## **Trustees' annual report for the period 17 September 2019 to 28 February 2021** 

The trustees report on the first set of accounts to cover the period from 17 September 2019 to 28 February 2021. 

## **Structure, Governance and Management** 

Fuel Poverty Research Network is a registered charity and was first registered with the Charity Commission on 17 September 2019.  The charity has a Foundation Model Constitution as its governing document which was adopted 17 September 2019. 

## **Appointment of Trustees** 

The maximum number of charity trustees is 10. 

Apart from the first charity trustees, every trustee is appointed for a term of three years by a resolution passed at a properly covened meeting. 

In selecting individuals for appointment as charity trustees, the charity trustees must have regard to the skills, knowledge and experience needed for the effective administration of the CIO.

There are no related party transactions. 

## **Charitable Aims and Objectives** 

The objects of FPRN, as set out in its constitution dated 17 September 2019, are as follows: 

- a) To prevent or relieve fuel poverty, for the public benefit, through undertaking promoting and supporting research into factors that contribute to fuel poverty and ways to mitigate these factors, and publishing the results. 

- b) To advance the education of the public, for the public benefit, on the subject of fuel poverty through promoting public awareness of fuel poverty and its consequences (in particular, but not exclusively, its impact on health, poverty and the environment) and encouraging dialogue between researchers, practitioners, charities or other organisations working to prevent or relieve fuel poverty anywhere in the world. 

In this constitution ‘fuel poverty’ means the inability to afford or access adequate energy services. 

## **Main Activities Undertaken for Public Benefit** 

The main activities of the charity, having regard to Charity Commission guidance on public benefit, are as follows: 

- Organising and delivering events to increase understanding and awareness of fuel poverty, focusing on research and practice in this field. 

- Supporting an online network of researchers, practitioners and policymakers, in order to strengthen links between research, practice and policy in respect of fuel poverty. 

- Supporting and promoting research activity related to fuel poverty, through making grants to support relevant research.

Summary of Achlevements 2021
The main activities during the period of this report Y￿re as follows:
Delivering a cO￿eren￿ titled Fuel Povety in Wales, held at Cardiff University 25-26
November 2019, involving 40 participants. Income and expenditure for this event was
handled by Salford University and therefore do not appear in FPRN'S accounts.
Growth of the FPRN Ji5cmail ne￿ork to approx. 200 members, UK and intemational.
The network is managed by FPRN trustees at no cost.
Securing a grant of £58,419 from Eaga Charitable Trust, for a two-year grant
programme (EPEC) offering grants and bursaries to Early Career Researchers in the
field of fuel poverty.
An independent consultant Was appointed from September 2020 to manage the
project. A call for research proposals for the first round of EPEC grants was issued in
November 2020, with a closing date of January 2021. This attracted over 40
applications from an intemational spread of early career researchers working on
projects related to fuel poverty.
Planning and delivering an intemational conference- Making Decarbonisation Fair- in
conjunction with ENGAGER, supported by COST (European Cooperation in Science
and Technology). and with Portugal-based partners DECO and CENSE. This online
Conferen￿ took plao 14 March 2021, attracting over 400 participants.
FPRN was constituted in September 2019 with six inaugural trustees. A further two trustees
wer8 appointed in 2020 to strengthen the committee and refiect the intemational scope of
the charity's activities.
Trustees met monthly during the period of this report, either in person or online, as allowed
in the constitution.
Future Plans
Awarding and supporting the first round of EPEC grants and launching the second
round in November 2021.
Securing funding to extend and develop grant programmes to support fuel poverty
researchers.
Further growth of the online network and raising the profile of FPRN through social
media.
Developing a long-term strategy for the organisation.
Reserves Policy
The charity does not hold any reserves at this time due to income of restricted grants which
is redistributed. Some work is completed on a consultancy basis, however there are no
employed stsff.

I report to the trustees on my examination of the accounts of Fuel Poverty Research Network (the charity) for the period 17 September 2019 to 28 February 2021. 

## **Responsibilities and basis of report** 

As charity trustees of the Charity you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act'). 

I report in respect of my examination of FPRN accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

## **Independent examiners statement** 

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 

1.  accounting records were not kept in respect of the Charity as required by section 130 of the Act; or 

2.  the accounts do not accord with those records. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

## **1 Receipts and payments accounts** 

Receipts and payments accounts are statements that summarise the movement of cash into and out of the charity during the financial year. 

In this context "cash" includes cash equivalents, for example, bank accounts where cash can be readily withdrawn to pay for debts as they become due. 

## **Fund Accounting** 

Restricted funds have been provided to the charity for particular purposes and may only be spent for the purposes for which they were given.  Any balance remaining outstanding on restricted fund at the end of the year is carried forward as a balance on the fund, unless permission has been given by the funder to remove the restriction on the balance outstanding.  Restricted funds will arise from grants and donations given to the charity for specific purposes.
