Policy and ELMO’s objective is to promote for the benefit
Objectives of the inhabitants of Greater London and the
surrounding area the provision of facilities for
recreation or other leisure time occupation of
individuals who have need of such facilities by
reason of their youth, age, infirmity or
disablement, financial hardship or social and
economic circumstances or for the public at
large in the interests of social welfare and
with the object of improving the condition of
life of the said inhabitants.
ELMO operates in the fields of arts, culture,
heritage and science and provides services
and promotes participation in arts and crafts
and in particular music. It operates in the
London boroughs of Hackney and Islington. It
aims to carry out its purpose by running
projects in schools and prisons that provide
participants with technical and practical

Despite the impact of Covid, ELMO has made remarkable progress in fulfilling
its core aims since our last AGM. The trustees have met six times since April 2021. One trustee has resigned and a new one been appointed so there are still currently eight trustees.
There have been a total of six full days of music provision in Pentonville Prison since April 2022, all extremely well received, with appreciation shown by the men and wardens, including the Head of Reduction of Reoffending, Natalie Adams, and Deputy Governor Kat Lawrence.
As well as running workshops in classrooms, ELMO has gained increasing support from senior management and prison officers and has thus been given access directly onto wings and has performed and engaged prisoners, directly on all five wings of the Prison, on some days reaching several hundred prisoners and staff.
ELMO’s representatives have also run a consultation session with prisoners, collecting highly encouraging feedback and suggestions for development which are being included in plans for the current year.
ELMO has managed to take several visitors into the Prison alongside the musicians to
witness and gain a better understanding of the project. These have included Trustees, an evaluation expert, and also two staff from the Howard League for Penal Reform, and a senior judge who have since contributed in various ways including support with ongoing fund raising and development plans.

Applications have been made to four funding organisations, with most
rejected but with some useful feedback and encouragement to reapply in 2023 was received. A successful winter appeal letter raised over
£2,000. A fund raising event is planned for April 2023 and three further applications to funding organisations are currently in preparation.

Note on reserving policy
Since the last year end, 30 April 2022, the Trustees have reviewed ELMO’s policy on retained reserves/funds. As a result, £1,500 has now been earmarked as restricted funds to cover the anticipated cost of a significant fundraising event to be held in the first half of 2023 and a further £250 to fund the initial costs incurred by an evaluation of our activities which is already in progress. As a result of these changes, ELMO’s unrestricted funds at 31 December 2022 amounted to some £2,600.
