AIM AND PURP
Disley Parochial Church Council {'PCC') has the alm and purpose, in cooperation with Ihe
Vicar, the Reverend Stuart Cornes, of promoting in the eccl8siastical parish, the whole
mission of the Church, pastoral, evangelistic, social and ecumenical.
To fulfil its Aim and Purpos8S, the PCC 18 81s0 specifically responsible for the care and
maintenance of the two Churches in Disley Parish. St. Mary th8 Virgin, Dis18y ( St. Mary's.)
(and its surrounding churchyards) and St. John the Divine, Fumess Vale ('St. John's.).

The PCC is committed to its Mission Statement which confirms in relation to both St. Mary'8

Christian faith and to enable as many people as possible to worship at our Churches
and become part of our parish community.
The PCC. in conjunction with the VirAr. maintains an overyiew of worship and activities
throughout the Parish and how our services and other activities can involve the many groups

that live within our Parish. Our sep4ices, worship and other actNities puts our Christian faith
into practice through prayer, scnpture. teaching, and the sarxaments.
PUBLIC BENEFIT
When planning our artNities for the year. the PCC has considered the Charty CornmissK)n's
guidan￿ on Public Benefft and the supplementary guidan£X on Charities for th8
Advancement of Religion.
In particular, we try to enable people to INe out their faith as part of our parish ¢ommunrty
through Worship and prayer.. leaming about the Gospel and developing their knowledge and
trust in Jesus,. through the provision of pastoral care for people living in the parish and
through missionary and outreach work. Our achievements and perfomance in the year are
Set out in the next sections of this Report.
To facilitate all this worf<, rt is important that VK care for and maintain the Churches of St.
Mary's and St. John's.
ACHIEVEMENTS AND PER
RMANCE
Worshlp and Prayor
The PCC 18 keen to offer a range of ser4ices and a¢tNrties during the V￿8k and over the
course of the year that people in our Parish find both beneficial and spintually fulfilling.
St. Mary's 18 open for public worship every Sunday moming with an 11.00am Holy
Communion or Morning Prayer Service or an All Together to Worship Servi¢8 aimed
principally at Children and Young Families.
On the first Sunday of each month, a BCP Holy COmmun￿n or Moming Prayer Sep4ice18
held al St. Mary's at 8.00 am. St Mary's was also open for worship at 10 30am every
Thursday for a tsCP Holy Communion or Moming Prayer service and at 3.45pm every
Thursday during school temi time, for Lighthouse Family Church, a service principally
directed to Children and Young FamilEs.
The 11.00 am Sunday seNices were videoed and uploaded to our Parish Facebook page
and YouTube so that they could be shared with the communty.
st. Mary's is, of course. open on all Festival Days like Easter and Christmas In 2024, we
provided our full Easter ￿lebratiOn Services and the full range of our Christmas celebration
servic8S.
St. Mary's 1$ open to the public for prlvate prayer and refieclion every day from 10.00am to
4.00pm from the Spring through to the Aulumn. Imien closed at Christmas time. the porch of
Sl. Mary's remained open with a Prayer Tree where people coukl18ave their prayers and
messages, and many people availed themselves of this.
In addition to making St. Mary's available to the public for worship and private prayer and
reflection as part of our Mission Statement, we a￿ committed also to promoting and
publi¢ising the history arKI architectural and cutturdl hentage of St. Mary's (a Grade Il" Listed
Building) from its construdion 500 years ago, in 1524, as a small Chanty Chapel to its
present status as Disley Parish Church Information regarding this history, architectural and
cultural heritage is provided for visrtors inside the Church. We have also installed in St.
Mary's for the benefrt of visitors (with the assistan￿ of a grant from the National Hentage
Lottery Fund) an INFOPOINT system which enables visitors to be taken on a history tour of
St. Mary's using their mobile phones.
As 2024 was St. Mary's 500th centenary year, a number of celebratory, communty focused
events were held during the year induding a 500 Year Cekbration Service attended by the

Bishop of Stockport, the Rt Rev Sam Corfey together with many parishioners and members
of local communrty groups and organisations.
St. John's is open for public Worship each altemate Sunday with a 9.30am servi￿ of Holy
Communion or Moming Prayer and, like St. Mary's, provided a full range of serrfices
lebrating Easter arKI Christmas. St. John's can be made available for private prayer arKI
reflection during the week by wior arrangement with the Vicar or Church Wardens.
"Messy Chur¢h" is held once a month during Sch<)ol Terms at Disley Communty Centfe as
part of our ministry to Children and Young Familles. The 'Messy Church" sessions were
attended by an average of 25 young families and their thildren.
A monthly Holy Communion Service is held at one of the Retirement Homes in the Parish,
Dystlegh Grange, for the residents and is w811 received by them. In addrtion, we W￿re
pleased to wovide for the residents and staff a Remembrance Service and a Christingle
Service.
A Home GrouplPrayer Group is provided in the Parish for 8ible Study, prayer and fellowship
and has operated throughout the year.
All are welcome to attend any of our Services and the Homel Prayer Group.
At present, th8re are 60 parishionèrs on the Church Electoral Roll. 7 of whom are not
resident within the Parish Thè average wee￿Y attendance at St. Mary's for our main Sunday
service was 30145 and at St. John's was 5.
As well as our regular services, w8 enable our communrty to celebrat8 arKI thank God at the
milestones of the Joumey through lrfe. Through Baptism we thank God for the gift of life. In
Marriage public vows are exchanged with God's ￿eSSing and through Fun8ral services
friends and family express their grief and giv8 thanks for the life which is now complete in
this world and to commend thè person into Gods keeping. In 2024, we held one Wedding
two 8apti$m servi￿ and one Service of Thanksgiving for the birth of a child. We also held
8 funeral services and 9 intemwnts of ashes in the year.
We were also pleased to enable the local community to Come tog8ther to commemorate
Remembrance Sunday both at the Disley and Fume88 Vale War Memorials and in our two
Churches In November 2024. St. Mary's held a 'Remembenng Service" for those recently
bereaved and St. John's was pleased to host the local community "Christmas Tree Lighting.
in Fumess Vale.
St. Mary's w88 delighted in 2024 to hold the annual Diskey Civic Service and to provide the
catering for the Civic Reception afterwards and rts celebration of the achievements of the
local Disley Gommunty.
Our full programme of Advent and Christrnas Services were held, and the servi￿8 were
broadcast to the Community on You Tube and Facebook.
As in previous years, Disley Parish held a number of"Christingle Services". St Mary's
hosted one for the local Disley children and their parents and further services were provided
for the residents of Dysuegh Grange Relirement Home and the pupils of High Peak School,
a school wrthin the Parish for children with SFeoal needs. St. John's provided Christingle
Services for the pupils at Fumess Vale Primary School and Nevrtown Primary School.
Offertories re￿iVed for the Christingle Services were donated to The Children's Society.

Mission, Evanggllsm and Teaching
Over recent years the PCC has committed Considerable resource and effort to our ministy
to Children and Young Families in the Parish.
In addition to the weekly knghthouse Family Church SeNice at St. Mary's and the monthly
'Messy Church., all directed at children and young families. we were able to provide
Christian teaching at School Assemblies in the Pnmary Schools in the Parish. Disley Primary
School, Nevrtown Primary School and Fumess Vale Pnmary School.
We also continued teaching at the schools through °Open the Book", a presentation of
stories from the Bible through drama. A number of these sessions were wovided to pupils at
Furness Vale Pnmary Sth¢X)l and Nevrtown Primary School.
A successful St. Mary's Tots Group continued to thrive, heid weekly at the Disley Communty
Cenlre.
To proclaim to a wider audience the good news of Easter, St. Mary's in April 2024, hosted
°Experience Easteff bvhich took the fom of six stations or tableaux's around the church
showing scenes from the Easter Story with accompanying narrative. We were pleased to
have pupils and staff from Disley Pnmary School and High Peak School attend St. Mary to
explore this 'Experience' and hear the Easter Story. The stations or tsbleaux's together with
th8 narrative8 were avai18ble to be viewed and eX￿or8d by the public throughout Holy Week.
Following on the success of 'Experience Easter arKI in cel8brati¢)n of Harvest, St. Mary's in
September 2024. hosted "Experience Harvesf. This again t<)ok the fom of six stations
around church, each highlighting how the God given natural wodd provides rich harvests for
everyone to enjoy., from the land and the sea and also the Fruits of the Spirit. patience, joy
and peace.. The stations and narratives were available to b8 viewed and explored by the
public for a week prior to our Han188t Festival Seivice.
We are pleased to report that across the two Schoo￿. Disley Primary School and High Peak
School, over 200 pupils attended each of "Experience Easterf and "Experience Harvest..
We were able during the year to further our links with the local Scout group, 1st Disley
Scouts, when th8 Vicar was able to host al St Mary's some teaching sessions with the
S¢outs lo assist them in eaming their Fath Badges and later to assist them with Haryest
activilies.
At Christmas, St. Mary's h8ld a Christmas Tree Festival in which 23 local groups and
organisations participated.
The PCC is committed to our Children's and Families Work and would like to engage a full or
part time Children's and Families Worker when financial and other circumstances pemit.
A Home GrouplPrayer Group continued throughout the year for Bible Study, teaching, prayer
and fellowship.
The PCC supports by donations from unrestricted funds and through prayer the work of four
missionary charities who we regard as our Mission Partners namely Tearfund, Chur¢h
Pastoral Aid Society (CPAS), Church Mission Soaety (CMS) and Christian Solidarity
Worldwide (CSW). In addition. support is provided to the Oasis Centre in Gorton,
Manchester by prayer and donations of Harvest grfls anfj toys from our Toy Servicel Toy
Collection.

The PCC is active in and supports the Chester Diocese 'ABC Link with DR Congo. and
Church family members also support by donations and prayer the Oasis Centre in Gorton.
Manchester, Wellspring in St(Kkport, Christian Aid and Fnends of the Holy Land.
The PCC'S Mission Sub Committee seeks to womote and publicise the activth.es and work of
the various Mission Partners we support by inforniation on Missions Board displayed in the
churches, by articles in the bi-monthly 'lnTouch° newsletter. through prayer and by arranging
for speakers from the Missions to come to the Parish and speak at the churches.
Infomiation regarding all Worship services, Missions. groups. adivities and events is
provided on the Parish Website". disley-parish.org.uk. through our bi-monthly Newsletter
'InTouch' which is circulated widely in the Parish and on our Facebook page.
Pastoral Car•
The Vicar and our team of Pastoral Workers lead our Pastoral Work in the Parish. They
provide. at home or in hospital or nursing home, Holy Communion for those members of our
chur¢h families who are unable to attend church due to sickness or age. They visrt those
who are sick or unable to get out for any other reason to pray wth them and keep them In
touch with church lrfe.
The Pastoral Workers provide pastoral care aThJ ministy to the children and young families,
help families in the preparation for Bapts'sm8 and assist at each Baptism Service.
Be￿8vement 18 always a drfficult time for those affected. The Pastoral Team will make
contact with each bereaved family and wovide care arKI assistance to them before, during
and after the funeral service.
As refe￿ed lo above, we hold a monthly Holy Communion SeNir2 at Dystlegh Grange
Retirement Home which is always well received by the residents. In November and
De￿rnber 2024. we were also pleased to provide for the residents and staff a
Remembrance Service and a Christingle SeNice.
To provide care and kyomote fellowship for more senior memters of the Parish a 'Long
Table Lunch. is nonnally provided once a month through St. Mary's to, on average, 15120
elderfy parishioners each month.
A small group of ladies form the 'Knil and Nattorf group and, among other things, knit
prayer blankets which are presented to the parents of child￿n who are baptised in the
Parish.
A men's fellowship group. The Grumpy Old Men., nonnally meets once a month and has an
average attendance of 10 to16 men.
A team of arxomplished Bell ringers ring the Bells at St. Mary's for Weddings and, where
possi￿8, before Sunday morning worship.
Ecumenical Relatlonshlps
We are a member of°Di51ey Churches Togetherf which indudes fellow Christians from the
Baptist, Methodist and Roman Catholic Churches in the Parish.
Activities include periodically holding joint worship services and in previous years we have
joined together for Lent courses. In 2024. we We￿ able as Disley Churches Together to join
with the local Quakers for a W￿d Day of Prayer service.

Deanery Synod and Diocesan Synod
Our Pastoral Workers are Ex Officio membern of the Chadkith Deanery Synod and also
m8mbers of the PCC. One of our Pastoral Workers is also a member of the Chester
Diocesan Synod. These memberships provide the PCC with important links between the
Parish, the Deanery, the Dbocese, and the wider structures of the church. A report of the
most recent meeting of the Deanery Synrxl is nomally presented at each meeting of the
pcc.
SL Mary's and SL John's Church
In addrtion to the Churches being open for the ser41￿$ and private wayer refe￿ed to above,
St. Mary's was open on Thursday aftemoons during School Temi times for L￿hthOu$e
Family Church. St. Mary's was open to the public at the times referred to above. for private
prayer and reflection and for visitors to experience and enjoy its history and architectural and
cultural heritage.
The most recent QuIr￿Uennlal Reports on St. Mary's {a Grade Il" Listed BuildirKJ) and St.
John's pose substantial challenges for the PCC. St. Mary's requires substantial restoration,
repointing and weatherproofing of the Tower and the enti￿ exterior stonework with an
estimat8d cost in the order of £350.0001£400,000. Sl. John's requires malenal works to
create better access and refurbishment of its krtchen and Hall where the costs have yet to be
assessed.
The PCC detemined that in order to proceed with the above works to St. Mary's, rt needed
Restoration Appeal for donations, a programme of Fundraising events and also to seek
Grant Funding A small working group has been established to take forward the necessary
planning and strat8gy of the Resloration Appeal, Fundraising and relevant applications for
Grant Funding. In anticipation that any Grant Funders will require some funding lo be
provided by the PCC to meet the cost of such works. the PCC has confimied rts commitment
to provide from reserves £126.000 made up from Its Restricted Fund ReseNe {Restoring our
Heritage Fund) and the balance from its un￿s￿'¢18d Reserves as set out in its Reserves
Policy. The Restoration Appeal and Fundraising programme were launch8d at the Disley
Proms event in April 2023. In 2024 an extensive programme of Restoration Appeal
Fundraising events were held. all heavily focused on the local ¢ommunrty All of the 2024
events were well attended and $ucce$sful and the finan¢i81 outcome is set out in the
Financial Review below.
Financial Review
(a) Accounts - 2024
The Accounts for the year 8nded 31 December 2024 which accompany this Annual Report,
are pr8pared on a Receipts and Payments basis. St. Mary's and St. John's maintain
separale a¢counting records during the year and the results for each Church are brought
togethèr at the year end to form the aG¢ompanying Accounts of the PCC. The total income of
the PCC does not exceed the threshold where an Audit is required and, accordingly, the
Accounts have been independently examined by Paul Clarkson, the appointed Independent
Examiner and his Report is included with the Accounts.

(b) Income- SL Mary's
Total receipts on Unrestricted Funds in 2024 were £86,752.09 of which £48,077.60 was
unrestricted Giving through Bankers Standing Order5 and £4,338.96 was Envelope Giving.
Gift Aid donations amounted to £1,175.76., Offertory on the plate and Sundry Donations
amounted to £5,128.15 and a further £10,383.87 was Incom8 Tax recovered through Gifl
Aid.
Fundraising income for Unrestricted Funds was £2,986.87,. Wedding and Funeral Fees V￿re
£4,866.00; Churchyard Income was £1,400.00 and Interest received was £10,394.88.
Income in Designated Funds, amountlng to £2,307.46. Income in Restricted Funds
(principally the Restoring our Heritage Restrict8d Fund as a result of the Restoration Appeal
and Fundraising programme) amounting to £71,927.24 and is detailed in the Accounts.
The planned giving through bankerfs Standing Orders and Envelopes was lower than the
previous year, with a decrèase over the previous year of (£2,008.24)
Total Unrestricted Income in 2024 compared with 2023 shows a decrea8e of (£2,885.00).
(c) Expendlture and Not Result- SL Mary,
Total expendrture from Unrestricted Funds in 2024 to enable us to provid8 our Chn8tian
ministry and mission from St. Mary's amounted to £85,996.50. This is an increase in
expenditure against lasl year of £11,517.34.
As in previous years, our single largest item of exp8nditur8 was Parish Share of £37,680.00.
Parish Share is our contribution to the Chester Diocesan budget which among olher things
provides th8 Stipends and housing for all the clergy in the Diocese, pensions for retired
clergy and the facilities and services provided by the Diocese to the parishes.
In 2024 Disley PCC detemined that, having regard to its other financial Commitments,
including a major Restoration Project for St. Mary's with a total estimated cost of circa
£350,0001£400 000, the PCC would pay only 50% of the 2024 Assessed Parish Share. Thi8
amounted to (the figure previously referr8d to) £37,680.00. In 2024, St. John's was not able
to make any Contribution towards the Parish Share.
The net result for the year on Unrestricted Funds was an increa88 of £755.59. The net result
on all Funds was a total increa88 in Funds of £59,388.91.
After transfer8 to ReseNes and after adding balances brought forward at the beginning of
the year, the balances carried forward at 318t December 2024 on Unrestricted Funds
totalled £167,680.38,. on Designated Funds totalled £3,857.73; on Restricted Funds lotalled
£145,333.28 and on Endowment Funds totalled £4,902.01. Th8 PCC'S ReseNes Policy is
annexed to the Accounts for 2024 which accompany this Annual Report.
(d) Income - SL John's
Total receipts on Unrestricted Funds at St. John's were £5,854.84 of which £3,865.92 was
Church Collections. A further £238.42 was Income Tax recovered through Gift Aid. Income
from Lettings of the Church Hall was £768.00 and Fundraising income was £583.08.
Wedding and Funeral Fees were £182.00. Interest received was £37.42. No Income was
received in Designated Funds or Restricted Funds in the year.
Total Income in the year of £5,654.84 was a decrease compared to the previous year of
(£423.40}.

(e) Expendlture and Net Resull - SL John's
Total expenditure from Unrestricted Funds in 2024 to enable us to provide our Christian
ministry and mission from St. John's amounted to £6,884.26. This is a decrease in
exp8nditure against last year of (£410.90).
The net result for St. John's for the year on all Funds was a Decrease of {£1,229.421.
After adding balances brought forward at the beginning of the year, the balances carried
forward at 31 st December 2024 on Unrestricted Funds totalled £4,118.44.. on Designated
Funds totalled £1,034.66 and Restricted Funds totalled (£531.01 }. Total Funds carried
forfiiard amounted to £4,622.09.
As a Consequen￿ of the Covid Pandemic, St. John's has seen a decline in its congregation
numbers and reduction in its Income. Accordingly, the future of St. John's and its
sustainability going forward is uncertain and continues to be a matter under constant reviaw
by the PCC. At the present time, St. John's continues in operation and carries on its
Christian Ministy and Mission in the Parish with some financial support from Sl. Mary's.
lfj Combined Total Income and Totsl Expendlture of SL Mary's and SL John,
The combined Total Income of St Mary'8 and St. John's on all Funds in 2024 was
£166,641.63. The combined Total Expenditure of St. Mary's and St. John's on all Funds in
2024 was £108,591.83, leaving a Combined Ex¢8ss of Income over Expenditur8 of Disley
PCC of £58,049.80.
(g) Roserv•• Pollcy
In 2022 the PCC assessed and discussed in detail a revised Reserves Policy taking into
account the financial posrtion of both St Mary's and St. John's and the requirement to raise
and exp8nd exlensive sums of money on Church buildings. A revised Reserves Policy was
agreed by the PCC and formally adopted on 13 March 2023. A copy of this Reserves Policy
is attached to the 2024 Accounts which accompany this Annual Report
At the 2024 year end th8 allo¢ation of Funds at St. Mary's was as follows.. Unrestricted
Funds £167,680.. Designated Funds £3,857.73,. Restricted Fund8 (principally the Restoring
our Herilage Restricted Fund} £145,333.28 and Endowment Funds £4,902.01.
Total Funds being £321,773.40.
At the 2024 year end the allocation of Funds at St. John's was as follows.. Unrestricted
Funds £4118.44; Designated Funds £1,034.66 and Restricted Funds (£531.01). Total Funds
being £4,622.09.
(h) Fundralslng
Fundraising at St. Mary's for Unrestricted Funds amounted to £2,986.87. The fundraising
activities included Long Table Lunches, Coffee Mornings, Catering at the Disley Civic
Service and the delivery of the Disley News on behalf of Dis18y Parish Council.
Fundraising for the Restoring our Heritage Restricted Fund in the 500th Centenary year of St.
Mary's amounted to £7,607.23 and included Disley Proms, Church Fete, Churchwarden's
Sponsored Walk, two Organ Recitals, a Ceilidh Night and a Christmas Tre8 Festival. We felt

that all the events We￿ particularly good ways of welcoming communty groups and the
public into St. Mary's and ts grounds and linking in with local community events.
Fundraising at St. John's for Unrestricted Funds amounted to £563.08 and included Coffee
Mornings and the sale of refreshments at events.
11) Investments
AII PCC fund balances are either invested with the CCLA Church of England Deposit or
Investment Funds or are held in Nat W8St Bank PLC.
The PCC has not engaged in Social Investing.
FURTHER INFORMATION
Voluntsern
We would like to thank all the volunteers who work 80 hard to make our churches the friendly
and welcoming communities they are.
In particular, we want to mention the outstanding work carried out by the members of the
Children's Team, Pastoral Workers and the Wicar in ensuring our ministries to all members of
our Church Famili88 and to the community continue and thrive. We would also like to thank
the teams of volunteers, who clean, decorate with flowers, and generally maintain the
interlors of St. Mary's and St. John'8 and those who work at maintaining and canng for the
church grounds.
Structur•, Gov•manc• and Manag•ment
pcc
The PCC'S Governing t)ocum8nt, lik8 all other PCC'S, is the Parochial Church Councils
{Powers) Measure 1956 as amended, and the Church Representation Rules a8 amended.
The PCC is in law a 'body Corporate" and a charty and Di81ey PCC is registered with the
Charity Commission with Charily Registration Number.. 1185602. The PCC'S aim and
purpose is promoting in the Ecclesiastical Parish the whole mission of the Church, pastoral,
8vangelislic, social, and ecumenical.
The method of appointment of PCC members is set out in the Church Representation Rules.
The membership of Disley PCC consists of the Vicar, the Churchwardens and the Pastoral
Workers (all Ex Officio members) and members elected at the Annual Parochial Church
Meeting IAPCM) by those members of the church's congregations who are on the Electoral
Roll of the Parish.
Elected members of the PCC nornially serve for three years. One third of the elected
members of the PCC retire each year at the APCM and are eligibl8 to offer themselves for
r84lection.
All members of our congregations are encouraged to register on the E18Ctoral Roll and stand
for election to the PCC.
The PCC members, as charity Trustees, are responsiblè for making de¢isions on all matters
of general concern and importance to the Parish including deciding on how the funds of the

PCC are to be spent. The PCC met on seven occasions during the year. The average level
of attendance at the PCC Meetings was ¢)ver 50%. Mhen the PCC did not meet. the
Executive Committee (comprising the Vicar, the Churchwardens, the Treasurer and the PCC
Secretary) met as necessary and dealt wth any issues requinng 8tt8nts'on.
The PCC has Mission, Strategy and Fundraising Sub Committees. The Sub Committees are
responsible to the PCC and reFth back to the PCC. as ne￿sary.
No significant transaction, contract or arrangement was, during the year, entered into
between the PCC and any member of the PCC or any do8ety related person to such
member.

OF FUND
As approvod and adoptsd by Dlsley PCC on 13th Ma￿h 2023
Disley Parochial Church Council ('Disley PCC" and Ihe PCC.) reviewed and considered its
financial position, the funds and income available to it, known and expected liabilities and
requirements for 8xpenditur8 which were reasonably foreseeable and resolved to adopt and
approve the Resenies Policy set out in this document. In arriving at the Reserie8 Policy the
PCC discus8ed and noted the followng."
CURRENT CIRCUMSTANES
Total Income at St. Mary's is declining and has not recovered to Pre-covid levels.
Congregation numbers are some 4¢Yh150% less than Pre-covid levels. The large8t
proportion of the congregation is 60+ and on fixed or pension incomes.
Expanses forever increase and there is likely to be100% increase in Energy Costs in
2023. The Defi¢it on the General Fund at the end of 2022 was £34,323.00.
St. John's is almost financially unsustainable. It has an average congregatlon in
single numbers, th8 majority of whom are 60+ and on fixed or pension incom88.
Sl. John's Income is currently just about able to pay it's OLrtgoings but it also face8
substantial increase in Energy Costs from December 2022. It had Total Assets of
£6,900 at 31 December 2022. For many years St. John's wa8 able to contribute
approximately 10% towards the Parish Share. It tecame unable to make any
contribution from September 2021 which means the whde burden of th8 Parish
Share has, since that date, fallen on St. Mary's.
Parish Share (which is the annual assessment made upon the Parish by Chester
Diocesan Board of Finance fchester DBF.) as the Parish's ¢ontribution to Chester
Diocesan Budget) is the PCC'S single largest ttem of Expenditure each year.-
St. Mary's Total Income in 2022 in tts General Fund was £84,141.41. The
Parish Share in 2022 was £69,668.00 (which the PCC has paid in full) which
represented 820A of the PCC'S Total Income,
Assuming St. Mary's Total Income in 2023 is substantially the same as 2022
l.e. GlrGa £84,141.00 ttwi the 2023 Pariah Shar• of £74.767.00 will Mpm8•nt
some 86% of St. Mary'$ Totsl Income..
For many years the PCC has paid the assessed Parish Share in full but has
only been able to do so by using rts Reserves.
The PCC has detemined that the atove situation is unsu8tainabl8 particulady
in the light of the matters mentioned later in this Reserves Policy",
In considering the Questions which St. Mary's faces, namely - 'How much of
the 2023 Parish Share can it afford to pay?. And 'How much of its R8s8rves
can it sensibly afford to US8 to fvrKI the Parish Share?. the PCC have
detemiined that it must reduce the amount it pays in Parish Share to, at least,
the extent that such payment produces a Deficit in the PCC'S General Fund.
This is a fundamental change in the PCC'S approach to the Parish Sharè,
having consistently paid the Parish Share in full for ￿rtainlY the last 14 years.
This change is driven by the issues outlined in this Reserv8s Policy.
It is estimated that approximately 40150% of St. Mary's Total Unrestrictsd
Income each year is required just to pay the 'ordinarf day to day running
costs and expenses of the Church e.g. - utiltties, insurance, rouiine
Maintenan￿ and nomial outgoings (excluding Parish Share and any material

non-recurring items of exp8nditure) leaving approximately S0160% of St.
Mary's Total Unrestnded Income available to pay the annual assessm&nt of
the Parish Share. Applying these percentages to the 2023 Parish Share
assessment of £71,767.00 the PCC on 9 January 2023, unanimously
resolved that the amount of the 2023 Parish Share whidi the PCC could
reasonably afford to pay woukl be SO% of the 2023 assessed Parish Share
being approximately £34000. The PCC al80 detennined to review the
posrtion again in June 2023..
Any unpaid Parish Share remains as a D8bt du8 to Che$t8r DBF.
St. Mary's, which is a Grade Il" Listed building, is faced with having to fund an
estimated amount of £330.000 to carry out extensive renovation and r8pair works to
the Structure of the building as identffied in its last Quinquennial Report.
St. John's is likely to have a Capttal Expenditure requirement of an estimated
£30,000 for works to SL John's building when its next Quinquennial Report IS iS8U8d
in 2023.
It is envisaged that the renovation works to St. Mary's will have to bè carried out in
stages over a numb8r of years and that the capital commrtment to fund the works will
have to be found from a combination of (a) use of Reserves Ib) Fundraising and Ic)
Grants.
At 31 December 2022, St. Mary's had available Re8erv8s of approximately £210,000
held in the CBF Deposrt Account and the Restoring our Herttage Account such
reserves being derived from some substantial legacies and the balance of the
proceeds of sale of St. Mary's Schoolrooms.
These Reserves (as directed by the PCC by ts Resolution8 pa88ed on 22 O¢tob6r
2022 and 9 January 2023) are allocated as follows:_
(a) £76,000 - Restricted -Restoring our H8ritag8 Fund - for u88 solely in
connection with the necessary restoration works: and
(b) £134.000- Unrestricted.
PRINCIPLES
In good steward8hip, money should only be kept in reseprfe for spe¢fflc reasons.
Whilst the Bible clearly indicates that we should not hoard it is also clear that sensible
planning for known events and responsibly for others is important.
Charities leaislation requires charities to have a purpose in holding onto mon8y. A
88nsible Reserves Policy shows the purpose for which reserves are held and the
amount held.
The PCC is aware of the ongoing, month on month. Deficit in its Income as
compared to its monthly Expenditure arKI determined that it wshed to have at least
8ix months Running C08tsP4Vorking Caprtal cash reserves to cover ongoing ministry
and operation costs and also in case Unfo￿Seen problems arose.
The PCC is aware that some costs cannot be absorbed into the yearly cash flow, and
that sensible planning and allocation of furKls to designated and restrlct8d funds is
necessary for securing the future ministry of the church. If money comes in that takes
us above our reserve the PCC will plan how to use rt for ministy, apportion rt to
appropriate designated or restricted funds or gtve beyond ourselves to groups that
align wsth our charitable purpose.
POLICY
Disley PCC aims to redu￿ the amount that it pays to Chester DBF for Parish Share
and to keep approximately stx months running costs in Unrestrrcted Reserves to

facilitate cash flow for its ongoing ministry and operational needs and in the event of
any major or unforeseen prOblem￿lSSueS arise. It will also seek to allocate or deposit
mon8y Into designated and restncted funds to faolrtate longer term projects and
expeded works (e.g. works identffied in the Quinquennial Report and projects for
future sustainability and ministry). It will therefore review on a regular basis the
money that ts held in unrestricted fvnds.
APPLICATION
Taking into account the matters and Circumstances previously refeffed to in this Reserves
Policy and believing that it is prudent to do so'.-
The PCC resofv8d on 9 January 2023 to reduce the amount that it pays to Chester
DBF in respect of the annual assessment of Parish Share to an amount which
approximates to 500A of its Total Annual Unrestricted Income recognising that any
unpaid Parish Share ￿MaInS as a Debt due to Chester DBF,
The PCC being aware that the last Quinquennial Report on St. Mary's Church
revealed that substantial works of repair and restoration are required at St. Mary's
with a provisional cost for repairs and restoration of £330,000, the PCC wishes to
allocate or transfer to a Designated Fund for Restoring our Heritage the sum of
£50,000 where the use of such funds are designated for repairs, restoration and
renovation of St. Mary's Church building, such Allocat8d or D8signated Fund to be in
addition to the Restoring our Heritage Restricted Fund of £76,000..
The PCC wishes to keep £48,000 representing approximately stx month8 wnning
costs in Unrestricted Reseries, to facilitate cash ftow for its oftgoing ministry and
operational needs and in tha event of any major or unforeseen problemslissues
arising.,
The PCC is aware that the Reserves and allocations referr8d to above would not
necessarily be sufficient to discharge all expense associated with the various rtems
referred lo above and that further funding may be required from increased Giving,

The PCC intend to hold a ThanksgNing Programme to seek to promote an increase
direct Giving.
The PCC noted that the funds the Subject of this document are pres8ntly invested in
the CBF Church ol EnglarKI Deposit Fund andlor held th8 Nat West Bank Accounts
of th8 PCC.
IMPLIMENTATION OF THE POUCY
Bas8d upon the foregoing, Disley PCC re801v88 to create and hold in reserve andlor allocate
the following sum8 for the following purposes and to designate the funds as Set out below..
{a) Re8torFng our Heritage Fund- Allocated or Designated £60,000.00 as an addition to
the £76,000.00 Restricted Fund in the existing Restoring our Heritage Fund and so
provide a Total Fund of clrca £126.000 for the Restoration Works to St. Mary's
Church and thereby establish the basis for Fundraising and applying for Grants.,
(b) Running Costs - £48,000 - Unrestricted Fund" and
(c) £36,000 allocated for the 2023 Parish Share assessment (UnrestriGted Fund} to bè
paid to Chester DBF either by instalments andlor in one or more lump sum payments
as detemined by the PCC Treasurer in consuliation wrth Chester DBF.
These Funds are in addition to existing Designated Funds which currently have cred
balances nam8ly Children's and Famili8s Designated Fund, Kt'dz Church Dèsignat8d Fund,

Pastoral Designated Fund and St. Mary's Tots Designat&J FurKI which Funds will continue in
existen￿.
This policy will be revIev￿d ￿ a regular basis as arcumstances dictate.
