## **What are the Charity’s Trusts** 

Metheringham Swimming Pool has the right to manage the land on which the Swimming Pool is built, through a Memorandum of Understanding with Metheringham Parish Council. The buildings on the site are in its Trust.

## **How the Charity is Constituted** 

Metheringham Swimming Pool is a Charitable Incorporated Organisation 

## **Trustee Selection Methods:** 

Trustees serve for a period of 2 years. There are no less than 4 & no more than 7 Trustees. 

The Governance & Management of the CIO is defined in the Constitution as follows: 

Apart from the first charity trustees, every trustee must be appointed for a term of **two years** by a resolution passed at a properly convened meeting of the charity trustees. In selecting individuals for appointment as charity trustees, the charity trustees must have regard to the skills, knowledge and experience needed for the effective administration of the CIO. 

**How New Trustees are Inducted & Trained** The existing charity trustees will make available to each new charity trustee, on or before his or her first appointment: 



a copy of the current version of the constitution; and a copy of the CIO’s latest Trustees’ Annual Report and statement of accounts. 

Induction and training will be provided by the secretary in a separate session, not less than one week before the first meeting which the new Trustee attends. 

## **Objects** 

## **Summary of the Purposes of the Charity.** 

The Objects (purposes) of Metheringham Swimming Pool CIO stated in the constitution are: 

- **The advancement of amateur sport.** 

- **The promotion of community participation in healthy recreation, for the benefit of the inhabitants of Metheringham and the surrounding area, by the provision of facilities for swimming and swimming lessons.** 

## **Statutory Declaration on Public Benefit** 

The trustees declare that they have complied with their duty to have due regard to the guidance on public benefit published by the Charity Commission in exercising their powers or duties. 

## **Executive Summary** 

In the Financial Year 1[st] April 2022 to 31[st] March 2023 the Trustees have met formally on a regular basis (a minimum of bi-monthly) to review the financial controls and continue with ongoing training for the Trustees in accordance with the specific guidance from the Charity Commission.  The pool has undergone a major refurbishment which started in January in 2022, this has been managed by the Trustees and went ahead thanks mainly to a grant from the FCC Communities Foundation.  The refurbishment has replaced the worn-out filtration system and pipes, refurbished the pool lining and sides and retiled the surface. The worn out slabs on the poolside have been replaced by resin gel flooring, making the whole area much safer.  This refurbishment will secure the Pool’s future for the community to use for many years to come. 

## **Activities & Achievements** 

The refurbishment work continued in April 2022, and, despite unforeseen setbacks caused by supply chain issues, a change of contractor and the weather, was finally completed in time for swimming to re-commence in August.  The season was extended until the start of October thanks to the support of grants we received. 

## **Summary of the Project Works** 

**April 2022** the tiles finally arrive. May 2022 the old mosaics are removed, and the historic crack is exposed. 

**June 2022** Work stops while the crack is investigated by the structural engineer from York Sills. An appeal is launched on Calendar News to raise the funds to pay for the additional repairs. Ashers Swimpool Centre carry out the resin injection repair to the crack. The Team from Struere UK come in to make good the damage; the old concrete pool top is cut down, rebar is added to strengthen it and a complete new top is recast. The holes in the pool lining are filled and rendered. The whole surface is tanked ready for tiling. The paving slabs are re-laid and levelled ready for the resin surface to be applied. The coping stones are replaced and grouted. The lights are connected. 



**July 2022** Tiling starts. The sides are completed with 2500 smooth tiles and mosaic tiles are used over the curves and around the deep end outlets. Tiling and grouting completed on the floor with 3000 non-slip tiles plus the cut tiles to fill the gaps, and the racing lanes are added in dark blue. Expansion joints filled with silicone to allow for movement.  Resin flooring laid down by MB Resin Driveways, fundraising allows this to be extended to the edges of the site not just the immediate poolside. 

August 2022 Covers replaced on the skimmers and valves. Tiles cleaned & the pool is ready for water to go in after a 2-week drying period.  On 16[th] August, Sean Dunderdale from Radio Lincolnshire comes to turn the tap on…the weather has the last laugh as there is rain and a thunderstorm on the day! 

## **Other Site Improvements** 

- In addition to the refurbishment work the following improvements have been made: 

- The roof has been replaced on the covered area on the grass and paving slabs laid underneath it. 

- • The grass has been “repaired” after the building work 

- A hard-standing area has been made for the bins just inside the gate 

- All the external woodwork has been painted 

- Signage on the site is being reviewed and renewed/updates where necessary 

- The changing room floors and toilet doors have been painted 

- The Tuckshop has been deep-cleaned and the old fridge has been replaced with a new one 

## **Additional Changes** 

The booking system on the website has been completely overhauled by S Rymer and it was introduced in September with relatively few teething problems. Pool users sign up for an online account and can make online bookings and payments for adult swim credits, parties, open swims, parent & toddler, mega swims & doggy swims although we have retained the ability to pay via the tuckshop. A computer system has been installed in the Tuckshop and we can also take card payments via a SumUp machine.  As a result of the new booking system, we have much more data to aid both reviews and planning for future development. 

## **Summary of Pool Use in 2022 Season** 

The pool finally opened on 25[th] August 2022 with some test adult swims and parties, including the delayed Year 6 party for Metheringham Primary School which was broadcast live on Calendar News _(the pupils were not charged for this, as a thank you to the school for their fundraising)_ The main swimming started with a Mega Swim on Bank Holiday Monday.  As a gesture of thanks to the community all swims were priced at £1 for that day. 

Since the end of August, 536 people signed up for a pool account, with 399 online payments. The admin team have answered over 1500 emails. A summary of pool usage can be found in the performance data below. There were also exercise classes in the pool and on the poolside which are run by external groups. 

Regular monthly updates to the Parish Council and the Community are provided through reports, articles in the local community magazine, and through our facebook page and website. 

## **Exemptions from Disclosure** 

There are no exemptions from disclosure applied to Metheringham Swimming Pool CIO. 

## **Use of Volunteers** 

All people associated with the Pool are volunteers, only the lifeguards receive a salary. 

Volunteers are not paid, they donate their services in maintenance, running the tuckshop etc.  Their contribution to the pool cannot be quantified in the financial sense however they are crucial to its running and future success. It is imperative that the work of the Trustees and the running of the CIO 



is transparent at all times so the Volunteers know that they remain at the heart of the Charity’s structure.

## **Financial Review** 

## **Statement of the Charity’s Policy on Reserves** 

The reserves that we have set aside provide financial stability and the means for the development of our principal activity.  We intend to maintain our reserves at a level which is at least equivalent to £2500 which is the amount required for initial opening of the pool in the 2023 season before revenue is generated. 

This will cover: 

- Boiler Service 

- I month Gas/Electricity/Water Bills 

- Any required water treatment & repairs following over-wintering procedures. 

The Trustees of Metheringham Swimming Pool regularly (as part of the financial statement at every meeting) review the amount of reserves that are required to ensure that they are adequate to fulfil our continuing obligations. 

## **Details of any Funds Materially in Deficit** 

The Trustees declare that the charity had no funds which were materially in deficit at the date of the statement of assets & liabilities. 

## **State of the Charity’s Finances** 

In the financial period 01-04-2022 to 31-03-2023 the **income** of the Charity was £38599.70 and **expenditure** was £47122.99.   There is very little income accrued in the months between October and March as the Pool is not open. 

In May 2021 Metheringham Swimming Pool entered into a formal agreement with Mr S Rymer, a connected person to Trustee Karen Rymer, to pay a monthly fee in respect of coding and managing the Metheringham Swimming Pool website.  This decision was made in accordance with the Charity Commission rules.  The monthly fee for the service is less than half the going rate for such services. 



Mrs Rymer removed herself from the meeting for the purpose of this discussion and remaining trustees made the decision and approved a written agreement. The agreement is renewed annually to ensure the costs still meet the Charity commission requirements. 

## **Restricted Funds** 

Metheringham Swimming Pool CIO did not hold any restricted funds in the financial period 01-042022 to 31-03-2022
