Young K&C (formerly known as Kensington and Chelsea YPF) was registered as a charity on 30
August 2019. It is governed by its Constitution. On l February 2024, the trustees agreed to
update the constitution to change the naffle of the charity from Kensington and Chelsea YPF to
Young K&C.

Appolntment of Trustees
Management of the Charity 15 vested in a Board of Trustees. Trustees are appointed by
resolution at a properly convened meeting of the charity trustees. as set out in the
Constitution.
Induction and Tfainlng of Trustees
All new Trustees are given induction information. including the latest annual report and
accounts, current policies (including Safeguarding), operational plans and financial forecasts.
They are given opportunities to meet other Trustees and senior staff, to provide further insight
into the management and operations of the Charity. Senior staff are present at Trustees,
meeting to provide information and to support the boaid.
Organisational Structure
The Trustees are responsible for overall financial control. strategic dirertion and work of the
Charity. The board of trustees meets four times per year. It 15 SUPPOrted by the CEO and ad
hoc advisers, who have no voting rights. Day-to-day responsibilities are delegated to the CEO,
within a framework of approved policies and operational plans. The CEO manages the staff

Risk Review
Young K&C has carried out a risk assessment of potential funding risks. from known and
potential liabilities. This is reviewed on an ongoing basis. The strategy is to develop long-term
relationships with funders. and to retain a reasonable level of reserves. Trustees aim to
mitigate the major risks to which the Charity is exposed. through systematic review.
Internal Controls
The Trustees have agreed a Financial Control Policy with procedures to ensure all personnel.
especially those involved in financial operations. correctly adhere to financial controls. This
should ensure an audit trail and that cost allocations are properly ascertained and recorded. All
transactions are recorded in proprietary accounting 50ftware. enabling tracking of transactions
and monthly bank reconciliations.
Ob-ectives and Artivities
Background
Young K&C was set up in 2019, with core funding from John Lyon's Charity and Royal Borough
of Kensington and Chelsea.
Charitable Objects
The Objects of the CIO. being undertaken in the area of the Royal Borough of Kensington and
Chelsea for the public benefit. are as follows:
l. To promote the efficiency and effectiveness of charities providing services for children
or young people by providing support. advice, training and other assistance.
2. To promote the effective use of resources for charitable purposes by charitable and
non-charitable bodies working Wlth children and young people by providing advice,
seNices and consultations.
3. To advance in life and relieve the needs of children and young people through making
grants to organisation5 that do any or all of the following-
The provision of recreational and leisure time activities provided in the interest of
social welfare, designed to improve their conditions of life;
Providing support and artivities which develop their skills, capacities and capabilities
to enable them to participate in society as mature and responsible individuals.

Youth-led approach
Young people play an important role in Young K&Cs decision-making processes. Young
Ambassadors have paid roles visiting member organisations. assessing grant applications,
reviewing and deciding on grant awards. giving feedback to applicants. helping with
consultations, and visiting the projects that we fund to evaluate and to make recommendations
for future development.
Member-led approach
Young K&Cs member5 are regularly engaged throu8h formal and informal consultations. such
as forums, survey5 and 1-2-1 meetings. These consultations provide vital insight into the needs
and focus areas of voluntsry organisations working with children and young people in the Royal
Borough of Kensington and Chelsea. Information Eathered here supports Young K&C in it's
future support for members including advocacy for the voluntary and community sector,
tailored training and sUPPOrt, dedicated partnership and networking opportunity for members.
Equity, diversity and inclusion
Young K&C is proactive in promoting opportunities for young women, Global Majority young
people, disabled young people and LGBTQl++ young people. Young K&C does this through:

We are satisfied that the artivities fulfil the public benefit requirement set out in the Charity
Commission's general guidance. As well as benefit to the individuals concerned there is
broader gain for the public.

Sustainable funding for local voluntary organisations working with children and young
people
In 2023-24, Young K&C made grants totalling £579,813 to 44 local voluntary organisations

In 2023-24, we worked with partners to deliver and support 6 grant programmes..
Making Space- including disabled young people. in partnership with the Julia and Hans
Rausing Trust and RBKC, provided £82,201 to 4 voluntary organisations
Supporting Supplementary Schools, in partnership with Lightbulb Trust, provided
£40,W) to 10 voluntary organisations
Connecting Young K&C (Our Choice- delivering support for girls and LGBT++ young
people and Exploring Culture. Heritage and Identity), in partnership with John Lyon's
Charity. provided £50.030 to 10 voluntary organisations
Holiday Activities and Food, with RBKC, provided £336,373 to 26 organisations
Youth Activities at Lancaster Youth Hub, with RBKC. provided £53,188 to 2 voluntary

We worked in partnership with RBKC'S Early Help team to deliver a grants programme for the
Parent Carer Champions Network that resulted in 3 additional grants to Young K&C members.

Supplementary School, Playground Theatre. Portobello Dance. Pro-touch SA, Response

AMPACC financial sUPPOrt project
With funding from John Lyon's Charity, Young K&C and nine of our members took part in the
AMPACC project with Clear Thinking Consultancy. This enabled members to gain a better
understanding of their costs and to increase their ability to ask for funding on a full cost
recovery basis.

Elevating voices of our members and the chlldren and young people they work with
Young Ambassadors and Youth Voice
Gronts
5 local young people. aged between 14-19 were hired by Young K&C to become Young
Ambassadors. The Young Ambassadors play a key role in delivering Young K&C's grants to
young members by taking a youth-led approach to decision making. Young Ambassadors visited
16 member organisation5 to asse55 their applications across 3 grant programmes (Makin8
Space. Our Choice and Exploring Culture. Heritage and Identity).
Actin8 as key decision makers through the grants, the Young Ambassadors centred the needs
and voices of children and young people within the grant process. Their assessment provided

feedback to the organisations on areas of improvement to make sessions more inclusive for
youn8 service users. Additionally Young Ambassadors conduced monitoring visits to succe55ful

Young K&C delivered We Got U U Got This in partnership with the Royal Borough of Kensington
and Chelsea and Westminster City Council to create community-led videos to increase early
intervention foi mental health.
Young K&C hired a young local videographer to consult with local young people and member
organisations and create 5 short videos exploring the impact of local mental health services. As
part of the consultation. 6 young people with lived experience of mental health service5
advised on what key issues surrounding mental health were for young people in Kensington.

promote over 400 projects connecting local young people to activities taking place in their local
area. 9.960 users visited the site from June - August as part of our summer holiday promotion.
21 members were provided 1-2-1 support in uploading their organisational details and activities
onto Our City to increase their organisational capacity, allowing small voluntary organisations
free 51te to host activities, take bookings and increase outreach to local children and young
people.

opportunities for voluntary organi5ations, job opportunities available for youth and play
workers and the directory of member organisations.
Young K&C newsletter
As of 31 March 2024, the monthly Young K&C new51etter had an audience of 309 individuals
with connections to Kensington and Chelsea. The monthly newsletter has been developed to
intlude funding opportunities for VCS organisations. job opportunities and showcase local
events and news stories.
The newsletter has an average open rate of 59% and click through rate of 18%, compared to
56% and 11.2% in 2022-23.
Social medio
Young K&C hosts 3 social media platforms= X, Instagram and Linkedln. Each platform provides
content for member organisations, partnefs, local children and young people and the wider
community across Kensington and Chelsea.
As of March 2024, X was Young K&C's best performing social media channel with 1154
followers, a 16% increase f rom the previous year. Top performing posts often include training
opportunities and grant announcements for Young K&C members.
Advocacy and Representation
Young K&C continued to advocate for and with our members through a range of local fora
including Early Help Partnership, Education Partnership, Youth Crime Partnership. the Local
Safeguarding Children Partnership's Children and Communities working group. and through our
ongoing partnerships with the police, NHS, local funders and businesses.
Day In Your Lile Photography
We worked with local artist Alison Jackson (Double Take Creativel and 7 Young K&C members
(Dalgarno Trust, Earls Court Youth Club, Fit for Life Youth. Harrow Club, London Sports Trust,
Solidarity Sports and St Marfs Ukrainian School) to deliver 30 photography workshops. with
funding from K&C Foundation and Cadogan Estates. Additional opportunities for young people
were provided by the Design Museum and the science Museum.
At least 4¢X) young people took part. Over 100 photos were shortlisted, professionally displayed
at an exhibition and prize giving at Cadogan Hall. After the exhibition, the photos were hung in
the youth clubs.

During the coming year Young K&C plans to continue to work closely in partnership with local
voluntary and community sector, public sector and private sector organisations in Kensington
and Chelsea to develop and promote better opportunities for children and young people.

Financial Review
Total net incoming resources for the year was £907,138 Icompared with £902,739 in 2022-231,
details of which are shown in the Statement of Financial Activities. Total expenditure for the year
was £879,499 Icompared with £840,781 in 2022-231. The balance of funds at the end of the year
was £243,063 Icompared with £215.423 in 2022-231. The balance of Ltnrestricted funds carried
forward includes a General Reserve of £154.287 (compared with £82,$48 in 2022-231.
Fund$ and Reserve5
The trustees have carefully considered the Chariws needs to hold resetves for dealing with
unforeseen circumstances and. to the extent that further funds permit. for investment in future
activities. We have decided that a target level for the General Reserve should be the equivalent of
between 3 to 6 months of annual organisational njnning costs. Our current level of reserves is
equivalent to 6 months running costs.

I report on the accounts of the charity for the period ended 31 March 2023 which are set out on
pages 16 to 26 of the Trustees Annual Report.
Respective responsibilities of trustees and examiner
The charity's trustees are resp")nsible for the preparation of the accounts. The charit*s trustees
consider that an audit is not required for this year under sertion 144121 of the Charities Act 2011
(the Charities Act) and that an independent examination is needed.

My examination was carried out in accordance wsth the general Directions given by the Charity
Commission. An examination includes a review of the accourhting records kept by the charity and a
comparison of the accounts presented with those records. It also includes consideration of any
unusual items or disclosures in the accounts and seeking explanations from the trustees
concerning any such matters. The procedures undertaken do not provide all the evidence that
would be required in an audit and consequently no opinion is given as to whether the accounts
present a 'true and fair view, and the report is limited to those matters set out in the next
statement.

In connertion with my examination. no material matters have come to my attention..
which gives me cause to believe that in, any material respect=
the accountinÉ records were not kept in accordante with section 130 of the Charities Act,. or
the accounts did not accord with the accounting records: or
the accounts did not comply with the applicable reqU1￿MentS concerning the form and
content of accounts set out in the Charities (Accounts and Report51 Regulations 2008
other than any requirement that the accounts give a 'true and fairf view which is not
matter considered as part of a'i independent examination .
I have come across no other matters in connectioft with the examination to which attention
should be drawn in this report in order to enable a proper understandin8 of the accounts to be

The financial ststements have bEen prepared in accordance with the Ken5Lngton and Chelsea YPF'S Charitsble
Incorporated Organisation AssouatsoTr. the Charities Ad 2011 and"Ac£ounting and Reporting by ChèrSties.' Statement
of Recommended Practice applicable to tharities preparin8 thelr accounts in accordance with the Financial Reporting
St3ndard applicable in the UK and Republic of Ireland IFRS 1021 leffertNe l January 20191.. The Kensington and
Chelsea YPF is a PublK Benefit Entity a5 defined by FRS 102.
The financial statemen¢5 have departed from the Charities (Aciounts and Ileportsl Regulations 2￿8 only to the extÈnt
required to provide a true and fairview. Thi5 departure has invofved following the Statement of Recornrnen(S
Practice for charities applying FRS 102 rather than the version of the Statement of Recommenised Practice which is
referred to In the Re8ulations but whKh has since been withdrawn.
The finanrral statements are prepared in st*rlin& which is thefijnctional currency olthe Ken5in8ton and Chelsea YPF.
Monetary amounts in these finan£ial siarements are rounded tothe nearest £.
The financial ststements ha¥e keen preparÈd underthe hkstorical cost£onventloTh, mod￿ed to include the revaluation
of freeh&d properties and to inilvde invesEment properties and certain financial instruments atfair value. The
principal accountiw po4icie5 adopied are set out below.
1.2. GoiThg concern
At the time of approving the finanoal 5tstÈments. the trustees have a reasonable expettation that the Kensington and
Chelsea YPF has adeouate resour￿5 to conrinue in operath)nal existence for the foreseeablehjture. Thus the trustees
tontinue to adoptthe 8oin8 concern basis of accounting in preparing the finanaal statement5.
1.3. Charitsble fvnds
Unrestrirted funds are availawe for use atthe disueifjon of the trustees in furtherants of thwrcharitable objettives.
Restricted funds are subjed to 5pecifK condftions by donor535 to how they rnay be used.The purposes and uses of
the re5tri£ted funds are set out in the notes to the finantièl siatements.
1.4. Intorne
Income is retognised when the Kensington and Chelsea YPF is legalty entttkd io it afterany perforrnance conditio¢)s
have been met, the amounts can be me3sured idiabty. arbd it is probable that Income will be recwved.
Grants are recognised in thefinancial statements when due. Don3tior& are recolnised when received. Sales are
recoKnised when the related service5 have been provmled.
Cash donations are recognised on receipt. Other donations are re(ognised oncethe Kensington and Chelsea YPF has
been notified of the donatim, unlesi perforrnance conditions require deferral of the atnount. Income tax recoverable
