TRUSTEES’ REPORT

The Trustees present their annual report together with the financial
statements for the year ended 31 December 2021. The Trustees confirm
that the Annual Report and financial statements of the CIO comply
with the current statutory requirements, the requirements of the
CIO’s governing document and the provisions of the Statement of
Recommended Practice (SORP), applicable to charities preparing their
accounts in accordance with the Financial Reporting Standard
applicable in the UK and Republic of Ireland (FRS 102) (effective 1
January 2015) as amended by Update Bulleting 1 (effective 1 January
2015.)

Structure, Governance and Management

a. Method of appointment or election of Trustees

The management of the charity is the responsibility of the Trustees
who are elected under the terms of Articles of Association.

b. Organisational structure and decision making

The Trustees meet once as a group annually to ensure compliance with
Charitable aims.  The day-to-day policy and operational decision-
making authority are delegated by the CIO trustees to the Church
Council, which is a group elected by the members of the CIO. The
Church Council meet at least six times during the year to monitor
the activities of the charity.

c. Pay policy for staff

Staff salaries are reviewed and agreed annually by the Church
Council.

d. Risk Management

The Members and Church Council have assessed the major risks to
which the charity is exposed, in particular those related to the
operations and finances of the charity and are satisfied that
systems and procedures are in place to mitigate exposure to major
risks.

e. Public Benefit

In accordance with our duties as stated in section 17(5) of the
Charities Act, we have considered the guidance provided by the
Charity Commission in regard to public benefit. This public benefit
has been demonstrated by the activities undertaken since inception
of the charity outlined in this document.

f. Safeguarding

The Board of Trustees have adopted the Diocese of London’s
safeguarding policy relating to children, young people and adults at
risk. They have appointed Hannah Kilpatrick as the Church
Safeguarding Officer.
The current and previous Church Safeguarding Officers have always
completed the necessary training courses. All safeguarding training
is provided by the Diocese, with training requirements for each role
specified in the Safeguarding Learning & Development Framework
(House of Bishops, 2021). Compliance with this framework has
continued to improve across the Church.
The Trustees are committed to the principles of best practice in
relation to safeguarding and comply with the duty under section 5 of
the Safeguarding and Clergy Discipline Measure 2016 in respect of
having due regard to House of Bishops’ guidance on safeguarding
children and adults at risk. The guidance can be read in full on the
Church of England official website. Alongside this, the following
local policies have been implemented:

About CCF: Background, Vision and Mission

BACKGROUND

In Christmas 2018, at the invitation of the Bishop of Kensington,
the Reverend Andy and Dizzy Watkins reopened and planted into Christ
Church Feltham.
Christ Church Feltham is a Methodist Church, within the parish of St
Dunstan’s Church Feltham.
Historically the parish of St Dunstan’s was two parishes – the
Parish of St Catherine’s being the parish church closest to where
Christ Church is situated. When St Catherine’s was closed and sold
in the late 1970s, St Dunstan’s absorbed St Catherine’s parish
making the new parish population of St Dunstan’s well over 35,000
and growing – the largest in the Kensington Area.  In 2018/19 more
accommodation was built in order to house in excess of 10,000
additional people.  There is clearly need for another worshipping
Anglican community to be established in central Feltham.
Bishop Graham and Bishop Paul before him, tried numerous times to
plant into central Feltham, without success until now.  In 2017,
Bishop Graham approached the Methodist Church when he heard that
they were closing Christ Church on Hanworth Road in Feltham and
asked if the Church of England could plant into it.  Since then, the
Anglican Church has been partnering with the Methodist Church to
establish a new mission initiative. In December 2018 Christ Church
Feltham began as a new worshipping community and in August 2019,
Christchurch Feltham became a registered Charity (CIO).

VISION

The Vision of Christ Church Feltham is to see ‘The Church on fire
and Feltham alive.’
This vision has emerged in three ways:

1. In Acts, we read what happens to the known world when the church is set on fire by the Holy Spirit. The people are blessed, people repent of their sin and come to faith (Acts 2: the sick are healed, and poverty is eradicated.) In short, the city comes alive. Our prayer is that God would set His church on fire and bring life to Feltham through it.

2.A series of prophetic words from many different people
describing how they saw Christ Church ‘on fire’ and how that
fire spread like a wildfire across Feltham – bringing life to
its people.
3.A growing sense among many churches in the UK who are sensing
a similar vision to ours and that maybe God is letting us know
what he is about to do.  We want to be a part of that!
An important thing to note about this vision is that our longing is
for ‘the’ Church to be set on fire not just our church.  Our vision
will not be realised until we see all of God’s Church in Feltham and
surrounding areas on fire and all of Feltham alive.

MISSION

We believe that if we are to see the Church on fire and Feltham
alive, we need to do three things – love Feltham, make disciples and
build up the Church.
Love Feltham
Paul writes in 1 Thessalonians 2:7-8 “Just as a nursing mother cares
for her children, [8 ]so we cared for you. Because we loved you so
much, we were delighted to share with you not only the gospel of
God but our lives as well.”
Our heart is to be a church that loves Feltham so much that we
cannot help but share Jesus and our lives with its people.  We want
to hear where the community aches and respond in love.
We want to have a reputation in Feltham for being a church that
loves its town.
Make Disciples
Paul then writes in 1 Thessalonians 2:11-12 “[11 ]For you know that we
dealt with each of you as a father deals with his own
children,[12 ]encouraging, comforting and urging you to live lives
worthy of God, who calls you into his kingdom and glory.”
We want making disciples to be the key priority in all we do.  We
want to be teaching people who Jesus is and how to be like Him.  We
want to be a church that shows love to its town by giving every
person an opportunity to follow Jesus.  We will then make it a
priority to help people continue to grow in their faith.
‘Love Feltham and Make Disciples’ will be the lens by which we
determine what activities and ministries we do as a church.  If a
missional idea only meets one of the above criteria, then we will
work with the person/team to come up with a strategy that will
satisfy the other – if that can’t be done, then we may have to say
we won’t be doing it as a church.

In John 17 – Jesus prays the following prayer – ‘I pray also for
those who will believe in me through their message, [21 ]that all of
them may be one, Father, just as you are in me and I am in you.’
The essence of Jesus’ prayer is for unity in the Church.  We want to
do all we can to answer Jesus’ prayer by being a church that is for
the local churches in Feltham.  Wherever possible we want to be a
church that works to promote unity.  To that end we will make it our
business to pray together, work together and encourage one another
all while avoiding competition and division.   Our prayer is that as
we do that, we’d see ALL the churches in Feltham grow!

2022 Objectives

1. Sharing Agreement

2. Alpha

Alpha is a course designed to allow people who would not
identify as Christian to explore the Christian faith.  After
successfully running the course in 2021, we plan to run the
course again in 2022

3. Fulltime Children’s Pastor

4. New Curate and New Ordinand In 2022 we will see our ordinands Sam Millard and Beth Resch get ordinand and then from July/September, CCF will receive a Curate (Rudy Tan) and a new Ordinand (Teri-Anne Cavanagh.)

5. Growing to 100 adult members by the end of 2022 Over 2020 CCF saw the steady growth of our Sunday gatherings (including Kids and Youth). In 2021, through our Sunday gatherings and outreach activities we hope to see our membership grow to over 100 adults, 30 children and 15 Youth.

6. Youth Ministry + Youth Pastor In 2022, we desire to see our youth ministry grow. Currently we have a younger youth group on Sundays (group of about 6 to

8 10 - 14 year olds) and a Youthspace on Friday evenings for a
group of about 10 teenagers. In 2022, we’d like to see our
youth ministry double in size and for us to be able to employ
a part time youth worker.
7.Parenting, Marriage and Alpha Courses
Throughout 2021 we were able to run Stay & Play weekly
throughout term time.  This group now has around 50 parents in
it.  In 2022 we’d like to offer some courses to these parents
to support them in their marriages, in their parenting and in
their faith.  Our plan will be to run the marriage course, the
Parenting Course and Alpha in 2022.
8.Super Saturday
Due to the success of our first Super Saturday in 2019/20 – we
planned to run Super Saturday three times over 2022 academic
year (once a term). These events will involve family friendly
activities and a big lunch!

9. Focus 2022

After having many years of not being able to attend Focus in
person, we plan to take our church to Focus for 2022.  Focus
is a large gathering of churches, who meet in Newark, to
worship, connect and build friendships.  We believe this
gathering will be really beneficial for our church.
10.Good Grub Club
In 2022 we plan to restart the Good Grub Club in a new way
that is sustainable and fulfils the vision and mission of CCF.
It is clear that due to the rise in asylum seekers in our
local area and rising living costs and project that can meet
the essential physical, emotional and spiritual needs is
vital.  During 2022/23 we will be planning and speaking to
Hounslow Council about what GGC should look like going
forward.
11.Ministry among Asylum Seekers
During the back end of 2021, we had a number of Iranian
Refugees join our community.  During 2022 we seek to establish
a group that seeks to meet the needs of the Iranian community
that are being accommodated in Feltham.  By the end of 2022 we
hope to have a fully-fledged Iranian ministry operating.

1.Reopened Christ Church Feltham for Christian Worship
(AGAIN!)
After needing to close due to Covid 19 – in 2021 we were able
to open Christ Church Feltham again for in person public
worship.  Over the course of 2021 we saw our community group
to 80 adults and 40 children/youth.  It was so good to be able
to meet together in person again after not being able to for
so long.

2. The Furnace

Each Wednesday evening a prayer meeting called the Furnace
met.  During this meeting we prayed for the Church and for
Feltham.
3.The CCF Staff Team
The CCF staff team is made up of paid and unpaid staff
members.  Much of what was achieved in 2019/20 is down to the
hard work of the staff and their associated volunteer teams.
Our staff team for 2021 was as follows.

4. Pondfest 21

In the Summer of 2021 we joined with some of the local
organisations and charities in Feltham to host a festival in
the park opposite Christ Church. Pondfest became our Sunday
service that day, with the congregation of CCF hosting the
event. The local community got involved in the day through
hosting stands and family fun activities. CCF put on a craft
activities and a tuck shop.  We estimate that around 200
people from the local community came along on the day.

5. The Light Party

In 2021 – under the banner of ‘Super Saturday’ we hosted our
positive alternative to Halloween.  The party was a Space
Party, complete with Science Dome.  Over the party we welcomed
well over 100 people from the local community.

6. Christmas 2021

At Christmas 2021, Christ Church Feltham ran three main
Christmas services including a Family Carols Service where we
welcomed over 150 people into the building, most of whom came
from the local community, A Christingle Service and then on
Christmas Day we hosted a service where we welcomed over 100
people from the local community.

7.Ordinands
Throughout 2021 CCF had two ordinands doing their placement
with us. Beth Resch and Sam Millard began studying as
Ordinands at St Mellitus College in 2019 and are due to be
ordained in 2022.
8.Stay and Play
In 2021, after having to cease Stay & Play due to covid, Stay
& Play began again.  Running for two hours each Wednesday –
CCF was able to welcome many parents and children for a time
of connection, fun and teaching.

9. Online Church

Through 2021, CCF continued to live stream our in-person
Sunday services.  This enabled us to continue to welcome those
who weren’t able or comfortable to come to our in-person
services to be part of the CCF worshipping community.
10.Small Groups
Through 2021, Small Groups continue to meet – both on ZOOM and
in-person. Looking ahead we’d like to see our CCF have eight
small groups.

2021 MINISTRIES

1. Young Life (CCKids and CCYouth + LVA/CCF Youthspace) In 2021 we were able to run youth and kids groups each Sunday – Kids was overseen by our Kids Pastor, Rosie Gordon-Smith and Youth was overseen by Rudado Ushewokenze (volunteer and council member). During 2021, in partnership with LVA trust we were able to start a youth drop in on Friday nights. Each Friday night in 2021 we open the church up and welcomed teenagers in for sport, craft and pizza. The group ranged from 5-15 people each week.

2. Sunday Gatherings In 2021 we resumed our in-person Sunday Gatherings, with kids and youth groups. We also maintained our online church by live-streaming our services.

3. Prayer

Every Wednesday evening CCF gathers to pray.  Our prayer
meeting is called the Furnace.  It is called the Furnace
because if we want to be a church on fire then we believe we
need to become a furnace of prayer and worship!  On average
between 15-20 came each week to pray for Feltham and for the
Church.

In 2021 CCF ran alpha, a course designed to help people
explore the Christian faith.
5.Good Grub Club
In response to Covid-19, Christ Church, under the leadership
of Sam Millard and in partnership with the Feltham Salvation
Army, a holiday hunger project called Good Grub Club was
established.  During each school holiday CCF have been able to
provide up to 200 of Feltham’s most vulnerable families with
weekly groceries and activities.  This project has been
largely funded by grants and run by volunteers at CCF.  In
2021, we need to scale back our GGC operations due to changes
in team.  In 2022, we will look to kick start GGC in a new and
more sustainable way.

6. Online Church

2020 saw the establishment of CCF online – due to not being
able to meet in person, CCF took all its prayer meetings,
Sunday services and youth/children groups online.  This
enabled us to ‘never give up meeting together as some are in
the habit of doing’ as we read in Hebrews 10:24-25.  In 2021,
we continued online church, by live streaming our services. We
will look to scale this back in 2022.

Church Membership

At the end of 2021 Christ Church Feltham had 49 adults officially
signed on the electoral roll, in addition to a number of regular
members who did not sign forms.

Building Management

MAINTENANCE

The last Quinquennialassessment took place in January 2019 and the
next one is due in 2024. The full report can be accessed upon
request to the CCF Operations Manager.

and viable space for working, running ministry and community
activities and hiring.

A leak in the tower led to water entering the disabled toilet through the toilet roof. In February both leaks were fixed, however the leaks persisted and led to the electrics in the disabled loo being deemed unsafe. An electrical repair was booked to be carried out in early 2022 to make the electrics safe.

We let the premises of Christ Church to a diverse range of community
groups in 2021 and relationships continued to develop with each one:

CHURCH RENOVATION

It is our intention to fully refurbish the building in the next 2-3
years. We hope this will include:

Church. This process is set to begin once the Sharing Agreement
between the Methodist and Anglican church has been completed and
signed.

CCF Financial Review Year End December 31[st] , 2021

History

Christ Church Feltham (CCF) achieved recognition as a working
charity on August 19th, 2019. Prior to this, all income and
expenditure went through the St Stephens bank account, with monthly
reconciliations completed. Once CCF was able to open its own
account, the balance was transferred as a lump sum payment.
As of Jan 1[st] 2021 the total funds held by CCF were £110,747. Of this
£8,916 was in restricted funds and £28,200 was in designated funds
for missional giving and savings for an eventual church plant.

2021 Summary

Throughout 2021, the number of monthly contributors rose from 21 to
27, with regular giving increasing from £5400 to £6200 per month
(excluding gift aid). This reflects the growth in congregation size
throughout the year as well as congregation members embracing the
vision set by the Lead Pastors.

Income received in 2021 totalled £151,887. Expenditure for the same
period came to £162,021 leaving a balance of £100,612 of which
£12,958 is restricted.
From the outset of CCF, the Trustees agreed that 10% of all
unrestricted giving be retained within a Missional Giving Fund. This
totalled £7324 in 2021, with the balance closing at £25508 which
remains in a designated fund until the formation of the Missional
Giving Committee.
In discussion with the London Diocese, the Trustees agreed a payment
of £8,000 towards the Common Fund against a Parish Standard Cost
(PSC) of £85,200. This was paid on a monthly basis. The Diocese has
challenged CCF to meet our Clergy stipendiary and housing PSC with
our Common Fund payments within seven years (£55,700).
The Trustees continue to exercise careful stewardship in respect of
General Fund expenditure but endorse the ministry-led budget and
believe it reflects the strategic vision of CCF. We are grateful for
the continuing generosity of the congregation, and welcome the
teaching of the Lead Pastors, encouraging congregation members to
regularly review the giving of their ‘time, talents and treasure’.
We believe in a faithful God and are confident of His continued
provision to provide the resources to finance His work in Feltham.

Reserves Policy

The CCF policy is to hold only sufficient reserves to enable it to
meet outgoings on a day-to-day basis, relying on the faithfulness of
God to provide for our financial needs. It is the aim of the
Trustees to hold free reserves equivalent to twelve weeks of
unrestricted outgoings. The 2022 budget was prepared with this in
mind and the finance team meet regularly to understand where we sit
relative to the budget to ensure we never go below this threshold in
our bank account.
At the end of 2021 the level of free reserves stood at £83k which
represents over 6 months of unrestricted expenditure.

The Trustees’ responsibilities in relation to the financial statements

Charity law requires the Board of Trustees to prepare financial
statements for each accounting year, which give a true and fair view
of the state of the charity and of its income and expenditure for
the year. In preparing those financial statements the trustees are
required to:

The Board of Trustees is responsible for keeping adequate accounting
records which disclose, with reasonable accuracy at any time, the
financial position of the charity and enable it to ensure that the
financial statements comply with applicable accounting statements
and statements of recommended practice and the regulations made
under the Charities Act 2011. The Board is also responsible for
safeguarding the assets of the charity and for taking reasonable
steps to prevent fraud or any other irregularities.

I report on the financial statements of the charity for the period ended 31[st] December 2021, which are set out on pages 19 to 23.

Respective responsibilities of trustees and examiner

The charity’s trustees are responsible for the preparation of the financial statements. The trustees consider that an audit is not required for this year under section 145 of the Charities Act 2011 (the 2011 Act). I am qualified to undertake the examination by being a qualified member of the Chartered Institute of Certified Accountants

My examination was carried out in accordance with the general Directions given by the Charity Commission. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a ‘true and fair view’ and the report is limited to those matters set out in the statement below.

ACCOUNTING POLICIES

Basis of preparation

The financial statements have been prepared in accordance with the Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with

the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2015) - (Charities SORP

(FRS 102)), the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) and the Charities Act 2011.

Christ Church Feltham meets the definition of a public benefit entity under FRS 102. Assets and liabilities are initially recognised

at historical cost or transaction value unless otherwise stated in the relevant accounting policy note(s).

The trustees consider that Christ Church Feltham is a going concern and have accordingly prepared the accounts under the historical basis of accounting.

The trustees are confident that with the continued support of the congregation, and appropriate management of expenditure, the church is a going concern and will continue to be financially viable during the current cost of living crisis. The budgets for 2022 will be prepared in line with the financial circumstances at the end of 2021 and trustees are confident that they will be able to prepare a balanced budget given the continued support of the congregation.

Funds

General funds represent the funds of the charity that are not subject to any restrictions regarding their use and are available for

application on the general purposes of the church. Restricted funds are those donated for specific purposes.

Income

Voluntary income and capital sources

Donations and other income are recognised when received and an estimate of income tax recoverable is recognised when the rekated donations are recognised.

Grants and legacies to the Trust are accounted for as soon as the church is notified of its legal entitlement, the amount

due is quantifiable and its ultimate receipt by the church is probable.

Fixed assets

Additions and improvements to the newly acquired church premises are written off as incurred. Only items costing £500 or above are capitalised. Fixed assets are depreciated on a straight line basis as follows:

Furniture for church: 5 years

Other plant and machinery: 3 years

Computer and worship equipment: 3 years

Current assets

Amounts owing to the church at 31 December in respect of fees, rents or other income such as gift aid are shown as debtors less provision for amounts that may prove uncollectable.

Pension contributions

The Church participates in the Pension Builder Scheme section of the Church Workers Pension Fund for its staff. The scheme is administered by the Church of England Pensions Board. The pension cost charge representes contributions payable by the church to the funds.

5 Related Party Disclosures

Child care costs totalling £nil (2020: £1,362) were paid to the Watkins during the year. The Revd Andrew Watkins is a trustee of the CIO. No other CIO trustees have been paid any remuneration or received any other benefits from their association with the church.

Total giving from CIO trustees amounted to £15,349 (2020: £8,570). No donations from trustees had conditions.

6 Commitments

There are no payments due under non-cancellable operating leases expiring within two to five years.

Unrestricted funds comprise those funds over which there are no restrictions of their use. The trustees have agreed to designate some funds for mission projects.

The Good Grub Club is a holiday hunger project which runs throughout the main school holidays. Donations gifted specifically for this are allocated to the restricted fund.

Covid Relief. Grants of £19,042 were received from the London Borough of Hounslow towards the provision of Covid relief in terms of food, essential items and other resources for young people

All Churches Trust. This grant was given towards the redecoration of the church building
