Mariners Chapel was opened as a church in 1850 in Chapel Street in Rowhedge by Mr John Martin. In legal temB. it

September 2019.

The Chapel. hereinafter called 'the Church". is govemed by its ConstitulKJn which indudes a Ststement of Faith
Memters of the Church are accEpted in awdan¢e wth its Conststut￿n. whth includes the requirements that
must111 profess their faith in the Lord Jesus Christ as God and sav￿U[, and12) be in agreement with the Stsl8ment
of Faith, and {3) be 16 years of age or over. Believers Baptism is encouraged.
Church Mernbers Meetings take pl￿ three tirres per year and these rTwtings have responsibility for the
overall p)Iw of the Church. Relevant matters arè $ubmrttod to Chsjrch Meetsngs ty the Trustees andlor by n*mbèrs
of the Church. Although the ConstitutKin permits decisions to be made * Church Pl￿￿"ng$ by appropriate malorities.

In awdance wtth its Constitutson, the Minister, rf any. of the Church autom*ully becomes a Trustee and a memt*r
of the Leadership Team on apwintmenL Otherwise. members of the Church appoint other members of the
Leadership Team, each of whom become Trustees urtsi appOintm￿t. The Leadership Team is responsible for the
day lo day njnning of th8 Church's work and wrtness as well as for financHI and legal matters. All members are
actively èncouraged to take an appropnate part in the spiritual and practral tasks involved in the fvrtherance of the
chaiitable objective.

The prin¢ipal objective of the Church is the advancement of the Christian faith. including education, Community
.Sery1￿ and such other general chantab￿ purposes in such pats of the United Kj'ngdom and the world as the Churth
shall det8mine. In order to aCh￿Ve objeth"ve. the Church provides a variety of ministries both lo its membership
and lo the I￿al communrty. The aim ts to show the love ofJesus Christ in both word and deed and to bring people
into a closer relats'onship WFth Him as living Lord.
Central lo the work and witness of the Church 1$ the provis￿1 of regular public seThi￿ of Chnstian worship
accompanied by weekty Lrf￿roup meettngs lo en¢wrage peo￿ as they strenglhen farth, to build community and to
pray for and encourage one another. An athe group communicats'ng vki text pray daity for needs as they arise and
offers pract￿1 supwrt where able.
The Foodbank Hub is now in ts fourth year and utilises volunteer supp)rt from the Church and voluntsors from
R¢)whedge and Cokhester to support the growing needs ofour community. In this rewrting perk)d. 472 aduRs and
6CE children were provided wrth fc*)d and household iteffts including fresh vegetables and fruit.
The Mariners Communty Support c￿ordInatOr has W our Fc#)dbank Hub over the rewjth'ng peri￿ti and, using
voluntaer coaches, also cMrdinates supkM)rt to famil*s both in tthe Ictsl s¢h(M)l usng the Christian charity
'Tran$foming Lives for Good, rTh)del and in the l(Thl communrty to familles who are in need of supporL Slcw cooker
club, provKling foc¥J. recipes arKI slow ¢￿er$ to families in need of supwrt has continued during the year. GLOW-
an after School club wh￿h supports children with particuL3r needs along5￿￿e those children who have been part of
TLG is now also incorporating Forest School at their weekty n￿etings. The INell, a weekty drop in whicfi lackles social
isolation by providing company and support mainty to older ￿￿•ts conb'nued to thrive during the year as did the Baby
and Toddler group wbth SUPF*Yt and care offered kn parents. carers and their thildren. These MIn￿trieS a￿ run by
volunteers.
In November 2023. Mariners Chapel voted Ur￿nimoUSty to join Edge Minisfvslod by Cart Beech and as part of this
developing relationship, Mariners will be ac￿ety invofved in intercessory prayer for the wider Edge community.
Marin&rs Chapel operat8S Systems to ensure that all p80p￿ WOTkn"ng w¢th chiK4ren crf adults wth aJditional needs are
appropriately vetted via the Disclosure and Barring Service. Our Safeguarding Policy is uimjaled annually with training
for those working directty with children or adults. Mariners Chapel has b)th male and female inthouse safeguarding
contacts and an extemal contact. Ihe latter being the He•Jteacher of the I￿1 primary xhool. The Trustees of the
Church have read the Charity Commission guidance on Publ￿ benefit ￿ are sabsf*d that the Xtivit￿ outlin￿J
clearty demonstrate that the chanty providing a benefft to the publ￿.

there has been a period of growth over the year and this has provkded further opportunitres to reach out and shafe the

During the ￿POrting perK*J, attendan* at Sunday worship has grown as it has at our weekty Lite group, wilh weekty
Lrfe-group attendance ha¥ing lripled gnce January 2024. which is a enCourage￿￿nt

The Church continues to rdise ffijnds within the Church and to seek funds elsewhere as necessary. To this end, a
grant of£5,000 was 9ratefully recer¥•d from thg Essex Communty Fund in July 2023. This mon•y has hèlp8d
maintain the Mariners Chapel Support Coordinator role.
In the reporting year. we continue to have a General FuThJ wh¢h is an unrestn.cted Fund and can be used for any
unrestricted illco￿ of the Cnurch. The three Restricted Funds can onty be used for the purposes for which receipts
to them are given. namety a Foodbank Fund, a Hardship Fund and a Building Fund. Details of the receipts and
payrr*nts on each Fund and olher ￿tte[s are shthvn in tho attached A<￿￿nts.
As we do not currentty employ a Minister. our main axpendrture dunng the re￿￿ng peric¥J has been the Lrpdating of
the Chapel building whi¢h included the installabon of accessible loilels. These were part funded through grants from
Colchester Catalyst Charity 01 £10,CM)O and £2,300 from 8&nefacl Trust, trKIth reeeN8d during this reporting period.
The salary of our Community Support CrH)tdinator. who works part4irne for the Church, was the other significant cost
in the year.

accompanying finaneAal statements.
Mariners Chapel was a part￿1patr.ng employer vAthin the Nalthal Employment Savings Tmst pon&on schem8 during
the year.
Mariners Chapel is heavity dependenl on its ￿EmberShiP vA)rking as volunteer5 in all aspects of its actNities, many of
which run wrth little or no impact on the Chapel expenditure. but neverthe*s cw*ln"bute substantsally to the
achievement of the church's objeclrves.

The Twstees have established a Reseives Polw to enab￿ Mariners Chapel io fvnthn effectivety and meet
obligatDns in the event of a decline in our incorrE or a major cost. Having ¢onsKlered the relevant risks of Changes in
income and expenditure, the Trustees have deternined Ihat the appropriate Sevel of unrestricted reserves is in the
range 01£7,500 to £30.000

The Church's Trustees are responsible for the preparation of the accounts.
The Church's Trustees tonsider that an audit is not required for this year. under Sertion 144
of the Charitie5 Act 2011 ("the Charities Att"). and that an independent examination
needed.
It is my responsibility:
to examine the accounts under Sertion 145 of the Charities Act:
to follow the procedures laid down in the general Directions given by the Charity
Commisslon (under Sertion 14515llb} of the Charlties Attl- and
to State whether particular matter5 have come to my attention.
Basis of Inde
endent Examiner's ststement
My examination was carried out in accordance wr(h general Directions given by the
Charity Commission. An examination includes a review of the accounting records kept by
the Chapel and a comparison of the accounts presented with those records. It also includes
consideration of any unusual items or dixlosure5 in the accounts and seeking explanations
from the Trustees concerning any such matters. The procedures undertaken do noi provide
all the evidence that would be required in an audit and. consequently. no opinion is grrfen as
to whether the accounts present a 'true and fair. view and my report is limited to those
matters set out in the statement below.

In connection with my examination. no material matters have come to my attention which
gives me cause to believe that in any material respect:
accounting record5 were not kept in accordance with Sectlon 130 of the Charities Att
the accounts do not accord with the accounting records
the accounts do not comply with the applicable requirements concerning the fomi and
content of accounts set out in the Charities IAccounts and Reports) Regulations 2C(18
other than any requirement that the accounts give a 'true and fair view" which is not a
matter considered as part of an independent examination
I have come across no other matters in connettion with the examination to which attention
should be drawn In order to enable a proper understanding of the accounts to be reached.
