The members of the Parochial Church Council present their report and financial statements for the year ended 31[st] December 2020.
Background
All Saints PCC has the responsibility of cooperating with the incumbent in promoting in the ecclesiastical parish the whole mission of the church - pastoral, evangelistic, social and ecumenical. It shares with the incumbent responsibility for All Saints Centre.
Membership
Members of the PCC are either ex officio (on the PCC by virtue of being a member of licensed clergy, Church Warden or Deanery Synod Representative) or elected by the Annual Parochial Church Meeting (APCM) in line with the Church Representation Rules. During 2019 the following served as PCC members:

The PCC has part of its work undertaken through committees, reporting back to the PCC.
Standing Committee
This is the only committee required by law, comprising the incumbent, churchwardens and two PCC representatives. It has power to transact the business of the PCC between its meetings, subject to directions given by the PCC.
PCC Centre Subcommittee
Reports to the PCC and oversees the day to day running of the All Saints Centre. It consists of the Vicar ex officio , 4 PCC nominees, 1 representatives of users of the Centre and the Centre Manager. During the Covid Pandemic from March 2020 all decisions regarding the Centre have been made by the PCC

Vicar’s report
For my fifth report as Incumbent I wish to express my continuing thanks to all who have supported All Saints during the unprecedented times of Covid-19.
2020 was an extremely difficult year as we adjusted to our church and centre being closed during the first Covid lockdown, open for limited public worship and then closed again for the second lockdown and the London Covid major incident.

We should have had one wedding, but this has been moved to 2022. We baptised one adult. Five members of our church family (one adult and four young people) attended a Zoom Confirmation Course. Their confirmation service will take place in Southwark Cathedral on 10[th] April 2021.

We welcomed Sarah Cornick (Southwark Diocesan Ordinand), on placement with us while she undertakes her Ordination Training part time at St Augustine’s college.

The financial stability of the parish has been challenged by the Covid pandemic. We have been blessed the continued giving of our church family and the impact of the Covid Job Retention scheme which has reduced considerably the negative impact on Centre finances. We have been able to commit to keeping our pledge to the Diocese for 2020 to £10,500. I wish to express my thanks to Roy Dennis for his work as Treasurer, our Centre Staff; June, Helen and Vanusa for agreeing to be put on furlough/flexible furlough and all who have contributed to our successful Zoom social and fundraising events.

Our teams have unfortunately not been as active due to the Covid restrictions. My thanks still go to all who are involved for their energy and enthusiasm and commitment which I anticipate will flourish again in 2021/22 when social distancing requirements permit.

We are still working to our 3-5 year MAP, we devised in 2019.

Our links with two local schools, Culvers House and Hackbridge Primaries have been impacted by the Covid pandemic, but I hope that assemblies, the Year 6 Transition sessions and church visits by the schools will resume in 2021.

Our monthly prayer diary is being used by a number of people, which helps us pray for one another and the work of the parish.

On the teaching and learning front the Lectio Divina which began in March has a regular attendance.

Due to Covid we were not able to run our Easter and Advent Journeys for our children aged 5 years to Year 6.

Our parish centre was closed to all but Humpty Dumpty pre-school for most of 2020.

Whilst my thanks go to everyone for their contribution to the ministry and mission of All Saints, my particular thanks go to Rev Angela Walford and our two wardens David Goymour and Alan Creber for their seen and often unseen contribution to the life and work of All Saints.
This is just a brief review of 2020. I will be expanding on these and looking to the future in my address at the APCM

PCC Secretary’s Report
Due to the current lockdown situation, we were unable to hold last year’s APCM. It was decided therefore to run it alongside this year’s meeting. Since submitting the previous report in March 2020, the PCC have met on 9 occasions, because of the restrictions imposed these meetings have all been via Zoom. It was agreed to hold PCC meetings on a monthly basis during this time. Several topics were discussed concerning both the church and the All Saints Centre. Staffing and furlough arrangements for the centre staff being high on the list of priorities for discussion. Another priority was to ensure that those entering the church or the centre were kept safe, and as a result it was agreed to order and install PPE equipment as a matter of urgency.
Preparations were made to adapt the church to comply with social distancing regulations, in readiness for the church re-opening for public worship. This severely limited the amount of people able to enter the church, but a booking system was put in place, which appeared to work very well.

Churchwardens’ Report
The church wardens are responsible for overseeing the maintenance of the church building and grounds; supporting the All Saints

Centre manager in repairs and maintenance for the Centre; supporting Rev Lynn Billin in her work as vicar; and acting as a bridge between clergy and congregation.
During the past year the church has been a different sort of place because of Covid-19 (understatement of the year, perhaps?) but we have continued to fulfil these responsibilities to the best of our ability.
The church building is in generally good condition. The gas inspection report required some maintenance work for the boiler in the church cellar and this has been done. The PAT test and the lightning conductor test have both been done. Other repair jobs included replacing the fan in the church toilet and upgrading the WiFi for the church office. Smart meters for gas are being fitted, still to be completed.
Most of the tasks arising from the Archdeacon’s inspection have been completed, leaving a couple of minor repairs outstanding.
Next year (2022) we will need to arrange a complete inspection of the church wiring (Aable Electric will be asked to do this).
For the All Saints Centre, the kitchen water heater is to be replaced, and this has been ordered by Rev Lynn. The kitchen fridge also needs replacing, but a decision on what size unit to buy is on hold for the moment; this decision will be made when we know which users will decide to return to the Centre after lockdown ends.
The grass outside the Centre, where children attending the Humpty Dumpty group play, weather permitting, is suffering from wear and tear. We have requested quotations for restoring this. At least one of the quotes is still to come in. It’s already clear that this will be an expensive job, and the Parochial Church Council will discuss it again when we have further information.
Meanwhile, the holly trees in the Centre grounds have been pruned.
We have had a sign put up, pointing out that the car park is reserved for Centre users and visitors; this seems to be doing its job.
All Saints Church and its Centre are buildings, which need the care spoken of here. The church is
also the House of God and the wardens are also ordinary members of the church family. Lockdown came as we prepared for Lent and Easter 2020. For the first time in our lives we were not able to go to church if we wanted to; every aspect of our lives was affected. Social events, including the Thursday coffee mornings, the Lunch Club and fund raising events like bingo, were all stopped.
In January 2020, who had heard of a videoconferencing application called Zoom? Soon after lockdown, most of us were learning to use it and, like other churches, All Saints soon started using it for our online communion services, for stay-athome coffee mornings and for fund-raising. In mid-summer the church was opened for private prayer and later for socially-distanced worship, with a booking system in place for the limited number of pews.
The wardens would like to thank and congratulate Rev Lynn (aided of course by Rev Dave – and the budgies!) for enabling online worship to continue; and also to thank Maureen and friends for keeping the coffee morning and fund-raising activities going.
The wardens are both pleased to report they have had their first vaccine jab. Back to normal ? Who knows what and when that will be?

Safeguarding
When I wrote last year’s report I didn’t think I would be writing this years in another lockdown, even though we haven’t spent much time in church Safeguarding is always at the forefront of our minds, whether we are Face to Face or on Zoom Lynn and I along with the church wardens are always remaining vigilant to what is happening in our church family.
So over the past year Lynn and I along with the wardens have continued to work together to make sure we are in contact with the church family and encouraging everyone to look out for each other in what have been very challenging and difficult times. I would like to thank Lynn for the splendid job she has done with our Zoom services and for always bringing everyone together whilst keeping

everyone safe. I particularity enjoy her new catchphrase “do we have any family news” I think we need to keep this one once we are all back in church. I feel it has been a real chance for people to speak up on the one thing in a week that might have made a difference to them, for me the
church services on Zoom have been really important to keep us all together and safe and it has become a real strength of togetherness. I am pleased to say that we do not have anything to report regarding safeguarding just keep in your mind even though we are not always in church to be aware of any safeguarding issues you feel need to be discussed with myself or Lynn however small.

Sacristy
In many other churches, the role of the sacristan is held by one person, to set up the alter and credence table for every service and to order the bread and wine, candles – all the consumables we need for every service. I am very grateful to Alan Creber who looks after the ordering, and Yi Li Zhang who pre-covid restrictions set up the altar and washed the vessels after each service. It is an important role in the service of the Lord. I look forward to when social distancing rules allow the role of Sacristan.

Social and Fundraising
It soon became apparent once lockdown became real that fund raising was going to suffer this year. After discussion with others we decided to try our best. We had 3 successful zoom bingo afternoons, and 2 great zoom raffles. We raised in total around £438.00 which was amazing, and l thank everyone who took part in the games, and those who donated some magnificent prizes for the raffle and bought tickets too.
Stewardship
We are reaping the benefits of previous years Stewardship Sundays and we thank everyone who has been able to submit their envelopes, shifted to giving via their bank or via the Donate button on the All Saints website.

Churches Together in Beddington & Wallington
We have not done much with the lockdown and there isn’t a lot to say. We did a Christian Aid Zoom meeting with different churches and we were all in groups talking about different ways of prayer and at the endo f the evening had evening prayer before we said goodbye. It was a good meeting.

Young Church
The All Saints Hackbridge Young Church was not able to meet in person in the year 20/21 due to the Corona Virus Pandemic rules and restrictions. The All Saints Community Centre where we usually meet was closed until the end of September 2020. We had a meeting via zoom to plan for re-opening when the guidelines allowed us to. Helen Woolston drafted a Young Church Risk Assessment for the tier level when we re-opened and these were approved by the PCC. We were planning to re-open in October 2020 when the Government changed the guidelines and this was no longer possible. For the rest of the year we have been in one type of restriction or another and have not been able to meet in person. We did consider whether there was interest in us providing online resources for our Young People and Rev Lynn asked parents and carers for their view. It was felt that the young people were already having a lot of screen time during the week for home schooling. Some children have regularly joined our Zoom Church meetings on Sundays, with their parents.

Coffee Morning
Our coffee morning was going well last year with lots of support from locals and our church family, with cakes being made by Pat and Maureen and also donations. But as with everything else we were closed down from the end of March because of Covid, and had no coffee morning for a month. Maureen then took up the zoom account and started the coffee morning as a virtual coffee meeting, and let everyone know about this and those that could join us did which they were all happy to do. Pat also held the coffee morning on zoom when Maureen was unable to do so which has kept it going. There were a few of our older ladies that were really missing our coffee morning because they were unable to log on, so kept asking when we could start up again. But even when lockdown stopped, we still couldn’t get together, Liz offered to have 4 ladies that lived near her come to her garden to meet up for a coffee morning social distance of course and she would log on so they could have a chat with us.

Hackbridge Community Lunch club
For the first three months last year everything was normally and our lunch club was going well with a good attendance. On the 21[st] January we had a Burn’s lunch with entertainment, Eddie MacKay who is Scottish gave us a recital of a Burn’s night evening. Ron read a poem “Love is like a red red rose” and Eddie acted out from a Burn’s night theme. We all had a chance to try Haggis as part of our lunch. In March we had a Saint David’s Day lunch on the 3[rd] March and Christine Cresswell read a poem for us by “ Dyan Thomas “ All was going well until Covid hit us and we had to go into lock down, we had not been able to open again through 2020 and now we are into 2021 and will not be opening anytime soon. We are not sure if Duncan is able to come back to do our cooking anymore as he has been very poorly through last year. So we will need to discuss where we go from here when we can open again.

Grounds
It was a difficult year in the grounds we had a long hot dry spell in late spring and early summer and the garden centres were closed at the same time so we couldn't do all that we wanted to.

Vegetable patch and fruit trees
Last year Ron prepared the ground and added straw to stop sluggs then planted Potatoes, Runner Beans, Chard and Tomatoes. In late summer harvested Potatoes and Runner beans and gave out to various people, unfortunately the runner beans were picked too late as he was away and although given away were not too good. In November Ron planted Broad Bean seeds and are now up about 8” so looking good to harvester in April depending on the weather. This year 2021 in the spring Ron plans to plant more tomatoes, runner beans and potatoes, in the beds. Ron is going to prune the fruit trees as there is dead wood on them in next few weeks.

Choir
Singing together is an essential part of worship in All Saints Hackbridge. Our faithful choir enjoys

giving the lead in the sung liturgy and hymnsinging. Rev Lynn introduced some sung responses in the year before lockdown and, no doubt, this will develop further when that’s possible. As we don’t have a resident organist, we rely on recorded accompaniment for the hymns, which helps us to sing together and in tune.
In 2020-21, thanks to Covid-19, we have not been able to sing in church, or meet for choir practice, which traditionally we have done for up to an hour from 5pm on Thursdays. Our Sunday morning eucharist has continued on Zoom and, thanks to accompaniments recorded by Rev Lynn and Rev Dave Billin, people at home have been free to sing along in the hymns. (The CDs which we normally use are not available in this context, as our licence doesn’t allow us to broadcast the music online.) We don’t know how soon we will be able to return to singing together in church, but we can make plans. Weather permitting, I propose to resume choir practice in the summer, having people socially distanced in the church grounds. I hope at least some of these will be open rehearsals, when any member of the congregation (or, indeed, the wider church family) could join us to sing together. This has not yet been discussed with Rev Lynn or the PCC, so wait for details and dates! The PCC approved purchase of robes for the choir, so when we do finally return to worship in church, the choir will have a festive look!

The Centre Office continues to be staffed by June Mountsteven, the Centre Manager, together with Ken Hersey, Chair of the PCC Centre subcommittee, and Pat Hersey who both give their time unstintingly as volunteers. Keeping the Centre clean and welcoming were Vanusa Quental and Helen Deards. These staff have been furloughed, either entirely or flexibly since April 2020.
There have remained vacancies for an alternate weekend and an afternoon/evening Centre Assistant, responsible for cleaning, welcoming one-off users and security.

Centre's Finances for 2020
The Centre had expenditure of £41,082 . Only £600 was contributed to Church Funds . The Centre's hire i ncome was reduced to £28,400, over 50% of the budgets for Regular Hire. From March onwards there could not be any private parties or casual hirer because of the pandemic. The PCC benefited from Furlough Grants in relation to the Centre Staff of £10,500 and Employment Allowance of NI totalling £2100, bringing the Income total to £41,032 £19K remains held in the deposit account at December 2020. Usually £20K is the reserve against urgent repairs.
Building and equipment
The Centre has run well for the Nursery. The Church Wardens took over responsibility for arranging for the maintenance of the Centre since the manager was furloughed.
The grounds, fencing, paving, carpark and disabled access are unresolved concerns which the Vicar & Church Wardens are seeking to redress with Frank Smith, Architect's advice on behalf of the PCC.
