Trustees present their annual report together with the financial statements for the period 1[st] January 2021 to 31[st] December 2021.
Structure, governance and management
a. Name
The registered name is Paradis Commemoration Group Memorial Appeal. The working name Le Paradis Memorial Appeal is also registered.
b. Constitution
The charity is registered with the Charity Commission as a Foundation Charitable Incorporated Organisation (CIO) under a constitution, dated 12 August 2019, approved by the Charity Commission.
c. Method of appointment of Trustees
The management of the charity is the responsibility of the existing Trustees who appoint new Trustees as designated under the terms of the constitution.
d. Policies
The charity has approved the following policies:

The charity also maintains a risk register.
The policies and register are reviewed every two years.

Objectives and activities
a. Objective
The object of the charity as set out in its governing document is ‘The promotion of civic responsibility and good citizenship among people in the county of Norfolk in particular, and the UK in general, by commissioning a memorial in Norfolk to the 97 British soldiers massacred at Le Paradis on 27 May 1940, to maintain said memorial and to support other memorials to the Le Paradis Massacre as deemed appropriate by the Trustees.
In setting objectives and planning undertakings the Trustees have given due consideration to general guidance published by the Charity Commission relating to public benefit, including the guidance ‘Public benefit: running a charity (PB2)’.
b. Strategies for achieving objectives
Since its inception the over-arching strategy of the charity has been to operate in parallel on five strands to deliver on its stated mission.

Raising sufficient funds to pay all the costs associated with the design, preparation and installation of the Memorial.

Commissioning a stone cutter of exceptional skill to design and prepare the Memorial.

Working with Norwich Cathedral to agree an appropriate location for the memorial and obtain the necessary permissions.

Ensuring that supporters and the general public are kept fully informed of progress towards delivering on our mission.

Ensuring that all administrative requirements are met.
c. Further key details
A memorial in Norfolk, and indeed in England, to the memory of the victims of the massacre has been long overdue and the absence of one was rightly described as a national disgrace. Against this backdrop our key constituency has been the families of the victims. Their cause is our cause. We are grateful for their unwavering support and encouragement.
The Trustees are grateful for the support of volunteers with maintaining the register of donations received, applying for Gift Aid and producing the minutes of meetings.

Achievements and performance
The memorial appeal was founded at a public meeting on 27 November 2018.
The charity has achieved its primary objective, the installation of a memorial in Norfolk to the memory of the victims of the massacre. The memorial made of Portland stone, designed by Lida Cardozo-Kindersley and cut in her workshop in Cambridge, was installed in the grounds of Norwich Cathedral in May 2021. The following week, on 27[th] May, a Service of Remembrance, led by the Dean of the Cathedral, was held centred on the memorial. Attendance at this 81[st] anniversary Service was small because of the constraints related to the Covid epidemic, but intentionally set a precedent that will hopefully become an annual event.
In a further significant development, a Service of Dedication for the memorial was held on 13[th] July in the presence of HRH The Princess Royal.
The charity has continued to work closely with Le Paradis Commemoration Group, which is a separate entity focussed on researching and recording for posterity the detail of the events in the vicinity of Le Paradise in May 1940. Financial Review
a. Going concern
The Trustees have a reasonable expectation that the Charity has adequate resources to continue in operational existence for the foreseeable future. For that reason they continue to adopt the going concern basis in preparing the financial statements.
b. Reserves policy
The charity carries forward into 2022 sufficient reserves to cover all anticipated financial commitments. Working within the guidelines established by the constitution the Trustees will determine what use to make of these funds.

Independent examiner’s report to the Trustees of the Paradis Commemoration Group Memorial Appeal

I report to the trustees on my examination of the accounts of the above charity (“the Trust”) for the financial year 1[st] January 2021 to 31[st] December 2021 set out on pages 7 to 9.
Responsibilities and basis of report
As the charity trustees of the Trust, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).
I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner's statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that in, any material respect:

accounting records were not kept in accordance with section 130 of the Act or

the accounts do not accord with the accounting records
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in order to enable a proper understanding of the accounts to be reached.
