The trustees present their annual report together with the financial statements for the period 1[st] January 2025 to 31[st] December 2025.

Structure, governance and management

a. Name

The registered name is Paradis Commemoration Group Memorial Appeal. The working name Le Paradis Memorial Appeal is also registered.

b. Constitution

The charity is registered with the Charity Commission as a Charitable Incorporated Organisation (CIO) under a Foundation constitution, dated and approved by the Charity Commission on 12 August 2019.

c. Method of appointment of Trustees

The management of the charity is the responsibility of the existing Trustees who appoint new Trustees as designated under the terms of the constitution.

d. Policies

The charity has approved the following policies: Complaints procedure Conflicts of interest GDPR Risk management Volunteers

The charity also maintains a risk register.

The policies and register are reviewed every two years.

Objectives and activities

a. Objective

The object of the charity as set out in its governing document is ‘The promotion of civic responsibility and good citizenship among people in the county of Norfolk in particular, and the UK in general, by commissioning a memorial in Norfolk to the 97 British soldiers massacred at Le Paradis on 27 May 1940, to maintain said memorial and to support other memorials to the Le Paradis Massacre as deemed appropriate by the Trustees’.

In setting objectives and planning undertakings the Trustees have given due consideration to general guidance published by the Charity Commission relating to public benefit, including the guidance ‘Public benefit: running a charity (PB2)’.

b. Strategies for achieving objectives

The principal objective, a permanent memorial to the memory of the victims of the massacre was achieved in 2021. The Trustees have since reviewed the work of the charity, leading to a focus on ‘ to support other memorials to the Le Paradis Massacre as deemed appropriate by the Trustees ’.

In addition, the following three strands continue to inform the work of the Trustees:

Achievements and performance

For the fifth consecutive year the Trustees worked with the Cathedral to organise a Service of Remembrance at the memorial on Tuesday 27[th] May, the 85th anniversary of the massacre. The weather was wet, so for the first time the Service was held in St Saviour’s Chapel. This was very well attended.

The focus of the year was the installation of the memorial in The National Memorial Arboretum (NMA). Trustees worked closely with the NMA to:

The memorial was dedicated in situ by HRH The Princess Royal at the formal Service of Dedication. led by the Chaplain General HM Land Forces. on 25 September. This was followed by a much larger se￿iCe of Thanks-Givin8 in the Aspects building at the NMA with HRH the principal guest. Thi5 Service was again led by the Chaplain General and included 250 invited guests, more than twenty standards. with music provided byThe Band of the Royal Anglian Regiment. Both sepiices were very well supported by the Royal Anglian Regiment. Financial Review a. Going concern The Trustees have a good expectation that the Charity has adequate resources, supported by a well-developed fund-raisin8 campaign. to continue in operational existence for the foreseeable future. For that reason they continue to adopt the going concern basi5 in preparing the financial statements. b. Reserves policy The charity carries forward into 2026 sufficient reserves to cover all anticipated financial commitments. Working within the guidelines established by the constitution, the Trustees will determine what use to make of these funds.
