aims to reduce the amount that it pays to Chester DBF for Parish Share
and to keep approximately six months running costs in Unrestricted Reseryes to

facilitate cash flow for its ongoing ministry and operational needs and in the event of
any major or unforeseen problemstissues anse. It will also seek to allocate or deposrt
money into designated and restrFCted funds to facilitate longer tenn projects and
expected works (e.g. works Kdentified in the Quinquennial Report and projects for
future sustainabilty and minjsty). It will therefore r8vw on a régular basis the
money that is hdd in unrestn.cted funds.
APPLICATION
Taknng into account the matter5 and circUmstan￿S previousty refenBd to in this Reseprfes
Policy and believing that it is prudent to do so-.
The PCC resolved on 9 January 2023 to reduce the amount that it pays to Chester
DBF in respect of the annual assessment of Parish Share to an amount which
approximates to of its Total Annual Unrestricted Income recogni8ing that any
unpaid Parish Share remains as a Debt due to Chester DBF.,
The PCC being aware that the last Quinquennial Report on St. Mary's Church
revealed that substsntial Works of repair and restorats'on are required at St. Mary's
with a provisional cost for repairs and restoration of £330.000, the PCC wishes to
allocate or transfer to a Designated Fund for Restoring our Heritage the sum of
£60.000 where the use of such funds are designaled for repair8, restoration and
renovation of St. Mary's Church building. such Allocated or Designated Fund to be In
addition to the Restoring our Heritage Restricted Fund of £76,000.,
The PCC wishes lo keep £48,000 representing approximately six months running
costs in Unrestricted Reserves, to facilitate cash flow for rts ongoing ministry and
operational nèeds and in the évent of any major or unforeseen problem81issues
arising.,
The PCC is aware that the ReseN8s and allocations referred to above would not
nec6ssarily be sufficient to discharge all expen88 associated with the v8riOUS items
referred to abov8 and that fiJrther funding may be required from increased Giving,
Fundraising and Grants or a combination ofthe same,
The PCC intend to hold a Thanksgiving Programme to seek to promote an increa8e
direct Giving.,
The PCC noted that the lund8 the 8ubject of this document are presently invested in
the CBF Church of England Depostt Fund andlor held the Nat West Bank Accounts
ofthe PCC.
IMPLIMENTATION OF THE POLICY
Based upon the foregoing, Disley PCC resolves to create and hold in reserve andlor allocate
Ihe following sums for the following purposes arKJ to designate the funds as set out below..
{a) Restoring our Heritage Fund - Alk)cated or Designated £50,000.00 a8 an addition to
the £76,000.00 Restricted Fund in the existing Reslonng our Heritage Fund and so
provide a Total Fund of clrca £126.000 for the Restoration Works to St. Mary's
Church and thereby establish the basis for Fundraising and applying for Grants-
Ib) Running Costs- £48.000 - Unrestricted Fund.. and
{¢) £36,000 allocated for the 2023 Parish Share assessment (Unrestricted Fund) lo be
paid to Chester DBF either by instalments andlor in one or more lump sum payments
as determined by the PCC Treasurer in consultation with Chester DBF.
These Funds are in addition to existing Designated Funds which currently have credit
balances namely Children's and Families Designated Fund, Kidz Church Designated Fund,

Pastoral Designated Fund and St. Mary's Tots DeS￿nated Fund which Funds will continue in
existence.
This policy will be reviewed on a regular basis as cIr￿MStanceS dictate.
