Legal and administrative information, including details of the Parochial Church Council (PCC) members who served during the year, is shown on page 4.
Aims and Organisation
The main purpose of the PCC is defined in the Parochial Church Councils (Powers) Measure 1956 as “to co-operate with the minister in promoting in the parish the whole mission of the Church, pastoral, evangelistic, social and ecumenical.” The PCC also has responsibility for the maintenance of the churches of St Mary the Virgin, Bibury, St Michael and All Angels, Winson and St Mary the Virgin, Barnsley. We are now the Parish of Bibury with Winson and Barnsley.
The PCC met 4 times during the year. Between these meetings business was transacted by the Standing Committee of the PCC. At the Annual Parochial Church Meeting held on 26 April 2024, the electoral roll stood at 205 members.

Maintenance at Bibury
-
Normal maintenance was carried out over the year, cleaning of gutters and drains and weekly upkeep of the churchyard.

Several visits in addition to the annual service from Ramtech the heating engineers during the year as the boiler is fading fast due to its positioning underground. Will need to re-assess heating options early in 2025.

With the help and thanks to Peter Wiggin the rotting notice board was replaced in the autumn.

Plans have been drawn up and approved by the PCC for the replacement of the rotting front gates - installation in 2025.

It was agreed for work to be carried out to the exterior wall on the south side of the west end of the nave - badly applied and cracked pointing is being hacked out and replaced with proper lime mortar. However due to timing and weather factors the work was postponed until April 2025.

Maintenance at Barnsley
- There were no maintenance costs other than mowing and tree trimming. These were paid centrally by Edward.

Deanery Synod –
The Deanery Synod met three times in 2024. The Deanery Synod Standing Committee met 7 times. In March Deanery Synod at RAU focussed on stewardship and the way Parish Share is collected. Discussion was led by Lisa-Jayne Lewis (Diocesan Giving and Stewardship Advisor) who is a fundraising professional. Her advice is available to all Parishes (lewis@glosdioc.org.uk) In June Deanery Synod at Harnhill Centre for Christian Healing focussed on Ministry. Discussion was led by Rev Kate Stacey and Rev Andrew Cinnamond. Together they informed Synod of the training available to Lay as well as ordained members of our churches. Because of the uniqueness of each Deanery in our Diocese, training is organised on a Deanery level. In our Deanery there is training for Lay Ministry leaders and in April 2025 a course for Funeral and Bereavement Ministry will begin at The Monastery, Cirencester (Old House of Fraser.) Our new EcoChurch representative, Rosemary Bailey, gave a short report on her new role and plans.
Diocesan Synod elections returned the following: Clergy: Graham Morris, Caroline Symcox, Jackie Colburn, Tim Hastie-Smith, Luke Falvey, and John Birchall. Laity: Rosemary Bailey, Karen Czapiewski, George Collins, Rachel Jago and Peter Moore.
On 1 August Bishop Rachel visited our deanery. She joined a group of 20 DS members for lunch at RAU before a tour of our deanery including a vineyard and a farm for milking. In November Deanery Synod at The Monastery, Cirencester focussed on Mission. Rev Adrian Beere gave a short presentation about The Monastery which runs as a medieval monastery but is secular. Workers are paid a living wage and receive training. He encouraged the community to get involved. Members then had a guided tour. There was a message to members from Bishops Rachel and Robert about the Makin review and resignation of Archbishop Justin Welby. In the light of this Lay Chair George Collins urged Parishes to take Safeguarding seriously and use the online training available at
https://safeguardingtraining.cofeportal.org George then gave a presentation on the vacancies in our deanery.
Our Deanery is large with 45 Parishes and 60 churches 10 full time Clergy + 0.9 House for Duty. Of the seven Benefices 5 will be vacant by 2025 but advertisements are receiving a very small number of qualified applicants. Multi Parish Benefices are unattractive to potential incumbents. The support of retired clergy is vital but occludes the underlying problem of recruitment.
Ecumenical links – We continue to host a monthly village prayer meeting that brings together members of the Anglican, Baptist and Catholic communities
Lay Leaders – Neil Spurrier regularly leads worship at Bibury, Barnsley and, occasionally, Winson. A large team lead intercessions at Bibury. Jackie Colburn was ordained deacon in June 2024, and is now Assistant Curate.

Bibury Primary Church of England School
We continue to have a very close relationship with Bibury CofE School. Tim Hastie-Smith continues to serve as a Governor of the Joint Governing Body of Bibury and North Cerney Schools, and leads weekly collective acts of worship along with Jackie Colburn, Richard Witham, Chris Saunders, (Team Youth worker) and Matt Frost (Cirencester Baptist Church) The school joins us for Sunday worship at Harvest, Mothering Sunday and Remembrance, and members of Sunday church join the school for End of Term services and Ash Wednesday Communion.

Independent examiner’s report to the trustees of the PCC of Bibury with Winson and Barnsley
Adrian Sellars confirmed approval of the 2024 accounts and the notes/narrative by email of 27 April 2024 timed at 0937.
Financial Activities and Affairs

Income from the bookstalls in Bibury, Winson and Barnsley churches cannot be separated from visitor donations in each wall box as they are unmanned.

The policy of the PCC is to reimburse the Vicar’s expenses in full. Expenses cover travelling, telephone, stationery, postage, entertaining and some gardening assistance.

The PCC reimburses a proportion of the utility costs of the vicarage.

Grants made in 2024 amounted to £9,731. These were offset by an accrual from 2023 of £8,000 making the total shown in the accounts of £1,232.

Expenditure exceeded income by £26,901.
Accounting Policies
a) The financial statements have been prepared in accordance with the Church Accounting Regulations 2006 using the Receipts & Payments basis.

b) Valuation of investment assets are shown at market value on 31[st] December 2023.

c) General funds represent the funds of the PCC that are not subject to any restrictions regarding their use and are available for the general purposes of the PCC.
d) The accounts include all transactions, assets and liabilities for which the PCC is responsible in law. They do not include the accounts of church groups that owe their main affiliation to another body, nor those that are informal gatherings of Church members.
e) Fixed Assets. Consecrated property is excluded from the Accounts by the relevant Charities Act. No value is placed on movable church furnishings held by the Churchwardens on trust for the PCC and which require a faculty for disposal. All expenditure incurred during the year on consecrated buildings and moveable church furniture is written off in this Annual Financial Statement and separately disclosed.
f) Short term deposits include cash held on deposit either with the CCLA (CBF and COIF) funds or with National Westminster Bank and Lloyds Bank.
g) The Receipts and Payments Account exclude internal transfers between bank accounts and deposit accounts.

Bibury with Winson Investment Fund details
Restricted Funds:
The Sir Colin Crowe Fund: Held in a CBF Investment Share Account. Sir Colin died in 1989 and In his Will left a bequest of £10,000 to the Vicar and Churchwardens upon trust for the PCC to invest the capital and to apply the income towards the upkeep of the graves of Sir Colin and Lady Crowe, and to apply the remainder of such income for the maintenance, repair and improvement of Bibury Church, its cemetery and churchyard. Income from this fund is accumulated in the Fabric Reserve Deposit Account.
The Church Lands & Church Clock Charities: The assets consist of 15 acres of freehold land and COIF Investment Shares. These are held under a Scheme approved by The Charity Commissioners. The Trustees are the Vicar and 2 representative trustees appointed by the PCC for the term of 4 years. The income of the Church Lands Charity is for the maintenance, repair and insurance of the fabric of Bibury Church and its furniture. The income of the Church Clock Charity is for the maintenance of Bibury Church Clock. Income from this fund is transferred to the National Westminster Bank Bibury Restricted account.
The Mollie Davis Fund: Held in a CBF Investment Share Account. Molly Davis died on 1 August 2001 and in her Will left £100,000 to the PCC of Bibury with Winson for the general purposes of the church of St Michael Winson as a place of worship to be utilised to help to maintain regular services in the said church. The PCC, in November 2001, decided that the capital of the fund should be treated as a permanent endowment and the income applied to the maintenance of services. Income is transferred to the Free Reserve Deposit Account.
The Brigstocke Fund: Held in a CBF Investment Share Account. The late Mr Reginald Whish Brigstocke died on 16 December 1971. He left the residue of his estate to the Vicar and Churchwardens. It was decided by the PCC in 1972 that the capital of the fund should be treated as a permanent endowment, the income to be applied to the expenditure of a capital nature only (i.e. not to be used to defray recurrent expenses), provided that any accumulated income, surplus to the PCC’s needs, may be applied for charitable purposes. Income from this fund is accumulated in the General Reserve Fund.
The Arthur Severn Fund: Held in COIF Investment Income Shares. Mr Severn died in 1947 with a bequest that the residue of his estate be used for the maintenance and repair of Bibury Church and churchyard. The Vicar and Churchwardens are the Trustees. Income from fund is transferred to the National Westminster Bank Bibury Restricted account.
The Fabric Fund: Held in part in a CBF Investment Share Account (Fabric Reserve) and in part in a CBF Deposit Account (Fabric Reserve Deposit). Expenditure is restricted to the maintenance, repair and improvement of Bibury and Winson churches, churchyards and cemetery. Includes temporary and long-term sub-funds as required for specific purposes or projects. Dividends of the Fabric Reserve are reinvested in the fund.
General Reserve Fund: Held in a CBF Investment Share Account. Consists of accumulated income from the Brigstocke Fund and surplus cash allocated by the PCC from other sources from time to time. Expenditure is restricted to items of a capital nature or for charitable purposes (as for Brigstocke Fund above). Dividends are reinvested in the fund.

Bibury Church Rose Fund: The fund was set up by parishioners for the provision and maintenance of the standard rose trees in Bibury churchyard. The monies are held in National Westminster Bank accounts.
Unrestricted Funds:
The Free Reserve Fund: Held in CBF Investment Share and Deposit accounts and as cash at National Westminster Bank plc. CBF dividends are reinvested in the fund.
Bibury with Winson connected funds
Bibury Church of England Schoolhouse: The schoolhouse is leased to Gloucestershire County Council at a rent of £10 per annum and the Trustees are the Vicar and Churchwardens. The assets of the fund consist of 6,472 units in the JPMorgan UK Strategic Equity Income Fund.
Barnsley Investment Fund details
Musgrave and Wise funds set up in the 18[th] and 19[th] centuries to provide coal to the poor of the Parish of Barnsley. The former Barnsley PCC assumed the role of trustee about nine years ago on the advice of the charity commission due to the minor value of the funds. The capital is invested in COIF funds and the income goes to the Barnsley Current Account.
