Trustees Report of Winchcombe Rotary Trust Fund Charitable Incorporated Organisation for Year ending 30th June 2023

The third AGM of the Trust was held on 22nd September 2022 where the CIO members agreed that the Trustees for the coming year (2022-23) would be:

President – James Neuberger (ex officio) Secretary – Mike Page (ex officio) Treasurer – Andy Bride (ex officio) President Elect – Hazel Phillips (ex officio) Nominated Charity Trustee and CIO Secretary – Steve Wilkinson

Thanks to Gavin Phillips (ex officio trustee) who has now stood down.

None of the Trustees have received any remuneration or payment for their activities nor, does the CIO employ any personnel.

Trust Governance

The Charity was incorporated on 15[th] August 2019. The Constitution (guiding document) of the CIO was lodged as part of the registration and fully details the Organisational Structure, Purpose, Objectives and Main Activities are recorded in this document. An annual Trustee Meeting was held on 6[th] March 2023 when the Trustees reviewed the Constitution and the Charitable Donations Policy (CAD) documentation. It was decided that some updating of the CAD was necessary. This has been carried out and overall, the Trustees are satisfied that for this reporting period the CIO has been operated in line with these documents.

Validation of Accounts

As the CIO has again income in excess of £25,000 it is necessary for the accounts to be validated by an independent person. Mr Chris Evans who lives in Winchcombe is a recently retired Senior Civil Servant with experience in the handling of charity financial matters has agreed to again be the person to validate our accounts.

Financial Situation

At year end the CIO account held £34,647.90, which is a reduced balance from the year end 2022. The CIO has no direct liabilities, however as our Legacy Project, £20,000 is committed to Winchcombe Town Council for a “Pump Track” on the newly commissioned Winchcombe Park, and the balance of our commitment to the Hardship Fund is £3521.31 leaving £11,126.59 available for charitable donations.

Fund raising - The Club has undertaken on behalf of the CIO the following fund-raising events:

  1. Classics at Prescott – 2022. Another outstanding success as the event continues to grow. The overall surplus generated, and paid over to the CIO, was £22,161.64. The Gift aid for this event was paid during the financial year 2021-2022. This amount takes into account the 10% legacy payment to Rotary Club of Cheltenham Cleeve Vale. This is the final payment of this grant as the Club has been disbanded. We were however assisted by the new Rotary Club of Bishops Cleeve who we hope to work with going forward.

  2. Christmas Activities – The now familiar combination of decorating the Town with Christmas trees and taking Santa's Sleigh around the streets was again undertaken and once again raised approximately £1700.

  3. The Clubs 100 Club Lottery Fund donated £2000 to the CIO.

  4. An Easter Egg lottery was conducted raising almost £600

  5. A Quiz night jointly in aid of Lupus UK and Myeloma UK raised approximately £1200.

Charitable donations - Applications for funding are reviewed initially by a subgroup (the Charitable Funds Advisory Group) which, after due diligence, makes recommendations to the members for approval.

The CIO membership requested the trustees make the following payments:

  1. Continue the monthly contribution to the running costs of the orphanage in Orlancho, Honduras, at a level of £75 per month.

  2. A Commitment for an additional £5000 to be provided to the Hardship Budget.

  3. £1600 to Severn Area Rescue Association for an upgraded Scoop Stretcher.

  4. Donations of £750 and £500 to DEC Pakistan and Turkey funds.

  5. £1200 to Churches in Winchcombe for provision of Christmas Meal Vouchers for needy families.

  6. £3250 to Kate’s Home Nursing.

  7. £3000 to Youth Group ‘We all Matter’ (WAM)

  8. An increase of £450 to Lend with Care.

  9. Second payment of £5000 to BeSocial sponsoring “Dancing with Parkinsons”

  10. £600 to set up a Winchcombe Toy Library.

  11. £4200 to Sue Ryder Hospice for the purchase of specialist equipment.

  12. £3900 to Winchcombe Town Trust for a Secure display cabinet for the Winchcombe Maces.

  13. £600 each to Lupus UK and Myeloma UK (proceeds from Quiz Night)

  1. Support of some Rotary in Great Britain and Ireland initiatives (approx. £250) and donations to several local charity and community projects (approx. £1100)

In addition to the £20,000 set aside for the Pump Track Project the Club continues to seek further larger projects and will ring fence funds as they come in to finance funds to support this plan.

At year end the CIO had no outstanding debts or liabilities, however it should be noted that

1) A pledge of a further £5000.00 has been made to BeSocial for Dancing with Parkinson's

2) An allocation of £2000 has been committed to the Hardship Fund. (Current expenditure £284) As these allocations are yet to be spent they are not reflected in these accounts.

The funds available should therefore restricted to £31089.65.

Due to the change in date of the Classics at Prescott event Gift Aid for both tax years 2021 and 2022 are included in this account. The balance of cash carried forward are lodged in the CIO Business Account at Lloyds Bank Cheltenham The monies in this account are the only assets held by the CIO

Independent examiner’s report to the trustees of Winchcombe Rotary Trust Fund Charitable Incorporated Organisation

I report to the trustees on my examination of the accounts of Winchcombe Rotary Trust Charitable Incorporated Organisation (‘the Trust) for the year ended 30 June 2023.

Responsibilities and basis of report

As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).

I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent examiner’s statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of the Trust as required by section 130 of the Act; or

  2. the accounts do not accord with those records.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
