Old s(￿)01 Room
CAN WE CLOSE THE OLD SCH(X)L ROOM CHARITY>
In the CDuf5È of 2024, we Investigated whetherwe could dosethe Old school Aoom charity3nd, a5 a result.
getimmediateaccess ttrthe funds available.
This Chèritywasformed ln December 1992,. it owned the Old School Room. Originally, theold SchDoI Roo
was builtas a CofE primary school in 1858 but when it appeared too srnall, a new school wa5 built in 1874.
From then on, the OldSchool Room was used ￿ a Church Hall. The buildiw was 501d in May 2009. The net
woceeds of the sale amounted to £53.348.08. This money is ifi a spEoal CCLAin¥estment account.
According to the Rules of the Charitystheme, the income frorn thi5 CCLA account can only be u5ed.in
furtherin8 the religiou5 and othercharitable work of the Church of EllKland in the Ecclesiastical Parish of St.
Marbn ofTours, WestCoker."The annual interest income from this accoL￿t has been spènt on thegener
purp05esofthe church.
Accordin8 tothe same rules, the capital resultingfrom the sale of the Old School Room cannot beexpended
ut Tnust be invested,. this is called è permanent endowment. This can only be used to"recreate facilities".
Before closing the Old Sthool Room Charity, the permafteni endowment Should either be spent according to
its purpose. the recreation of faolities. or should be transferred to another chanty.
C105iry Theold school RoDrn Charity by means of transferrin8the perrnanent endowrnent to anather
charity, for example St. Martin of Tours PCC, would only crpate legal and admini5tratwehurdle5. The
permanentendowrnent woulij still have tD b2 separately aC￿U￿ted for and sbll could only be spent by
recreating facilitie5. Transferring to anoiher charity istherefore not the prefeTred way.

FOR THE YEAR ENDED 31 DECEMBER 2024
I report on the accounts of the The Parochial Church Council of the Ecclesiastical Parish of St Martin of Tours,
West Csoker. for the year ended 31 Decernber 2024 which are sel out on the attached pages.
Respective responsibilitie8 of trustees and examiner
The charity's trustees are responsible for the preparation of the accounts. The charitys trustees consider that an
audit is not required for the year under sertion 144(2) of the Charities Act 2011 (the 2011 Act) and that an
independent examination is needed.
It is my responsibility to '.
examine the accounts under section 145 of the 2011 Act,.
follow the priKedures laid down in the seneral directions given by the Charity Commission
under seclion 145(5)(b) of the 2011 Act-
state whether particular matters have come to my attention.

My examination was carried out in accordance with the 8eneral direction$ given by the Charity Commission. An
examination includes a review of the accountins records kept by the charity and a comparigon of the accounts
prL%enled with those records. It also includes consideration of any unusual item5 or dtxlostjres in the accounts,
and seekin8 explanations from you as trustees concernin8 any such matters. The procedures undertaken do not
providb. all the evidence that would be required in an audit and consequently no opinion is given as to whether the
accounts present a 'true and fair Vie￿ and the report is limited to those matters set out in the statement below.
