      - Unfortunately, Geoffrey Barker has been absent from Church and PCC since May. There have been many unsuccessful attempts to contact him. John informed the meeting that because of this, his RPA Licence has lapsed and John has informed the Diocese that it will not be renewed. Geoff will no longer be a Deputy Churchwarden and member of the PCC.

- Lesley Booth

- Liz Charman

part to a substantial legacy from Audrey Cobley, friend and former Church Warden.

Looking forward-2020:

- Income: £29K - £8K less than 2019

- Expenditure: £38.5K

- Free will offering: £26,650 - 91.4% of projected income

- General Fund at the end of year: deficit over £9K

Judith Bailey was thanked for her hard work.

- The accounts were unanimously approved.

8. To receive a copy of the Annual Report. This was received as a true report by Juliet Hawley, seconded by Lance Andrews

Hazel Williams was thanked for writing the Report. She thanked to all those who contributed to the life of St Clements remembering:

Liz Charman and the Deputy Church Wardents: Lesley Booth, Geoff Barker; Officers: Judith Bailey-Treasurer; Judith Rigg-PCC Secretary; Peter Hughes / Morgan Beard-compiling the ‘Lily and the Anchor’; Internet Café: Tony Skaife; Geoff Barker; Martin Slater; Team of servers; our reader: Mary Andrews; and Toby Gibbons / John Day. Thanks were also proposed for Andrew Stoker –our priest for 15 years and David Efird sadly no longer with us.

Team Reports included:

Andy Oates asked about plans for good financial management into the future. John informed the meeting that at the last PCC (Thursday 13 November 2020) the PCC had unanimously agreed to pay the final instalment on the Offering to the Diocese (which previously the PCC had agreed would be at the same level as 2019 but less £3,000). This would bring the deficit for 2020 to £9,000, to be met from reserves. The PCC has asked the Treasurer to provide the January 2021 PCC meeting with a break-even budget for 2021. This inevitably would considerably reduce the payment to the Diocese. It had also been agreed that income from the Parish Room would be excluded from the budget as it is difficult to calculate – any income will be a bonus. Andy commended this as a prudent course of action.

6. Election of an Independent Examiner for the current financial year

   - Andy Oates was proposed as the independent examiner by Martin Slater, seconded by Judith Rigg. This was unanimously approved. He was thanked for his work.

7. Safeguarding and Child protection

   - Judith Rigg noted that bar one exception all PCC member had now been DBS checked. There was need now to follow up Safeguarding training for all PCC members. Hirers in the Back Room had also had DBS checks. Revd Geoffrey Peters has completed the forms for his most recent DBS check and is now required to complete the Diocesan training for clergy. John is working with him on this.

   - Mary Andrews contribution to St Clements was commended, giving ministry to the church and providing support over a difficult time following Andrew’s retirement in November and David’s death in January.

## **2020/21 Report for the Parochial Church Council of St Clement’s Church, York**

## **Aims and Purposes**

St. Clement’s Parochial Church Council (PCC) has the responsibility of cooperating with our curate, the Archdeacon John Day, in promoting in the ecclesiastical parish, the whole mission of the Church, pastoral, evangelistic, social and ecumenical

## **Objectives and Activities**

The PCC is committed to enabling as many people as possible to worship at our church and to become part of our parish community at St. Clement. The PCC maintains an overview of worship throughout the parish and makes suggestions on how our services can involve the many groups that live within our parish. Our services and worship put faith into practice through prayer and scripture, music and sacrament. The PCC is also committed to maintaining the fabric of St Clements.

## **Worship and Prayer**

Our services and church openings have been significantly impacted by the constraints of Coronavirus and the resulting Lockdown and restrictions. We have benefitted from our links with St Chads to receive regular Zoom services: Sunday worship / Bible Study / Weekly morning services which have been well advertised on our websites. Those without internet, have received regular weekly updates. When the churches have been allowed to be open, we have had alternate Sunday services with St Chads and regular Wednesday morning opening of St Clements for prayer.

We opened again for Advent Sunday - see photo - and were pleased to be open over Christmas 2020 to celebrate the birth of our Saviour including some Christmas music too!

The numbers on our electoral roll have sadly declined over this period through the death of senior members. Mention must be made of Sibyl Hewitt and Norman Clay who contributed to the life of St Clements over many years taking on major roles.

PAGE 4

We do thank God for the assistance received from St Chads members and ministers over this time. Some comments from St Clement’s members:

‘Our partnership with St Chads has enriched our church community and fellowship, we do appreciate their support’ - Juliet Hawley

- ‘It has been an absolute delight to make new friends at St Chads’ - Lis Barton

‘We have been grateful for the spirit-filled leadership of John and the team at St Chad's at what has been a difficult time for us following Andrew's retirement and David's death. It has been heartening to be able to join in online worship and Bible study sessions. In a short time, good friendships have been developed, and we have found much in common.’ - Peter Hughes

## Deanery Synod

Judith Rigg is our representative for this group which allows us to take part in regular events and discussions about the Deanery when circumstances allow.

## Pastoral Care

We are very grateful to our reader Mary Andrews for maintaining links with those in need at St Clements and those who have found it difficult with the restrictions of Lockdown.

life of our church going in unobtrusive ways. Thanks to Judith Bailey, our Treasurer, for her work and Liz Charman for her skills in maintaining the Covid requirements for us along with other jobs. Special thanks to our grass cutters too!

## **Structure, governance and management**

The method of appointment of PCC members is set out in the Church Representation Rules. At St Clement’s the membership of the PCC consists of the incumbent (John Day), the reader and members elected by those members of the congregation who are on the electoral roll of the church. All those who attend our services / members of the congregation are encouraged to register on the Electoral Roll and stand for election to the PCC.

The PCC members are responsible for making decisions on all matters of general concern and importance to the parish including deciding on how the funds of the PCC are to be spent.

The full PCC met 7 times during the year, all online, with an average level of attendance of 75% (those not present do not have the internet but have been kept informed and consulted). Given its wide responsibilities the PCC has a Standing Committee to oversee some of its responsibilities e.g. maintenance/fabric. We have also had 2 joint Standing Committee meetings with St Chads.

## Mission and Evangelism

Over this time with Lockdown restrictions, our Facebook website with St Chad has become an important channel for informing others about our faith through talks etc as well as relayed services. The weekly sheet with information about events, updates and readings for Sunday services has become an increasingly important way of maintaining contact with others. We are very grateful to those at St Chads for putting this together for us to share. Similarly our noticeboards have become an important connection point for our communities so thanks to those at St Clements who have refreshed these on a regular basis with eye catching posters.

Earlier this year - 2021, the PCC were invited to consider joining the parish of St Clements and St Chads with St Andrews, Bishopthorpe by Archdeacon Sam. After a number of meetings, the PCC agreed with St Chads PCC to support this proposal. This was then followed by setting up a Parish Profile and 2 members of our PCC taking part in the interview for a new priest. It was announced on April 18[th] 2021 that Revd Simon Bray has accepted the offer to become Priestin-Charge, York St Chad’s; Priest-in Charge, St Andrews Bishopthorpe and Assistant Curate, York St Clement’s.

**THE PARISH CHURCH OF ST CHAD, YORK MINUTES OF THE MEETINGS HELD VIA ZOOM ON WEDNESDAY 4[TH] NOVEMBER 2020 AT 7.00pm**

The minutes were agreed as a true record and acceptance was proposed by Nick Nightingale, seconded by Anne Bush.

## **3. Matters arising from the minutes**

None.

## **Chairman:** John Day

## **ANNUAL MEETING OF PARISHIONERS To elect Churchwardens**

Nick Nightingale was standing down as churchwarden after five years of dedicated leadership. The chairman thanked him for all his hard work throughout his terms of office.

Two nominations had been received: from Carolyn Jaques (proposed by Jill Shepherd and seconded by Veronica Copley) and Mary Banbury (nominated by Nick Nightingale and seconded by David Meek) who were both duly elected.

Anne Bush and David Butler had indicated their willingness to continue as deputy wardens and were duly accepted and appointed. Their support and work were much appreciated.

## **Report from Electoral Roll Officer**

## **4.**

Mary Banbury reported that there were two deaths since the Roll was last updated (24[th] March 2020), Gill Brian and Diana Radnage, and one addition, Bridget Learmouth. There were now 86 names on the Electoral Roll; 27 resident in the parish, 59 non-resident.

John introduced Bridget and Michael Learmouth who had retired from Michael’s London parish and were now residing in the parish. Michael was very soon to receive the Archbishop’s Permission To Officiate (PTO) in the Diocese.

## **5. Annual Report**

The report as required by the Charity Commission was received by the meeting and accepted unanimously.

## **6. Report from Safeguarding Officer**

## **ANNUAL PAROCHIAL CHURCH MEETING**

Copies of the annual report presented in the format as required by the Charities Commission, minutes of the 2019 meeting, update on Electoral Roll, accounts, independent examiner’s report, churchwarden’s report, proceedings of Deanery Synod and report from The Ven John Day, were all put together in a booklet, together with reports on activities of groups and organisations, and made available in advance of the meeting originally scheduled for 29[th] March 2020.

Peter Phillips reported that there had been no concerns; routine DBS checks were up to date. All PCC members were obliged to do the requisite training. He recommended that anyone who might be interested to see what was involved should look at the online sessions that were available on the website.

Nick Nightingale confirmed that notices were displayed in both the church and the hall emphasizing that the church was wholly involved. There are also links on all church websites to the diocesan safeguarding officer.

John Day opened the meeting with a welcome and prayer.

## **7. Churchwarden’s Report**

## **1. Apologies for Absence**

Anna Berry, David Meek.

## **2. Minutes of the previous meeting (Sunday 24[th] March 2019)**

Nick Nightingale gave a verbal update to his written report in the meetings booklet. It had been a remarkable six months; Sarita Adamson had, together with Jo Dalgleish’s unstinting support, raised over £3,000 for Christian Aid, and a magnificent £475 had been raised for Macmillan Cancer Support through the initiative of the virtual

PAGE 7

Wednesday Macmillan Coffee Morning. He also wished to pay tribute to John and Toby for their superb leadership during this time, the church has indeed grown since March and a large number are viewing the online services.

Bruce Marshal and David Butler, with diocesan approval, had installed new lighting around the altar in early March.

David Butler had supervised the installation of Wi-Fi in the church enabling the card reader to be installed at the back.

An application to provide improved access for all at the main entrance of the church – platform to replace present steps, ramps from car park and south terrace, and shallow steps from the road -is to be presented to the diocese. The application includes a shelter and hard paths for wheelchair users in the east end garden. Initial approval is hoped for by the middle of next year and priority will be given to work in the

Quiet Garden.

A gazebo had recently been erected in the corner of the east end garden which should withstand the winter and give welcome shelter at all times; two of the benches have been placed inside. It is out of sight and secure. Feedback welcomed. David Butler would keep under

review.

Nick thanked all those who worked in the grounds of the church, especially Martin Cross who had spent many hours in planting and improving the colour and variety of flowers and shrubs. Thanks were expressed to Nick for his dedication and hard work as Churchwarden over five years; and to him and Sue for generosity of gift of gazebo.

## Update on Health & Safety and Church Hall

Mike Felton reported. H&S has revolved around covid-19. A risk assessment was made prior to opening of church for services and also in the hall which re-opened for bookings in September. Risk assessments have been carried out by individual organisations. Some regular groups have not returned, following their own review; Flower Club and Quilters will review at Easter. Playgroup has not opened. Some physical activities returned in small groups. Before March 30-40 hrs of bookings, since September 13 hrs. Risk assessment guidelines have been complicated due to variety of versions. All church services and hall bookings closed again (5[th] November-2 December 2020).

## **8. Treasurer’s Report**

Martin Cross gave a verbal update on the written report for 2019 in the booklet. Income to date nearly £65,000, expenditure £64,500, surplus £500. Martin warmly thanked all who had generously reviewed their giving and made donations online. The garden benches had been covered by donations. Donations online and contactless machine also helped; the total here amounted to £850 (incl Gift Aid), of this £470 to church and £380 to charities. Income was less than usual but not as bad as predicted to date. Donations always welcome.

Questions or comments were sought. A written question on the financial situation had been answered; in March a deficit of £10,000 had been expected; we should acknowledge God’s grace in motivating giving. We must be generous whilst managing finances well. Martin was thanked for his report and for his diligent work.

The report was received, proposed by Mike Felton, seconded by Jackie Hudson, all in favour.

## Parish Buying

It was reported that Martin had presented at a Church of England national webinar about online and contactless giving and the Cof E is going to use St Chad’s as an example of good practice. The contactless giving machine was acquired through the Parish Buying Scheme which affords good discounts. A number of items have been bought through the scheme and our gas and electricity is bought this way.

## **9. Appointment of Independent Examiner – Col (Retd) John Goodsir, CBE**

Martin thanked John Goodsir for his continued examining of the accounts and was pleased that he was happy to continue in this position.

The appointment of Col John Goodsir as Independent Examiner for the 2020 accounts was proposed by Mary Banbury, seconded by Marion Goodrick, all in favour.

## **10. Report on Proceedings of Deanery Synod**

A meeting, the first of the present synod, had been scheduled online for18th November and would be attended by Bishop John Thompson, Bishop of Selby, having re-taken the Deanery of York into his remit.

PAGE 8

## **11. Election of Parochial Church Councillors**

There were three nominations to the PCC - Anne Bush, proposed by Mary Banbury, seconded by Angela Darley; Martin Cross, proposed by Elisabeth Storrs, seconded by Mary Banbury; Clare Davenport, proposed by Mary Banbury, seconded by Sarita Adamson – and they were duly elected. John welcomed Clare to the PCC, reporting that she had taken on production of the powerpoint for services and had indicated willingness to act as PCC secretary.

## **12. Election of Deanery Synod Representatives**

One nomination had been received – Peter Phillips, proposed by Bruce Marshall, seconded by Marion Goodrick – and was duly elected. Representatives are usually elected for a term of three years. There remains one vacancy.

## **13. Appointment of Sidespersons**

Acting recently as stewards at church services, Clare & Steven Davenport, Martin Cross and Peter Phillips were duly appointed.

## **14. Reports on the organisations and activities; verbal update from John**

Referring to the written reports in the booklet a number of questions and comments were raised:

Music. Nick Nightingale wished to thank those who had been involved in recording the music for the zoom and online services, individuals recording separately at home and put together by Sally-Ann Long. He thanked both her and Jill Shepherd for their continued efforts. Jill also had very recently introduced choir practices (suitably distanced) and choir members had been able to sing at two Sunday services. Mid-week bible study and services. Thanks to Toby Gibbons the bible study sessions had been moved to zoom, discussions ensuing from ‘Bible Project Videos’. Morning Prayer (twice weekly) and Holy Communion (once weekly) were well received and attended. Parents and Toddlers. This group had not been able to continue as not an official pre-school group.

Wednesday Café. This had been taken up on zoom but had shrunk a lot.

## **Report from John Day**

Continuing on from his written report, John applauded the fruit of the vine that has come forth during this year despite the restrictions of covid-19. The sadness of these restrictions is that getting to know St Clement’s has not happened to any extent although friendship offered in both directions is much appreciated. We are two distinct

communities and churches which in time will become one parish. John expressed heartfelt thanks to Toby Gibbons, sadly to be leaving us in the early part of next year. During these months since March, it is he who has launched us into all things online and guided us through the intricacies of zoom Sunday and mid-week services, and the online recordings.

John’s own future is in the air at present because of covid. He is presently working for the Archbishop on strategy and also leading the MYCN (Missional Youth Church Network) with a budget of £200,000 to enable parishes to participate.

John expressed thankfulness at this time for the contact with everyone via weekly updates and news both by email and hand delivery.

He looked forward to the time when we can all meet together for a big party, both physically and spiritually.

Peter Phillips expressed thanks to John for his report and for his continual encouragement.

## **15. Any Other Business**

Nothing to report.

Toby Gibbons closed the meeting with a prayer. Meeting ended 8.25pm Nos. in attendance c25.

Mike Felton reported that a request from a group of child-minders to book the hall could not be accepted as not within the government guidelines – hope for next year.

We look forward, as we are sure you all do, to returning to something approaching normal before too long but realise that we may all be a little cautious. We thank you for your support and co-operation during these difficult months and we are extremely fortunate to have Anne Bush and David Butler as part of our Wardens team.

## **Church Wardens’ Report**

Apart from a brief period around Christmas and the few weeks since Easter Day, there have been only a small number of services in church and all these have conformed to Covid rules with restricted numbers and social distancing. However that does not mean that the Wardens have been idle!

Shortly before Christmas we learned that our Faculty application for the front entrance and the Quiet Garden had been approved. Work has been going on in the Quiet Garden, with the banking down towards the Scout hut being cleared and re-planted, a concrete base laid for the shelter and work started on the structure itself. David Butler decided that he would build a bespoke shelter and his “team” of Martin Cross and Mike Felton are making great progress. Hopefully, by the time the summer comes we will be using this space to its full advantage.

In late March we had our Quinquennial Inspection of the church and hall from the roof downwards. This was undertaken by our newly appointed Surveyor, who would have looked at the building with fresh eyes. There will inevitably be some work that needs to be done and these jobs are categorised into “within the next 12 months” or “within the next 5 years” etc.

One piece of sad news is that Debbie and Julie who have run the Playgroup for many years have decided that they will not be re-opening so we hope to find someone who wants to start a new group for pre-school children.

## **St Chads Hall**

This has been a rather open and shut year. More closed than functioning. We were able to reopen on the 1st September 2020. Our regular clients had completed their own risk assessments and had taken advice from their local and national organisations. However the Monday/Tuesday playgroup ( St.Chads Playgroup ) were unable to return. White Rose Quilters and the Flower Arranging Group were looking towards a return in Spring this year. There was a very brief respite at the beginning of December when the national lockdown measures ended .

During the tiered period we were able to host a meeting of GPs from our local practice. In September we opened the hall for Flu vaccinations. A team set up the room on Friday evening and deep cleaned on Sunday afternoon. At present the only session being used is Monday afternoon Karate. This is with a much reduced group and is able to proceed as the children are all from the Knavesmire school bubble the numbers are much reduced though. I have been in regular touch with the Quilters and Flower groups. They are looking to return after the school summer holidays.

Weight Watchers are likely to return after 17th May. Tai Chi may not return at all.

St. Chads Playgroup has ceased to be and all keys have been returned. There was discussion last year with a group of childminders who were looking to hire but that is on hold at the moment.

The hall has been booked by the Council in order to hold the election for the Police and Crime Commissioner. This takes place on Thursday 6th May.

## **Safeguarding report**

During the year, I have continued to be the Parish Safeguarding Representative. My responsibility is to work with clergy and PCC to make sure

PAGE 12

that St Chad’s remains a safe place for children, young people and any adults at risk of abuse or exploitation. I am a named person anyone can go to if they have a concern about the safety or well-being of a young or vulnerable person within the church. I also have to ensure that all members of the PCC and others who have a public, trusted role in the parish have been DBS checked and have completed safeguarding awareness training. Peter Phillips

## **Deanery Synod**

I

have continued to be one of St Chad’s Deanery Synod representatives (we have two places but the other has been vacant). The Synod met in February 2020 (just before lockdown) at St Luke’s church, and online in November 2020. The Bishop of Selby, who now has responsibility for managing York Diocese under Archbishop Stephen, addressed the November meeting and spoke about different ways parishes respond to the call to mission. In 2021 a new Synod was elected and the online February meeting (which I could not attend) was mainly taken up with induction of the new membership. During 2021, the Synod will hold an extra meeting (May 19th) to discuss how parishes can and should participate this summer in developing a ‘refreshed Diocesan Vision’ called Living Christ’s Story. Details can be found at https://dioceseofyork.org.uk/living-christs-story. Peter Phillips

We have managed all this thanks to your continued generosity. I would like to say a huge thank you to you all from myself and on behalf of the PCC and to thank God for his amazing generosity in bringing us through a very rocky year.

Looking ahead to the rest of 2021. We have started the year very positively with a very generous donation of £10,000 (12,500 when you include the giftaid reclaim) to our New Building Fund. This gives a total in this fund of £45,422. This will help greatly when we come to apply for the extra funding, which we will need for our improved access plans.

Currently at the end of April’21 we have a surplus of £2,582 in income over expenditure in our Working Funds. The PCC at the end of 2020 took the decision to maintain our freewill offering at its 2020 level of £41,772. On current income it seems likely that we can achieve this. We can hope and pray, as restrictions ease during 2021 that our hall rental income starts to return and we can have fundraising activities again.

I would urge everyone if you can to review your giving as your continued generosity is enabling St Chad’s to develop. We have our improved access and Quiet Garden project and as part of the coming together of our three parishes the PCC is considering using our Legacy Fund in an application to the diocese for a ‘Multiply Worker’.

We thank God for his abundance and making all this possible.

Martin Cross

## **Finance Report for 2020**

We ended 2020 in a much better financial position than we had anticipated earlier in the year. Overall, we had a deficit of £1,148, however if you take out the £3,000 planned spending on the improved access and just look at day-today income and expenditure then we had a surplus of £1,086. The total in our accounts on 31st December’20 was £128,652. This was made up of the Legacy Fund £45,899, the New Building Fund £35,422 and the Working Funds £47,331.

## **Report from John Day to St Clement’s and St Chad’s**

It is a privilege to serve as priest in the two parishes. I am so encouraged by the way each community has worshipped, prayed and rallied round during these months of pandemic. It has been tough for everyone but we have supported one another. Thank you.

We all look forward to the arrival of our new, full-time parish priest, Revd Simon Bray. He brings to us exceptional talents, a prayerful and steadfast faith and great sense of fun and enjoyment. Simon, with Nicola and the boys, James and Ethan, will be a breath of fresh air – Holy Spirit air!

As Simon arrives, hopefully in July, we also embark on the next stage of worship and life together as we welcome St Andrew’s Bishopthorpe into this community – and we are welcomed into theirs. There will be teething problems as we settle into new routines but I know that the Holy Spirit will be upon us with wisdom and gentleness to lead us into new ways of worship and witness.

We will have much to work out as the merger develops. I pray that we can all be generous and patient with each other. My hope is that we would realise the prayer of Jesus in our shared journey as parishes - that we may become one loving, reaching out community. I pray that we can be one community of missionary disciples serving the God of love in our part of York. I pray we will not see it as a competition with each other, but we will pool resources and work out ways for each community to be distinctive with a real purpose. Each location has significant opportunities to worship, make disciples and serve people – let us discover these in the life of God who made us and in Jesus Christ gave himself for us. God now feeds us to overflowing with broken bread and wine outpoured, in our exploring the Bible together and in work and witness.

It is an exciting time to be sisters and brothers together in our churches.

_John 17 Jesus prayed to the Father and said “…so (his followers) can be one heart and mind as we are one heart and mind.”_
