The Trustees have pleasure in presenting their report and financial statements of the Charity for the year ended 30 September 2022.
OBJECTIVES AND ACTIVITIES
Our vision:
“Essex Recovery Foundation aims to build a visible recovery community who will use their voice to influence how services function and change perceptions of addiction and recovery.”
One of our core objectives is to take over the management and future commissioning of Essex County Council's addiction and recovery service contracts.
Our innovative approach brings together the evidence, the providers, and the community to revolutionise recovery at an individual and systemic level.
We will deliver this vision by:
Growing the recovery community - whether in person or online, the dedicated recovery community spaces we strive to create are safe and non-judgemental. They exist with the aim of providing opportunities for people to connect to others with shared experience.
Empowering people and their ideas - a crucial part of our work is to develop a model which focuses on listening to the recovery community and providing a platform for people to share their experiences, opinions, and ideas to help us influence positive change within drug and alcohol addiction services in Essex.
Influencing life-changing services - Essex Recovery Foundation is in a unique position to influence where funding for drug and alcohol services is spent in Essex. We believe that lived experience of addiction needs to be at the heart of the commissioning process and we will ensure that the recovery community's opinions are central to the decision-making process.
Changing perceptions - in order to achieve true societal change, we will challenge and change people's perceptions of addiction and make recovery everybody's responsibility. Through our work at Essex Recovery Foundation, we will create a movement where people in Essex are proud to understand addiction and support recovery.
PUBLIC BENEFIT
The directors confirm that they have had due regard to guidance published by the Charity Commission on public benefit.
ACHIEVEMENT AND PERFORMANCE
In November 2021 our Programme Director started their role with the charity. The following months were spent developing relationships with various partners and stakeholders.
In January 2022 the board of trustees and Recovery Advisory Committee attended a virtual away day hosted by the Programme Director and a colleague from Social Finance. The day focussed on the following:

Essex County Council delivered a presentation which gave us a better understanding of the drug and alcohol services across Essex and the landscape we are working in.

An internal review of the charity’s vision, mission and aims and objectives.

A workshop hosted by Revolving Doors around what it means to be a community led organisation.

Our approach to community engagement.
An outcome of this away day was the agreement that we needed to create a new strategic framework. Since this event, we have developed that framework with detailed plans of how we will grow the recovery community, empower people, influence life-changing services and change perceptions of addiction and recovery.
Additionally, during the 2021-2022 financial year, we continued with a focus on growing the recovery community and hosted fortnightly talk and walk tours in all 14 districts in Essex (including Southend and Thurrock).
We also completed our art and poetry competition and showcase which saw over 30 entries which were celebrated at a showcase event in Southend with over 50 people in attendance.
We commenced the planning of our charity launch event which took place at the County Hotel, Chelmsford on the 17[th] of May 2023. Further details of this will be included within next year’s report.
The Programme Director successfully recruited two new members to the team. A Community Partnership Lead and Workforce Development and Training Lead who started in June 2022 and November 2022 respectively.
By the end of the financial year, we had 67 new members and 12 new volunteers who had registered with the charity.
We also commissioned and helped deliver a comprehensive needs assessment which was led by TONIC consultancy. The findings of this needs assessment are now available and can be found on our website: www.essexrecoveryfoundation.org
FINANCIAL REVIEW
We received the first quarterly payments from the three year National Lottery Community Fund grant (RC London and South East Region), totalling £73,200 within the financial year. The total value of the grant over three years is £366,700.
We received a grant of £110,000 from Essex County Council which contributed to our overall operational costs, particularly around community engagement and carrying out the drug and alcohol needs assessment.
Expenditure has increased through the year due to recruiting paid employees and subsequent elevated activity.
We have secured further funds from Essex County Council and have a grant agreement in place for the 20222023 and 2023-2024 financial years.
We engaged a fundraiser to develop a pipeline document of potential funding streams that our charity could access. We are confident that we will continue to attract further funding due to our unique project with comprehensive plans for the future.

PLANS FOR THE FUTURE
Our key plans for the future are to deliver on our aims and objectives from our four areas within our strategic framework:
Growing the recovery community:
Communicate our vision and reach more people in Essex.
Through our visible recovery community, we will share our vision for a more hopeful future for people affected by drug and alcohol addiction. Our work will cover the entirety of Essex to ensure we reach those who are not in traditional recovery pathways or who are still in active addiction.
Create spaces to bring people together.
People tell us that connecting with others is a crucial element of long-term recovery. To help us achieve our mission, we will create a variety of spaces to encourage the recovery community to connect with people who have shared experiences in safe environments which harness hope, creativity, and joy.
Support people to navigate addiction and recovery services.
We will help people to access life-changing services in Essex, at whatever stage they are in their recovery.
Connect with partners who share our vision.
We believe that the recovery workforce should actively be part of the recovery community. We will work with any people, organisations, groups, or services who share our goal of improving the experience of recovery in Essex.
Empowering people and their ideas:
Provide a variety of ways for people to share their opinions.
By recognising that people have differing capacity to engage with us, we will ensure equality of opportunity to contribute to Essex Recovery Foundation's work within the community.
Develop a volunteering, training, and employment programme.
We will provide meaningful opportunities to help people achieve their personal aspirations, whether as a volunteer or employee.
Equip people with the skills to speak publicly about their experiences.
As an organisation with lived experience at its core, we will amplify the voices of the recovery community and ensure they are heard.
Nurture grassroots projects.
We want recovery spaces to be led and created by the community. We will develop a clear process for people to contribute to our mission with their own ideas, projects, and initiatives.

Influencing life-changing services.
Put the recovery community at the heart of influencing life-changing services.
We will use the voices and experiences of the recovery community to contribute to the ongoing improvement of drug and alcohol addiction services in Essex.
Take a brave and radical approach to commissioning.
We aim to transform the commissioning process and ensure that the recovery community influence key decisions around commissioning services, with support from Essex County Council.
Gather evidence for informed decision-making.
In order to assess the effectiveness of services, we will create a system where we can record feedback from people with lived experience and use it as evidence to influence change.
Help make Essex the best place to work in recovery.
Essex Recovery Foundation will work with our partners to create a workforce that feel valued and are proud to work within addiction and recovery in Essex.
Changing perceptions.
Educate the wider community about recovery.
We will promote compassion towards addiction and improve society's awareness and understanding of recovery.
Be visible and celebrated in our community.
Through our recovery spaces and beyond, we will make recovery visible and an integral part of the Essex community.
STRUCTURE, GOVERNANCE AND MANAGEMENT
Governing document
The charity is a charitable incorporated organisation (CIO) and is governed by its constitution dated 16 September 2019.
In addition to the board of trustees and Recovery Advisory Committee, the charity now has six paid members of staff, Programme Director, Community Partnership Lead, Workforce Development and Training Lead, Radical Change Lead and two Recovery Space Coordinators. We also have a part time Executive Assistant, Marketing and Design Support and a Fundraiser working as self-employed staff with a service level agreement.

INDEPENDENT EXAMINER'S REPORT TO THE TRUSTEES
YEAR ENDED 30 SEPTEMBER 2022
I report to the charity trustees on my examination of the accounts of the charity for the year ended 30 September 2022 which are set out on pages 7 and 8.
Responsibilities and basis of report
As the charity’s trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).
I report in respect of my examination of the charity’s accounts carried out under section 145 of the Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner's statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:
- accounting records were not kept in respect of the charity as required by section 130 of the Act; or 2. the accounts do not accord with those records.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
