Trustees Report of Winchcombe Rotary Trust Fund Charitable Incorporated Organisation for Year ending 30th June 2022

The second AGM of the Trust was held on 22nd July 2021 where the CIO members agreed that the Trustees for the coming year (2021-22) would be:

President – Gavin Phillips (ex officio) Secretary - James Neuberger (ex officio) Treasurer – Andy Bride (ex officio) Nominated Charity Trustee and CIO Secretary – Steve Wilkinson

Thanks to John Evans and Neville Whitfield (both ex officio trustees) who have now stood down.

None of the Trustees have received any remuneration or payment for their activities nor, does the CIO employ any personnel.

Trust Governance

The Charity was incorporated on 15[th] August 2019. The Constitution (guiding document) of the CIO was lodged as part of the registration and fully details the Organisational Structure, Purpose, Objectives and Main Activities are recorded in this document. The Trustees are satisfied that for this reporting period the CIO has been operated in line with these statements

Validation of Accounts

As the CIO now has income in excess of £25,000 it is necessary for the accounts to be validated by an independent person. Mr Chris Evans who lives in Winchcombe is a recently retired Senior Civil Servant with experience in the handling of charity financial matters has agreed to be the person to validate our accounts.

Financial Situation

At year end the CIO account held £37,805.65. The CIO has no direct liabilities, however £5000 is committed to BeSocial for the second payment for the sponsorship of Dance with Parkinson’s and £1716 is committed from the £2000 allocated to the Hardship Fund leaving £31,089 available.

Fund raising - The Club has undertaken on behalf of the CIO the following fund-raising events:

  1. Classics at Prescott – 2021. Following the previous years cancellation, due to the pandemic, the 2021 event was a great success with record spectator attendance and entry revenues. The overall surplus generated, and paid over to the CIO including Gift Aid, was £23,539 This amount takes into account the 10% legacy payment to Rotary Club of Cheltenham Cleeve Vale. The 2022 event reverted to the usual May date, i.e. within this reporting year. The accounts were not completed however within the accounting period and the transfer to the CIO will be shown in the 22-23 financial statement. The Gift Aid payment however from 2022 is included in the 21-22 years accounts.

  2. Christmas Activities – The now familiar combination of decorating the Town with Christmas trees and taking Santa's Sleigh around the streets was again undertaken and raised approximately £1700. This amount was achieved alongside further upgrading of equipment to help the undertaking of these activities.

  3. The Clubs 100 Club Lottery Fund donated £3000 to the CIO.

  4. An Easter Egg lottery was conducted raising £630

  5. Several charity specific fundraisers took place including, a bikeathon for Trussell Trust (£900 raised), Bucket collections for Ukraine (£1900 raised) Quiz night in aid of Dementia charities (£650 raised)

Charitable donations - Applications for funding are reviewed initially by a subgroup (the Charitable Funds Advisory Group) which, after due diligence, makes recommendations to the members for approval.

The CIO membership requested the trustees make the following payments:

  1. Continue the monthly contribution to the running costs of the orphanage in Orlancho, Honduras, at a level of £75 per month

  2. Contribution of £400 to Winchcombe Cricket Club to purchase practice nets.

  3. £1000 to Trussell Trust

  4. £2250 to the West Midlands Air Ambulance to support their Sky Champs programme which provided CPR and Bleed Control Training at Winchcombe School.

  5. £1600 to Winchcombe Town Youth Football to support young players development.

  6. £320 to Churches in Winchcombe to fund the first print run of Winchcombe Health and Wellbeing guide.

  7. Approximately £2300 to the Disaster Emergency Committee Ukraine from a combination of collections and CIO Charity funds.

  8. £80 to Winchcombe Medical Centre Patients Participation Committee to fund promotion of a Well Women clinic.

  9. £5000 as part one of sponsorship of the “Dance with Parkinson’s” classes at Be Social.

  10. £1500 to support the Festival of Youth event run by WAM

  11. £650 shared between Alzheimer’s Society and BeSocial from proceeds of the Quiz night

  12. Support of a number of Rotary in Great Britain and Ireland initiatives (approx. £700) including Shelterbox and Legs for Africa.

  13. An allocation of £2000 to be used as a “Hardship Fund” to be administrated by three nominated members who will consider hardship requests put forward by the Medical Centre and local schools. At the year end grants of £284 had been made.

The Club is still planning to fund a major charitable project in the future and is continuing to ring-fence funds to support this plan. Discussions with severable local organisations are ongoing to identify the right legacy project.

At year end the CIO had no outstanding debts or liabilities, however it should be noted that

1) A pledge of a further £5000.00 has been made to BeSocial for Dancing with Parkinson's

2) An allocation of £2000 has been committed to the Hardship Fund. (Current expenditure £284)

As these allocations are yet to be spent they are not reflected in these accounts.

The funds available should therefore restricted to £31089.65.

Due to the change in date of the Classics at Prescott event Gift Aid for both tax years 2021 and 2022 are included in this account. The balance of cash carried forward are lodged in the CIO Business Account at Lloyds Bank Cheltenham The monies in this account are the only assets held by the CIO

Independent examinerfs report to the trustees of Winchcombe Rotary Trust Fund Charitable Incorporated Organisation I report to the trustees on my examination of the accounts of Winchcombe Rotary Trust Charitable Incorporated Organisation (Ihe Trust) for the year ended 30 June 2022. Responsibilities and basis of report As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act,). I report in respect of my examination of the Trust's accounts carried out under sedion 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. Independent examinerfs statement I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to ￿lIeVe that in any material respect.. . accounting records were not kept in respect of the Trust as required by section 130 of the Act" or 2. the accounts do not accord with those records. I have no concems and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
