Other issues raised by the Charity Commission have less effect on a small local charity such as ours, but all of them have been addressed and a document listing our General Operating Procedures is currently being drafted. - the charity’s organisational structure and any wider network with which the charity works; - relationship with any related parties; - trustees’ consideration of major risks and the system and procedures to manage them. ## **Section C Objectives and activities** **Summary of the objects of the charity set out in its governing document** The principal object of the charity is to manage the publicly raised funds which will contribute towards enhancing and accelerating the NHSprovided and NHS–managed facilities at the new Community Hospital in Brackley which was opened in November 2020. **TAR** March **2012** 2 The trustees are mindful that the new community hospital is an NHS facility, and their main consideration, therefore, is that they should not fund equipment for which the local healthcare trust does not have the resources to ensure its ongoing use, maintenance and insurance. They are therefore guided by the aspirations of the Northamptonshire Healthcare Foundation Trust in terms of requirements for support. **Summary of the main activities undertaken for the public benefit in relation to these objects (include within this section the statutory declaration that trustees have had regard to the guidance issued by the Charity Commission on public benefit)** Certain services within the building are provided by the Oxfordshire University Hospitals Foundation Trust and requests for funding within the building for them will also be considered. Trustees at all times have regard to the guidance issued by the Charity Commission on public benefit. ## **Additional details of objectives and activities (Optional information)** You **may choose** to include further statements, where relevant, about: - policy on grantmaking; - policy programme related investment; - contribution made by volunteers. **TAR** March **2012** 3 Section D Achievements and performance ## **Summary of the main achievements of the charity during the year** The charity has been reactive to the needs of the various official bodies which offer services at the new building. The trustees have learned that we can only go as fast as the various agencies of the NHS wish to move. Trustees simply manage the funds that have been raised by the public and there is therefore no guaranteed ongoing income. Accordingly, the trustees are very mindful that they are able only to respond to requests for capital grant funding. A contribution towards a sophisticated piece of equipment will be valuable only if the NHS Trust which will manage it has adequate resources in its budget to fund the operation. During the past 12 months, the “League of Friends of Brackley Cottage Hospital” charity has closed and deregistered; it transferred its residual funds to the Brackley Community Hospital 2020 Trust, and trustees agreed to ringfence this for use only to benefit those patients in intermediate care beds on the second floor. Various requests for equipment have been made and agreed, and funding provided for specialist chairs, tables, a standing machine, user-friendly cutlery and other items specific to the rehabilitation of the patients prior to them returning to their own community. The Trustees have agreed to fund the acquisition of an ultra-sound scanner, configured to meet the needs of those who will be using it and benefitting from it, and this money will be handed over once the agreement has been reached to install one in the building and to staff it. Staffing costs and ongoing maintenance would be the responsibility of the Northamptonshire Healthcare Foundation Trust; the charity trustees have always made clear that they have no guaranteed source of income and therefore cannot commit to helping with any ongoing running costs. Reasonable requests for assistance within the building will be considered as and when they are received. **TAR** March **2012** 4 ## **Section E Financial review** **Brief statement of the charity’s policy on reserves** The Trustees have made very clear that they have no guaranteed income streams. Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity's accounts as carried out under section 145 of the Charities Act 2011 ('the 2011 Act'). In carrying out my examination I have followed the Directions given by the Charity Commission under section 145(5) (b) of the 2011 Act. ## **Independent examiner's statement** I have completed my examination. ACCOUNTING POLICIES** ## **Basis of preparing the financial statements** The financial statements of the charitable company, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Companies Act 2006. The financial statements have been prepared under the historical cost convention. ## **Income** All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably. ## **Expenditure** Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources. ## **Taxation** The charity is exempt from corporation tax on its charitable activities. ## **Fund accounting** Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees. Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes. ACCOUNTING POLICIES** ## **Basis of preparing the financial statements** The financial statements of the charitable company, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Companies Act 2006. The financial statements have been prepared under the historical cost convention. ## **Income** All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably. ## **Expenditure** Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources. ## **Taxation** The charity is exempt from corporation tax on its charitable activities. ## **Fund accounting** Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees. Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes. Further explanation of the nature and purpose of each fund is included in the notes to the financial statements. ## **2.
